The Saeima has adopted and promulgated the following laws of Valstsprezident: amendments to the law "on insurance against unemployment" make law "on insurance against unemployment" (Latvian Saeima and the Cabinet of Ministers rapporteur, 1999, no. 24; 2001, 1. No; 2002, 12, 22 No 1, 2006; 14. No; 2007, 24 no; 2009, 2., no. 6) as follows: 1. Article 5: replace the first paragraph, the words and figures "not less than 12 months during the past 18 months, with the words" and the number "no less than nine months in the last 12 months in the period ";
make the second paragraph as follows: "(2) If for the last 12 months of unemployment in the period before the unemployment status of contributions date of unemployment have been less than nine months, and if they are carried out or had to be carried out also for the period after the date of the status of the unemployed, by establishing the right to unemployment benefit, take into account the contributions to unemployment for the last 12-month period before the date of application of the allowance.";
to make the third part of the introductory paragraph as follows: "(3) for the unemployed, of which the last 12 month period before the unemployment status of contributions date of unemployment has not been, or have made, or had to take less than nine months, are entitled to unemployment benefits if he is in the period belonged to one of the following categories of persons:".
2. in article 8: replace the first part of the word "six" with the number "12";
replace the second paragraph, the word "six" with the number "12";
replace the sixth paragraph, the words "six" with the number "12".
3. Express article 10 the third paragraph as follows: "(3) the cost of unemployment benefit ceases if the: 1) person loses the status of unemployed persons;
2) State social insurance agency, based on information the State revenue service, establishes that a person wrongfully receiving unemployment benefits, while in receipt of benefits because that person is a worker or self-employed status;
3) State social insurance agency, based on the population register of Latvia information, establishes that the beneficiary is dead. "
4. transitional provisions be supplemented with 12, 13 and 14 by the following: "12. July 1, 2009 until 31 December 2011:1) the unemployed with the insurance indemnity from one year to 19 years (inclusive) the total cost of unemployment benefit duration is nine months;
2) unemployment benefits depending on the duration of unemployment for the unemployed with the insurance indemnity from one year to nine years (inclusive) in the amount of such costs: (a) in the first two months) — in full, (b)) for the next two months — 75 percent of unemployment allowance granted, c) over the past five months — $45 per month;
3) unemployment benefits depending on the duration of unemployment for the unemployed with the insurance indemnity from 10 to 19 years (inclusive) in the amount of such costs: (a) in the first two months) — in full, (b)) for the next two months — 75 percent of the amount of the unemployment benefit is granted, (c)) the next two months, 50 percent of the amount of the unemployment benefit is granted, d) in the past three months — 45 Lats per month.
13. the unemployed with the insurance indemnity from one year to 19 years (inclusive) for which unemployment benefit is granted until 30 June 2009 and its cost will continue after July 1, 2009, the cost of unemployment benefit duration is extended to nine months, taking into account the 12 month period prior to July 1, 2009 the unemployment benefit receipt, and depending on the duration of unemployment unemployment benefits paid in accordance with the transitional provisions of paragraph 12 of section 2 and 3.
14. Amendment of article 8 of this law, for the first, second and sixth in the part concerning the average insurance contributions wage calculation period changes from six to 12 months, shall enter into force on January 1, 2010. "
The law shall enter into force on July 1, 2009.
The Parliament adopted the law of 16 June 2009.
