I. General questions 1. Academy of the Republic of Latvia is a State higher educational and scientific institution that their operational objectives achieved through professional and academic degree programs. 2. the Academy according to the Latvian educational system and economic demand to prepare and educate teachers, educational managers and professionals working in social and natural sciences. 3. Pedagogies and educational management Academy, a short name is RPIV. 4. the name of the Academy in other languages are: Riga Teacher Training and Educational Management Academy (in English); The Akademi für Pedagogik Rigaer und Bildungsleitung (German); Рижская академия педагогики и управления образованием (in Russian); The Teachers Academ de Gestion et de Pedagogiqu de Riga (in French). 5. the registered office of the Academy: Imants 7. Line 1, Riga, LV-1083, Latvia. 6. The Academy's founder is a State Cabinet Minister in person. 7. Academy study programmes using national and world cultural experience, to prepare the teachers, educational managers and professionals working in social and natural sciences, which are able to provide professional activity in certain aspects of society and socio-economic conditions. 8. the right to study in the Academy determines the University law. Reception and imatrikulācij takes place in accordance with existing laws and the Academy's Senate approved rules of admission and admission requirements. 9. the Academy is autonomous institutions of education and science of the self-governing rights. Its authority is based on the right of all staff to participate in academic, administrative and business affairs management and administration. 10. III. the competence and activities of the form 15. Personnel 18. personnel of the Academy is composed of academic staff for which the Academy is the place of the election, the General staff and full time student. 19. the rights and obligations of the staff: the staff of the Academy 19.1. rights and responsibilities is to promote the teaching, study and research work to promote transparency, freedom Academy administration and its use. The Academy staff are eligible to participate in the self-governing bodies of the Academy in elections and to be elected to them. 20. Academic staff: 20.1. Assistant Professor of main tasks: – scientific research or artistic sector, which corresponds to the position of Assistant Professor for the title; -research management master's and Bachelor degree, undergraduate research and management practices; -study session management, culminating in the Organization of your study programme. 20.7.4. main tasks: teaching-research work being carried out in accordance with the Department's research programmes or artistic; -Research Management Bachelor's degree; -course of study for the development and management of the programme; -student research and management practices. 20.7.5. main tasks of Assistant Professor, Associate Professor, Assistant Professor of management in the or: — research work being carried out in accordance with the Department's research programmes or artistic; – participation in a course of study in the development and management of the programme; -student research and management practices. 21. The Academy student is right: 21.1. choose the Academy courses; 21.2. the Learning Academy offered vocational or academic courses and acquire higher academic or vocational training; 21.3. the use of the premises of the Academy, laboratories, libraries, equipment and hardware; 21.4. The Academy's Senate approved the order suspend and resume studies; 21.5. The General staff. V. management bodies of the Academy and of the budgetary authority, the management of the Academy 24. representation and authority are:-the constituent Assembly; -Senate; -the Rector; -The Audit Commission; -The academic Tribunal. 25. the constituent Assembly is the highest collegiate Academy in representation and Government institutions and decision-making bodies. 25.1 the constitutional meeting: 25.1.1. adopt and amend the Constitution of the Academy; 25.1.2. elect and cancels the Rector; 25.1.3. listen to the Rector's report; 25.1.4. elected by the Senate; 25.1.5. elected by the Audit Commission and the academic Tribunal; 25.1.6. Approves the constitutional meeting, the Audit Commission, the academic Senate of the arbitration and the regulations; 25.1.7. consideration and determination of the activities of the Academy and conceptual development issues; 25.1.8. examine the notifications for the Senate, the Rector, the academic audit of the arbitration and the decision taken by the Commission in the draft; 25.1.9. with a two-thirds majority in the constituent Assembly, the reference of the Audit Commission and the academic members of the Arbitration Board. 25.2. the constituent Assembly consists of 77 members (delegates). Constituent Assembly, elected by secret ballot vote of the elected academic staff, from the General staff and the student in the following composition:-associate professors, professors and other academic staff – 47 delegates; -learners-16 delegates; – other employee groups to 14 delegates. 25.3. The constitutional meeting not less frequently than once every two years, convene a Rector or the Senate. Constitutional emergency meeting convened at the request of the Senate, the Rector, not less than one third of the student or one third of the number of employees of the Department. 25.4. the constituent Assembly delegates ' term of Office is 3 years from the constituent Assembly election. The constitutional meeting decision-making procedures: – the Assembly is empowered to make decisions, if not less than two-thirds of its delegates; -decisions are made openly acting by a qualified majority of the members present; -Academy officer elections are held by secret ballot, vote; – two-thirds of the elected delegates to the meeting votes required Academy, Academy meeting the Constitutional Charter, approval, amendment or supplement, abolition of the Rector, the constituent Assembly, the Senate, the Audit Commission and the academic members of the withdrawal of the arbitration. 26. The Senate is the Academy's staff and governing body of collegiate decision-making body that approves procedures and rules governing all activities of the Academy. 26.1. The Senate shall elect the President of the Senate: 26.1.1., his Deputy and Secretary; 26.1.2. The Academy's Honorary and honour members; 26.1.3. Academy Advisor to the Convention. 26.2. The Senate confirms: 26.2.1. at the proposal of the Rector Vice Rector, Director, Director of the Institute, as well as unit managers; 26.2.2. Deans, Department heads, Faculty Council concerned the proposal; 26.2.3. assisting department managers of the Academy; 26.2.4. Faculty Council elected Assistant Professor, lecturers, assistants; 26.2.5. regulations of the departments of the Academy; 26.2.6. Academy founded the society, institutions and the statutes of the company; 26.2.7. regulations for academic posts; 26.2.8. Student self-government rules; 26.2.9. student admission to additional rules and imatrikulācij; 26.2.10. regulations on the study, tests, as well as the qualifications and diplomas awarding procedure; 26.2.11. Academy of budget and its use of funds, fees according to the Academy's budget provided for in the Statute of the Commission; 26.2.12. The Academy's internal rules; 26.2.16. Audit Commission inspection results. 26.3. The Senate shall decide: 26.3.1., Chair of the faculty, laboratories, affiliates, companies, authorities and other departments of the Academy (a school, Center, and other institutions), reorganization or liquidation; 26.3.2. the constituent Assembly sa prosecution; 26.3.3. for operating the essential questions. 26.4. The Senate is elected by the constituent Assembly of constituent Assembly members for 3 years. The Senate consists of 30 representatives from the Academy's academic staff, 3 of the General staff and 8 from the student. 26.5. Academic staff, general staff and student representatives in the Senate want only the category of staff representatives. The student Senate representatives to the student delegates authority. The Senators lose their powers if the operation terminates employment or student relationship with the Academy. The Senate under the Academy's activities constitute the main tasks of the independent Commission that their competence development proposals in the draft decision. 16.6. The Senate hearings chaired by the Senate President. 16.7. The Senate is governed by regulations approved by the constituent Assembly. 26.9. Senate decision-making procedures:-the Senate is valid if it participates in the majority of the senators; – the decisions shall be taken by majority vote of the members of the Senate, a vote; -all staff election is by secret ballot. 27. The Rector: 27.1. the Rector is the highest officer of the Academy, the Academy's General Administration and without special authorisation represents the Academy; 27.2. the Rector elected by the constituent Assembly of the Academy for five years, no more than two consecutive times; 27.3. the election of the current Rector of the Academy shall hold at least one month before the Rector's term of Office. To the newly elected Rector for the approval of the Cabinet of Ministers the Rector's duties the previous Rector; 27.4. Academy Rector elected by the Cabinet of Ministers approved by the Academy's founder. Rector takes up his duties after approval by the Cabinet. If not confirmed, the Rector of the Academy two months repeatedly organizes the election of the Rector. The Cabinet of Ministers approved the Rector not candidate again in the election of the Rector not participating; 27.5. Rector's Cabinet leave office after the Senate of the Academy or the Ministry of education and science initiatives, if found in the operation of the law the Rector or other violations of law. 17.1. Audit Commission: 28.1. they consist of three people from the academic staff of the Academy of the General staff, and full-time undergraduate constituent Assembly is elected for 3 years. The Audit Commission may not be representative of the administrative staff of the Academy. The Audit Commission is entitled to check the Academy financial and operational compliance with existing laws, other laws and the Constitution of the Academy. The Audit Commission carry out a check at least once a year. Student representatives are elected by the academic Tribunal in student self-government. The academic composition of the Arbitration Board shall not be representatives of the administration of the Academy. 29.2. The academic Tribunal appearance: 29.2.1. student and academic staff submissions for the Academy's Constitution certain academic freedom and rights restrictions or infringements; 29.2.2. disputes between officials of the Academy, as well as the governing bodies of the Department located in the connecting relations. The Academy's academic arbitration decision may be appealed to the Court of Justice of the administrative procedure law. 30. the Collegiate management authority: 30.1. Science Council: 30.1.1. Persons who are not staff of the Academy, the Academy issued administrative acts or actual action may be challenged, by the Rector of the Academy of the application. The Ministry's decision may be appealed to the Court of Justice of the administrative procedure law. Vi. The student authority 31. Academy student has its own administration. Its composition and the election procedure determined by the Academy, the Senate approved rules: 31.1. Student advocate and representative self-government student interests in the decision-making bodies of the Academy's academic, economic and cultural life; 31.2. determines the order in which learners are elected Academy collegiate institutions; 31.3. defending and representing the interests of the Student Academy of the Academy and other public institutions; 19.5. the representative of Latvia and unfocused learning abroad; 31.5. the Supreme decision-making body of the Student Government is the Student Parliament of the Academy, which operates in accordance with the rules to be developed by the student and approved by the Senate. The Senate may refuse approval of the statute only legal reasons. 32. Student Parliament decision after their approval in the Senate is mandatory for all learners. 33. The student self-government representatives in the Senate of the Academy, the Faculty Council and the constitutional meeting have the right to veto in matters that affect the interests of the student. The student self-government of the Academy's budget is funded to the extent of not less than one in two of the Academy's annual budget. This means the student authority uses the constitutional functions referred to in article 29. 37. the representatives of the Student Parliament is right: 37.1. to request and receive information and explanations from the Academy's departments of any authorised representatives in all matters affecting the interests of the student; 23.1. to participate in all decision-making bodies of the Academy; 37.3. participate as observers including and examinations. VII. Studies Academy 38. Academy gives you the chance to get a top professional or academic education in the national language. 39. Studies in the Academy in accordance with University law, approved in licensed and accredited study programmes. Study programmes are being implemented in full time and part time studies. 40. the studies Academy is the acquisition of knowledge and skills, competencies and attitudes development according to professional or academic study program, or continuing education program. 41. Studies in the Academy is coordinated by the study Board. 42. the Academy shall exercise professional, academic and continuing education programs. The Academy can realize also post-graduate studies. 43. The fifth level of the abstraction of professional qualification the total full time course of study of not less than four years, except for professional study programmes, which are implemented by the lower level of the learning programme. Professional higher education bachelors degree programs granted a full time course of study lasting at least four years. Professional higher education masters degree granted, if the total duration of the studies is at least five years. Academic Bachelor's programmes full time duration of study is three to four years, the academic Masters program of full-time study of duration of one or two years, provided that the total undergraduate and Masters courses of not less than five years. The person who got the master's degree are entitled to continue post-graduate studies. 44. the study programme shall determine the professional qualifications or academic degree requirements, whether this programme objectives, tasks and expected results, offer educational content (list of courses and their characteristics). Courses in the application shall include the implementation of the programme in the academic and support staff involved in the characterisation of the materials required in the base characteristics of study programmes of the departments involved in the implementation, the program costs. 45. Study programme approved by the Senate after the Faculty Council and the Council of studies. Before approval is organised independently of the inspection program. 46. the responsibility for the realization of the program of study is a study programme, which is recommended by the Director of the Council and approved by the Senate. 47. the study process for Academy issued teaching tools, informational and methodological materials. 48. Higher professional education study ends with the State examination, a component may be a diploma (diplomprojekt) and Bachelor (master's) business development and advocacy, or a diploma (diplomprojekt) or Bachelor of Arts (master's) business development and advocacy. Academic Bachelor's and master's study programmes to be concluded with the final tests, the ingredients of which are undergraduate or master's work and advocacy. 49. the programme is funded from the national budget and the natural or legal persons. Study programmes in the case of a closing financial Academy provides students the opportunity to continue education in another Academy graduate program or other graduate program. 50. Faculty activity determines the rules, approved by the Senate; 53.1.2. faculty can form when combining them in scientific potential, it at least meets the requirements of the Council of the promotion in the science industry or industry sector. The Academy may possess land, movable, immovable and intellectual property, as well as money in Latvia and abroad, according to the Republic of Latvia regulatory enactments.
