The Saeima has adopted and the President promulgated the following laws: the pedagogy and educational management Academy's Constitution article 1. I. General questions 1. III. the competence and activities of the form 15. Personnel 18. personnel of the Academy is composed of academic staff for which the Academy is the place of the election, the General staff and full time student. 19. the rights and obligations of the staff: the staff of the Academy 19.1. rights and responsibilities is to promote the teaching, study and research work to promote transparency, freedom Academy administration and its use. The General staff. V. management bodies of the Academy and of the budgetary authority, the management of the Academy 24. representation and authority are:-the constituent Assembly; -Senate; -the Rector; -The Audit Commission; -The academic Tribunal. 25. the constituent Assembly is the highest collegiate Academy in representation and Government institutions and decision-making bodies. 25.1 the constitutional meeting: 25.1.1. adopt and amend the Constitution of the Academy; 25.1.2. elect and cancels the Rector; 25.1.3. listen to the Rector's report; 25.1.4. elected by the Senate; 25.1.5. elected by the Audit Commission and the academic Tribunal; 25.1.6. Approves the constitutional meeting, the Audit Commission, the academic Senate of the arbitration and the regulations; 25.1.7. consideration and determination of the activities of the Academy and conceptual development issues; 25.1.8. examine the notifications for the Senate, the Rector, the academic audit of the arbitration and the decision taken by the Commission in the draft; 25.1.9. with a two-thirds majority in the constituent Assembly, the reference of the Audit Commission and the academic members of the Arbitration Board. 25.2. the constituent Assembly consists of 77 members (delegates). Constituent Assembly, elected by secret ballot vote of the elected academic staff, from the General staff and the student in the following composition:-associate professors, professors and other academic staff – 47 delegates; -learners-16 delegates; – other employee groups to 14 delegates. 25.3. The Senate is the Academy's staff and governing body of collegiate decision-making body that approves procedures and rules governing all activities of the Academy. 26.1. Faculty Council elected Assistant Professor, lecturers, assistants; 26.2.5. regulations of the departments of the Academy; 26.2.6. The Senate is elected by the constituent Assembly of constituent Assembly members for 3 years. The Senate consists of 30 representatives from the Academy's academic staff, 3 of the General staff and 8 from the student. 26.5. Academic staff, general staff and student representatives in the Senate want only the category of staff representatives. The student Senate representatives to the student delegates authority. The Senators lose their powers if the operation terminates employment or student relationship with the Academy. Senate decision-making procedures:-the Senate is valid if it participates in the majority of the senators; – the decisions shall be taken by majority vote of the members of the Senate, a vote; -all staff election is by secret ballot. 27. The Rector: 27.1. the Rector is the highest officer of the Academy, the Academy's General Administration and without special authorisation represents the Academy; 27.2. the Rector elected by the constituent Assembly of the Academy for five years, no more than two consecutive times; 27.3. the election of the current Rector of the Academy shall hold at least one month before the Rector's term of Office. To the newly elected Rector for the approval of the Cabinet of Ministers the Rector's duties the previous Rector; 27.4. Academy Rector elected by the Cabinet of Ministers approved by the Academy's founder. Rector takes up his duties after approval by the Cabinet. If not confirmed, the Rector of the Academy two months repeatedly organizes the election of the Rector. The Cabinet of Ministers approved the Rector not candidate again in the election of the Rector not participating; 27.5. Rector's Cabinet leave office after the Senate of the Academy or the Ministry of education and science initiatives, if found in the operation of the law the Rector or other violations of law. 17.1. Audit Commission: 28.1. they consist of three people from the academic staff of the Academy of the General staff, and full-time undergraduate constituent Assembly is elected for 3 years. The Audit Commission may not be representative of the administrative staff of the Academy. The Audit Commission is entitled to check the Academy financial and operational compliance with existing laws, other laws and the Constitution of the Academy. VII. Studies Academy 38. Academy gives you the chance to get a top professional or academic education in the national language. 39. Studies in the Academy in accordance with University law, approved in licensed and accredited study programmes. Study programmes are being implemented in full time and part time studies. 40. the studies Academy is the acquisition of knowledge and skills, competencies and attitudes development according to professional or academic study program, or continuing education program. 41. Studies in the Academy is coordinated by the study Board. 42. the Academy shall exercise professional, academic and continuing education programs. The Academy can realize also post-graduate studies. 43. The fifth level of the abstraction of professional qualification the total full time course of study of not less than four years, except for professional study programmes, which are implemented by the lower level of the learning programme. Professional higher education bachelors degree programs granted a full time course of study lasting at least four years. Professional higher education masters degree granted, if the total duration of the studies is at least five years. The person who got the master's degree are entitled to continue post-graduate studies. 44. the study programme shall determine the professional qualifications or academic degree requirements, whether this programme objectives, tasks and expected results, offer educational content (list of courses and their characteristics). Courses in the application shall include the implementation of the programme in the academic and support staff involved in the characterisation of the materials required in the base characteristics of study programmes of the departments involved in the implementation, the program costs. 45. Study programme approved by the Senate after the Faculty Council and the Council of studies.
