The Saeima has adopted and the President promulgated the following laws: the amendments to the law "on local government budgets," make law "on municipal budgets" (Latvian Saeima and the Cabinet of Ministers rapporteur, 1995, nr. 10; 1996, nr. 20; 2001, nr. 1; 2002, no. 22; 2005, no. 24) the following amendments: 1. Turn off all over the law, the word "(the Council)" (fold).
2. Replace the second sentence of article 1, the words "Parish, County, city and district" with the words "city and County of the Republic".
3. Express article 10, second subparagraph by the following: "(2) also for information purposes, the entire municipal budget summary — municipal budget and other statistical summaries."
4. Supplement article 12 with the words "as well as according to the Council decision concerning the specific budget creation".
5. Replace article 13 the words "local public body" with the words "local authorities".
6. Replace article 16, introductory part, the words ' the provisions of the local authorities "with the words" binding rules "of the municipality.
7. in article 17: make the first part of the introductory paragraph and paragraph 1 by the following: "(1) of the city and County be added to the draft budget an explanatory memorandum, which includes: 1) message, the Chairman of the thought which gives information about the Republican town or district economic and social situation, the tasks of the local financial year for which the budget of local plans, and for the two financial years;"
make the second paragraph as follows: "(2) of the city and County budget explanatory memorandum is prepared in parallel with the annual municipal budget and is an integral part of it."
8. Replace article 20, the words "Parish, County, city and district" with the words "city and County of the Republic".
9. Express article 36 as follows: "article 36. (1) local government budgeting and spending compliance laws, Cabinet of Ministers regulations and Council decisions no less than annually controlled by City Council invited sworn auditor or certified auditor company.
