The Saeima has adopted and the President promulgated the following laws: amended strategic movement in the law to make strategic movement of goods Act (Journal of Latvia, 2007, no. 107; 2009, 51 no; 2010, 2011, 91 No; 117.155. no) the following amendments: 1. Article 4: Add to the name of the article after the word "the" with the words "import export," movement; to supplement the first sentence with the following: "strategic goods export licence is not required when the Ministry of the Interior and the Ministry of defence under the authority or supervision of European Union common military list items moved to another Member State of the European Union or exported without the mediation of economic operators, and if those goods are necessary for those authorities of the North Atlantic Treaty Organization, the European Union, the United Nations or the Organization for security and cooperation in Europe mission."; to supplement the article with sixth and seventh paragraph as follows: "(6) the strategic goods import licence is not required, if the regulation 428/2009 a 2:2. the goods referred to in annex f to import from the countries listed in the annexes. (7) the strategic transit license is not necessary if the European Union common military list of goods moving in transit from one EU Member State to another Member State of the European Union and the goods are issued by the authorities of the exporting country added an export licence issued by the authorities of the importing country and of an import licence. " 5. Replace article 5 the tenth part of the numbers and the words "2, 3 and 4 class of fireworks and the T2 class" with numbers and words "F2, F3 and F4 categories of fireworks and T2 categories." 6. in article 5.1: to make the title and first paragraph as follows: "article 5.1. "; Supplement fifth after "(license)" with the words "and the export, import, transit or transfer license"; to supplement the article with the eleventh subparagraph by the following: "(11) the security police for use of the service constitutes a special collection of technological devices and comparative research needs, gathering at the special devices, purchased or donated, confiscated or seized, including improvised, customized for or otherwise create special device. Special devices in this collection include the security police. " 7. Express оtr and article 7(1) third subparagraph by the following: "(2) previous consent document firearms and ammunition or explosive movements between the Member States of the European Union, and the cancellation of suspension of service requirements determined by the Cabinet of Ministers. (3) the State fee for the first paragraph of this article shall not be paid in the service of documents, if the strategic goods: 1) imported or exported temporarily (repair, exhibitions or trade samples); 2) imported or exported from the State budget-funded institutions and bodies; 3) leave the strategic movement of goods that are subject to the product manufacturer, and has been submitted to the Committee confirming that the goods produced in the Republic of Latvia. " 8. Express article 11 of the fourth part of paragraph 5 by the following: "5 ways to be of paramount) operational measures specially created or adapted equipment, devices, or tools and it components, and software — security police assigned to experts." 9. in article 12: make a quarter as follows: "(4) the Committee shall be entitled to cancel already issued and do not issue the strategic goods import licence or certificate of international strategic movement subjects who do not comply with the requirements of this Act or for which the Committee had information that certain goods may be used in whole or in part in connection with chemical weapons, biological weapons or nuclear weapons development the production, use, service, storage, detection, identification or dispersal, as well as missile development, production, maintenance or storage, which may carry such weapons. " Add to article 9.1 of the part as follows: "(91) Committee is entitled to refuse strategic product licenses if their issue is inconsistent with other legislation." 10. transitional provisions be supplemented by the following paragraph 11: "11 cabinet up to 31 May 2016 manages this law article 7 referred to in the second subparagraph. To their entry into force is applicable to the Cabinet of Ministers on 6 November 2007 the Regulation No 736 "order in which State police issued the previous consent documents, firearms and ammunition or explosive movements between the Member States of the European Union", to the extent they do not conflict with this Act.
