The Saeima has adopted and the President promulgated the following laws: the breeding and rearing of animals Act article 1. The terms used in the law, the law is applied in the following terms: 1): the breeding of zootechnical complexes for targeted measures for animal production and their genetic and economic develop of valid properties that includes the correct records, team, selection, catering, housing and care;
2): (a) herd-book) information about the outbreak, livestock productivity and performance, (b) information on the House) (room) the animal outbreak;
3) pedigree — the House (room) the outbreak of animal wellbeing;
4): a separate monitoring of animals and izkopjam characteristics of a population average of genetically determined difference;
5) genetic resources — a very small species of livestock breeds and populations that have a cultural, scientific, or economic value;

7) livestock-cattle, pigs, sheep, goats, horses, fur animals, rabbits, poultry, honey bees (APIs mellifera l.) and wild species of animals that are kept in a restricted area of the output production;
8) House (rooms), animals — dogs, cats, ferrets home (room);
9) monitoring — a process that provides quantitative and qualitative data on the productivity of farm animals and the exterior and the data logging;
10) certified breeding material — farm animal semen, ova or embryos for the breeding and criteria set out in the programme for which you have received a certificate of breeding material;
11) certified, male breeding livestock, breeding program which meets the criteria set out in and for which you have received a breeding certificate;
12) variety: one species of animal population that is genetically similar properties;
13) breed livestock farm: farmstead, which belongs to the natural or legal person that deals with certain breeds of livestock in accordance with the breeding program, and have assigned a variety of livestock farms;
14) breed livestock breeders organization — merchant, cooperative, association or Foundation, which deals with a particular farm animal species and breeds develop and breeding;

2. article. The purpose of the law the law aims to ensure the breeding and animal production development in the country, to: 1) promote sustainable development of the livestock sector, promote the production of high-quality livestock and economic livestock production;
2) preserve and improve livestock productivity and competitiveness by promoting highly productive herd formation;
3) preserve and protect the diversity of genetic resources as national values;
4 promote high-value home) (room).
3. article. The scope of the law refers to the law of natural and legal persons carrying out breeding and dealing with agricultural and domestic animals (rooms) animal production, as well as to the national regulatory authorities and other institutions that perform with the breeding-related administration tasks.
4. article. The competence of the Ministry of Agriculture Ministry of agriculture coordinates: 1) a single breeding and animal breeding strategy;

5. article. The State agencies "agricultural data centre" competence State Agency "agricultural data centre" (hereinafter referred to as the data center): 1) maintains and manages common agricultural animals, their owners, and a register of holdings of the herd;
2) maintains and manages the registry of persons engaged in breeding laws about breeding within the order;
3) assign identification numbers in the country to rear livestock;
4) maintains and manages with livestock breeding related information database;
5) maintain and organize with livestock breeding related archive.

6. article. The food and veterinary service competence (1) of this Act and the regulations on the breeding of monitor and control compliance with the food and veterinary service.
(2) a food and veterinary service must: 1) visit and control breed livestock breeders ' organizations, require documents and information from them;
2) control the operation of the natural persons who carry out livestock evaluation, monitoring, artificial insemination, transplantation of ova and embryos, as well as control how herd owners comply with this law, article 10 and 11 and to request from them documents and information;
3) control the variety House (rooms), breeders ' organizations to request documents and information from them, or concerning possible non-compliance of the activities of the Organization and the laws about breeding.
(3) a food and veterinary service shall inform the data center on the second part of the organizations and persons in the activities of the alleged infringements.
7. article. Breed livestock producer organizations (1) competence variety of livestock breeders organization eligibility criteria and breed livestock breeders organization status procedure determined by the Cabinet of Ministers.
(2) agricultural variety breeding organisation fulfils the following with the breeding-related administration tasks: 1) develop, adopt and implement agricultural species and breeds of animals intended for breeding programs, as well as genetic resources conservation program;

6) organised by assessing the events, auctions and participation in exhibitions of farm animals;
7) represents the varieties of agricultural interest breeders breeding area in Latvia and abroad.

8. article. 9. article. (3) a variety of House (rooms), animals are identified and registered in accordance with the laws and regulations of the House (room) the animal registration.
10. article. Descendants of livestock production (1) cattle and horse progeny obtained from certified breeding animals and breeding material certified.
(2) sheep and goat herds, which take supervision of progeny obtained from certified breeding animals and breeding material certified.
(3) in swine herds, which take supervision of progeny obtained from: 1) certified breeders and breeding material, certified if the resulting progeny leave breeding;
2) breeding animals and breeding material, having known the origin of at least two generations when the resulting offspring of fattened beef.
11. article. Breeding of agricultural animals, their semen, ova and embryos with certificate of origin (1), the owner of the breeding of farm animals is provided with a certificate of origin: 1) for sale for the breeding of farm animals, semen, ova and embryos;
2) Latvia into the breeding of farm animals, semen, ova and embryos.
(2) for sale or imported in Latvia breeding of farm animals, semen, ova and embryos which are to be included in the certificate of origin of the data and the order in which the certificate of origin shall be issued in respect of the sale of breeding livestock, semen, ova and embryos shall be determined by the Cabinet of Ministers.
12. article. Monitoring, evaluation and integrity of horses participating in competitions (1) Monitoring is a voluntary measure which provides the owner of the herd. Farm animal species follow-up procedures established by the Cabinet of Ministers.

13. article. Requirements for persons who carry out livestock evaluation, monitoring, artificial insemination, transplantation of ova and embryos (1) the evaluation of livestock carried out physical person who has received the relevant certificate and has an agreement with a variety of livestock breeders ' Organization for the exchange of information and data collection methodology.

(3) artificial insemination of farm animals shall be carried out: 1) natural person, who has received the certificate;
2) in one herd — physical person who has received a relevant certificate.
(4) agricultural animal transplantation of ova and embryos shall be carried out in a natural person who has received a relevant certificate.
(5) the natural persons who carry out livestock evaluation, monitoring, artificial insemination, transplantation of ova and embryos, the training procedures, as well as the order in which these persons are issued and revoke the certificates and the certificate shall be determined by the Cabinet of Ministers.
(6) For the first, second, third and fourth part of issue of the certificate referred to in the duty payable. Government fees and the payment order is determined by the Cabinet of Ministers.
14. article. Decision appeals procedure for contestation and (1) of the food and veterinary service and data center decisions may be challenged, and to appeal to the administrative procedure law.
(2) agricultural variety breeding organisation in the decisions taken in connection with the delegated administration tasks, you can challenge the data center. The data center's decision may be appealed to the district administrative court.
Transitional provisions with the entry into force of this Act shall terminate breeding Act (Republic of Latvia Saeima and the Cabinet of Ministers rapporteur, 1998, nr.; 1999, 10 2 no; 2000, no. 8; 2004, 2, no, nr. 1; 2006; 2007, nr. 3, 15; 2008, 21. no; 2009, no. 14).
Informative reference to European Union directives, the law includes provisions resulting from: 1) Council of 19 December 1988, Directive 88/661/EEC on the zootechnical standards applicable to breeding animals of the porcine species;
2) Council of 30 May 1989 directive 89/361/EEC on pure-bred breeding sheep and goats;
3) Council 26 June 1990 directive 90/427/EEC on the zootechnical and genealogical conditions governing intra-Community trade in equidae;
4) Council of 25 March 1991 Council Directive 91/174/EEC laying down zootechnical and pedigree requirements for the marketing of pure-bred animals and amending Directives 77/504/EEC and 90/425/EEC;
5) Council of 23 June 1994, of Directive 94/28/EC laying down the principles relating to the zootechnical and genealogical conditions applicable to imports from third countries of animals, their semen, ova and embryos, and amending Directive 77/504/EEC on pure-bred breeding of the species of the genus Bull;
6) Council of 30 November 2009. directive 2009/157/EC on pure-bred breeding animals of the bovine species (text with EEA relevance).
The law takes effect July 1, 2011.
