The Saeima has adopted and the President promulgated the following laws: the amendments to the Highway Traffic Act to make the Highway Traffic Act (the Latvian Saeima and the Cabinet of Ministers rapporteur, 1997, nr. 22; 2000, 3, 14, 15; 2001, nr. 6. No; 2003, 17; 2005, nr. 13. No; 2006, 2. No; 2007, 3, 7, 21; 2008, 13. no no; 2009, 1., 7., no. 14; Latvian journal 2010, 86, 151. No.) the amendments are as follows: 1. Article 1: expressions of 11, 12 and 13 the following paragraph: ' 11) motor vehicle: self-propelled vehicle running on a road under its own power (including technical and trolleybus), except for track vehicles;
12) moped — two or three-wheel motor vehicle whose engine capacity does not exceed 50 cubic centimetres (positive-ignition engines type) or whose maximum power does not exceed 4 kW (electric motors or other internal combustion type engines) and construction of a maximum design speed exceeding 25 kilometres per hour but not more than 45 kilometres per hour, as well as four-wheeled motor vehicle, whose unladen mass is not more than 350 kilograms (not including the mass of batteries), engine capacity does not exceed 50 cubic centimetres (positive-ignition engines type) or whose maximum power does not exceed 4 kW (electric motors or other internal combustion type of engine) and a maximum design speed of not more than 45 kilometres per hour;
13) motorcycle-type of two-wheel motor vehicle (with or without sidecar) with engine capacity exceeding 50 cubic centimeters and a maximum design speed of more than 45 kilometres per hour. This term also refers to the snow motorcycles; ";
Express 21 as follows: "21) implements — self propelled vehicle on wheels or tracks, who moves with his energy, having at least two axles, the main function of which lies in traction, which is specially designed to tow, push, move or power a specific device, machine or trailer, and the use of which for carrying persons or goods by road or people or vehicles used for the carriage of goods by road for drag is only a secondary function;"
Express 30. paragraph by the following: "tricycle and quadricycle 30): respectively three or four-wheel motor vehicle with symmetrically arranged wheels, which the design maximum speed of more than 45 kilometres per hour, or is powered by an internal combustion engine with 50 cubic centimetres or larger displacement [quadricycle unladen mass is not more than 400 kilograms (550 kilograms, if it is intended for the carriage of goods) and capacity — 15 kilowatts];".
2. Supplement article 9, second subparagraph, after the words "except for motorcycles, motor tricycles, quadricycles" with the word "moped".
3. Article 10: replace the first subparagraph of paragraph 3, the words "their trailer and mopeds" with the words "and their trailers";
replace the eighth part in paragraph 2, the words "and the trailer of" with the words "mopeds and trailers".
4. in article 15: replace the second paragraph, the words "their trailers and moped" with the words "and their trailers";
replace the fourth subparagraph, the words "their trailers (except technical and its trailers) and mopeds" with the words "and of their trailers (except technical and its trailer)".
5. Turn off 15.1 in the first, second and fourth paragraph, the words "moped".
6. in article 22: make the first paragraph by the following: "(1) the driving and vehicle licence can get a statutory age reached a person: 1) whose permanent residence is in Latvia or who can prove that the last six months have gone to Latvia. make the first sentence of the second paragraph the following wording: "AM, A1, A2, A, B, B1, or BE a driving licence of category's validity is 10 years, but the driver's license for the right to drive C1, C, D1, D, D1, C1E, CE, DE, or to vehicles — five years. ';
to complement the second part with a new second sentence as follows: "the technical head of the period of validity of the certificate is 10 years."

to supplement the article with the seventh subparagraph by the following: "(7) the requirements of the vehicle (excluding technical) driving test inspectors determined by the Cabinet of Ministers."
7. Express article 23 and 24 by the following: ' article 23. Driving licence categories, and these categories corresponding to (1) the vehicle licence of vehicle categories corresponds to such vehicles (except the technical): 1) AM – mopeds;
2) A1 — motorcycles with an engine capacity not exceeding 125 cubic centimetres, of a power not exceeding 11 kW power and weight does not exceed 0.1 kilowatts per kilogram, as well as tricycles, a maximum power of 15 kilowatts;
3) A2: motorcycles, with a maximum power of 35 kilowatts, power to weight does not exceed 0.2 kilowatts per kilogram and not derived from a vehicle rated at more than two times;
4) as well as A to the motorcycle tricycles with a capacity exceeding 15 kW;
5) B1-quads;
6) B — motor vehicles except motorcycles in category A, having a full mass not exceeding 3500 kg and which are designed and intended for no more than eight passengers in addition to the driver, as well as the following categories of connection to the tractor trailer whose total laden weight of which does not exceed 750 kilograms. Also in this category are allowed connection to the tractor trailer that full weight of over 750 kilograms, if this connection full mass not exceeding 4250 kg;
7) C1: motor vehicles, which do not fall within the category, or (D) D1 laden weight exceeds 3500 kg but does not exceed 7500 kg, and which are designed and intended for no more than eight passengers in addition to the driver, as well as the following categories of connection to the tractor trailer whose total laden weight of which does not exceed 750 kilograms;
8) C-motor vehicles, which do not fall within the category, or (D) D1 laden weight exceeds 3500 kg and which are designed and intended for no more than eight passengers in addition to the driver, as well as the following categories of connection to the tractor trailer whose total laden weight of which does not exceed 750 kilograms;
9) D1-motor vehicles that are designed and intended for not more than 16 passengers in addition to the driver, and the length of which does not exceed 8 metres, as well as the following categories of connection to the tractor trailer whose total laden weight of which does not exceed 750 kilograms;
10) D-motor vehicle is designed and intended for more than eight passengers in addition to the driver, as well as the following categories of connection to the tractor trailer whose total laden weight of which does not exceed 750 kilograms;
11) BE — connection of a tractor vehicle in category B with trailer or semi-trailer that full mass not exceeding 3500 kilograms;
12) C1-C1 connection to tractor trailer or semi-trailer, which was exceeding 750 full kilograms, if such connection laden weight does not exceed 12 000 kilograms, or the connection of a tractor vehicle in category B with trailer or semi-trailer that full weight of over 3500 kilograms, if such connection laden weight does not exceed 12 000 kilograms;
CE category C 13), connection to the tractor trailer that full weight of over 750 kilograms;
14) D1-D1 connection to the tractor trailer that full weight of over 750 kilograms;
15 — category D) DE tractor connected to a trailer, which the full weight of over 750 kilograms;
tram-tram 16);
17 METER-bus).

(2) a driver who has the right to drive a vehicle of the same category, allowed to drive such other vehicles: 1) category A driving law, vehicles in category A1, A2;
2) category B driving rights — B1 category vehicle;
3) category C driving rights-a vehicle of category C1;
4) category D driving privileges-a vehicle of category D1;
5) with A2 or category B driving rights-a vehicle of category A1;
6) with the CE category driving rights — C1E vehicle;
7) DE driving rights — d1e vehicle;
8) with any motor vehicle or tram driving rights — AM category vehicle.
(3) the driver of a vehicle which has the right to drive a bus and made the driving licence, the settlements allowed to drive category D1 and D adequate public passenger vehicle.
(4) a driver who is entitled to drive category B vehicle laws in the order has passed the driving test and driving certificate for the mark concerned made it, allowed to drive a tractor vehicle in category B and a trailer, where the connection with the full weight of over 750 kilograms, if this connection full mass not exceeding 3500 kilograms.
(5) a driver who is entitled to drive B, C1, D1, (C) or (D) the category of vehicles permitted to drive in specialized tourist vehicles.
(6) the first, second, third, fourth and fifth, with the exception of point 8 of the second paragraph of that provision, does not apply to implements of driving licence categories.
(7) the technical categories of driving licence meets the following implements: 1) — (A) tractors, self-propelled implements of communal and universal pašgājējmašīn with full mass up to 7500 kg;
2) B — all tractors, self-propelled implements, communal bulldozers and universal pašgājējmašīn;

6) F: logging and grooming machine;
7) G-road building machinery;
8) H-other special pašgājējtehnik.

24. article. Driving and certain categories of road users age restrictions (1) in order to obtain the driving right, the person must have attained the following ages: 1) 14 years — of the licence for category AM;
2) 16 years for categories A1 and B1 driving licences;
3) 18 years — A2, B, BE, C1 and C1E driving licence;
4) 21-C, CE, categories D1, d1e, tram and to obtain a driving licence of category;
5) 24 years — A, D and DE licence. (A) the category of driving licence can get a person who has reached 20 years of age, if they are in category A2 driving length is at least two years. To drive a motor tricycle, with a capacity of more than 15 kilowatts, the authorized person who reached at least 21 years of age;
6) 16 years — implements category A driving licence;
7) 17 years — all manner of implements driving licence.
(2) a Person who is in the military service, you can get a C, CE, D and D1 categories of driving licence from the age of 19.

10. transitional provisions be supplemented by the following paragraph 20: "20.
