The Saeima has adopted and the President promulgated the following laws: For the Government of the Republic of Latvia and the Government of the Russian Federation Agreement on the Embassy of the Republic of Latvia to the Russian Federation and the Embassy of the Russian Federation in the Republic of Latvia deployment conditions article 1. 2010 December 20, Moscow signed by the Government of the Republic of Latvia and the Government of the Russian Federation agreed on the Embassy of the Republic of Latvia to the Russian Federation and the Embassy of the Russian Federation in the Republic of Latvia deployment conditions (hereinafter referred to as the agreement) with this law is accepted and approved.
2. article. Agreement obligations are coordinated by the Ministry of Foreign Affairs.
3. article. The agreement shall enter into force on its article 11 within the time and in order, and the Ministry of Foreign Affairs shall notify the newspaper "journal".
4. article. The law shall enter into force on the day following its promulgation. With the law put the agreement in the Latvian language.
The Parliament adopted the law in 2011 on April 14.

1. Article 1.1. -address: Riga, ezermalas str. 34, 001, all buildings with a total surface area of 2507.5 m ², pumping station, with a total surface area of 108 43.2 m ² (annex 2).
1.2. the Party shall transfer to the Russian Federation for 99 years lease with rent of 1 lats year parcels which are located in this article referred to in paragraph 1.1 buildings and constructions:-address: Riga, Bud Street 1 (antonias Street 6), with a land cadastre number 01000100017 part "B" 1170.0 m ² in area (annex 3);
-address: Riga, ezermalas str. 34, cadastral number 01000842029, 4470 m ² in area (annex 4);
-address: Riga, ezermalas Iela 34, land cadastre number 01000840056 with "A" and "D" part m ² in area, after the 2845.0 driveway construction ("B") piece of land in lakeside Street 34 will be combined with the plot of Lakeside Street 34 (annex 5).
1.3. the Russian Federation's Ambassador's residence for purposes of the Latvian party to pass the Russian Federation for 99 years lease with rent of 1 lats year buildings and structures in the following address: Jurmala, Buldur prospectus 135, building, building 002 001, 003, 007 sauna cellar, cellar and garage 009 008, with a total surface area of 1060.9 m ² and with cadastral parcel number 13000042801, 11032.0 m ² in area (annex 6).
After the entry into force of the agreement the parties ' authorities as soon as possible, conclude appropriate marketable land lease agreements.
Article 2 2.1 the Russian party shall transfer to the Republic of Latvia the property of buildings and structures that are used by the Embassy of the Republic of Latvia to the Russian Federation needs, Moscow, Čapligin Street 3, building No. 1, building No. 2, building No. 4, building No. 6, with a total surface area of 7832.8 m ² (annex 7).
2.2. the Russian party shall transfer to the Republic of Latvia on 99 years lease with rent of 1 ruble per year of land with a total area of 9181.3 m ², which deployed to point 2.1. buildings and structures (annex 8).
After the entry into force of the agreement the parties ' authorities conclude as soon as possible, according to the land lease.
Article 3 entry into force of the agreement the parties as soon as possible a mutually agreed deadlines according to each country's laws and regulations provide for ownership and rental free of charge on presentation of this agreement article 1 1.1., 1.2., 1.3., and article 2, paragraphs 2.1 and 2.2 points above. buildings, structures and land.
4. Article 4.1. If the agreement article 1, paragraph 1.1 and article 2 referred to in paragraph 2.1 of buildings and premises are sold, then the party in the territory of the country of which they are located, have a pre-emptive right.

4.2. the agreement article 1, paragraph 1.1 and 2.1 of article 2 referred to the transfer of buildings and premises leased to a third party only after consulting the party whose territory they are situated.

Article 5 the parties guarantee that agreement 1 and 2 referred to in article real estate is not burdened with debts or other burdens and can not be directed against them by third parties.
Article 6, in accordance with the 1961 April 18, the Vienna Convention on diplomatic relations, article 23 paragraph 1 1 and 2 of the agreement referred to in article real estate is exempt from taxation under any type of State or local taxes and duties, except charges for specific services.
7. Article 7.1. Payments for utilities (electricity, heating, hot and cold water supply, gas and others) in the installed communication devices, as well as 1 and 2, the agreement referred to in article building and premises running repairs and maintenance of buildings and premises, taken by a party whose property is in the building and construction, according to the rules and tariffs in force in the State in whose territory the immovable property is situated.
7.2. Payments for utilities (electricity, heating, hot and cold water supply, gas and others) in the installed communication devices, as well as article 1 of the arrangement referred to in paragraph 1.3 of buildings and premises, current repairs and maintenance of buildings and premises, carry out the party renting the buildings and premises, according to the rules and tariffs in force in the State in whose territory the immovable property is situated.
Article 8 8.1 the agreement article 1, paragraph 1.1 and article 2 2.1 paragraph reconstruction of buildings and premises in out party whose property assigned to them and appropriate projects agreed, subject to the laws and regulations of the State in the territory of which the immovable property is situated.
8.2. the agreement article 1, paragraph 1.3 of the reconstruction of buildings and premises, as well as new construction of buildings and premises to the site mentioned in the agreement article 1 paragraphs 1.2., 1.3., and article 2, paragraph 2.2., take the party renting the buildings, premises and land parcels and, according to the projects agreed, subject to the laws and regulations of the State in the territory of which the immovable property is situated.
8.3. The Party shall transfer agreement 1 and 2 referred to in article real estate property, authorise the reconstruction and construction of the necessary materials and equipment, as well as to export in accordance with the rules laid down in the 18 April 1961, the Vienna Convention on diplomatic relations, relief from customs duties, taxes and related charges other than fees for storage, carriage and similar services.
8.4. the party which receives the property agreement article 1 and 2 of the above real estate, can be sent to the Embassy of his country in preparation for reconstruction and building the necessary technical personnel and construction workers, the potential number of previously informing the other party in a timely manner.
Article 9 of the agreement may be amended or supplemented to the parties to the agreement in writing.
Article 10 The agreement execution and interpretation of related controversial issues between the parties will be resolved in a diplomatic way.
Article 11 agreements enter into force last received through diplomatic channels in writing of the date of receipt of the notification that the parties fulfilled the necessary internal procedures for the agreement to enter into force.
Signed in Moscow, 20 December 2010 in two copies, each in the Latvian and Russian languages, both texts being equally valid.
