The Saeima has adopted and the President promulgated the following laws: the law on amendments to the veterinary medicine veterinary medicine Act (do Latvian Saeima and the Cabinet of Ministers rapporteur, 2001, no. 11; 2002, 2. No; 2003, 4, 15; 2004, nr. 9, 18, 23; 2006, no. 9., 2009, no 3., no. 14; Latvian journal, 2009, nr. 196; 2010, no. 99) the amendments are as follows: 1. Article 1: to make paragraph 6 by the following: "6) veterinary inspection — the acquisition of fresh meat intended for the ante mortem inspection of animals, animals slaughtered, kautprodukt research, sampling, laboratory investigation, testing results and permanent veterinary supervision necessary to provide an opinion on the further use of meat, and carried out in accordance with the requirements laid down in European Parliament and Council of 29 April 2004, Regulation (EC) No 854/2004 laying down special rules for products of animal origin intended for human consumption for the organisation of official controls (hereinafter referred to as a Parliament and Council Regulation (EC) No 854/2004); "
make paragraph 15 as follows: ") 15-animal movement, animal products, animal by-products and derived products not intended for human consumption, procurement, production, packaging, storage, placing on the market, transport, import, export, transit, collection, processing, processing, delivery, use, destruction, research and development;"
Add to article 18 as follows: "18) animal by-products and derived products not intended for human consumption, business person, natural or legal persons whose activities in the food and veterinary service had identified or registered operations with animal by-products or derived products not intended for human consumption, in accordance with the requirements of the European Parliament and of the Council of 21 October 2009. in Regulation (EC) no 1069/2009 laying down health rules as regards animal by-products and derived products not intended for human consumption and repealing Regulation (EC) No 1774/2002 (animal by-products regulation) (hereinafter referred to as a Parliament and Council Regulation No 1069/2009), and the European Commission on 25 February 2011 Regulation (EU) No 142/2011, implementing European Parliament and Council Regulation (EC) no 1069/2009 laying down health rules as regards animal by-products and derived products not intended for human consumption and Council Directive 97/78/EC with regard to certain practices and goods which are not on the border veterinary checks carried out under that directive (text with EEA relevance) (hereinafter referred to as Commission Regulation No 142/2011). "
2. Express 2.1 article 18 as follows: "18) animal by-products and derived products not intended for human consumption (hereinafter referred to as by-products not intended for human consumption), business entities, their company and their possession or use of existing equipment, in accordance with the Parliament and Council Regulation No 1069/2009 and Regulation No 142/2011 requirements subject to state veterinary supervision;".
3. in article 4: make the first part of paragraph 8 by the following: ' 8) animal carcass classification and price reporting the slaughterhouse. ';

Add to the second part of paragraph 11 with the following: "11) develop and approve animal products and by-products not intended for human consumption, business persons, national surveillance programs."
4. To supplement the law with the 4.2 and 4.3 of the article as follows: "article 4.2. The food and veterinary service Director General national supervisory tasks, in accordance with the Parliament and Council Regulation (EC) No 854/2004 power requirements: 1) a veterinarian or veterinarian practicing veterinary inspection;
2) Assistant veterinary inspection.

5. Make article 9 the introductory paragraph as follows: "article 9. The food and veterinary service state senior inspectors, State inspectors, authorized veterinarians and veterinary assistants should not be: ".
6. Supplement article 15 with the third and fourth subparagraph by the following: "(3) laboratory investigations for the State supervision of infectious animal diseases out of Latvia or another Member State of the European Union for national accreditation bodies accredited laboratories and reference laboratories in accordance with European Union legislation in the field of veterinary medicine. If laboratory studies are carried out in another Member State of the European Union in the laboratory, the owner or keeper of the animals providing this study testing the reporting State.

7. Express article 18 as follows: "article 18. National monitoring of the animals present in infectious disease surveillance and control programme for the implementation of the food and veterinary service Director-General Public Administration facilities in accordance with the procedure prescribed by law empowered to practicing veterinarians. 8. Supplement article 25 with 17 and 18 the following: "17) national monitoring of the animals present in infectious disease surveillance, control and eradication;
18) to be notifiable, and national monitoring of the animals present in the list of infectious diseases and the order in which the owner or keeper of the animals, the legal person whose business are carried out in laboratory studies, or its authorized person practicing veterinarian or any other person who is in possession of the relevant information be reported to the food and veterinary service of the country reporting, to be registered and supervised for infectious animal diseases. "
9. Turn off the article 38, first paragraph, point 1, the words "and enzootic bovine leukosis. '

11. the supplement to chapter VI article 42.1 as follows: "article 42.1. (1) the Cabinet of by-products not intended for human consumption, the national surveillance of movement determines: 1) by-products not intended for human consumption, business people involved in the registration and cancellation of registration;
2) company and equipment recognition and withdrawal of recognition arrangements;
3) in Regulation No 1069/2009 and Commission Regulation No 142/2011 down action with by-products not intended for human consumption, and allowing the barring order.
(2) the Cabinet of Ministers shall lay down the health and veterinary requirements for by-products not intended for human consumption. "

Supplement article 59 with 15 and 16 points as follows: "to provide accommodation for 15) and aquaculture farms existing animal movement into other sites and farms of aquaculture animals according to health status and granted in accordance with the laws and regulations on animal infectious disease surveillance, control, prevention and eradication;
16) three years to keep the test reports of laboratory tests for notifiable, register and State supervision of animal infectious diseases. "
20. To supplement the transitional provisions of paragraph 23 with the following: "23 Cabinet until 31 December 2011 issue article 25 of this law, 17 and 18, article 26.2 in the first and second paragraphs of article 57 in the third paragraph of those provisions."
