No.) the following amendments: 1. Express article 12 the fourth paragraph as follows: "(4) if the annual State budget law provides otherwise, the national road fund, funds allocated to the programme in the current year must not be less than the projected national budget revenue from the operation of the vehicle tax and less than 80 percent of the projected state budget revenue from excise duty on oil products, as well as less than the previous budget year assigned."
2. Turn off the transition rules 1 and 2.
The law shall enter into force on January 1, 2012.
