The Saeima has adopted and promulgated the following laws of Valstsprezident: On 14 December 1960, the Convention on the Organisation for economic cooperation and development and the agreement on the accession of the Republic of Latvia to the Convention on the Organisation for economic cooperation and development conditions article 1. 14 December 1960 a Convention on the Organisation for economic cooperation and development (hereinafter referred to as the Convention) and 2 June 2016 in Paris, signed the agreement on the accession of the Republic of Latvia to the Convention on the Organisation for economic cooperation and development terms (hereinafter referred to as the Treaty) this law is adopted and approved. 2. article. The Convention and the obligations arising from the contract are coordinated by the Ministry of Foreign Affairs. 3. article. This Convention shall come into force: (a)) before 30th September, 1961, upon the deposit of instruments of ratification or acceptance by all the Signator. or (b) on 30th September, 1961, if by that date to fifteen or more Signator have deposited such instruments as regards those Signator; and thereafter as regards any other Signatory upon the deposit of its instrument of ratification or acceptance; (c) after 30th September, 1961, but not later than two years from the signature of this Convention, upon the deposit of such instruments by fifteen Signator, as regards those Signator; and thereafter as regards any other Signatory upon the deposit of its instrument of ratification or acceptance. 4. Any Signatory which has not deposited its instrument of ratification or acceptance when the Convention comes into force may take part in the activities of the Organisation upon conditions to be determined by agreement between the Organisation and such Signatory. Article 15 When this Convention comes into force, the reconstitution of the Organisation for European Economic Co-operation shall take effect, and it will aim, organ, power and name shall thereupon be as provided herein. The legal personality possessed by the Organisation for European Economic Co-operation shall continue in the Organisation, but the decision, recommendations and resolutions of the Organisation for European Economic Co-operation shall require approval of the Council to be effective after the coming into force of this Convention. Article 6 1. Unless in special cases the Organization unanimously decides otherwise, decisions and recommendations provided by mutual agreement between all Member States. 2. Each Member State shall have one vote. Where a Member State abstains from voting, such withholding does not make a decision or recommendation void, and they apply to the other Member States, but not to the Member atturējušo. 3. Article 6 of the Organization, its assets, income and other property shall be exempt from: (a) all direct taxes; However, it is understood that the organisation does not require exemption from fees or taxes, which constitute the only charges for public utility services; (b) all the customs duties and import and export prohibitions and restrictions in respect of goods imported or exported by the Organization for its official use. But it is understood that with such relief goods are not sold in the country in which they are imported, except in cases where the agreed with the national Government; (c) all customs duties, import and export prohibitions and restrictions with regard to the Organization's publications. Article 15 additional privileges, immunities, exemptions and reductions laid down in article 14, the Secretary-General, his spouse and children under 21 years of age are granted the privileges, immunities, exemptions and facilities due to heads of diplomatic missions in accordance with international law. The Deputy Secretary-General have been assigned the same privileges, immunities, exemptions and facilities as the equivalent rank of diplomatic representatives. Article 16 officials to the privileges, immunities and exemptions are granted rather than their personal benefit, but to the interests of the organization. The Secretary-General has the right and the duty to remove the immunity of any official in any case where, in his opinion, the immunity status could interfere with legal proceedings, and it can be waived without prejudice to the interests of the organization. Part vi: experts for the tasks of the organisation article 18 experts (persons not specified in part V of the official) that perform the tasks of the Organization are granted the privileges, immunities and facilities as are necessary for the independent performance of the tasks function, including time spent travelling in connection with their jobs. In particular they are granted: (a) immunity against arrest or detention of the person and personal luggage attachment; (b) all types of immunity proceedings concerning all transactions effected by them in the exercise of a task; (c) all material and document integrity. Article 19 experts the privileges, immunities and exemptions are granted rather than their personal benefit, but to the interests of the organization. The Secretary-General has the right and the the obligation to remove the immunity of any expert in any case where, in his opinion, the immunity status could interfere with the proceedings and it can be waived without prejudice to the interests of the organization. Part VII: Amendment of article 20, the organization may conclude with any member or members supplementary agreements modifying the provisions of the Protocol, in so far as the Member State or Member States concerned.
