February 24, 1992, 5 of the Law # 225; Having regard to Decree-Law of May 15, 2012, # 59, converted, with amendments, by law no July 15, 2012. 100 laying: "urgent provisions for the reorganization of civil protection»; Visto l'art. 10 of the Decree-Law of August 14, 2013, n. 93, converted, with amendments, by law No 119 October 15, 2013; Having regard to decision No 1313/2013/EU of the European Parliament and of the Council by which it was established the civil protection mechanism; Having regard to the note Neb/Pol/EU/ECHO/258 of April 25, 2015 Nepal Embassy to the European Union with which the Government of the Federal Democratic Republic of Nepal has requested the assistance of the Directorate-General for humanitarian aid and civil protection (DGECHO) of the European Commission; Given that, the Office for the coordination of Humanitarian Affairs of the United Nations (OCHA) triggered the international coordination system; Considered that the Italian Republic, in the context of the relations of international cooperation and assistance activities, participates in the mechanism to people affected by disasters of particular gravity; Having regard to the resolution of the Council of Ministers of April 28, 2015 with which it was declared, for 180 days, a State of emergency as a result of the earthquake of April 25, 2015 covering the territory of the Federal Democratic Republic of Nepal; Having regard to the order of the Head of the Civil Protection Department # 244 of April 28, 2015, urgent civil protection provisions to ensure the aid and assistance to the people of the Federal Democratic Republic of Nepal affected by the predicted earthquake; Given the short streets need represented by the Italian Red Cross to have access to the benefits provided for in articles 9 and 10 of the Decree of the President of the Republic # 194/2001 to secure its support for humanitarian action in the health sector of the International Federation of Red Cross and Red Crescent societies in Geneva in that territory of the Federal Democratic Republic of Nepal , supporting the charges with my own budget, pursuant to the provisions of art. 8, paragraph 5-ter of Decree-Law No. 208 of December 30, 2008, converted, with amendments, by law No 13 February 27, 2009, and implementing the November 4, 2010 # 540 by Commission Ordinance; Seen, therefore, the need to supplement the provisions contained in the aforementioned order of the Head of the Civil Protection Department # 244 of April 28, 2015 in order to allow the participation of the Italian Red Cross humanitarian activities in health care promoted by the International Federation of Red Cross and Red Crescent societies in the territory concerned by the earthquake; Considered also the need to arrange for such integration in light of supervening urgent needs related to the activity of assistance and aid to the population and to support ongoing activities by the Nepalese authorities put in place by the Italian State under the order of the head of the Civil Protection Department n. 244 of April 28, 2015; Heard the Ministry of Foreign Affairs and international cooperation;
Features: Art. 1 More urgent civil protection initiatives 1. In order to provide support to the authorities of the Federal Democratic Republic of Nepal with reference to the ongoing activities in areas particularly rugged Nepali territory aimed at providing assistance to the population in these areas and facilitate the repatriation of non-nationals willing sending an intervention group composed of officials of the Civil Protection Department, Ministry of Foreign Affairs and international cooperation and by experts in action in inaccessible areas identified by Province Province of Trento.
