Interior Minister Seen art. April 24, 2014, 14 of the Decree-Law n. 66, converted, with amendments, by law June 23, 2014, # 89, which provides, with effect from the year 2014, spending control measures by public authorities for consulting assignments, study and research and ongoing collaboration contracts; See the previous decree on October 10, 2014, published in the Official Journal No. 240 of October 15, 2014, by which it was determined the allocation of contribution to public finances, to the year 2014, borne by the provinces and metropolitan cities included in ordinary status regions and provinces of the regions of Sicily and Sardinia, the overall extent of 3.8 million; Visto l'art. 47, paragraph 2, point c) and following paragraphs of Decree Law No 66/2014, which stipulate that the provinces and metropolitan cities should insure a specific contribution to public finances, reductions in spending on consulting assignments, study and research and ongoing collaboration contracts, the overall extent equal to the highest amount of 5.7 million for each of the years from 2015 to 2017; Visto l'art. 1, paragraph 451 of the Act of December 23, 2014-2015 stability law, no. 190-extending the predicted contribution to 2018; Visto l'art. 1, paragraph 16, of the law April 7, 2014, n. 56, which provides that from 1 January 2015 metropolitan cities come to the provinces of the same name and follow them in all reports income and expense, and you shall carry out the duties, while respecting the balance of public finances and the internal stability pact objectives; Found that, by the year 2015, article. 47, paragraph 2, of Decree-Law No 66/2014, under c) provides that the above specific spending reductions borne by the provinces and metropolitan cities are made for the share of 5.7 million euros in proportion to the expenditure reported annually to the Ministry of the Interior by the Department of civil service; Also the next paragraph detected 3 of art. 47, provides that such overall reduction anyway, invariance by Decree of the Minister of the Interior, reductions of expenditure borne by the provinces and metropolitan cities related to these positions, could be increased and/or decreased from State Conference-city and local governments, by January 31, 2015; Given that the State Conference-city and local governments did not consider to make use of that amended School of criteria to determine the amounts of the individual units of reductions in costs borne by each province and metropolitan city; Considered that the expected contribution to public finances, amounting to a total of 5.7 million for the year 2015, should therefore be allocated to the provinces and metropolitan cities in proportion to the expenditure reported annually to the Ministry of the Interior by the Department of civil service; Having regard to the note of the Department of civil service-Office for statistical information, institutional and personal databases, # P-0007993 on February 5, 2015, DFP and attached list, containing data related to the costs incurred by the provinces and city subways for consulting assignments, study and research and ongoing collaboration contracts; Considered that art. 47 of Decree-Law No 66/2014, paragraph 2, 3 and 4, subsection the latter amended by art. 23-quater of Decree-Law June 24, 2014, # 90, converted, with amendments, by law No 114 August 11, 2014, predicts that the savings achieved by the provinces and metropolitan cities against spending reductions should be paid, before the end of October 10, 2015, to a special chapter of the State budget and at the same time provides that, in the event of non-payment of the contribution , by the same date, on the basis of the data provided by the Ministry of the Interior, the IRS, through the management structure of art. 22, paragraph 3, of legislative decree July 9, 1997, n. 241, provides for the recovery of these sums in respect of the provinces and metropolitan cities concerned, applicable on withdrawals of tax on insurance against civil liability resulting from the use of motor vehicles, excluding mopeds, under art. December 15, 1997, 60 of Legislative Decree n. 446, levied through F24, upon repayment of its revenue to the provinces;

The fee referred in the introduction it is calculated proportionally to the expenses for consulting assignments, study and research and ongoing collaboration contracts based on data specially provided by the Department of public service. 2. the contribution to the total amount of 5.7 million for the year 2015 it is broken down to load each metropolitan city, province included in ordinary status regions and provinces of the regions of Sicily and Sardinia in the overall measure indicated in the list annexed to this Decree.
