The INTERMINISTERIAL COMMITTEE FOR ECONOMIC PLANNING having regard to law no 183, April 16, 1987, articles 2 and 3, specifying the responsibilities of CIPE in terms of coordination of Community policies, leaving, among other things, the Committee itself, within the guidelines established by the Government, the elaboration of general guidelines to be adopted for the Italian community in action for the coordination of the initiatives of the administrations concerned to it and the adoption of comprehensive guidelines for successful use of Community financial flows and nationals; Seen also articles 5 and following of the Act # 183/1987 which establish the Revolving Fund and regulate expenditure and financial information; Visto l'art. 7, paragraphs 26 and 27 of the Decree-Law May 31, 2010, # 78, converted with amendments by law July 30, 2010, n. 122, which gives the President of the Council of Ministers the functions referred to in art. 24, paragraph 1, point c) of legislative decree July 30, 1999, n. 300, relating to economic and financial planning, coordination and monitoring of interventions for territorial and sectoral economic development and cohesion policies, using for this purpose the functions attributed by law regarding the negotiated programming tools and programming of the use of the structural funds, providing that the President of the Council of Ministers or the Minister makes use , for the exercise of such functions, the Department for economic development and cohesion; Having regard to Council Regulation (EU, EURATOM) no 1311/2013 of the Council of the European Union of December 2, 2013, laying down the multiannual financial framework for the period 2014-2020; Having regard to Regulation (EU) No 1299, 1301, 1303, n. n. n. 1304 and 1305 n. of December 17, 2013 and Regulation (EU) no 508 of May 15, 2014, bearing common provisions and specifications on the structural funds and European investment-ESI funds; Having regard to Council Regulation (EU) No. 288/2014 of the European Commission of February 25, 2014 concerning application of Regulation (EU) No. 1303/2013 of the European Parliament and of the Council on the model for the drafting of the operational programmes; Visto l'art. August 31, 2013, 10 of Decree-Law n. 101, converted with amendments into law October 30, 2013, n. 125, that in order to strengthen the action of planning, coordination, supervision and support of the cohesion policy provides, inter alia, the establishment of the Agency for territorial cohesion and the allocation of functions of the Department for economic development and cohesion (DPS) of the Ministry of economic development between the Presidency of the Council of Ministers and the aforementioned Agency; Visto l'art. 1, paragraph 240, December 27, 2013, law n. 147 (law of stability for the year 2014), which stipulates that the coverage of expenses relating to the public relating to national co-financing share assistance part-financed by the European Union for the programming period 2014-2020 drains on the resources of the structural and investment funds (ESI funds), the Revolving Fund referred to in law No. 183/1987; View the arrangement as enshrined in the Joint Conference at its meeting of April 16, 2014-Repertory acts n. 44/CU-on the proposal for a partnership agreement concerning the programming of the structural funds 2014/2020; Having regard to the Decree of the President of the Council of Ministers of April 23, 2014 (Official Gazette No. 122/2014), which gives the State Secretary for the Presidency of the Council of Ministers, the Secretary of the Council of Ministers, delegation to exercise the functions referred to in called art. 7 of Decree Law No 78/2010, as converted by law No 122/2010, providing that, for the purposes of carrying out these functions, the same Undersecretary makes use of the Department for economic development and cohesion; Considered the note of the Directorate-General for regional policy and EC urban Ref. Ares (2013) n. 3779289 of December 20, 2013 and in particular the attached tables and considered also the consequent Commission implementing Decision of April 3, 2014 (2014/190/EU), notified under document number C (2014) 2082, identifying financial allocations under the structural funds and investment funds between categories of regions, according to the classification provided for in art. 90 of the General Regulation (EU) No 1303/2013; Having regard to the Decree of the President of the Council of Ministers December 15, 2014 (Official Gazette No. 15/2015) that, pursuant to art. 10 of the aforementioned Decree-Law No 101/2013, establishes at the Presidency of the Council of Ministers the Department of cohesion policies; Having regard to the resolution of this Committee April 18, 2014, # 18 (O.j. n. 209/2014), with which it approved the proposal for a partnership agreement concerning the programming of the structural funds and European investment (ESI funds) for the period 2014-2020 and containing-according to Regulation (EU) No. 1303/2013 of the European Parliament and the Council-the indicative annual allocation from each Fund by programme; Having regard to the proposal # 5752 of December 12, 2014, by which the Secretary of State for the Presidency of the Council of Ministers with responsibility for territorial cohesion has forwarded to the acknowledgement by this Committee, the partnership agreement with the European Commission in October 29, 2014 Italy adopted on conclusion of its formal negotiations; Considering that the said partnership agreement identifies an integrated approach to territorial development must be supported by the use of all ESI funds, in order to contribute to the objectives of the Europe 2020 Strategy for smart, sustainable and inclusive growth, in accordance with the guidelines defined in the 2013 national reform programme, taking into account the specific recommendations formulated by the European Council; Whereas the agreement provides for a significant strengthening of the administrative structures and technical action responsible for the coordination, implementation, monitoring and evaluation of programmes such as pre-requisite for the effective use of funds; Considering also that the partnership agreement establishes funds strategy SIE 2014-2020 programming period, defining investment priorities available in eleven thematic objectives (OT) provided for by the Regulation (EU) of common provisions # 1303/2013 and indicating, for each of the objectives, the expected results, the motivational framework thematic priorities and related actions and methods of intervention; Considered also that the partnership agreement provides for an indicative breakdown among the thematic objectives of EU resources 11 altogether have been assigned to Italy for the period 2014-2020 to SIE funds (ERDF, ESF, EAFRD and emff), for a total amount of 42,085.7 million, and take into account the additional resources for the European territorial cooperation and for the youth employment initiative (YEI); Given that in today's session of this Committee are also defined, with an appropriate resolution, the criteria for national public co-financing of European programmes for the programming period 2014-2020 charged to the Revolving Fund referred to in law no callback 183/1987 and its monitoring; Given the proposal carried out under the existing regulation of this Committee (article 3 of resolution April 30, 2012, # 62); Having regard to the present note. 422, prepared jointly by the Department for the planning and coordination of economic policy by the Presidency of the Council of Ministers and the Ministry of economy and finance and post it to the base of the today's session of the Committee; On the proposal of the Secretary to the Prime Minister with responsibility for territorial cohesion policies;
Notes in accordance with paragraph 2 of its resolution 18/2014 called in premise, of the partnership agreement concerning the programming of the structural funds and European investment (ESI funds) for the period 2014-2020 in Regulation (EU) No. 1303/2013 of the European Parliament and Council of December 17, 2013, in the text adopted by the European Commission on October 29, 2014 and acquired the acts of today's session of this Committee.
