The INTERMINISTERIAL COMMITTEE FOR ECONOMIC PROGRAMMING Seen on October 22, 1992, Decree No. 415, convertito con modificazioni nella legge December 19, 1992, n. 488, which, among other things, ordered the cessation of the extraordinary intervention in the noon of law March 11, 1986, # 64, and subsequent amendments and additions; Having regard to the Legislative Decree of April 3, 1993, no. 96 laying down rules for the transfer of powers of the abolished agencies of extraordinary intervention in southern Italy and its staff and, in particular, article. 19, paragraph 5, establishing a Fund for the financing of routine in depressed areas of the national territory; Having regard to law No 178 August 8, 2002, which provided for the granting of indirect contributions on the basis of which reclamation consortia responsible for implementing operations could take out loans for an amount equal to 50% of the funding agreed for each intervention; Having regard to articles 60 and 61 of the Act December 27, 2002, n. 289 (legge finanziaria 2003) and subsequent amendments, which are set up at the Ministry of economy and finance and the Ministry of productive activities, funds for underused areas (coinciding with the territory of depressed areas of law No. 208/1998 and the Fund set up by art. 19, paragraph 5, of the Legislative Decree No. 96/1993), in which focuses and gives you programmatic and financial unit to the collection of additional national financing interventions, in art. 119, paragraph 5, of the Constitution, are aimed at economic and social balance between areas of the country; Visto l'art. 11 della legge 1° January 2003, # 3, which provides that every investment project public should be equipped with a unique project (CUP); Visto l'art. 4 December 24, 2003, law No. 350 (Legge Finanziaria 2004), and in particular: the paragraph 31 authorizing contract commitment limits equal to 50 million from 50 million from 2005 and 2006, to ensure the continuation of infrastructure projects mentioned in art. 141, paragraphs 1 and 3, of the law December 23, 2000, n. 388;
paragraph 32, under which auction economies obtained are used for the continuation of further batches of systems falling within the purposes stipulated in paragraphs 31 and 34;
paragraph 34, under which the Minister of agriculture and forestry, in consultation with the Minister of infrastructure and transportation and the Minister of economy and finance, sets out the plan of remedial measures and their financial resources in relation to the appropriations referred to in paragraph 31;
paragraph 35, which, in order to ensure the necessary coordination in the implementation of all the works of the water sector, in line with the existing framework programme agreements envisaged the drafting of the national programme of measures in the water sector, which includes: a) the works related to water sector already integrated into the strategic infrastructure act December 21, 2001 # 443, and subsequent amendments, approved by resolution of this Committee No 121 of December 21, 2001 (Official Gazette # 68/2002), taking into account the procedures provided for in Legislative Decree No 190 August 20, 2002;
b) planned actions by the Ministry of environment and territory;
c) intervention referred to in the preceding paragraph 31;
d) intervention included in programme agreements relating to art. 17 January 5, 1994, law # 36, as well as interventions concerning cross-border transfers of water resources;
paragraph 36, under which the Ministry of environment and territory, in cooperation with the ministries of economy and finance, of agriculture and forestry and of infrastructure and transport, after consulting the Standing Conference for the relations between the State, the regions and the autonomous provinces of Trento and Bolzano, presents to the national programme of interventions in the water sector CIPE , indicating the financial resources allocated to individual actions and defines the hierarchy of priorities;
paragraph 177, as amended by art. 1, paragraph 13 of the Decree-Law July 12, 2004, n. 168, converted into law July 31, 2004, # 191, and art. 16 March 21, 2005, Act No. 39, which carries details of the limits for commitments in the State budget in relation to specific laws; Having regard to act December 27, 2006, # 296 (Finance Act 2007), concerning an overall availability of euro 902,583,203.55 to ensure the priorities of national irrigation Programme provided for by resolution of this Council No. 74 of May 27, 2005, of which € 260,125,243.99 designed with subsequent Decree of the Ministry of agriculture to the financing of the national irrigation programme-South Italy Regions "(PIN-South Italy Regions below) against a total cost of 352,399,000 euro; Visto l'art. July 2, 2007, 7 of the Decree-Law n. 81, convertito con modificazioni dalla legge August 3, 2007, # 127, which provides for the reinstatement of authorisations for expenditure and disaccantonamenti for the year 2007 of amounts set aside in accordance with art. 1, paragraph 507, of law 296/2006 and thus enables the reassignment, by special Decree of the Ministry of agriculture, the amount of 5,748,553.33 euros to the mentioned program «Italy» PIN-South Regions, resulting in the restatement of the financial envelope in a total 265,873,797.32 euros; Given that the decree-law June 25, 2008, n. 112, converted, with amendments, by law no August 6, 2008. 133 laying down urgent measures for economic development, simplification, competitiveness, the stabilization of public finance and tax equalization, has made some reductions of appropriations on the budget chapter n. 7438 from the Ministry of agriculture for the years 2009-2010, subsequently confirmed by the budgetary law December 22, 2008, # 204, resulting in the restatement in 244,522,830.62 euros of the total budget of the program «PIN-South Italy Regions '; Having regard to law no 191 December 23, 2009 (Finance Act 2010), which introduces provisions for the preparation of annual and multiannual budget of the State, as a result of which the financial availability of that programme ' Italy ' and ' PIN-South Regions confirmed in EUR 244,522,830.62; Considered also that this amount is subsequently increased to euro 256,579,613.17 due to the Decree of the Ministry of agriculture # 6760 of December 21, 2012, with whom he was willing the reversal and the simultaneous assignment to the former Commissioner Management program «PIN-South Italy Regions Agensud» in the amount of 12,056,782.55 euros, arising from the economies made on commitments made to the land reclamation of Central and Northern; Having regard to law no August 13, 2010. 136, and in particular articles 3 and 6 and for the traceability of financial flows for anti-mafia, stipulate that payment instruments display the CUP, if required, pursuant to the aforementioned Act No. 3/2003, sanctioning the non-application of the code; Having regard to its resolution June 14, 2002, # 41 (O.j. n. 99/2002), which were approved the guidelines for the national program for water supply in agriculture and irrigation development (hereinafter «PNAIA») and it was also intended for a total amount of 51,645,000 euros, the quoted Fund resources under art. 19 of the Legislative Decree n. 96/1993, for completion and/or restoring works already carried out at the expense of the extraordinary intervention in southern Italy; Having regard to the resolution of this Committee of December 19, 2002, n. 133 (G.U. n. 94/2003), by which it was approved the invoked Program PNAIA», «implementing the aforementioned resolution 41/2002, including use of resources for investments in the amount of euro 234,890,000 of which euro 72,304,000 August 8, 2002, arising from the law # 178, finalized by the Ministry of agriculture with its decrees;
Euro 51,645,000 provided for by the abovementioned resolution No. 41/2002, of the resources referred to in ex-Article 19 Fund of Legislative Decree n. 96/1993;
Euro 110,941,000 arising from the economies made by management Commissioner ex Agensud on previous assignments of this Committee, for assistance in areas of southern Italy; Having regard to its resolution December 27, 2002, n. 143 (O.j. # 87/2003, errata in Official Gazette No. 140/2003), by which the Committee, in accordance with art. 11 January 16, 2003, law No. 3, described the system for the allocation of unique project (CUP), which must be requested from the responsible party as referred to in point 1.4 of the resolution itself; Having regard to its resolution September 29, 2004, n. 24 (O.j. # 276/2004), by which this Committee has determined that the CUP must be marked on all administrative and accounting documents, paper and computer, public investment projects and should be used in the databases of the various systems, however interested in these projects; Having regard to its resolution December 20, 2004, n. 78 (O.j. # 93/2005), by which this Committee has carried out a first rescheduling of «PNAIA» by defining a new list of interventions against total expenditure unchanged to 234,890,000 euros and establishing, with regard to interventions in the Puglia region, canceling # 3 originally planned projects, whose total amount of 19,352,000 euros, increased by euro 3,047,000 resulting from the provision of the law No 178/2002 , it was intended for a total of 22,399,000 euros to supplement the funding of the action plan of Dam Limits expected under the «Program» PIN-South Italy Regions», bringing the budget of total project 118,000,000 said; Considered also that within the broader restructuring of the "PNAIA" Program, cited in relation to interventions in the region of Sicily, it was approved the integration of the funding of the project «deriving from the river Belice right and tributaries in the tank of Garcia-1° lot» in the amount of 7,033,000 euro drains on sums envisaged for «provision», resulting restatement in 30,273,000 euro in the cost of the operation, originally scheduled for 23,240,000 euro; Considered in particular that, following changes introduced later in the mode of financing of the «PNAIA», on the programme budget and intervened the Ministerial Decree of February 18, 2008, signed by the ministries of finance and of agriculture, food and forestry, with which the allocations have been redefined some of the interventions and in particular it was financially compensated for reduced integration of action plan limits Dam» from euro 22,399,000 to euro 19,352,000 coming thus to a reduction of the total cost of the program from 234,890,000 to 221,615,997.33 euros; Having regard to the resolution of this Committee No 74 of May 27, 2005, by which it was approved the State programme of measures in the water sector under art. 4, paragraphs 31 to 36 of the law 350/2003, within which it is defined, in annex 3, the national irrigation programme-South Italy Regions "(already cited South Italy Regions «PIN-Program») comprising the irrigation measures identified by the Ministry of agriculture, food and forestry to be realized in the regions Abruzzo, Basilicata, Calabria, Campania, Molise, Apulia, Sardinia and Sicily, with a total allocation of initial euro 352,399,000.00 , subsequently reduced to euro 256,579,613.17 as previously exposed to cumulative effect of regulatory measures subsequently added; Considered that, in the context of the above Programme South Italy Regions», «PIN-the budget allocated to the Puglia region is entirely afferent to the action plan limits» Dam with a total cost of 118,000,000 euros, whose coverage included the amount of 95,601,000 euros in funds allocated by law 350/2003 and, for the rest, the quoted resolution integration of euro 22,399,000 assigned to this Committee No 78/2004 , later reduced to 19,352,000 euros, as mentioned above; Considered in particular that with callbacks provisions of law no 296/2006 (2007 budget law), Decree-Law No. 81/2007, of Decree-Law n. 112/2008, and, ultimately, of law no 191/2009 (Finance Act 2010), the budget of the action: chart of limits "dam, based on the funds allocated by law 350/2003, a total of euro 95,601,000 is reduced to euro 22,180,613.17; Having regard to the deliberations of this Committee No 144 of December 21, 2007 and # 154 of December 21, 2012, by which, among other things, ' was identified the funding of updated cost of 40,642,639.75 euro for the project «deriving from the river Belice right and Garcia-tank batch 1 tributaries», have planted between actions in the region of Sicily as per resolution No. 78/2004 , which is provided as follows: 30,273,000 euros to the allocation of the lot pursuant to resolution of this Committee No 78/2004;
9,732,000 euros deriving from the project «Belice right Belting from losing financing reservoir of Garcia-2nd stage», provided under resolution No. 74/2005, on the understanding that such financial mail refers to the chapter of expenditure # 7438 of the Ministry of agriculture, food and forestry;
637,639.75 euro resulting from the economies made on previous irrigation Programs financed by this Committee; Having regard to the note # 7825 of July 17, 2014, by which the head of Cabinet of the Minister of agriculture, food and forestry presented the proposed rescheduling of financial resource utilization relating to plans invoked programs «PNAIA» (of which the deliberation of this Committee n. 133/2002) and «PIN-regions of southern Italy "(of which the aforementioned resolution No 74/2005), in particular as regards the rescheduling of the interventions of the Puglia region, enclosing their relationships of inquiry of the July 11, 2014 prepared by Commissioner ad acta ex Agensud activity management; Considered that such a proposal is accompanied, in particular, note # 165 of March 31, 2010, with which the Commissioner ad acta ex Agensud include activity management, due to the many difficulties implementing registered, the cancellation of ' cited ' Floor dam limits» from the list of operations provided for under the «PIN-South Italy Regions ' and that by the same losing financing becomes available to other interventions even newly identified, residual amounts to 22,180,613.17 euro drains on the resources assigned to the «PIN-South Italy Regions» (former resolution 74/2005) and 19,352,000.00 euros per claim assignments «PNAIA» (former resolution 78/2004); Given that, within the framework of the aforementioned «PNAIA», the proposal of the Ministry of agriculture, food and forestry plan, with reference to the Puglia region, the creation of 5 new posts for the amount of EUR 22,888,000, with funding secured, for euro 19,352,000 resulting from losing financing of «taking to complete the dam Plan limits for euro 3,136,000 from downsizing project «financial completion of the accumulation tank Lama di Castellaneta» , which is reduced from euro 11,328,000 to euro 8,192,000, and finally to 400,000 euros deriving from financial provisions available on the accounting managing Commissioner ex Agensud; Considering that, under the «PIN-South Italy Regions» (ex CIPE n. 74/2005), the recall proposal for restructuring presented by the Ministry of agriculture, always with reference to the region of Puglia, is construction of n. 7 new posts for a total of 22,180,613.17 euros, whose cover is fully ensured by the total for the same amount of losing financing project «limits», foreseen in the Plan dam quoted program; Considering that on the initial proposal to interventions concerning the region's overall restructuring, the Puglia region he favourably expressed in note No. AOO_036/0004438 of the regional Department of Agriculture-Forest Service February 19, 2014; Having regard to the note # 11239 of October 27, 2014 by which the chef de Cabinet of the Minister of agriculture, food and forestry reiterated the explanations required in a preparatory meeting of CIPE of October 17, 2014, already readily provided on the same site; View the next note # 1066 of November 10, 2014, by which the Commissioner ad acta ex Agensud activity management stated that for A/GC 67 (irrigation of the plain of Montoro and Sarno Thorium Valentine 10° lotto Montoro inferiore-ski), A/GC 68 (integrated project plan to use mixed use waters Alento della rocca-water irrigation Network 2° Complete schema Alento-lot) and A/GC 71 (interconnection Lakes «Prizzi-Gabriel-Adductor ' Castle ' San Carlo Castle» for integration with the river Sosio Castle lake water), the original financing agreed with the decision of this Committee No 133/2002 EUR 4,441,000 respectively (A/GC 67), 5,165,000 (A/GC 68) and euro euro 21,588,000 (A/GC 71), was based on the indirect contributions granted by law No 178 August 8, 2002; Taking into account that the Ministry, in its note No. 1066/2014, showed that the subject actuators of the interventions, pursuant to law No 178/2002, have been allowed to take out loans for an amount equal to 50% of the funding agreed and, in particular, with regard to three interventions in/67, A/GC GC GC 71, respectively 68 and A/euro 2,220,500 10,725,696.11, 2,582,500 and euro euro; Noting that for the three measures mentioned above, following the award of the works, the amount of funding it was restated in euros euro 3,532,348.80 for 4,132,804.04 for the A 67, AGC/GC A/68 euro 19,423,844.49 and GC 71; Noting that the proponent, in 1066, the Ministry note callback/2014, explains that with the Ministerial Decree of February 18, 2008, signed by the Ministry of economy and finance and by that of agricultural, food and forestry policies, indirect contributions (mortgages) were allowed as direct contributions for those three implementing multiannual measures referred to above for an amount of EUR 1,311,848.80 respectively for the A/GC 67 A/68 euro GC, 1,550,304.04 and finally 8,698,148.38 euro for the A/GC 71 (annex 1 of the Ministerial proposal); Considered that the note callback 1066/2014 Commissioner ad acta ex Agensud activity management gave its formal consent to the restructuring of the two programs ' PNAIA ' and ' South Italy Regions ", as PIN-reworded in the investigation on the proposal made by the competent Ministry; Given the proposal carried out under the existing regulation of this Committee (resolution No 62 April 30, 2012, art. 3, published in Official Gazette No. 122/2012); Having regard to the note. 4749 November 10, 2014 prepared jointly by the Department for the planning and coordination of economic policy by the Presidency of the Council of Ministers and the Ministry of economy and finance and post to base of today's sitting of the Committee; On the proposal of the Minister of agriculture, food and forestry;
Resolution: 1. Restructuring of the interventions of the Puglia region included in the national program for water supply in agriculture and irrigation development (PNAIA-ex Program CIPE n. 133/2002 as reworked by CIPE # 78/2004). 1.1 it is approved, as part of «PNAIA» referred to in paragraph 1, the rescheduling of the interventions of the Puglia region according to the scheme shown in the following table, for a total amount of EUR 35,080,000, of which an amount of 22,888,000 euros is destined to the construction of no. 5 new posts whose funding is assured: a) for euro 19,352,000, of the remainder of the integration of 22,399,000 euros will be allocated to the project «bounds Top» dam with resolution of this Committee n. 78/2004, which is available as a result of losing financing of such a plan;
b) for euro 3,136,000, arising from economies achieved on the project "Completion tank blade of Castellaneta" whose cost has now been reduced from euro 8,192,000 to euro 11,328,000;
c) for 400,000 euros, arising from the amount set aside in the financing program for the region of Puglia, pursuant to resolution of this Committee n. 78/2004 and in annex 1 of this resolution.
part of measure 1.2 graphically with respect to action: functional adaptation of the works of Tara collection and adduction of the springs in the countryside of Taranto», approved by the decision of this Committee n. 78/2004 (table above), remain confirmed both the amount of 4,000,000 euro that its finalization. 2. Restructuring of the interventions of the national irrigation program regione Puglia South Italy Regions included-(Italy-ex PIN-South Regions Program deliberation of this Committee No 74/2005). 2.1 the project ' Dam plan limits, "added to the list of operations of the national irrigation programme-South Italy Regions», in annex 3 of the decision of this Committee No 74/2005, originally scheduled to euro 118,000,000 and later covered by downsizing of its budget, it's totally de-financed for the residual amount of 22,180,613.17 euros, which makes itself available for other uses. 2.2 in view of the aforementioned variation of 22,180,613.17 euros, the amount of 22,136,000.00 euros is finalized, the national irrigation programme-South Italy Regions, implementation of # 7 new interventions in the Puglia region according to the arrangement shown in the following table B. The remainder of euro 44613.17 is a provision available to the Ministry of agriculture, food and forestry-management Commissioner activities ex Agensud

Redefinition of the financial envelopes of the programmes of action in the field of irrigation where the deliberations of this Committee No 133/2002 as reworked by resolution No. 78/2004 (PNAIA) and # 74/2005 (PIN Program-South Italy Regions). 3.1 national program for water supply in agriculture and irrigation development (Program PNAIA). 3.1.1 the amount of the national program for water supply in agriculture and irrigation development (Program PNAIA), pursuant to resolution of this Committee n. 133/2002, as reformulated with the subsequent resolution No. 78/2004, it is updated according to the details given in annex 1 of this resolution, of which it is an integral part, taking into account both the remodulations of assistance referred to in paragraph 1 and made changes to the program displayed in premises. The total amount of program is therefore equal to euro 231,985,637.08 (annex 1). 3.1.2 the total financial envelope of the programme PNAIA, referred to in item 3.1.1, includes the share of additional financing of 9,732,000 euros for the project «Deriving from the river Belice right and tributaries in the tank of Garcia-first excerpt» (ex nn 133/2002 and Committee deliberations 78/2004.), earned from losing financing of the project «Belice Belting dx to the tank of Garcia-second excerpt "(former resolution No 74/2005) operated with the deliberation of this Committee n. 154/2012. The share of euro 9,732,000.00 for the additional financing it is usable under chapter of expenditure # 7438 to ownership of the Ministry of agriculture, food and forestry. 3.2 national irrigation Program-South Italy Regions (South Italy Regions PIN-Program). 3.2.1 the total amount of national irrigation Program-South Italy Regions (South Italy Regions PIN-Program), in annex 3 of the decision of this Committee n. 74/2005 approving the national programme of measures in the water sector, it is updated according to the details set out in annex 2 of this resolution, of which it is part, which takes into account both the remodulations of assistance referred to in paragraph 2 that made changes to the program displayed in premises. The total amount of program is therefore equal to euro 246,847,613.17 (annex 2). 3.2.2 the total financial envelope of national irrigation Program-South Italy Regions, referred to in item 3.2.1, includes the amount of 12,056,782.55 euros, earned from economies on commitments for land reclamation of Central and Northern and assigned to Commissioner ex Agensud pursuant to Decree # 6760 of December 21, 2012 of the Ministry of agriculture, food and forestry. 4. General provisions 4.1 unless expressly provided by this Act, in accordance with previous resolutions remains of this Committee. 41/133/2002, 2004/2012, 78, 74/2005, 144/154/2007 and 2012. 4.2 the Ministry of agriculture, food and forestry, responsible for implementing operations included in the «national program for water supply in agriculture and irrigation development (Program PNAIA)» and «national irrigation Program-South Italy Regions (South Italy Regions PIN-Program)», shall submit to the Committee, no later than 30 June each year, a physical and financial progress report of both these programmes , with an indication of any difficulties.
