The INTERMINISTERIAL COMMITTEE FOR ECONOMIC PLANNING having regard to act December 23, 1978, # 833, establishing the national health service; Having regard to Legislative Decree No 502 December 30, 1992 and subsequent modifications and additions concerning the reorganization of public health discipline, pursuant to art. 1 October 23, 1992, law No. 421; Having regard to law No 537 December 24, 1993, that in art. 12, paragraph 9, provides for the assistance of special status regions and autonomous provinces of Trento and Bolzano to the financing of the national health service; Having regard to act December 23, 1996, n. 662, in particular art. 1, paragraph 34, which stipulates that the CIPE, upon proposal of the Minister of health, with the agreement of the Standing Conference for the relations between the State, the regions and the autonomous provinces of Trento and Bolzano (State-regions Conference), can constrain national health fund units to the realization of specific priority objectives and of national importance given in the national health plan; Having regard to the Legislative Decree of December 15, 1997, # 446, that art. 39, paragraph 1, on the proposal of the CIPE defers the Minister of health, in agreement with the State-regions Conference, the annual allocation of current national health fund units in favour of regions and autonomous provinces; Having regard to law no 449 December 27, 1997, and in particular art. 32, paragraph 16, which has, among other things, that the autonomous provinces of Trento and Bolzano, regione Valle d'Aosta and the Friuli Venezia Giulia region to ensure the financing of the national health service in their territories, without any input from the budget of the State, in accordance with art. 34, paragraph 3, of law December 23, 1994, # 724 and art. 1, paragraph 144, of the quoted law No 662/1996; Having regard to law no December 27, 2006. 296 (finanziaria 2007), that in art. 1, paragraph 830, 49.11 percent fixed wherever the competition at the expense of Sicily and, under subsection 836, stipulates that the region of Sardinia, from the year 2007, to provide funding for the national health service on its territory without any contribution from the budget of the State; Having regard to the Decree-Law of July 1, 2009 # 78, converted with amendments into law August 3, 2009, n. 102, and in particular art. 22, paragraph 6, which establishes, in favor of the hospital "baby Jesus" in Rome, a Fund of 50,000,000 euros as from the year 2009, whose delivery will be by decision of the Minister of economy and finance under a special chapter of the estimates of expenditure of the same congregation, resulting in decreased restatement, for this amount, the financing of national health service that routinely contributes to the State; Having regard to the Legislative Decree May 6, 2011, n. 68, enacted in implementation of law May 5, 2009, # 42, containing provisions relating to revenue of ordinary regions autonomy, as well as costing and standard requirements in the health sector and in particular on paragraph 4, art. 27, which States that the standard requirements of individual regions, cumulatively equal to the level of national health standards requirements, is determined during initial application from the year 2013, applying to all regions cost values detected in the so called «regions»; Having regard also to articles from 5 to 12 of the aforementioned legislative decree No 68/2011 who have the criteria and methodology for identifying the «regions» and calculate standard costs and standard regional requirements; Given that the three regions, including the first, are chosen by the State-regions Conference between the five listed by the Ministry of health, in consultation with the Minister of economy and finance, after consulting the Minister for relations with the regions and territorial cohesion, as best five regions which, having guaranteed the delivery of LEA in condition of economic equilibrium not being subject to re-entry plan and resulting from the verification Table as verified compliant, are identified on the basis of quality of the services provided, appropriateness and efficiency defined with DPCM, by agreement of the State-regions Conference; Considered that, as a result of the failure to agree on the predicted pattern of DPCM expressed during the session of the State-regions Conference of November 22, 2012 (Rep Acts 231/CSR), the Council of Ministers, after the planned 30 days, by resolution of December 2012, has deemed it necessary to proceed to the definition of these criteria for quality, appropriateness and efficiency; Considering they were therefore identified the five eligible regions «»-Umbria, Emilia Romagna, Marche, Lombardia, Veneto-quality criteria, appropriateness and efficiency of which the aforementioned resolution of the Cabinet of Ministers of December 11, 2012 and that the seat of the State-regions Conference of December 5, 2013 (Rep. Acts 169/CSR), between these regions were selected Umbria, Emilia Romagna and the Veneto such as «regions» for the determination of the standard requirements in the health sector; Visto l'art. 1, paragraph 234, December 27, 2013, law n. 147 (law of stability 2014), which ordered that for the years 2012 and 2013, as a transitional measure, pending the adoption of the Decree provided for by art. 2, paragraph 67-bis of law December 23, 2009, # 191, concerning the definition of the award forms for regions to establish a regional center for purchases and the awarding of tender procedures for procurement of goods and services for an annual volume of not less than an amount to be determined, the Minister of health, in consultation with the Minister of economy and finance in agreement with the State-regions Conference, establishes the quota allotment rewarding taking into account rebalancing policy indicated by the Conference itself; Given that, up to the year 2013, the percentage indicated in art. 15, paragraph 23, of Decree-Law No 95 July 6, 2012, converted, with amendments, by law No 135, August 7, 2012 is equal to 0.30 percent; Having regard to the note # 10295, April 10, 2014, by which it was passed on the proposal of the Minister of health, which updates and supplements the previous note # 590, January 28, 2014 on the allotment, between the regions and autonomous provinces of Trento and Bolzano, total resources available for the financing of the national health service for the year 2013 amounting to 107,004,500,000 euros; Given that the aforesaid integration and updating of the proposal it is necessary to comply with the provisions of art. 1, paragraph 234, the said law No 147/2013, which-in place temporarily, that the Minister of health, in consultation with the Minister of economy and finance, in agreement with the State-regions Conference, establishes the quota allotment rewarding taking into account rebalancing policy indicated by the Conference itself-has increased, for 2013, only the percentage indicated in art. 15, paragraph 23, of Decree-Law No 95 July 6, 2012 (converted with amendments by law August 7, 2012, # 135) from the initial 0.25 percent to 0.30 percent; Considering that the abovementioned proposal for a division between the regions and the autonomous provinces of Trento and Bolzano object of today's deliberation is descended from the aforementioned technical and investigative work, in accordance with the procedures provided by law; Having regard to the arrangements of the Standing Conference for the relations between the State, the regions and the autonomous provinces of Trento and Bolzano, enshrined in the meetings of December 19, 2013 (Republic acts no. 181/CSR) and February 20, 2014 (Rep. acts # 29/CSR) on the proposal of the Minister of health concerning the said allotment for the year 2013; Given the proposal carried out under the existing regulation of this Committee (resolution No 62 April 30, 2012, art. 3, published in Official Gazette No. 122/2012); Having regard to the note. 4749 November 10, 2014 prepared jointly by the Department for the planning and coordination of economic policy by the Presidency of the Council of Ministers and the Ministry of economy and finance and post to base of today's sitting of the Committee; On the proposal of the Minister of health;
Resolution: total available financial resources for the financing of the national health service for the year 2013, current portion, amounted to 107,004,500,000 euro and are divided as follows: 1.104,082,359,720 euros are allocated to funding indistinct essential assistance levels (LEA) consisting of quotas aimed at renewal of the agreements with the national health system and financing of further costs the NHS related to regularization of nationals employed in activities of assistance to persons and families , allocated to the regions and autonomous provinces of Trento and Bolzano, as per the attached table to which forms an integral part of this resolution, of which:
1.1.192,719,517 euro in favour of the Hospital Bambino Gesu ' for mobility;
1.2.39,120,251 euros, to the Association of Italian Knights of the sovereign military order of Malta for mobility;
2.2,009,053,253 euros, earmarked and programmed as from table B which forms an integral part of this resolution, of which: 2.1. 1,457,033,253 euros for the implementation of specific objectives identified in the national health plan;
2.2.167,800,000 euros earmarked for financing the penitentiary medicine;
2.3.130,000,000 euros for the regularization of foreigners under art. 5, paragraph 6, of the Legislative Decree No. 109 of July 16, 2012;
2.4.50,500,000 euros to finance charges from the completion of the process of overcoming judicial psychiatric hospitals under subsection 7 of art. 3-ter of Legislative Decree No. 211/2011, converted, with amendments, by law No. 9 on February 17, 2012;
2.5.49,063,000 euros for AIDS prevention;
2.6.40,000,000 euros for the veterinary medicine;
2.7.38,735,000 euro for three-year scholarships for general practitioners;
2.8.30,990,000 euros for assistance to irregular immigrants;
2.9.30,152,000 euros to the Fund for the exclusivity of the relationship of the executive staff of the role of health;
2.10.6,840,000 euros for penitentiary medicine transferred from the Ministry of Justice as well as broken down in table C that forms an integral part of this resolution;
2.11.4,390,000 euros for the prevention and treatment of cystic fibrosis;
2.12.3,550,000 euros for economic benefits to Hanseniani;
3.592,073,527 euros to finance activities linked to other entities, as indicated in table B, of which: 3.1. 259,000,000 euros to finance experimental zooprophylactic institutes as well as broken down in table C;
3.2.173,010,000 euros for the financing of scholarships to residents;
3.3.142,563,527 euro for the contest to the financing of the Italian Red Cross;
3.4.10,000,000 euros for the financing of the 2002-2003 budget year periods and contracted liabilities 2004-2005 experimental zooprophylactic institutes staff as well as broken down in the callback table C;
3.5.3,000,000 euros for a portion of the budget biennium 2006-2007 contractual expenses of the staff of the institutes as well as broken down in its experimental zooprophylactic table C;
3.6.2,500,000 euros for payment of installments of loans contracted with the Cassa depositi e prestiti;
3.7.2,000,000 euros to finance the national Transplant Center;
4.321,013,500 euros are set aside to be distributed later to the financing of the rules concerning systems of penalties and reward for the autonomous regions and provinces will be able to implement savings in health care costs (art. 9, subsection 2, Legislative Decree 149/2011). The allotment of funding sources of LEA, essential assistance levels, including the quota aimed for each region and autonomous province is shown in the attached table D which forms an integral part of this resolution.
