The Minister for infrastructure and transport given the strategy "Europe 2020" which aims to promote ' green ' vehicles by encouraging research, establishing common standards and developing the necessary infrastructure; Having regard to Directive 2009/33/CE16 of April 23, 2009 on the promotion of clean and energy-efficient vehicles in road transport, which aims to reduce greenhouse gas emissions and to improve air quality (especially in cities); Having regard to Council Regulation (EC) No 443/2009 which sets emission performance standards for new passenger cars to be achieved by 2015; Having regard to the Commission communication entitled ' a European strategy for energy-efficient and clean vehicles "of April 28, 2010 indicating courses of action for green vehicles, including electric and hybrid vehicles; Having regard to the white paper ' roadmap to a single European transport area-for a competitive and sustainable transport policy» of March 28, 2011 that urged to end oil dependence in the transport sector; Having regard to the report of the high level Group CARS 21 of June 6, 2012 which indicated that the lack of alternative fuels infrastructure harmonised at European Union level hampers the marketing of vehicles powered by alternative fuels and delays the benefits for the environment; See chapter IV bis of Decree-Law No June 22, 2012. 83 laying down "urgent measures for the country's growth», converted into law August 7, 2012, # 134 concerning measures to encourage the development of mobility using low-emission vehicles total; Given that the aforementioned boss is aimed at the development of sustainable mobility, through measures to promote the construction of infrastructure networks for electric powered vehicle charging and testing and deployment of public and private fleets of vehicles with low emissions, especially in the urban context, as well as the purchase of electric or hybrid vehicles; Visto l'art. 17-f of the said decree-law that identified the Ministry of infrastructure and transport which proposer of the national plan of infrastructure for charging electric powered vehicles, hereinafter referred to as PNIRE; See paragraph 8 of the same article which provides for the establishment of a Fund for the financing of the national plan of infrastructure for charging electric vehicles; See paragraph 9 of the same article which stipulates that drains on the resources referred to in paragraph 8, the Ministry of infrastructure and transport participates in the financing, up to a maximum of 50% of costs incurred for the purchase and installation of equipment, of the projects submitted by the regions and local authorities regarding the development of infrastructure networks for vehicle charging under programme agreements; Considered that paragraph 10 of that article provides that for the purposes of timely initiation of priority actions and immediately attainable, provided for in the implementation of the national plan, the Fund referred to in paragraph 8, for a total of 5 million euros for the year 2013, it is destined to the resolution of the most relevant needs in urban areas with high traffic congestion , and that the allocation of this amount among the regions concerned shall be by order of the Minister of infrastructure and transport, by agreement within the Standing Conference for the relations between the State, the regions and the autonomous provinces of Trento and Bolzano; Having regard to the ' Call for the regions to finance charging networks dedicated to electric vehicles» published in the official journal of the 5th special series-Contracts # 85 of July 22, 2013 and on the website of the Ministry (http://www.mit.gov.it/mit/site.php?p=cm & o = vd & id = 2717); Considered the next cuts made for the year 2013 on chapter 7119 totalling €1,582,824.00, approximately 8% of resources allocated under subsection 8 of art. 17-f of the said Decree-Law; Decided to apply the cut proportionately to both funds timely priority interventions and immediately achievable of €5,000,000.00 (cf. Paragraph 10) that the funds allocated for the 2013-financing, up to a maximum of 50% of costs incurred for the purchase and installation of equipment, of the projects submitted by the regions and local authorities regarding the development of infrastructure networks for recharging vehicles within the framework of programme contracts of pursuant to paragraph 5 of art. 17-f; Considered, therefore, that the amounts available to the ' Call for the regions to finance charging networks dedicated to electric vehicles» amounted to about €4,600,000.00; Having regard to the Decree of the Director-General for territorial development, programming and international projects n. 11294 of December 23, 2013, subsequently amended by decreto direttoriale n. 1398 of February 25, 2014, by appointment of the Commission for the evaluation of proposals for action to be financed; View the list transmitted by the said Commission with note No 53/R.I. of April 23, 2014; Given that the applications were submitted under the VAT at 21%; Considered to ensure the full coverage you need by individuals proposing subjects and then to consider in financing the VAT percentage increase equal to 1%; Given the directorial Decree n. 4751 of June 19, 2014 general managers of the Directorates-General for territorial development, programming and international projects and for approving the ranking of proposals; Having regard to the agreement ratified on 5 August (Act 108/CSR rep) within the Standing Conference for the relations between the State, the regions and the autonomous provinces of Trento and Bolzano; Noting that the session of the Joint Conference of October 17, 2013, with note 106/CU has sanctioned the agreement on the text of the national plan of infrastructure for charging electric vehicles produced by the Ministry of infrastructure and transport; Noting that at its meeting of Cipe of February 14, 2014, the Committee approved the national plan of infrastructure for charging electric powered vehicles as part of a long-term strategy in the transport sector aims to gradually replace fossil fuels with alternative fuels. Noting that the Cipe has been sent to the Court of Auditors, for the purpose of prior control of legitimacy, and it was recorded on 30 June 1801, 1014, 1 log sheet.
