The Inspector General CHIEF financial relations with the European Union having regard to law no 183, April 16, 1987 on the coordination of policies regarding membership of Italy at the European communities and the adaptation of domestic law to Community legislation; Having regard to the Decree of the President of the Republic December 29, 1988, n. 568 and subsequent additions and modifications concerning the regulation on organization and administrative procedures of the Revolving Fund, pursuant to law No. 183/1987; Visto l'art. February 6, 1996 law 56, n. 52, concerning provisions for the fulfilment of the obligations arising from Italy's membership of the European Communities (Community law 1994); Having regard to Act May 17, 1999, n. 144, which, under art. 3, involved the transfer of technical and financial management tasks already entrusted to the CIPE, authorities, official for this area; Having regard to the CIPE n. 141 of August 6, 1999, concerning the reorganization of responsibilities of CIPE, who moved to the Treasury, budget and economic planning determining, in consultation with the relevant authorities, the national quota of programmes, projects and other initiatives cofinanced by the European Union; Having regard to the Decree of the Minister of the Treasury, budget and economic planning May 15, 2000 on the allocation of quotas to national cofinancing borne of law no 183/1987 for Community policy which has set up a dedicated working group at the Department of State accounting-I.G.R.U.E.; Having regard to Council regulations (EC) Nos 1083/2006 of the Council laying down general provisions on the structural funds, n. 1080/2006 of the European Parliament and of the Council on the European Regional Development Fund (ERDF) and n. 1638/2006 of the European Parliament and of the Council laying down general provisions establishing a European neighbourhood and partnership instrument (ENPI); Having regard to decision C (2007) 3329 of July 13, 2007 approving the national strategic reference framework of Italy 2007-2013; Having regard to the CIPE June 15, 2007, n. 36 on the definition of the criteria of national public co-financing of socio-Community structural operations for the programming period 2007-2013; Having regard to the CIPE December 21, 2007, n. 158 concerning implementation of the national strategic framework (NSF) 2007-2013, European territorial cooperation objective; Having regard to the European Commission decision C (2007) 5817 of December 3, 2007 approving the operational programme ' CENTRAL EUROPE ' of the European territorial cooperation objective 2007-2013 and subsequent modifications; Having regard to the European Commission decision C (2012) 8187 of November 20, 2012 with which, finally, is restated national co-financing share in public 47,088,059.00 euro for projects of the operational programme; Having regard to the note. 10442 of November 7, 2014 by which the Department of economic development and cohesion highlights that for the Italian part of the programme ' CENTRAL EUROPE» public national share charged to the Revolving Fund, pursuant to law no 183/1987, amounts to euro 13,279,789.83; Given that with their decrees no. 41/2008-for the prefinancing of 5 percent-n. 17/2009, n. 52/2009, n. 17/2011, n. 64/2011, n. 55/2012 and n. 6/2014 about the national co-financing and at the expense of law no 183/1987 for the years 2007 to 2013 were placed from assignments equal to a total of euro 6,756,404.00; Considered therefore that the extension of the aforementioned public audience to be incorporated national cofinancing national share borne by the Revolving Fund amounting to euro 6,523,385.83 in the years ' 2013; Having regard to the findings of the Working Group at the Department of State accounting-I.G.R.U.E., referred to the Decree of the Minister of the Treasury May 15, 2000, at its meeting of November 17, 2014;
Decrees: 1. The national public co-financing charged to the Revolving Fund referred to in law No. 183/1987 for the cross-border programme of European territorial cooperation objective 2007/2013 «CENTRAL EUROPE» is integrated in the amount of euro 6,523,385.83 for years ' 2013. 2. As a result of the integration mentioned in paragraph 1, the allocation to the Fund for the years ' 2013, already attached in euro 703,731.00 by directorial Decree n. 6/2014 of January 31, 2014 recalled in the introduction, it restates in euro 7,227,116.83. 3. The national public co-financing charged to the Revolving Fund in favor of that program, for the entire period 2007-2013, it is, therefore, equal to euro 13,279,789.83. 4. The revolving loan fund provides the aforementioned assignment according to the following modalities: in) dimensions for technical assistance shall be provided for programme management authorities, on the basis of requests made by the Ministry of economic development;
b) units for projects shall be provided for each beneficiary Italian on the basis of requests made by the Ministry of economic development, responsible for investigating activities preparatory to disbursements, after the acquisition, by the beneficiary himself, the corresponding share of the community. 5. Each beneficiary identifies the controller responsible for the validation of expenditure under art. 16 Regulation (EC) No 1080/2006, in accordance with the modalities laid down in the national system of monitoring of programmes of European territorial cooperation objective 2007/2013. 6. financial implementation, procedural and physical data of the said plans shall be forwarded to the national system of monitoring of QSN 2007-2013. 7. this Decree shall be transmitted to the Court of Auditors for recording and subsequently published in the official journal of the Italian Republic.
