The Inspector General CHIEF financial relations with the European Union having regard to law no 183, April 16, 1987 on the coordination of policies regarding membership of Italy at the European communities and the adaptation of domestic law to Community legislation; Having regard to the Decree of the President of the Republic December 29, 1988, n. 568 and subsequent additions and modifications concerning the regulation on organization and administrative procedures of the Revolving Fund, pursuant to law No. 183/1987 and in particular the Decree of the Minister of finance April 2, 2007, concerning the review of payment procedures; Having regard to Act May 17, 1999, n. 144, which, under art. 3, involved the transfer of technical and financial management tasks already entrusted to the CIPE, authorities, official for this area; Having regard to Council Regulation (EC) of the Council of the European Union # 1198/2006 of July 27, 2006 on the European Fisheries Fund (EFF); Having regard to Council Regulation (EC) no 498 of March 26, 2007 laying down rules for the application of Regulation (EC) 1198/2006; Having regard to Commission decision C (2006) 4332/2006 of October 4, 2006-as last amended by Commission decision C (2007) 1313/2007 of the March 28, 2007-which set, for the period from 1 January 2007 to December 31, 2013, indicative annual breakdown by Member State of the commitment appropriations of 2004 prices, community of the European Fisheries Fund; Having regard to Commission decision C (2007) 6792 of December 19, 2007, which approved the operational programme for Community intervention of the European Fisheries Fund in Italy for the programming period 2007/2013, whose financial plan provides for a total amount of euro 424,342,854.00 community resources and a corresponding national contribution amounted to a total of euro 424,342,854.00; Having regard to the CIPE November 23, 2007, n. 124, concerning the definition of the criteria of national co-financing for the interventions of the European Fisheries Fund (EFF), as referred to in Regulation (EC) no 1198/2006, for the programming period 2007/2013 that provides that for regional management measures, the public pays 80% of the national quota at availability of the Revolving Fund under law # 183/1987, and that the remainder complains to the budgets of the regions and autonomous provinces, while the measures managed by the central State Administration 100% of the national quota, the public complains that Revolving Fund; View, most recently, the European Commission's decision C (2014) 5164 of July 18, 2014, which, in approving the proposed revision of the operational programme, taking into account also, disengagement of euro 10,281,859.00 for assistance made by the Commission in relation to the financial year 2011 FEP, amended the financial plan of the said programme, reducing to euro 414,060,995.00, from previous euro 424,342,854.00, the total amount of Community aid under the operational programme EFF 2007-2013; Having regard to the note. 21378 of October 22, 2014 by which the Ministry of agricultural food and forestry policies has sent, divided into regions outside the convergence regions, the new convergence and financial plan of the operational programme EFF 2007/2013, broken down by years ' and for axis for action; Given that, under the new financial plan of the operational programme, the State-financing charged to the Revolving Fund referred to in law no 183/1987, 2007/2013, 360,294,445.00, 367,854,852.00 went from euro euro with less burden, chargeable to the Fund, amounting to euro 7,560,407.00; Considered, therefore, the need to restate the share of State co-financing of the operational programme, charged to the Revolving Fund under law # 183/1987, by changing assignments already arranged for years ' from 2007 to 2013 with their decrees # 46/2008, # 34/2009, n. 29/2010, n. 41/2011, 40/2012, 1/2013 and n. n. n. 56/2013; Considering that, for the purposes of the aforementioned restatement, account must be taken of the two pre-financing of 7 percent placed with its decrees # 22/2008 and # 52/2008, amounting to a total of euro 51,447,327.62; Considered that such payments absorb partly for euro 51,447,327.62, the years ' 2013 the aforementioned operational programme; Having regard to the findings of the Working Group at the State General Accounting Department-I.G.R.U.E., referred to the Decree of the Minister of the Treasury May 15, 2000, at its meeting held on November 17, 2014:

Decrees: 1. the share of State co-financing of the operational programme of community involvement from the European Fisheries Fund in Italy for the programming period 2007/2013, drains on availability of revolving fund referred to in law No. 183/1987 on years ' from 2007 to 2013, net of the first and second pre-financing of 7 percent, is restated in a total of euro 308,847,117.38. 2. The aforesaid assigning euro 308,847,117.38 replaces the rotation Fund assignments arranged in favor of the aforementioned operational programme for the years 2007 to 2013, with ' directorial decrees from the mentioned in the introduction. 3. In the table in the annex, which forms an integral part of this Decree, it is reported, the breakdown by individual years ', distinct for convergence regions and regions outside convergence, the amounts charged to the Revolving Fund in favor of this operational programme as above restated and allocated. 4. Payments are made in accordance with the terms provided by law, on the basis of requests made by the Ministry of agricultural food and forestry policies. 5. the Ministry of agricultural food and forestry policies make all checks about the occurrence, even on the part of beneficiaries, of the conditions and legal requirements that justify the disbursements referred to in paragraph 4, as well as check that EU funding and national are used within the deadlines and in compliance with community and national legislation in force. 6. The financial, physical and procedural data on the implementation of projects shall be forwarded to the State accounting information system (S.I.R.G.S.), entity in charge of regional, national and Community policy United Bank of programming 2007/2013; 7. this Decree shall be transmitted to the Court of Auditors for recording and subsequently published in the official journal of the Italian Republic.
