In accordance with art. Vi, paragraph 4, of the Convention on the international regulations for preventing collisions at sea (whose ratification was authorized by the law of December 27, 1977, # 1085, published in Official Gazette No. 48 of February 17, 1978), please be informed of the entry into force for Italy since November 4, 1995 resolution A736 (18), adopted on November 4, 1993 concerning the amendments to the international rules of 1972. It is reported below, in English with unofficial translation in the Italian language text of the Act sunnominato: RESOLUTION a. 736 (18) adopted on November 4, 1993 AMENDMENTS TO THE INTERNATIONAL REGULATIONS FOR PREVENTING COLLISIONS AT SEA, 1972 THE ASSEMBLY, RECALLING article VI of the Convention on the International Regulations for Preventing Collisions at Sea, 1972, on amendments to the Regulations , HAVING CONSIDERED the amendments to the International Regulations for Preventing Collisions at Sea, 1972, adopted by the Maritime Safety Committee at its sixtyfirst session and communicated to all Contracting Parties in accordance with paragraph 2 of article I of that Convention and also the recommendations of the Maritime Safety Committee concerning entry into force of these amendments, 1. ADOPTS, in accordance with paragraph 3 of article VI of the Convention, the amendments set out in the Annex to the present resolution; 2. DECIDES, in accordance with paragraph 4 of article VI of the Convention, that the amendments shall enter into force on November 4, 1995 unless by May 4, 1994 more than one third of the Contracting Parties have notified their objection to the amendments; 3. REQUESTS the Secretary-General, in conformity vith paragraph 3 of article VI, to communicate this resolution to all Contracting Parties to the Convention for acceptance; 4. INVITES Contracting Parties to notify any objections to the amendments not later than May 4, 1994, whereafter the amendments will be deemed to have been accepted to enter into force as determined in the present resolution.
ANNEX AMENDMENTS TO THE INTERNATIONAL REGULATIONS FOR PREVENTING COLLISIONS AT SEA, 1972 1 Rule 26 (b) (i): Delete the words "a vessel of less than 20 metres in length may instead of this shape exhibit a basket". 2 Rule 26 (c) (i): Delete the words "a vessel of less than 20 metres in length may instead of this shape exhibit a basket". Rule 3:26 (d) is amended to read as follows: "(d) The additional signals described in Annex II to these regulations apply to a vessel engaged in fishing in close proximity to other vessels engaged in fishing". 4 Annex I, section 3-Horizontal positioning and spacing of lights: a new paragraph (d) is added as follows: "(d) When only one masthead light is prescribed for a power-driven vessel, this light shall be exhibited forward of amidships; except that a vessel of less than 20 metres in length need not exhibit this light forward of amidships but shall exhibit it as far forward as is practicable ". 5 Annex I, section 9-Horizontal sectors:-the existing paragraph (b) "is renumbered to read" (b) (i) ". -a new subparagraph (b) (ii) is added as follows: "(b) (ii) If it is impracticable to comply with paragraph (b) (i) of this section by exhibiting only one allround light, two allround lights shall be used suitably positioned or screened so that they appear, as far as practicable, as one light at a distance of one mile. 5 Annex I, section 13-Approval: Amend to read "14. Approval "; and insert a new section 13 as follows: "13. High speed craft The masthead light of high apeed craft with a length to breadth ratio of less than 3.0 may be placed at a height related to the breadth of the craft lower than that prescribed in paragraph 2 (a) (i) of this annex, provided that the base angle of the isosceles triangles formed by the sidelights and masthead light , when seen in end elevation, is not less than 27. 7 Annex II, section 2-Signals for trawlers:-the leadin sentence of paragraph (a) is amended to read: "(a) Vessels of 20 metres or more in length when engaged in trawling, whether using demersal or pelagic gear, shall exhibit;"-the leadin sentence of paragraph (b) is amended to read: "(b) Each vessel of 20 metres or more in length engaged in pair trawling shall exhibit : "-a new paragraph (c) is added as follows:" (c) A vessel of less than 20 metres in length engaged in trawling, whether using demersal or pelagic gear or engaged in pair trawling, may exhibit the lights prescribed in paragraphs (a) or (b) of this section, as appropriate ". 8 Annex IV, subparagraph 1 (h): Amend to read: "1 (o) approved signals transmitted by radiocommunication systems, including survival craft radar transponders.

RESOLUTION a. 736 (18) adopted on November 4, 1993 AMENDMENTS to the 1972 INTERNATIONAL REGULATIONS for PREVENTING COLLISIONS at SEA, the Assembly, recalling the provisions of Art. Vi of the Convention on the International Regulations for preventing collisions at sea 1972 relating to amendments to be made to this regulation; Having examined the other amendments to the 1972 International Regulations for preventing collisions at sea and the maritime safety Committee adopted during its sixty-first session and that were communicated to all Contracting Parties in accordance with the provisions of paragraph 2 of art. VI of this Convention, as well as the recommendations made by the Committee of maritime safety relating to the entry into force of these amendments, 1. Adopts, in accordance with paragraph 3 of art. Vi of the Convention, the amendments set out in the annex to this resolution; 2. Decides, in accordance with paragraph 4 of art. Vi of the Convention, that any amendment will enter into force on November 4, 1995, unless by May 4, 1994 more than one third of the Contracting Parties have not notified their opposition to the amendments; 3. The Secretary-general, as contained in paragraph 3 of art. Vi, to communicate this resolution to all Contracting Parties to the Convention for approval; 4. Invites the parties to submit their objections to the amendments to the later May 4, 1994, date after which the amendments shall be deemed to have entered into force, in accordance with the provisions of this resolution.

ANNEX AMENDMENTS to the 1972 INTERNATIONAL REGULATIONS for PREVENTING COLLISIONS at SEA 1. Rule 26 (b) (i) delete the words: "a vessel of less than 20 meters instead of this signal can show a basket". 2. Rule 26 (c) (i) delete the words: "a vessel of less than 20 meters instead of this signal can show a basket". 3. Rule 26 (d) amend this rule as follows: "(d) the additional signals described in annex II to this Regulation shall apply to a ship which is fishing at a short distance from other vessels that are fishing". 4. Annex I, section 3. Accommodation and distances of the headlights on the horizontal plane. Add a new paragraph (d) as follows: "(d) when a mechanically propelled vessel is prescribed only one masthead light, this light must be located forward of the center of the ship; If it is a vessel of less than 20 meters this light must not be placed forward of the center of the ship but the more forward is practically possible. " 5. Annex I. Section 9. Horizontal sectors of visibility. -Renumber paragraph (b) as (b) (i) ". -Add a new paragraph (b) (ii) as follows: "(b) (ii) If it is impossible in practice to comply with paragraph (b) (i) of this section by exhibiting only one visible sign on the horizon, must use two lanterns visible over the horizon and conveniently placed or obscured so as to appear as far as possible as a single light from a distance of a mile". 6. Annex I, section 13. Approval. -Renumber this section so that it becomes "14. AP appraisal ". -Insert a new section 13: "13. High speed naval craft. Masthead sign for high speed vessels whose length/width ratio is less than 3.0 may be placed at a height that in relation to the length of the hull, it is less than that prescribed in section 2 (a) (i) of this Annex, provided that the angle at the base of the isosceles triangle formed by the sidelights and masthead light , viewed from the front, is not less than 27 degrees ". 7. Annex II, section 2. Signals for trawlers. – Amend the introductory phrase of paragraph (a): "vessels with a length equal to or greater than 20 metres intent on fishing with demersal or pelagic networks whether they are on bottom gears must show:" – amend the introductory phrase of paragraph (b): "all vessels with a length equal to or greater than 20 metres intent in trawling the couple must show : "-Add a new paragraph (c) as follows:" (c) a vessel of less than 20 metres to bottom-trawling fishing whether you use bottom gears or pelagic nets or intent to trawling in pairs, can display the lights prescribed in paragraph (a) or (b) of this section, as the case may be ". 8. Annex IV. Warning signs. – Amend paragraph (1) g: 1 (o) approved signals transmitted by radiocommunication systems, including survival craft radar transponders ".
