The GOVERNMENT COMMISSIONER having regard to the order of the President of the Council of Ministers # 2409 of June 28, 1995, whereby the President of Regional Council and was appointed, in accordance with art. 5 February 24, 1992, law No. 225, commissario governativo per l'emergenza idrica in Sardegna;
Having regard to the order of the President of the Council of Ministers No. 2424 of February 24, 1996, which amendments have been made to that Ordinance # 2409 of June 28, 1995;
Having regard to the Decree of the President of the Council of Ministers of June 16, 2000, with whom he was, finally, extended the State of emergency water supply in Sardinia, until December 31, 2001;

Given that among the works provided for in the sixth excerpt OS, Ordinance No. 148 of July 16, 1999, include the work "Adapting potable water treatment plant of Galtelli '";
Since the Consortium for the aqueduct on the Rio Govossai it was identified, for the purpose of realization of the work above, what structure at the disposal of the Government Commissioner for the water crisis in Sardinia, in accordance with and for the purposes of art. 5, of the order of the President of the Council of Ministers # 2409 of June 28, 1995;
Since such intervention, for the amount of l. 3,500,000,000, is financed by the funds in the Community Programme INTERREG II C "section planning and combating drought";
Since the contribution to the benefit of the Government Commissioner in the aforementioned program funds will be credited in special accounting. 1690/3, the Department of provincial Treasury of Cagliari, in the name of "President of the Regional Council-water crisis", with payments to be made depending on the progress of the work;
Since with note prot. 747/E.I. on August 20, 1999, the Government Commissioner has asked the Treasury Department authorizing the Central Administration of the Bank of Italy, at the opening, at the section of tesoreria provinciale dello Stato di Cagliari, the following special accounting be stocked with girofondi by special accounting 1690/3, above: "President Govossai Consortium for potable water treatment plant adaptation Galtelli '";
Since such special accounting was activated on June 16, 2000, with issue # 1742;
Since the owner of the aforementioned accounting ' and ' for the implementation of this Ordinance, the President pro tempore of the Consortium;
Since on that accounting should be reversed, of the special accounting 1690/3, the sums necessary for the implementation of intervention mentioned above;

Since the approval of the project in question provides the commissario governativo per l'emergenza idrica in Sardegna, since the work financed with funds made available to the Commissioner within the framework of the Community initiative INTERREG II C "regional planning and combating drought";
Expected therefore that the Consortium has sent the final design to achieve the required approval and that the Government Commissioner has requested the technical department instructor of the regional Department of public works of art. 11, comma 1, della legge regionale April 22, 1987, # 24, and decreto del presidente della giunta regionale n. 125, dated July 7, 1998;

Given the need to provide for the disengagement of the sum constituting the economies realized, equal to l. 402,617,600;
Having regard to the order of July 12, 1997, # 81 of the commissarial # 154 of July 30, 1999 with which the Coordinator of the Office of the Commissioner, pursuant to art. 2 of the Ordinance was appointed Sub-2409/1995, Government Commissioner for the management of accounting and for the implementation of programming Commissioner;
Expected therefore that the enactment of this act falls within the Governmental functions delegated to Sub-Commissioner with the Ordinances mentioned commissarial;
