The MINISTER of productive activities having regard to the Legislative Decree March 31, 1998, n. 143, and in particular art. 25, paragraph 1, under which, as from 1 January 1999, the management of financial support to the internationalisation of the production system of law May 24, 1977, # 227, July 29, 1981, Act No. 394, October 20, 1990, law # 304, April 24, 1990, Act No. 100 and in art. 14 October 5, 1991 law, # 317, is attributed to Simest S.p.a.; In addition, the management of the interventions of law January 9, 1991, n. 19 is attributed to the Finest S.p.a.; Visto l'art. 25, paragraph 2, of the aforementioned legislative decree n. 143/1998, under which the management of the interventions mentioned Simest S.p.a. entering into specific agreements with the Ministry of foreign trade; Having regard to the agreement between the Ministry of foreign trade and the Simest S.p.a. on October 16, 1998, registered at the Court of Auditors on December 9, 1998, and in particular art. 2, paragraph 1, pursuant to which the administration of the funds provided by the laws invoked in premise transferred to Simest S.p.a. in accordance with art. 25, paragraph 4 of Legislative Decree No 143/1998 it is entrusted to a Committee established at the Simest S.p.a. consisting of three executives of the Ministry of productive activities, one of which acts as Chairman, an Executive of the Ministry of economy and finance, by a Director of the Ministry of Foreign Affairs, one representative nominated by regions and a representative designated by the Italian Banking Association; for the examination of law January 9, 1991, # 19 the Committee is integrated, from time to time, by a member designated by the regions or autonomous provinces with territorial interest in individual initiatives under consideration by the Committee; Visto l'art. 2, paragraph 1, last sentence, of that Convention, under which by Decree of the Minister for foreign trade, now the Minister of productive activities, the members of the Committee shall be appointed and their fees are fixed; Having regard to the Ministerial Decree of March 28, 2002 which were named the components of that Committee and in particular art. 3 which fixed the term of Office of three years; Having regard to the Ministerial Decree of August 13, 2003 with which were replaced some of the components of that Committee and were named alternates to the members, which expired three years after the date of the Decree; Considering that the Committee as appointed by Decree of March 28, 2002, expired at the end of the three year period; Considered the necessity and urgency to renew on the basis of Committee designations presently, pending the appointment of a representative of the regions;
