The Minister of agricultural food and forestry policies having regard to Directive 2000/29/EC of May 8, 2000, on protective measures against the introduction into the community of organisms harmful to plants or plant products and against their spread within the community, as amended;
Having regard to Council Directive 2002/89/EC of November 28, 2002 amending Directive 2000/29/EC on protective measures against the introduction into the community of organisms harmful to plants or plant products and against their spread within the community;
Having regard to the Legislative Decree of August 19, 2005, # 214, concerning the implementation of Directive 2002/89/EC on protective measures against the introduction and spread of organisms harmful to plants or plant products;
Considering that following the agreements made between the European Union and the Russian Federation it was necessary to prepare for new models of export and re-export phytosanitary certificate using watermarked paper and pre-printed numbering to ensure safer use of certificates relating to counterfeiting;
Given that several third countries require the confirmation of the information contained in the phytosanitary certificates as you suspected of possible counterfeits;
Considered, must use the most secure against counterfeiting plant health certificates for exports to all third countries;
Acquired the national plant protection Committee opinion expressed at its meeting on 3 and April 4, 2007;
Decrees: article 1. Annex VII of the Legislative Decree of August 19, 2005, # 214, it is replaced by the annex to this Decree.
This Decree shall enter into force on the day following its publication in the official journal of the Italian Republic.
