CONSTRUCTION SERVICES VENTURE PERMIT

WITH THE GRACE OF THE ALMIGHTY GOD

BUPATI EAST LAMPUNG,

weighed: a. that under the Law No. 18 Year 1999

concerning the Junto Construction Services Junto Regulation No. 28 Year 2000 has been set up the Terms of the Construction Services Business License, for the Construction Services Corporation which will follow the auction Government/Kota; construction work organized by the Government of the Regency/Kota;

that the authority of the Construction of the Construction Services Permit, as the Government Regulation is referred to in the above letter, is submitted to the State/City Government Authority;

c. that in line with the authoring authorization of the IBM Cloud Service, the IBM Government of the Cloud Service is subject to the The Construction Services effort is referred to in the letter b above, then in accordance with the Decree of the Minister of Settlement and Prasarana Territory No. 369 /KPTS/M/2001, need to further arrange the granting of the Construction Services Effort in the East Lampung Regency;

CHAPTER I OF THE GENERAL PROVISION

Article 1

In this Region Regulation is referred to by: 1. Area is East Lampung Regency; 2. The Regional Government is the Government of the East Lampung Regency; 3. " Bupati is the Regent of the East Lampung; 4. Permission is a Construction Services permit; 5. The Company is a moving Entity in the field of Construction Services Services

which includes both the Home and Foreign Companies; 6. Construction Services are Construction Planning Construction Services Services,

Construction Services Implementation Services and Construction Services Surveillance Construction Services Services;

7. Construction Work is a whole or part of a series of planning and/or staging activities and Oversight that includes architectural, civil, mechanical, electrical, installation and environmental work each and the agility to embody a building or any other physical form;

8. A Businessman Is A Businessman, Who Is In The Field Of Construction Services; 9. Construction Section is the Development Section of the District Secretariat of District

16. Classification is a part of the registration activities to assign business classes in the field of services and construction according to the field and subfield of work or skill profession and the work expertise of individuals in the field of service. constructions according to the disciplines of scholarship and or certain skills and or funccency and or mastery mastery;

17. Qualification is a part of the registration activities to establish the business group in the field of construction services according to the level/depth of competence and the ability of the skills profession and the work expertise of individuals in the field of service. construction of the profession and expertise;

18. Accreditation is a process of assessment performed by an agency against: a. Association of construction and association services companies and top construction services professions

CHAPTER II OF INTENT AND PURPOSE

Article 2

(1) The intent of this Regional Regulation is as a requirement for the company to

Article 6 (1) To get a businessman ' s permission must submit a written request to the Regent

with the requirement: a. General requirements. 1) Berbadan Law Indonesia

2) Not in the State of Liquidation or Pailit 3) Domosili's account of Camat or Lurah

b. Special requirements. For the Foreign Enterprises Agency.

1) Having the permission of the Government of Indonesia 2) Has a Representative office in Indonesia 3) Have a Registration Board issued by the institution 4) Provide an annual activity report for the extension of 5) Comply with the provisions required by the Construction Services Act

1) Filled properly and signed the application form provided by the Local Government c/q. Development section;

2) exhibiting original and attaching one (1) copy photo sheet:

Article 7

Requests for permission are suspended for a time if: 1. The company is in a legal dispute within/outside the Court. 2. The permit requirement has not been met yet with the applicant.

section 8 (1) the permit is denied if the applicant is unable to meet the specified requirements

in Section 6 of the Regulation of this Section. (2) The businessman may resubmit his license if it can meet

the requirements specified in Section 6 of this Area Regulation.

Section 9 Permission revoked and declared no longer applicable if it turns out: 1. The description/condition submitted at the time of submission of the licensing of the permit is not appropriate

with the actual circumstances. 2. The Company has been dissolved/liquidated or declared pailit. 3. With a fixed legal force of the Court, an entrepreneur has been declared

guilty /loss in a civil/criminal dispute involving the company. 4. Employers do not perform a list of the slowest 30 days (three

) days since the due date and have received a warning. 5. Employers have made a mistake in the execution of the project that resulted in

the failed project. 6. The businessman has shifted the execution of his main job and or all the work

to the other party.

Article 10 With the release of the permit then the company is no longer entitled to the auction/execution of construction work in the Regions in The entire territory of the Republic of Indonesia

CHAPTER V GROUP LEVY AND REGION

Article 11

(1) Retribution in the Regulation of this Region is classed into a certain peripheral levy; (2) The region of the levy is entire region of East Lampung County.

BAB VII PRINCIPLE, OBJECTIVE AND LEVY

Article 13

(1) The principle of the designation of retribution is:

BAB VIII

STRUCTURE AND MAGNITUDE TARIFF LEVY

Article 14

The levy tariff structure is set by Classification: a. Construction of the Construction Services area; b. Sub Field of the Construction Services Business.

Article 15

Qualifying and the Sub-Field of the Construction Services Act as referred to in Article 14 is as follows: 1. Qualifying Value:

Up to December 31, 2005 a. Construction Implementation Services

1) Small Effort (K1, K2, K3) = 0 s/d 1 billion 2) Intermediate Effort (M1, M2) = < 1 billion s/d 3 billion 3) Non-Small Effort (M1, M2, B) = > 3 billion Start 1 January 2006 Construction Implementation Construction 1) Small businesses (K1, K2, K3) = 0 s/d 1 billion 2) Not Small Effort (M1, M1, B) = > 3 billion

b. The services of the Consultancy (Oversight and Planning) Until 31 December 2005 1) Small Business (K) = 0 s/d 200 million 2) Not Small Business (M, B) = > 200 million

2. The Sub-Fields of the Construction Services consist of: a. Fields of Architecture: 1. Sub Field Housing and Settlement; 2. Sub-Field and Factory; 3. Parks Subfield; 4. Interior Subfield; 5. Architecture Sub-Field;

b. Civil Fields: 1. Sub Field Draenase and Irrigation Networks;

2. Subfields of Road, Bridge, Landasan and Land Drilling Site; 3. Sub Biang ang Jalan, Railway Bridge; 4. Sub Field Dam and Dam

5. Subfields of Building and Under Water; 6. Subfield Pier, Detention of Waves and Land;

7. Subfields of Reclamation and Pengerukan; 8. Subfield of Preamble and Settlement; 9. The subfield of paddy fields and the opening of the land; 10. Subfields Of Stripping Include Land Clearing; 11. Subfields Excavation/Addition: 12. Mine and Generating Sub-Field of Construction; 13. Other Sub-Civil Fields.

c. Mechanical/Electrical 1. Sub-fields of Air Force/AC; 2. Sub-Field Installation of Lift and Escalator; 3. Subfield Electrical and Power Plant; 4. External/subfield Subfield; 5. Subfield of Miyak/Gas/Geothernal; 6. Subfield Construction of Transport Tools and Offshore Facilities; 7. Sub-Field Construction of Gas/Energi; 8. Other Mechanical/Electrics Sub-fields.

d. Field Environment 1. Subfield of Clean Water Management Building and Water Limbah; 2. Sub Field of Perpipaan and Water Limbah; 3. Subfield of Rebozation/Replacement; 4. Subfield Drilling Subfield; 5. Additional Sub-Field of the Environment.

Article 16 (1) The Construction Services Qualification Effort is set as follows: Up To December 31, 2005

a. Not A Small Business (B) = Rp. 250.000.00 b. Medium Efland (M1, M2) = Rp. 150,000.00 c. Small businesses (K1, K2, K3) = Rp. 75.000.00 Start 1 January 2006 a. Not Small Business (M1, M2, M3) = Rp. 250,000.00 b. Small businesses (K1, K2, K3) = Rp. 100,000.00

(2) Qualised qualifying services (Oversight and Planning) qualifications are as follows:

Up To December 31, 2005 a. Not Small Business (M1, M2, M3) = Rp. 250,000.00 b. Small Business (K) = Rp. 100.000.00 B. Medium Effort (M1, M2) = Rp. 37,500 ,00/Sub Field C. Small Business (K3, K2, K1) = Rp. 25,000 ,00/Sub Field Start January 1, 2006 A. Small Business (K) = Rp. 37,500 .00/Sub Field

CHAPTER IX HOW TO VOTE

Article 17

(1) Retribution is performed by the Development Section; (2) Attribution cannot be degraded; (3) Retribution is performed using the Letter of Retribution Levy. The area

CHAPTER X DURING THE DEBT LEVY

Article 18

CHAPTER XI SANCTIONS ADMINISTRATION

Article 19

In terms of mandatory retribution is not paying In time or underpaid, the administrative sanction is 2% (two percent) of interest every month of the debt owed or underpaid and billed using the Regional Retribution Bill (STRD).

BAB XII WAY PAYMENT

Article 20

(1) The mandatory retribution is paid in cash by the applicant when notified of completion of the permit

the applicant belongs. (2) The payment of retribution is done in the area coffers or elsewhere designated by

Regent by using the Regional Levy Provisions (SKRD). (3) The applicant ' s decree that has paid the lunas levy is given a sign of proof

payment. (4) If the payment of a levy is performed elsewhere designated by the Regent, then

the accepted levy must be submitted to the Kas of the Region at least 1 x 24 hours since the levy was received.

Article 21

(1) For reasons Certain that can be accounted for. The Count or Officer

designated may allow the applicant to delay payment of a debt levy in a given time.

BAB XIII ORDER INVOICING LEVY

Section 22

(1) Other similar reprimand/warning mail expenses as early as action

BAB XIV

LENIATION, REDUCTION AND RELEASE OF RETRIBUTION

Article 23

Article 24

BAB XVII CRIMINAL provisions

Article 26

BAB XVIII INQUIRY

Article 27
