WEST JAVA PROVINCE OF 2013-2029

WITH THE GRACE OF GOD YANG MAHA ESA

THE GOVERNOR OF WEST JAVA,

TIED: that to implement the provisions of Section 9 of the paragraph (5) Invite-

Invite Number 27 Year 2007 on the Management Of Coastal Regions and Small Islands, and as a follow-up to the provisions of Article 11 paragraph (2) of the Regional Regulation of West Java Province Number 9 Year

2012 on the Management Of Coastal Regions and Small Islands, compiled the Coastal Area and Small Island-Island Zonasi Plan

Year 2013-2029, which is established with the Regional Regulation of West Java Province;

Given: 1. Article 18 of the paragraph (6) of the Constitution of the Republic of the Republic

Indonesia Year 1945;

BAB I

Provisions Of UMUM

Section Kesatu

Understanding

Article 1

In This Region Regulation, it is referred to:

1. The area is the province of West Java.

2. The Regional Government is the Governor and Regional Devices

as an element of the organizing government of the West Java Province.

3. The Governor is the Governor of West Java.

4. District/Town is Regency/City that has territory

coastal and small islands in West Java.

5. Service is the Fisheries and Marine Service of the Province of Java

West.

6. The head of the Service is the Head of the West Java Provincial Fisheries and Marine Service.

7. A zone is a space whose use is agreed together between a variety of stakeholders and has established its legal status.

8. Zoning is the engineering form of space utilization techniques through the designation of functional boundaries according to the potential

resource and dayadukung as well as ecological processes that take place as a single unit within the coastal ecosystem.

9. Coastal Area and Small Island-Island Zonasi plans that

further abbreviated to RZWP3K are plans that determine the direction of the use of each unit

planning, accompanied by the establishment of a structure and pattern of space in the region planning, which contains activities that may be performed and should not be performed as well as activities that

can only be done after obtaining permission.

10. Management of Coastal Areas and Small Islands is

the planning process, utilization, supervision, and control of coastal resources and small islands

intersectors, between Government and Local Government, between Government and Government. Area and Government of the Regency/City between land and sea ecosystems, as well as between science and

management, to improve community welfare.

11. Small Island and Small Island Management Planning

is a process of staging a stage of activities involving various elements of interest, utilization and

12. The Coastal Region is a transitional area between the land ecosystem

and the sea affected by changes on land and sea.

19. Coastal Area and Small Islands Management Action Plan

(RAPWP3K) is a follow-up to the management plan of coastal areas and small islands that contain the goals, objectives, budget, and schedule for one or more of the following:

The next few years are coordinated, to carry out the range of activities required by Instancy

Government, Local Government/City Government, and other stakeholders, to achieve the management results Coastal resources and small islands in any of

planning areas.

20. Detailed Zoning Plan is a detailed plan in 1 (one) zone

and/or 1 (one) planning unit based on the management direction in the zoning plan with regard

24. The West Java Provincial Area Plan

25. The Space Structure is the arrangement of residential centers and system systems of infrastructure and means that serve as proponents of community economic social activities that are

hierarchical has a functional relationship.

26. The Space Pattern is the distribution of space for space in a region, which includes room for protection functions and room for cultivation function.

27. Spatial structuring is a system of spatial planning processes, space utilization, and space utilization control.

28. The coastal border is a land along the edge that is wide proportional to the shape and physical condition of the coast,

at least 100 (a hundred) meters from the highest point of entry to the ground.

29. The Dayadukung of the Coastal Region and Small Islands is the ability of coastal areas and small islands to

30. PKN's next National Activity Center is

31. The next National-Provincial Activity Center called PKNp is an urban area that is potentially in a particular field

and has international, national or multiple provincial services.

32. PKW is an urban area which serves to serve the activities

Provincial scale or some districts/City.

33. The next Provincial Area Activities Center is called PKWp

is a potentially urban area that has a particular area and has a Provincial or multiple District/City service and serves as a counterweight to the

34. The next Central Urban Activity Center is called PKL Urban is an urban area that serves to serve the Regency/City scale activities or some

35. The next Perdesaan Local Activities Center is called PKL

Purpose

Article 3

RZWP3K aims to direct utilization of the allocation of use of coastal areas and small islands in the Regions, based on the support of the environment and potential

nature resource.

Fourth Section

Scope Scope

Article 4

The scope of the RZWP3K, includes:

a. policy and strategy, consisting of:

1. space structure; and

2. pattern of space.

b. zoning;

c. utilization and development of space;

d. protection

e. perizinan; and

f. incentive and disincentive.

Fifth Section

Term

Article 5

(1) The RZWP3K term was adjusted to RTRWP for the period of 2013 until 2029.

(2) RZWP3K as referred to in paragraph (1) may be reviewed and/or adjusted every 5 (five) years.

(3) The review and/or adjustment of RZWP3K as referred to in paragraph (2), are specified with the Regional Regulation.

Sixth section

The position

Article 6

RZWP3K is located as:

a. reference in the drafting of the Long-Term Development Plan

Area Length (RPJPD) and the Regional Middle Term Development Plan (RPJMD);

b. directive utilization of coastal areas and small islands in the Regions and County/Kota;

c. reference to realize the development balance in coastal areas and small islands in the Regions;

d. the reference location of investments in coastal areas and small islands

by the Government, Local Government, District/City Government, public and private;

e. guidelines in the drafting of RZWP3K Regency/Kota;

f. guidelines for the drafting of a detailed zoning plan in the region

coastal and small islands in the Region;

g. basic utilization control of space in the arrangement of the region

coastal and small islands in the Regions; and

h. reference in administration of the utilization of coastal areas and small islands in the Regions.

BAB II

POLICY AND STRATEGY

Part Kesatu

General

Article 7

(1) Policy and strategy of RZWP3K, done in the utilization and development of space structure and region space patterns

coastal and small islands in the Regions.

(2) Monitoring and development of space structure and space patterns

coastal regions and small islands in the Regions as referred to in paragraph (1) cover the land area from coastal subdistricts to territorial waters, the most distant 12 (two

thirteen) nautical miles are measured from the shoreline to the high seas and/or the direction of the islands waters in one expanse

Utilization and Development

Article 8

The utilization and development policy of space structures, including:

b. utilization and development of the main infrastructure of the region; and

Paragraph 2

The Service Puss

Article 9

Strategy utilization and development of centers services as referred to in Section 8 of the letter a, include:

a. PKN Cirebon management functions as well as the designation of Pangandaran and Palabuhanqueen as PKNp which has a function

in particular with the scale of international, national and provincial services;

b. The development of the Palabuhanqueen, Indramayu and Pangandaran as PKW with the role of being the center of the collection and distribution

the national scale, and the designation Rancabuaya as PKWp which has a certain function on the scale of Provincial Services and some District/Kota;

Insfrasstructure of the Region

Article 10

The main infrastructure utilization and development strategy

the region as referred to in Section 8 of the letter b, includes:

a. development of a primary road network that serves the distribution

goods and services by connecting the PKN, PKW and PKL;

b. the development of multimode transport systems

integrated, road network development, terminal, sea transport, and air transport;

c. development and improvement of the quality of public transport terminal services and ports as a transport node;

d. the improvement of the availability and quality of infrastructure services as well as supporting facilities of urban activities and deskages; and

e. The acceleration of infrastructure supply in coastal areas and small islands remains behind.

Article 11

The utilization and development strategy of the sea-flow zone as intended in Article 8 of the letter c, includes:

a. the setting of a cruise line to support sea transport;

b. the setting of the migas flow pipeline;

c. the setting of the marine biota plot; and

d. fishing sea grooves.

Article 13

Plans of the coastal region space pattern and small islands in the Regions include:

a. conservation area;

b. General utilization area; and

c. strategic area.

Article 14

The conservation area plan of the coastal region and small islands

as referred to in Article 13 of the letter a, consists of:

a. Coastal conservation areas and small islands;

b. water conservation area; and

c. border border.

Article 15

The plan of the common utilization area of coastal and small islands as referred to in Article 13 of the letter b, consists of

of:

a. forest zone;

b. agricultural zone;

c. zone of settlement;

d. mining zone;

e. industry zone;

f. cultivation zone of cultivation;

g. Fishing zone capture;

h. port zone; and

i. tourism zone.

Article 16

The strategic area of coastal areas and small islands as referred to in Article 13 of the letter c, consists of:

a. Certain National Strategic Areas; and

b. Strategic Areas of the Province.

Article 17

The policy and strategy of the utilization and development of space patterns, including:

a. conservation area designation;

b. the development of the common utilization area; and

c. development of strategic areas.

Article 18

The conservation area policy policy is referred

a. maintaining the area of conservation area;

Article 19

Article 20

Article 25

The strategy of development of activities on coastal areas and islands- small island-based potential resources and support

the environment as referred to in Article 24 of the letter a, includes:

The monitoring and controlling strategy of activities on coastal areas and small islands that could potentially exceed the power

support and environment tamping as referred to in Article 24 of the letter b, covering:

a. implementation of a strategic environmental study on policies, plans and programs that pose an impact and environmental risk;

b. implementation of the AMDAL process against activities in accordance with the rules of the legislation;

c. implementation of periodic monitoring and surveillance

against activities potentially damaging to the environment;

d. implementation of a preventive effort against potential activities

beyond dayadukung and environment dayatampung;

e. execution of an action against damaging activities

environment;

f. development of complaint mechanisms and procedures and

resolution of disputes against activities that damage the environment; and/or

g. the improvement of the peranation and the public in the monitoring and monitoring of negative impacts on the environment.

Article 27

The strategic region development policy as referred to in Article 17 of the letter c, includes:

Article 29

The development strategy and improvement of strategic region function productively, efficiently, and competitively as per the local potential and

a. strategic area alignment with regard to the capability and fitness of the land;

b. The development of a seed product in the environment of the environment;

c. The development of the means and the supporting infrastructure as per the potential and the environment dayaduity;

d. the development of business-oriented minapoliters that accommodate both upstream and downstream interests;

e. Prevention of strategic land utilization that could potentially pose a natural disaster, except for leverage

Conservation Area

Paragraph 1

Coastal Region and Small Islands Conservation Area

Article 32

The conservation area of the coastal region and small islands in

Regions, covering:

a. Coastal asylum zone;

b. Coastal park zone; and

c. the small island park zone.

Article 33

(1) The coastal asylum zone as referred to in Article 32 of the letter a, includes:

a. Cipeak Coastal Sanctuary in Pangandaran County is turtle conservation area;

b. Sanskrit Coastal Sanctuary in Tasikmalaya County, namely

turtle conservation area;

c. Cikepuh Coastal Sanctuary in Sukabumi County, namely

turtle conservation area;

d. Ciyak coastal Sanctuary in Sukabumi Regency, as

nature reserve conservation area;

e. Coastal Sanctuary of Tangkubanparahu in Sukabumi Regency, as a conservation area of nature reserves;

f. Sukawayana Coastal Sanctuary in Sukabumi Regency, as a conservation area of nature reserves;

g. Coastal Sanctuary of Leuweung Sancang in Gatut County as

nature reserve conservation area;

h. Pangandaran Coastal Sanctuary as a marine sanctuary;

i. Bojongprohibited Jayanti Coastal Sanctuary in Cianjur Regency as a nature reserve; and

b. PKW Palabuhanqueen and Pangandaran in the southern coastal region as well as PKW Indramayu in the northern coastal region, with

the role of the national collection and distribution center.

(2) PKN Cirebon as referred to paragraph (1) the letter a, includes:

a. a functioning urban area or potentially as a major node of import-export activities or gateway to international regions; and

b. a functioning urban area or potentially as a national-scale industrial and service activity center or who

serves several provinces; and/or urban areas that function or potentially as a primary node

Article 64

(1) The Regional Government granted the area utilization permit

the coastal and small islands between 4 (four) miles up to 12 (twelve) miles.

(2) The District/City Government grants permission for the utilization of coastal areas and small islands up to 4 (four) miles.

(3) Licensing as referred to in paragraph (1) is exercised by the Organization of the Regional Devices in authority

BAB VII

INCENTIVES AND DISINCENTIVES

Section 65

Section 66

(1) The Local Government can provide a disincentive to

BAB VIII

LARROOM

Article 67

Each person/body of effort is prohibited:

Article 72

BARAT 2013-2029

I. .. UMUM

Based on Law No. 27 of 2007 on the Management Of Coastal Areas and Small Islands, the planning of coastal and island area management-

the small island, consisting of: (1) The Strategic Plan of the Coastal Region and the The smaller islands are called RSWP-3-K; (2) The Coastal Area and the Small Islands, which are later called the RZWP-3-K; (3) Management plan
