GOVERNOR OF RIAU,

AND GOVERNOR OF RIAU

DECIDED:

SET: THE REGIONAL REGULATIONS ON NATURAL DISASTER COUNTERMEASURES.

CHAPTER I OF THE GENERAL PROVISION

Article 1

In this Area Regulation, it is referred to:

1. Area is Riau Province.

2. The Regional Chief is the Governor of Riau.

BAB II

ASAS, PRINCIPLE AND PURPOSE

Article 2

Article 3

The purpose of the Natural Disaster Relief is:

a. providing protection to the community from the threat of disaster

b. Ensure a planned, unified, coordinated, thorough and continuous disaster recovery and;

c. valuing local culture;

d. establishing participation and public and private partnerships;

e. encourage the spirit of the royong gotong, loyalty and generosity;

f. minimizing disaster impact;

g. creating peace in a community life; and

h. reduce vulnerability and improve public ability in the face of disaster.

BAB III

RESPONSIBILITY AND AUTHORITY

Section 4

(1) The Local Government is responsible for the Natural Disaster Response.

(2) In carrying out the task and responsibility of disaster relief, the Local Government enforces the duties of the Natural Disaster Reduction to BPBD.

(3) Other regional devices are required providing technical support to the BPBD as needed.

Section 5

The Local Government Responsibility in the Natural Disaster Penation includes:

a. Disaster risk reduction and disaster risk reduction via development program;

b. Community protection from the disaster impact;

d. Adequate disaster relief fund allocation in APBD;

e. The disaster recovery budget allocation in the form of funds

Article 6

(1) The Authority of the Local Government in the Natural Disaster Penation includes:

a. Disaster relief policy assignments in the area, aligned with regional development policies;

d. execution of cooperation in disaster relief with other provinces and/or district/kota;

CHAPTER IV OF THE REGIONAL DISASTER RELIEF AGENCY

Article 8

(1) The event of disaster relief in the area is exercised by

BPBD.

(2) BPBD as referred to in paragraph (1) is headed by the Chief of the Agency under a level official under the Governor or at a level

eselon II.a and is responsible for the Governor.

Article 9

Susunan of the Provincial BPBD Organization consists of:

a. Head of the Agency;

b. Directed Elements; and

Article 10

(1) The element of the disaster countermeasures direction as referred to in Article 9 of the letter b has a function:

a. drawing up the concept of implementation of the disaster relief policy

in Riau Province; and

b. monitoring and evaluating the Natural Disaster Reduction in

Riau Province;

(2) The membership of the directer element as referred to in paragraph (1) consists of:

a. Government officials of Riau Province associated with disaster countermeasures;

b. Members of the public, professional and expert.

(3) The membership of the directer element as referred to in verse (2) letter b is chosen by the test of patchiness and viability (fit and propper test) performed by the Riau Provincial Council.

Section 11 (1) The operating element of the disaster countermeasure as referred to in

a. coordination;

Article 12

b. Natural Disaster Relief Coordination may be conducted through cooperation with the agencies and other related parties in accordance with the applicable provisions;

c. Cooperation involving the role as well as other countries, international institutions and non-government foreign agencies is done through

the coordination of BNPB in accordance with the applicable provisions.

Article 13

(1) Functions Command as referred to in Article 11 of the paragraph (1) letter b is performed in the state of the disaster emergency.

a. rescue;

is responsible for the Governor.

Article 14

The Control function as referred to in Section 11 of the paragraph (1) letter c is done in terms of:

a. use of a technology that is suddenly and/or gradually becomes a source of disaster hazard threats;

b. Potential natural and/or potentially effective natural resources and management are potentially a source of disaster hazard;

BAB V NATURAL DISASTER COUNTERMEASURES

Section 15

h. education and training; and

i. Disaster recovery technical standard requirements.

(2) In support of the Natural Disaster Reduction in the situation

(4) The disaster countermeasures plan is compiled for a term of 5 (five)

years and evaluated periodically every 2 (two) years or as of the time in the event of a disaster.

(5) A disaster countermeasures plan as referred to the paragraph (2)

specified by the Governor

Article 21 (1) the disaster risk reduction as referred to in Article 19 of the paragraph

(1) letter c, is an activity to reduce the threat and

a. an early warning system;

Article 26

Article 32 (1) In the conduct of preparedness for the provision, storage and

Article 33

(1) Early warning is a quick and proper action in order to reduce the risk of being affected by disaster and prepare for emergency response actions.

a. observation of disaster symptoms;

Article 35

In the framework of disaster mitigation, the Local Government is in compliance with its authority:

1. space utilization control by considering

typology and severity or disaster risk;

2. determination of the location and evacuation path of the residents ' settlement
