Mention: a. that one of the mandatory Transportation sector privileges
is implemented by the Local Government, in particular in the field

b. that the issuer of the Indonesian Ship of the Nationality Letter for ships in less than Seven Gross Tonnage as intended

provide legal protection for any ship that performs

Establits: AREA REGULATIONS ON THE ISSUER OF THE
NATIONAL ANTHEM FOR VESSELS IN SIZE
LESS THAN SEVEN GROSS TONNAGE.
BAB I
provisions of UMUM
Article 1
In this Regional Rule referred to:
1. Area is Badung County. 2. Local Government is the Regent and the Regional Device as an element
the Regional Government organizer.
3. Bupati is the regent of Badung. 4. Service is the Ministry of Transportation, Communication and Informatics
Badung County.
5. The Head of the Service is the Head of the Badung Regency, Communications and Informatics Service.
6. Sea transport is a transport activity and/or transfer of passengers and/or goods by ship.
7. A ship is a type of water vehicle with particular shape and type, which is moved with wind power, mechanical power, other energy, withdrawn
or postponed, including a dynamic powered vehicle,
low-surface vehicles as well as buoyers and buildings
non-switching-moving floating vehicles.
8. The Indonesian Ship of the National Sign of the Ship is a ship that gives the ship the right to fly the flag of Indonesia
as the national flag of the ship including fishing vessels.
9. A ship's nationality is a legal relationship between a ship with a country whose flag is flown as the national flag.
10. Gross Tonnage further called GT is the overall gross contents of the ship which is calculated in accordance with the convention provisions
international about ship measurements (International Tonnage
Measurement of Ships) 1969.
11. Pas Minor is the Indonesian Ship's National Sign Letter for ships of less than Seven Gross Tonnage.
12. An investigator is a civil servant in the Regional Government Environment that is given special authority to conduct the investigation
violation of this Area Regulation.
Article 2
(1) The intent is done The issuer of the Indonesian National Sign Letter is to ensure the safety of the voyage and provide
the legal protection for any ship that conducts the voyage.
(2) The purpose of the issuing of the National Sign of the Ship of the Ship. Indonesia is:
a. establish the size and gross tonnage of the ship; b. provide the status of the law, ownership, and nationality status of the ship;
and
c. ensure the deliverable of the ship's safety requirements.
BAB II
PROCEDURE OF PUBLISHING
THE SHIP ' S NATIONAL SIGNATURE LETTER INDONESIA
Article 3
(1) Any person or body that has a ship of less than a GT 7 is required to have the Indonesian Ship's National Sign Letter.
(2) the Indonesian Ship's National Sign Letter as well as the referred to the verse (1) of the Small Pas-shaped.
(3) To acquire the Small Pas as referred to in paragraph (2), the ship's owner submits a request in writing to the Regent
through the Head of the Service.
(4) The letter of the request as referred to in the paragraph (3), must be supplemented with:
a. proof of property rights of the ship;
b. the identity of the owner; and
c. letter of data size and tonnage data.
(5) The proof of the ship's rights on the ship as referred to in paragraph (4) of the letter a
includes:
a. for new building vessels created by the shipyard:
1) shipbuilding contracts;
2) news of the handover event; and
3) the dockyard letter.
b. for a new building vessel created by the traditional handyman:
1) a handyman named after the Camat; or
2) a handyman named after the title
issued by the Camat.
c. for ships ever registered in other countries:
1) the proof of receipt (bill of sale) which is legalized by
Notary witnesses the signing of bill of sale
or by the Acting Government authorities of the flag state
ship origin; and
2) news show The handover of the ship (protocol of delivery and
acceptance).
d. buy/buy mail made in the presence of a Notary;
e. the deed of grant made in the presence of a Notary;
f. An heir;
g. A State Court or a Court ruling that
has a fixed legal force; or
h. the auction treatises.
(6) The identity of the owner as referred to in paragraph (4) the letter b can
be:
a. a resident tag card for an individual owner; or
b. the foundation deed and/or deed of the company's base budget change
created before a Notary which can indicate the direction of the direction
and/or the last stock composition as well as having received the following

Article 4
(1) The Small Pas is published by the Chief of Service in the name of the regent.

Section 5
(1) Each ship which has acquired the Small Pas if experienced:
a. the data changes listed in the Small Pas and/or the transfer of property rights to the ship; or
b. A small fit is missing or broken;
must submit a new Small Pas request to the Regent
via the Head of the Service.
(2) To acquire the new Small Pas due to data changes
as it is in paragraph (1) letter a, the ship owner submitted
the application is equipped with:
a. A long, little fitting.
. documents that indicate the presence of data changes listed
in the Small Pas.
(3) To acquire the new Small Pas because the Small Pas is lost or damaged
as referred to in paragraph (1) the letter b, the ship's owner submits
the application is equipped with:
a. The Republic of Indonesia Police Service for the Small Pas that
is missing; or
b. Broken Small Fit.
(4) More terms on the manner and requirements of the application
Small Pas, as referred to in paragraph (2) and verse (3) set
in Rule of Bupati.
Article 6
The Small Pas nursery is not cost.
BAB III
THE EXPIRATION
Article 7
(1) The Small Fit valid for 5 (5) year.
(2) Any person or Agency that has a Small Pas must conduct a reresearch each year.
(3) Small Pas Reresearch as referred to in paragraph (2) is submitted to the slowest Service 1 (one) month prior to expiration
end.
(4) Further provisions on the implementation of the reresearch as referred to in paragraph (2) are set in the Rules of the Count.
BAB IV
HOSTING OF SMALL FIT PUBLISHING
Article 8
In the Small Pas publishing, the Service has a task:
a. Establish a complete, clear, measurable, rational, and open Fit publishing requirement;
b. treat every Small Fit applicant fairly, inevitably and undiscriminately;
c. conduct inspection and technical assessment on the field;
d. describes a requirement that has not been met when in terms of the Small Fit application has not met the requirements;
e. provides a decision on the Small Pas request that has met the requirements;
f. rejected the Small Pas plea for which did not meet the requirements;
g. provide services based on the principles of prime ministry; and
h. conduct regular service-giving evaluations.
BAB V
OBLIGATIONS AND THE RIGHTS OF SMALL APPLICANTS
Article 9
In The Publication Of The Small Pas, The Small Pas Applicant Must:
a. satisfy all licensing requirements;
b. ensuring all submitted documents are true and legitimate;
c. help the agility of the permit processing process; and
d. perform all stages of the permissions procedure.
Article 10
In the publication of the Small Pas, Small Applicant Pas has the right:
a. obtaining a quality service according to the principles and service objectives and as per the predefined minimum service standard;
b. get the ease to obtain full-full information about the system, the mechanism and the procedure of the Small Pas publishing;
c. provide advice for improvement of the service;
d. getting services that are not discriminatory, mannered, friendly and friendly;
e. delivered a complaint to the service organizer; and
f. get a settlement over the complaint submitted by the applicable mechanism.
BAB VI
SANCTION ADMINISTRATION
Article 11
(1) Any person or Agency is in breach of the provisions of Section 4 of the paragraph (2),
Section 5 of the paragraph (1), and Section 7 of the paragraph (2) may be subject to administrative sanction
by the Regent or the designated official.
(2) The Administrative Sanctions as referred to in paragraph (1) are:
a. written reprimand; and/or
b. Little Pas revocation.
(3) The sanction of the written reprimand as referred to in paragraph (2) of the letter a,
levied at most 3 (three) times by a single time timeout-
each 7 (seven) working day.
(4) Sanctions revocation Pas Small, worn if not fulfilling the provisions
as referred to in paragraph (3).
BAB VII
provisions INQUIRY
Article 12
(1) Civil Service Investigators in the Regional Government Environment are given special powers to conduct an investigation of the breach Rule

(2) The authority of the Investigators as referred to in paragraph (1) includes: a. accepting, searching, collecting, and researching the description or
report with respect to the Criminal Code in order for the caption or report

investigation of the criminal offense;

suspect or witness;

(3) Investigators as referred to in paragraph (1) notify the start of the investigation and deliver the results of its inquiry to the public prosecutor
through an investigator of the State Police officials of the Republic of Indonesia, in accordance with
provisions which is set in the Criminal Event Law Act.

Article 13
(1) Any person or body who violates the provisions in Article 3 of the paragraph (1), is convicted of the penultimate confinement of 6 (six) months
or a fine of the most Rp. 50,000.000.00 (fifty million rupiah).
(2) Criminal Tindak as referred to in paragraph (1) is a violation.

I. UMUM
