ABOUT

THE MOTOR VEHICLE INDUSTRY

WITH THE GRACE OF GOD ALMIGHTY

MINISTER OF INDUSTRY REPUBLIC OF INDONESIA,

TO DRAW: a. that in order to dive and develop the manufacturing of motor vehicle industries as well as increase investment in the field of motor vehicle manufacturing from domestic components to producing a sustainable motor vehicle global saing;

b. that in order to support the development and hand of the motor vehicle industrial structure as referred to in the letter a, and creating the internal independence of the industry, it needs to set the level of description of the vehicle imported in state decomposes at all (Completely Knocked Down/CKD) and the motor vehicle in uncomplete unraveled state (Incompletely Knocked Down/IKD);

c. that based on consideration as specified in letter a and letter b need to establish the Minister of Industry Regulation on the Vehicle Industry Motor.

DECIDED:

SET: THE INDUSTRY MINISTER ' S REGULATION ON INDUSTRY MOTOR VEHICLE.

BAB I

provisions of UMUM

Article 1

In Regulation of this Minister referred to:

1. Motor Vehicle Industry Corporation is an established and operated industry in Indonesia consisting of:

a. Motor Vehicle Component Industry;

b. Motor Vehicle Caroseries Industry Four or More Motor Vehicles;

c. The Four-wheel Motor Vehicle Industry or More;

d. Specialty Motor Vehicles Industry; and

e. Motorcycle Industry Two and Three.

2. The Four-wheel Motor Vehicle Industry Corporation or More is an industry established and operates in Indonesia for motor vehicle manufacturing and has Industrial Business Permit with the KBLI 29100 for the Four-or-More Wheel Motorized Vehicle.

3. Motorcycle Industry Company Two and Three are an industry established and operating in Indonesia for motor vehicle manufacturing and have Industrial Business Permit with 30911 KBLI for Motorcycles Two and Three

4. Motor Vehicle Industry Corporation for Special Purs is an industry established and operating in Indonesia for manufacturing or installing specialized equipment on vehicles so the vehicle is intended to have a special function other than the main function. The vehicle is for transport of people or goods, and has Industrial Business Permit with the KBLI 29100.

5. The Motor Vehicle Component Industry is an industry established and operating in Indonesia for the manufacturing of motor vehicle components and has a motor vehicle manufacturing license of motor vehicles and has a KBLI 30912 and/or KBLI 29300.

6. Karoseri Industrial Motor Vehicle Four or More is an industry established and operating in Indonesia and has an Industrial Business License with KBLI 29200 to manufacture car parts or motor vehicle caroseries, like a truck, body bus, body pick up, body for passenger and motor vehicles for special use.

7. Motor vehicle Four or more is a motor vehicle as referred to in Sub Post 8701.20, Pos 87.02, 87.03, 87.04 and 87.05.

8. Motorbike Two and Three are motorized vehicles as referred to in Post 87.11.

9. A sedan is a motor vehicle with a feature of 3 (three) space (boxes) consisting of the driving motor room, the passenger room and the trunk room which each space is permanently sealed in a single unit with no more seating. from 2 (two) lines.

10. The Passenger Vehicle (4x2) is a motor vehicle for passenger transport other than a sedan with a passenger count of less than 10 (ten) people and has a two-wheel drive system.

11. The Passenger Vehicle (4x4) is a motor vehicle for passenger transport other than a sedan with a passenger count of less than 10 (ten) people and has a four-wheel drive system.

12. A bus is a motor vehicle for transporting ten or more people, including the driver.

13. Freight vehicle is a motor vehicle for freight transport.

14. The Road tractor for the Semi Trailer or Tractor Head is the vehicle that is being constructed primarily to attract.

15. Fully Knocked Down (CKD) is a motor vehicle in unraveling state and at least composed of the Main Components of Motor Vehicles used for vehicle manufacture purposes. motorized.

16. The Uncomplete (Incompletely Knocked Down/IKD) vehicle is a fully decomposed and uncomplete motor vehicle used for the purpose of motor vehicle manufacturing.

17. The motor vehicle component is a motor vehicle part required to enable motor vehicles.

18. The main component of a motor vehicle is part of a motor vehicle that has a major motor vehicle function.

19. The next Motor Vehicle identification number called NIK is a combination of characters in letters and/or numbers mounted/printed on a motor vehicle by vehicle-assembler/vehicle assembler for identification purposes as per SNI 09-1411-2000 or The revision.

20. The Corporate Code Designation is a letter published by the Director General, which establishes that the motor vehicle assembly industry can apply the Motor Vehicle Identification Number (NIK).

21. The company code is 3 (three) the first of 17 (seventeen) characters on NIK.

22. The Manufacturer of Manufacturing is the Commitment of Motor Vehicles Industry Corporation to perform the stages of the use of local components known to the Director General.

23. Letter Recommendation is a letter published by the Director General, which makes it clear that a motor vehicle industry capable of importation of motorized vehicles is in a state of unparable state (Completely Knocked Down/CKD). and/or a vehicle in uncomplete unraveling state (Incompletely Knocked Down/IKD).

24. The Non-IKD Component Import Agreement is a Letter that specifies that an Industry Company of Motor Vehicles is capable of importation of the components already produced within the country and listed in the Attachment of the Vehicle description in the United States. uncomplete unraveled state (Incompletely Knocked Down/IKD) group C.

25. Surveyor is the Surveyor Company appointed by the Minister to implement verification related to the issuance of the Letter of Recommendation to be able to perform the importation of vehicles in uncomplete unraveling state (Incompletely Knocked Down/IKD).

26. The Minister is the Minister who organizes government affairs in the industrial field.

27. The Director-General is the Director-General, who has the duties, functions and authority to undertake the industrial coaching of motor vehicles in the Ministry of Governing Affairs in the field of industry.

28. The Director is the Director who has the task, function and authority to undertake the industrial coaching of land transportation tools, the Ministry that is the public affairs of governance in the industrial field.

BAB II

INDUSTRIAL DEVELOPMENT MOTOR VEHICLE

The First Part

Industrial Development

Article 2

The Industrial Development Vehicle Development consists of:

a. Motor Vehicle Component Industry;

b. Motor Vehicle Caroseries Industry Four or More Motor Vehicles;

c. The Four-wheel Motor Vehicle Industry or More;

d. Motor Vehicle Industry for Special Purposes; and

e. Motorcycle Industry Two and Three.

Part Two

The Motor Vehicles Component Industry

Article 3

(1) The Industrial Vehicle Component Industry Act as referred to in Article 2 of the letter a mandatory meeting provision as follows:

a. have component industry permissions to include:

1. KBLI 29300 for wheels components four or more;

2. KBLI 30912 for a two-and three-wheeled motorcycle component;

3. KBLI 29100 for internal combustion motors; and/or

4. KBLI 28140 for internal combustion motor components, transmission/transaxle;

b. have production equipment to create motor vehicle components according to the type of components to be created.

(2) Component Industry Company as referred to in paragraph (1) in production activities may use raw materials and/or subcomponents.

(3) Component Industry Company as referred to in paragraph (1) in assemble/manufacture of a four or more wheeled motor vehicle component, two-wheel motor vehicles and tricycle motor vehicles can use certain components of imported origin in incomplete unraveling state (IKD), blank and/or subcomponents.

Part Three

Karoseri Industry

Section 4

(1) Karoseri Industrial Corporation Four-Wheel Motor Vehicles or More as referred to in Article 2 of the letter b are required to meet provisions as follows:

a. have a four or more Karoserial Vehicle Industry Permit Permit with a KBLI 29200;

b. have production equipment to create a four or more wheel motor vehicle caroseries; and

c. has an Additional Motor Vehicle Identification Number (NIK).

(2) Further provisions related to the development of the Karoseri Industry Motor Vehicles are set in its own Ministerial Rules.

Part Four

Industrial Motor Vehicles Four or More, Motor Vehicles for Special Pures, and Second and Third Wheel of Motor Vehicles

Article 5

(1) The Motor Vehicle manufacturing process is made up of:

a. Body printing;

b. Welding;

c. Casting;

d. Assembly of main components;

e. Motor vehicle assembly (assembling); and

f. Testing and quality control.

(2) In carrying out the manufacturing process as referred to in paragraph (1), the Vehicle Industry Corporation of the Motor Vehicles as referred to in Article 2 of the letter c, the letter d and the letter e can:

a. doing alone with the means and the amenities owned; and/or

b. mensubcontracted to the domestic motor vehicle industry, with the provision of motor vehicles the output is returned to the Motor Vehicles Industry Corporation in question.

(3) Subcontract as referred to verse (2) letter b must be poured in a treaty.

Article 6

(1) The Vehicle Industry of the Motor Vehicles as referred to in Section 2 of the letter c, the letter d, and the letter e in performing the activities of the production process are mandatory for the enablement The domestic motor vehicle components industry.

(2) Empowerment The Motor Vehicle Component Industry as referred to in paragraph (1) is governed in the Regulation of the Minister.

Article 7

(1) The Industrial Vehicle Industry Corporation is referred to in Article 2 of the letter c, and the letter e shall have:

A. Motor Vehicle Industry Business Permit;

b. The Company Code designation in readiness for the application of the Motor Vehicle Identification Number /NIK;

c. The brand and/or brand agreement with the principal is listed on the Directorate General of Intellectual Property Rights (HKI); and/or

d. Agreement to produce a motor vehicle with a principal brand.

(2) The Industrial Vehicle of Motor Vehicles for Special Purpose as referred to in Article 2 of the letter d is mandatory:

a. Motor Vehicle Industry Licenses for special purposes;

b. Corporate Code designation in order to apply for the application of the Motor Vehicle Identification Number /NIK;

c. The brand and/or the Brand Agreement with the principal is registered to the Directorate General of Intellectual Property Rights (HKI); and/or

d. Agreement to produce a motor vehicle with a principal brand.

(3) The company code as referred to in paragraph (1) letter b and verse (2) letter b is the code indicating that the company is meant to be the Vehicle Industry National and international motoring.

Article 8

(1) The Industrial Vehicle Industry Corporation as referred to in Article 2 of the letter c, the letter d, and the letter e produced a motor vehicle as referred to in Sub Post HS 8701.20, Post HS. 87.02, Post HS 87.03, Post HS 87.04, Post HS 87.05, and HS Post. 87.11.

(2) The type of motor vehicle in Sub Post HS 8701.20, Post HS. 87.02, Post HS 87.03, Post HS 87.04, Post HS 87.05, and Post HS. 87.11 as referred to as paragraph (1) is composed of type:

a. Transport of people:

1. 10 (ten) persons or more with a total mass of no more than 5 tons;

2. 10 (ten) persons or more with a total mass of more than 5 tonnes but not more than 24 tons;

3. 10 (ten) persons or more with a total mass of more than 24 tons;

4. less than 10 (ten) persons of type Sedan with a cylinder content capacity of no more than 1500 CC;

5. less than 10 (ten) people of the Sedan type with a cylindrial content capacity of over 1500 CC;

6. less than 10 (ten) people other than Sedan with a two-wheel drive system (4x2) and cylinder content capacity of no more than 1500 CC;

7. less than 10 (ten) people other than Sedan with a two-wheel drive system (4x2) with a cylindrial content capacity of over 1500 CC;

8. less than 10 (ten) people other than Sedan with a four-wheel drive system (4x4) and cylinder content capacity of no more than 1500 CC;

9. less than 10 (ten) people with a four-wheel drive system (4x4) and cylinder content capacity of over 1500 CC;

b. Freight transport:

1. with a total mass of no more than 5 tons;

2. with a total mass of more than 5 tonnes but not more than 24 tons;

3. with a total mass of more than 24 tons;

c. Tractor Road for the Semi Trailer from Post 8701.20; and

d. Wheels Two and Three.

Article 9

Any component that is manufactured in the country or imported for the purpose of production of Motor Vehicles as referred to in Article 8 must meet the quality of accordance with the Indonesian National Standard (SNI) which Mandatory or other standards.

Article 10

(1) Motor Vehicles Four or more of which are produced in the country and/or are imported and used on public roads within the Indonesian region are required with the right steering wheel system.

(2) Motor Vehicles produced in the country and/or imported and used in the region of Indonesia must be designed to use:

a. fuel with a minimum Octane Number 92 for motor vehicles with fire cetus motors; and

b. fuel with a minimum Cetane Number (CN) 51 for the motor vehicle with a compression flame compression motor.

(3) The provisions as referred to in paragraph (2) are excluded for:

a. Motor vehicle is two or three; and

b. Motor vehicle is four or more wheels for freight or public transport.

(4) Any motor vehicles produced within the country and/or imports are required to comply with the SNI provisions of the Motor Vehicle Identification Number.

Article 11

(1) Wheelchair Four or More Motor Vehicles produced in the country for export and/or Vehicle Four-or-More Imported Wheels are imported and used for special purposes may use the wheel system left rudder.

(2) Specific needs as referred to in paragraph (1) are evidenced by the Recommendation Letter of the institution/agency authorized.

(3) The Recommendations as referred to in paragraph (2) are the requirements of the to obtain a motorized vehicle Type Registration Letter.

Article 12

(1) The Industrial Vehicle of Motor Vehicles as mased in Article 2 of the letter c, the letter d and the letter e in the activities of its manufacets may use:

A. motor vehicles are in unraveling state at all (Completely Knocked Down/CKD);

b. motor vehicles in uncomplete unraveling state (Incompletely Knocked Down/IKD); and/or

c. components.

(2) The Industrial Vehicle Industry Corporation as in Section C, the letter d, and the letter e that use CKD as referred to in paragraph (1) the letter a mandatory running of manufacturing processes within the country at least It is:

a. Welding;

b. Casting;

c. Motor vehicle assembly (assembling); and

d. Testing and quality control.

(3) The Industrial Vehicle Industry Company as in Section 1 c, letter d, and letter e that use the IKD as referred to in paragraph (1) letter b at least run 3 (three) of 5 (five) motor vehicle manufacturing processes as follows:

a. Body printing;

b. welding;

c. assembly of main components;

d. motor vehicle assembly (assembling); and

e. testing as well as quality control;

(4) In carrying out the manufacturing process as referred to in paragraph (2) and/or verse (3), the Motor Vehicles Industry Company as referred to in Section 2 of the letter c, the letter d and the letter e may be mensubcontracted on the domestic motor vehicle industry.

(5) The development of the implementation of the manufacturing process as referred to in Article 5 of the paragraph (1) and the manufacturing of the manufacturing in the country by the Motor Vehicles Industry Company as referred to in Article 2 of the letter c, letter d and letter e that use CKD and/or IKD are further regulated in the General Director's Ordinance.

BAB III

MOTOR VEHICLE IN UNDECOMPOSED STATE ALTOGETHER (CKD), MOTOR VEHICLE IN UNCOMPLETE UNRAVELING STATE (IKD) AND COMPONENTS IN UNRAVELING STATE NOT

COMPLETE (IKD)

Article 13

(1) The motor vehicle in a state of unraveling at all (CKD) as referred to in Section 12 of the paragraph (1) letter a for:

a. A Four or More Motor Vehicle is a motor vehicle consisting of at least 4 (four) of the main motor vehicle components; or

b. Motorcycle Two and Three are motor vehicles of a lack of six (six) main motor vehicles;

(2) the Main Component of a motorized vehicle 4 (four) or more as in verse (1) the letter a, that is:

a. Bodi, Kabin and/or Sasis;

b. Motor drive;

c. Transmission or Transaxle; and

d. Axle.

(3) The Main Component of Motorbike Vehicles Two and Three as referred to in paragraph (1) letter b, that is:

a. Frame body;

b. Engine & transmission;

c. Steering system & suspension;

d. Braking system;

e. Wheel; and

f. Electrical & Instrument.

(4) The condition of motor vehicle description in unraveled state altogether (CKD), as referred to in Annex I, Annex II, and Annex III, Regulation of this Minister.

Article 14

The motor vehicle in undecomposed state is not complete (IKD) as referred to in Article 12 of the paragraph (1) the letter b is a motor vehicle in the state of being exposed to the parts that are not complete.

Article 15

(1) The Main Component as referred to in Article 13 of the paragraph (2) and paragraph (3) is imported in the condition:

a. mounted with other parts of the main component; or

b. separate with other parts of the main component.

(2) The Main Component as referred to in paragraph (1) may be imported with or without inserts any other part of the Principal Component in question and other equipment.

(3) Each of the Primary Components as referred to in Section 13 of the paragraph (2) and paragraph (3) are imported in an assembled or unraveled state.

(4) The terms of the description of each of the Primary Components as referred to in paragraph (3) are set forth in Appendix I, Annex II and Annex III of this Minister Rule.

Article 16

(1) Importation CKD as referred to in Article 13 is required through the Director General Recommendation Letter.

(2) The letter of recommendation as referred to in paragraph (1) is published on the application of the Motor Vehicles Industry company.

(3) The invocation as specified in paragraph (1) is required-a lack of mandatory service:

a. Industrial Business Permission;

b. Motor Vehicle Industry Corporate Code Designation;

c. List of Companies (TDP);

d. Production plan in 1 (one) year for per vehicle model;

e. CKD import plan in 1 (one) year for per vehicle model; and

f. The Interior Plan is welding (welding) and painting (painting).

Article 17

(1) The condition of the motor vehicle in a state of unraveling at all (Completely Knocked Down/CKD) and the motor vehicle in unraveling state is incomplete (Incompletely Knocked Down/IKD) as referred to in Article 12 of the paragraph (1) that is not yet welded and yet painted.

(2) Exception the conditions as referred to in verse (1) are motor vehicles in unraveling state altogether (Completely Knocked Down/CKD) and the motor vehicle in uncomplete unraveled state (Incompletely Knocked Down/IKD) with the condition The body has been welded and painted as referred to in Annex II, and Annex V, Annex VIII, Annex IX, Annex XII of this Minister's Regulation.

(3) The motor vehicle in unraveling state is incomplete (Incompletely Knocked Down/IKD) with body have been welded and painted as referred to in verse (2) only can was imported with the following conditions:

a. for vehicle type:

1. transport of fewer than 10 people type sedans with a cylinder load capacity of more than 1500 CC as referred to in Annex V; and

2. the transport of fewer than 10 people with a four-wheel drive system (4x4) with a cylindrial capacity of over 1500 CC as referred to in Annex XII;

can be imported forever

b. for the type of transport vehicle of less than 10 persons with a two-wheel drive system (4x2) with a cylinder load capacity of more than 1500 CC as referred to in Annex VIII, Annex IX can only be imported for

Article 18

(3) The Industrial Vehicle Industry Corporation as referred to in Article 2 of the letter c may be excluded from the obligation of conducting manufacturing processes made up of:

a. assembly of motor vehicles (assembling); and

b. testing as well as quality control.

Article 19

(1) The IKD Imports as referred to in Section 14 at least 2 (two) types of description items.

(2) The type of description of the item as referred to in paragraph (1) as following:

a. 2 (two) Main Components;

b. 1 (one) Main Components and 1 (one) Other Supplies;

c. 1 (one) Part of the Main Component and 1 (one) other Supplies;

d. 2 (two) Other Supplies; or

e. 2 (two) parts of the Other Equipment.

(3) IKD as referred to in verse (1) may be derived from some state of the origin of the goods and expressed as IKD before entering the Indonesian Customs Area.

Article 20

(1) The motor vehicle in state of unraveling at all (CKD) or motor vehicle in incomplete unraveling state (IKD) can only be imported by:

a. Motorcycle Industry Companies Wheel Two and Three; and

b. Motor Vehicle Industry Company Four or More.

(2) Motor Vehicles in the state of CKD or IKD as referred to in paragraph (1) are mandatory for production.

Article 21

(1) minimal description level Four-Wheel Motor Vehicles or More in a state of unraveling at all (CKD) as referred to in Article 13 of the verse (1) letter a at least must meet the provisions as set forth in Annex I or Appendix II of the Regulation of this Minister.

(2) Minimum Description Level of Motor Vehicles Two and Three in state unraveling at all (CKD) as referred to in Article 13 of the paragraph (1) letter b at least must meet the provisions of how to be listed in Annex III of this Minister's Regulation.

(4) In case of importation motor vehicles and/or motor vehicle components for partial production or The entire description of the item does not meet the provisions as referred to in paragraph (1), paragraph (2), or verse (3), the part that does not meet the provisions of its importation into the respective Tarif Post.

(5) The Tarif post for the description of the goods is referred to in verse (3) is the fare post of Chapter 98 of the Indonesian Paif Tarif Book of Indonesia which is determined by the Ministry that organizes government affairs in the financial field.

Section 22

(1) Components not included in the IKD scheme as referred to in the letter C Annex IV up to the XX Regulation Annex This is a component that has been produced within the country. and can still be imported by a user company of the IKD importation scheme as per the respective component posts.

(2) Components as referred to in paragraph (1) may only be imported through the Non IKD Component Import Agreement of the Director General.

(3) Non-IKD Component Import Consent Letter as referred to in paragraph (1) published under the application of the Component Industry Corporation signed by the applicant of the board of directors.

(4) The Non-IKD Component Import Approval Letter as referred to in paragraph (1) contains at least the information:

a. the name and address of the applicant company;

b. imported component names;

c. Tarif postal number 10 (ten) digits;

d. Causes of importation;

e. state of origin of the component; and

f. the number of imported components

(5) In publishing the Import Approval Letter as referred to in paragraph (1) may bestow the authority referred to the Director of Industry Pembina.

(6) The event and the issuer requirements of the Mail The approval of the Import Component as referred to in paragraph (1) is further regulated in the Regulation of the Director General.

Article 23

(1) Components of the Industrial Components and Motor Vehicles Industry Corporation to do importation:

A. The components in unraveling state are incomplete (IKD) as referred to in Article 3 of the paragraph (3); and/or

b. Motor vehicles in a state of unraveling are incomplete (IKD) as referred to in Article 3 of the paragraph (3) and Article 14;

must have a Letter of Recommendation from the Director General.

(2) The Recommendation Letter as referred to in paragraph (1) is given based on the pleas of the motor vehicle industry company.

Section 24

(1) The Request of the Letter of Recommend as referred to in Article 23 must be supplemented with:

a. Industrial Business Permission;

b. Corporate Code Designation for the Motor Vehicles Industry;

c. List of Companies (TDP);

d. List of production equipment;

e. Realization of production in 2 (two) last year for the company that has been in production for 2 (two) years;

f. Production plan in 1 (one) year;

g. Manufacturing Mobile Home Plan; and

h. The import plan of the IKD in 1 (one) year.

(2) The manufacturing guide plan referred to in paragraph (1) the letter of the law is required to be provided by the Director General.

(3) The obligation of the manufacturing page is referred to in paragraph (1) G for Industry Motor Vehicles Four or More Vehicles that have been able to perform manufacturing at least 3 (three) major components for each vehicle type are set specifically in the General Director's Ordinance.

(4) The terms of the Maneuver Depth Plan Requirement as intended on verse (1) the case of the g is further governed in the General Director's Ordinance.

(5) The Letter of Recommendation as referred to in paragraph (1) is published by the Director General based on the verification results of the Minister's appointed Surveyors.

(6) Letter The recommendation as referred to in verse (1) becomes the basis for the Industrial Vehicle Industry to be able to use the motor vehicle importation scheme in uncomplete unraveling state (IKD).

(7) The manner of the issuance of the Recommendation Letter as referred to in paragraph (1) and the examination and research of the document as referred to in paragraph (3) is further governed in the Regulation of the Director General.

(8) The Recommendations as referred to in paragraph (1) in effect 1 (one) year from the date of publication.

Article 25

(1) The Recommendation Letter as referred to in Article 16 and Section 23 is a customs supplement document that must be included in any customs notice document.

(2) The Recommendations as referred to in paragraph (1) forwarded online to the Indonesian portal National Single Window (INSW).

(3) In terms of IKD imports as referred to in Article 1 through an unconnected port with INSW, the Letter of Recommendation is delivered manually to the Directorate General of the Ministry of Finance.

(4) The Letter Recommendations as referred to in paragraph (1) are required to contain information about the Company's Code Penetration Number.

BAB IV

REPORTING, COACHING AND SUPERVISION

Section 26

(1) Motor Vehicle Industry Company The holder of the recommendation referred to in Article 16 and/or Article 23 is required to provide the report of import realization and the realization of production every 6 (six) months since the publication of the Letter of Recommendation is referred to the Director General and exhaled to the Director General of Customs and Excise.

(2) The Industrial Vehicle Industry The holder of the recommendation as referred to in Section 16 and/or Article 23 is required to provide a report of the realization of a manufacturing page of every 6 (six) months since the publication of the Letter of Recommendation referred to the Director General.

(3) the report the realization of the import and realization of the production as referred to in paragraph (1) is false one surveillance object conducted by the Director General.

Article 27

(1) The coaching and supervision of the application of this Minister Regulation is carried out by the Directorate General.

(2) The Motor Vehicle Industry Coaching as referred to in paragraph (1) may be done by giving:

a. training of increased human resources in increased product quality;

b. The socialization of the applicability and application of related regulations; and/or

c. technical guidance of quality management systems and product quality.

(3) Coaching by the Directorate General as referred to in paragraph (1), includes:

a. coaching on the Components industry, the Karoseri industry and the Motor Vehicles Industry; and

b. coaching in the implementation of a special program proposed by the government.

(4) The coaching on the Components industry and the Karoseri industry as referred to in paragraph (3) the letter a is further regulated in the Minister's own Ordinance.

(5) A special program referred to as paragraph (3) of the letter b is further set forth in its own Regulation.

(6) In conducting the supervision as referred to in paragraph (1) the Director General may assign a designated Surveyor Minister.

(7) Oversight as referred to paragraph (1) is performed on Industry companies.

(8) Tata coaching and supervision by Director General Pembina Industries as referred to paragraph (1) is set further in the Regulation of Director General.

Article 28

Surveyor appointed Minister as referred to in Section 24 of the paragraph (5) and Section 27 of the paragraph (6) has the task of performing verification in order:

a. publishing Letter Recommendation:

1. the legality of the IKD applicability company; and

2. The suitability of a manufacturing page plan with the realization of a manufacturing dive;

b. oversight of the execution of a manufacturing tool.

Section 29

The supervision of the implementation of the provisions of this Ministerial Regulation relating to the Audit Post is executed under the provisions of the laws.

Section 30

The Directorate General can coordinate with the Provincial Service and/or the County/City Service or related agencies in conducting surveillance.

Article 31

Surveyor designated Minister as referred to in Article 24 of the paragraph (5) and Article 27 paragraph (6) shall provide a report of the work to the Director General.

Article 32

Director The general makes the technical instructions and supervision of the application of this Minister's Regulation.

BAB V

SANCTION

Article 33

(1) The Industrial Corporation of the Motor Vehicles and Industrial Vehicles Special Motor Vehicles that do not carry out or violate provisions in Article 26 of the Regulation of this Minister are subject to The administrative sanction is the revocation of the Recommendation Letter.

(2) The Vehicle Industry Corporation of the Vehicle is the holder of the Recommendation Letter as referred to in Article 16 and/or Article 23 which does not comply with the regulated manufacturing page. further in the Regulation of the Director General imposed the administrative sanction of The revocation of the Recommendation.

(3) The Recommendations as referred to in Article 16 and Section 23 may be revoked under the General Directorate General of Customs and Excise in the event of the motor vehicle industry:

a. not willing or not providing access to data related to the audit process;

b. refused to help audit the audit; and/or

c. refused to be audited.

(4) the Minister-appointed Surveyor who violated the provisions in Article 31 of the Regulation of the Minister is subject to administrative sanction of the revocation of the appointment.

BAB VI

provisions CLOSING

Article 34

Since the Minister's Regulation is in effect, the Regulation Minister of Industry Number 59/M-IND/PER/5/2010 on the Motor Vehicles Industry was revoked and stated to be not applicable.

Article 35

The Regulation of the Minister is valid 6 (six) months from the date of promulgations.
