Establishing: AGRICULTURAL MINISTER REGULATION ON THE DEVELOPMENT GUIDELINES OF THE PROFESSIONALISM WIDYAISWARA SCOPE MINISTRY OF AGRICULTURE.

The development guidelines of the Professional Ministry of Agriculture as set forth in the Attachment are an inseparable part of this Regulation.

GUIDELINES FOR THE DEVELOPMENT OF PROFESSIONALISM WIDYAISWARA THE SCOPE OF THE MINISTRY OF AGRICULTURE

CHAPTER I PRELIMINARY

A. Background

The public demands of prime ministry in all aspects of development need to be offset by reform of government bureaucracy. After the establishment of the 2011 specialization, The professionalism of Widyaishvara in the Ministry of Agriculture experienced much progress on aspects of the mastery of science and knowledge, and the application of the methodology was published. This is evident from the results of the evaluation of the participants in which the Widyaishvara professionalism continues to increase over time. Nevertheless, there are still some things that need to be noticed, among other things, creativity in the development of scientific materials and the writing of Scientific Writing Works (KTI).

Guna embodied the development of Widyaiswara agricultural professionalism structured, measurable, weakening and sustained as well as supported by adequate resources, hence the scope of the Widyaishvara Professionalism Development Guidelines Ministry of Agriculture as a reference for Widyaiswara and the rest of the stakeholders.

B. Intent and Purpose

1. Intent

The guidelines are intended as the basis of law and reference for the scope of the Ministry of Agriculture, the UPT Training Centre and the Agricultural Training Centre in developing the Widyaiswara professionalism of the Ministry of the Ministry of Agriculture. Agriculture is in compliance with the duties, responsibility and authority.

2. Goal

a. Motivating Widyaishvara to develop professionalism in the exercise of duties, functions, responsibilities and its authority;

c. Improving the quality of performance of Widyaishvara coaching is structured and structured;

C. Benefits

F. Understanding

1. Widyaiswara is a civil servant who is appointed as a functional officer by an official with the duty, responsibility of the authority to educate, teach, and/or train civil servants in educational and training institutions. government.

CHAPTER II FUNCTION ASSIGNMENTS AND WIDYAISWARA COMPETENCY STANDARD

A. The task of the functions of Widyaishvara

According to the Regulation Minister of the Ministry of Personnel The number 14 of 2009 the principal task of Widyaiswara is to educate, teach and/or train the civil servants of the respective institutions of the government's dilates. The task can be performed by any Widyaishvara type, except for a scientific oration that is only required to be performed by

Widyaiswara is to be appointed in the title of Major Widyaiswara with the rank of First Master of Madya group IV/d. The achievement of the competency standards and the success of the implementation of Widyaishvara's principal duties is a major indicator in the development of Widyaishvara's professionalism.

B. Widyaiswara's competency standards

1. Learning Management Competencies

The competency of learning management is the ability Widyaishvara must have in planning, compiling, executing, and evaluating learning, covering the ability:

a. Create a Large Line of Learning Programs (GBPP) or Rdesigning of Waking Eye Learning (RBPMD) and a Learning Event Unit (SAP) or Learning Plan (RP);

2. Personality competence

f. The persistence of the attitude, behavior, and habits of Widyaishvara are consciously and unconsciously imitated and modeled for others.

g. Upholding the code of ethics performs a code of conduct consistently and shows a work ethic as a professional Widyaishvara.

3. Social Competency

The social competence is the ability Widyaishvara must have in performing relationships with her working environment, covering the ability: a. maintain relationships and cooperation with fellow Widyaishvara; b. Establish a co-management relationship with the administrator and the other stakeholders

4. Substantive Competency

CHAPTER III WIDYAISWARA COMPETENCY DEVELOPMENT

The development of competences is directed to meet the standards of competence that are required to be capable of carrying out tasks, functions, responsibilities and authority Widyaishvara. The development of these competencies is traveled through various other activities: diklat, internship, workshop, workshop, widyaiswara/meet professions, kajiwidya, KTI writing, appeal studies, book surgery, and seminar.

A. Development of Learning Management Competency

C. Development of Social Competency

Each Widyaishvara must have a formal education background that

4. Kajiwidya/Writing KTI

CHAPTER V COACHING WIDYAISWARA

In order to motivate Widyaishvara to continuously improve the performance of its task execution, it needs to be done coaching on a planned, unsustainable, continuous coaching job. The coaching was conducted by the Head of UPT Training Centre Agriculture, Head of the Agricultural Training Center, the BPPSDMP Secretary, as well as the Head of the Bureau of Organizations and Workforce. Coaching is performed by referring to the performance of Widyaishvara which among others is known from the results of the recapitulation and analysis of the results of Widyaishvara's performance assessment. One of the coaching efforts was embodied in the form of awarding the award to Widyaiswara, which was judged to be accomplished.

A. Coaching

1. Coaching by the Head of the UPT Training Centre was conducted at least six months. Coaching includes an aspect of the ability to meet the achievement of credit figures as well as personality and social aspects. As for the implementation of the training of learning management and the substantive mastery of the Head of the UPT Training Centre can be assisted by Widyaiswara in the form of guidance:

a. The guidance management is performed by Widyaiswara, which has a higher level of office to Widyaiswara, under the lower rank of rank;

b. Substantive mastery guidance is conducted through the learning group based on the Widyaiswara specialization in the UPT Training Center or the Central Agricultural Training UPT;

6. Materials and equipment for carrying out kajiwidya, field laboratory, venture management laboratory, agribusiness laboratory, partner village coaching, tenant coaching through agribusiness incubators, and itinerant clinics.

B. Awards

In an effort to motivate and develop Widyaiswara professionalism, UPT Training Centre Agriculture and Instancy The scope of the Ministry of Agriculture awards the award to Widyaiswara through various activities, among others:

1. National-level KTI and applied technology race every two years;

2. Award to the National-level achievement Widyaiswara as arranged in Agriculture Minister Regulation No. 53 /Permentan/ KP.500/J/J/04/13 on the Guidelines of Achieving Agricultural Trade Assessments.

CHAPTER VI EVALUATIONS AND REPORTING

A. Evaluation

The success of Widyaishvara ' s professionalism development is measured from the achievement of some aspects as follows:

1. The results of the participant's evaluation of Widyaiswara; 2. credit score results; 3. The results of the writing of scientific writing; 4. The participation in the activities of the dilates, internships, kajiwidya, forums

BAB VII FINANCING

1. The development costs of Widyaishwara professionalism can be derived from APBN, APBD and private non-binding;

3. The budgeting of Widyaishvara's professionalism development budget is separated from the development of other general staff and functional professionalism.
