WITH THE GRACE OF THE ALMIGHTY GOD.

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Counterpart: that to implement the provisions of Article 66 paragraph (2) of Law Number 12 of the Year 2012 on Higher Education, need to establish the Government Regulation on the Statute of Hasanuddin University;

Given: 1. Article 5 of the paragraph (2) of the Basic Law of the Republic of Indonesia in 1945;

2. Law Number 12 of the Year 2012 on Higher Education (State Sheet of the Republic of Indonesia Year 2012 Number 158, Additional Gazette Republic of Indonesia Number 5336);

3. Government Regulation No. 4 of 2014 on the Hosting of Higher Education and Management Of Colleges (sheet Of State Of The Republic Of Indonesia In 2014 Number 16, Additional Gazette Of The Republic Of Indonesia Number 5500);

4. Government Regulation No. 82 of 2014 on the designation of Hasanuddin University as a State College of Law (Indonesian Republic of the Republic of Indonesia Number 303);

DECIDED:

SET: THE GOVERNMENT REGULATION ON HASANUDDIN UNIVERSITY STATUTE.

BAB I

provisions of UMUM

Article 1

In this Government Regulation referred to:

1. Hasanuddin University, which is later called Unhas, is a public institution of law.

2. The Statuta Unhas is a basic regulation of Unhas management which is used as a cornerstone of regulatory regulations and operational procedures in Unhas.

3. The later Assembly of the Guardians of Amanat (MWA) is the Unhas organ which sets out, provides consideration for the implementation of public policy, and carries out surveillance in nonacademic fields.

4. The rector is the organ of Unhas that leads the holding and management of Unhas.

5. The next Indonesian Academic Senate is an Unhas organ that sets out policies, gives consideration, and conducts oversight in academia.

6. The Audit Committee, which is next abbreviated as KA, is a MWA device that conducts surveillance in the non-academic field of the Unhas.

7. The Professor's next Council (DP) is a SA device that runs the functions of scientific development, ethics enforcement, and academic cultural development.

8. Faculty is a set of supporting resources that host and manage academic education, professional education, and/or vocational education in a single family of science and technology disciplines.

9. A school is an academic managing element of the Faculty level responsible for organizing and/or coordinating a multidisciplinary graduate program.

10. The Department is an element of the Faculty which supports the holding of academic activities in one or more branches of science and technology, in the type of academic education, profession education, and/or vocational education.

11. The Study Program is a unity of educational and learning activities that have a particular curriculum and learning methods in one type of academic education, profession education, and/or vocational education.

12. The Dean is the head of the Faculty or School in the Unhas Environment, who is authorized to be responsible for the education of each Faculty or School.

13. Lecturers are professional educators and scientists with the primary task of transforming, developing, and disseminating science and technology through education, research, and devotion to the community.

14. Students are educated participants in the higher education in Unhas.

15. Sivitas Akademika is an academic society consisting of both Dosen and Students in Unhas.

16. The workforce is a member of the public who is devoted and appointed with the main task of supporting the high education in Unhas.

17. The Ministry is a central government device that governs government affairs in the field of higher education.

18. The Minister is the minister who organizes government affairs in the field of higher education.

Article 2

(1) Unhas has a vision of becoming a flagship centre in human insani development, science, technology, art, and culture based on Indonesia maritime continent.

(2) Unhas has a mission:

a. provide a qualified learning environment to develop a creative, adaptable learning capacity.

b. preserve, develop, discover, and create science, technology, art, and culture.

c. apply and disseminate science, technology, art, and culture based and for the health of Indonesia ' s maritime continent.

(3) Unhas has a set of values:

a. integrity;

b. innovative;

c. catalitis; and

d. arif.

(4) Unhas had a goal:

a. resulting in an insan cendekia which is a noble character; and

b. Advance, develop, implement and disseminate science, technology, art, and culture for the sake of Indonesian society and the world.

(5) Unhas has autonomy in the management and hosting of college tridharma with accountable, transparent, non-profit, efficient, and effective principles.

BAB II

IDENTITY

Part Kesatu

Status, Occupation, and Day So

Article 3

Unhas is a public college of legal entities that manage academic and nonacademic fields autonyously.

Article 4

Unhas In Makassar City, South Sulawesi Province.

Article 5

Anniversary (dies natalis) Unhas is September 10.

Second Quarter

Emblem, Flag, Himne, and Mars

Article 6

(1) Unhas have the coat of arms, flags, hymns, and mars.

(2) The arms, flags, hymns, and mars as referred to in verse (1) are rooted in the values of culture, candor and the history of Unhas which serve as identity, existence, and means of unifying.

(3) Emblem, flag, hymn, and mars as referred to in paragraph (1) are listed in The attachment that is an inseparable part of this Government Regulation.

(4) Further provisions on the use of the coat of arms, flags, hymns, and mars as referred to in paragraph (1) are governed in the Rector Ordinance.

BAB III

HOSTING COLLEGE TRIDHARMA

Part Kesatu

Education

Article 7

(1) Unhas organizes academic and profession education, as well as being able to organize Vocational education.

(2) Unhas may open, change, and close the Study Program in accordance with the provisions of the laws.

(3) Academic education, profession, and/or vocation as referred to in paragraph (1) is exercised by the Faculty and/or School.

(4) Unhas can host educational programs in cooperation with other universities either in the within the country and abroad.

(5) Unhas can host international education programs in accordance with the provisions of the laws.

(6) Unhas can host long-distance education programs to support the expansion of access and the opportunity of obtaining higher education.

(7) Further provisions concerning the hosting of Unhas education as contemplated on verse (1) is governed by the Rector Ordinance after receiving SA consideration.

Article 8

(1) Unhas organizes education based on Unhas educational standards which have international saing power referring to the National Standards of Higher Education.

(2) Unhas hosted education with curriculum developed based on Unhas goals, the study of study program studies, competences, local challenges, and global.

(3) Unhas evaluates the curriculum periodically and is comprehensive according to the needs and development of scholarship and profescency at national, regional, and international levels.

(4) Further provisions on the evaluation and development of the curriculum, the academic year, as well as the graduation conditions of a study program are set up with the Rector Ordinance after receiving SA approval.

Article 9

(1) The Indonesian language is the official language of instruction in Unhas.

(2) Other regional languages and languages can be used as the language of instruction in Unhas.

Article 10

(1) Unhas receive Students of Indonesian and/or foreign nationality as a learnant in accordance with the provisions of the laws.

(2) Unhas is required to search and filter Student candidates who have high academic potential but are less economically capable and prospective students from front-runner, outbound, and left to be received at least 20% (twenty percent) of all new Students accepted and dispersed on all undergraduate programs.

(3) More provisions on the network and the admission of new Students are governed by the Rector Ordinance.

Article 11

(1) Unhas provided degree, diploma, and/or certificate to a graduate of the Study Program in accordance with the provisions of The invite-invitation rules.

(2) Unhas Graduation is entitled to use the academic title, title of profession, and/or the degree of vocation given by Unhas.

(3) Unhas may revoke the title, diploma, and/or certificate that has been given to the Unhas Graduates if they violate the terms of the academic field as set out in the provisions of the laws.

(4) Further provisions on the granting and revocation of title, diploma, and/or graduation certificates are set up with the Rector Ordinance after receiving SA approval.

Article 12

(1) Unhas may provide an honorary doctorate and/or award to a person due to:

a. Outstanding achievement, dedication, and contribution in the field of science and technology; and/or

b. Exceptional service and services for the advancement of education, development in a broad sense, and humanity.

(2) Unhas may revoke the honorary doctorates and/or awards that have been provided with the grounds in conflict with the provisions of the laws.

(3) Further provisions on awarding and revocation of honorary doctorates and/or awards are set out in the Rector Ordinance after receiving SA consideration.

Second Section

Research

Article 13

(1) Unhas organized research to develop science and technology as well as innovation to improve the welfare of the nation and the nation competuing.

(2) Research as referred to in verse (1) is performed by the Sivitas Akademika in accordance with the competency of scholarship.

Article 14

(1) Unhas organizes the research that results are utilized for:

a. enrichment of science and technology as well as learning;

b. improving the quality of the college and the advancement of the nation 's civilization;

c. the increase of independence, progress, and the nation' s saing power;

d. The fulfillment of the strategic needs of national development; and

e. The change in the community of Indonesia into a knowledge-based society.

(2) The results of the research as referred to in paragraph (1) are required to be disseminate in the manner of dissemination and/or published.

(3) the results of the study as referred to the paragraph (1) may be proposed to obtain Intellectual Property Rights in accordance with the provisions of the laws.

(4) The results of the research as referred to in paragraph (1) are confidential, disruptive, and/or endangering the general interest is prohibited to disseminate in accordance with the provisions of the laws.

(5) Academic Sivitas research results can be awarded the award if:

a. published in the recognized international journal Ministry;

b. acquire Intellectual Property Rights utilized by the industry;

c. produces the appropriate technology for; and/or

d. published as a reference book.

Article 15

Further provisions concerning the implementation of research, utilization of research results, dissemination of research results, and awarding of research awards are set up with the Rector Ordinance after receiving SA consideration.

Third Part

Engagement to the Society

Article 16

(1) Engagement to the public is the activities of the Academic Sivitas in observing and civilizing science, technology, and/or art to reflect on a nation's life, advances in health, and general welfare.

(2) The devotion to society as referred to in verse (1) is carried out in various forms of activities according to the academic culture, expertise, and/or autonomy of the sciences Academic sivity as well as the social conditions of community culture.

(3) Results Devotion to the public is used for the process of developing science, technology, resource enrichment, and/or for the study and maturation of Sivitas Akademika.

(4) Unhas awarded the award for the results of the service to The people who acquire Intellectual Property Rights and are utilized by the world of business and/or technology are appropriate.

(5) Further provisions of the hosting of the community and the awarding of the awards are set up with the The Rector's Rule after receiving the SA's approval.

BAB IV

MANAGEMENT SYSTEM

Part Kesatu

General

Section 17

(1) Unhas Organ consists of:

a. MWA;

b. Rector; and

c. SA.

(2) The leader and leader of the Unhas organ as referred to in verse (1) is prohibited from the use of office in another Unhas organ.

(3) Further provisions of the Unhas interorgan work are governed by the MWA Regulation.

Second Section

Assembly Wali Amanat

Article 18

(1) MWA has a duty and authority:

a. agree to the change proposal of the Statute of Unhas;

b. establish Unhas ' s general policy;

c. alongside SA sets the Unhas norms and the benchmark performance of Unhas;

d. validate the development master plan, the strategic plan, as well as the annual plan proposed by the Rector;

e. oversee the management and general control of Unhas non-academic management;

f. lift and dismiss Rector;

g. conduct an annual evaluation of the performance of Rector and SA;

h. lift and dismiss the chairman as well as a member of the KA;

i. build and build networks with individuals as well as external organizations;

j. provide consideration and conduct oversight in order to develop wealth and maintain the financial health of Unhas; and

k. makes the highest decision on the issue that the Rector and SA cannot resolve.

(2) In terms of MWA not being able to make a decision as referred to in paragraph (1) the letter k within a term of 3 (three) months, the settlement is submitted to the Minister.

(3) If in the term 3 (three) months as it is on the paragraph (2) the issue is not submitted, the Minister of authority is taking over the settlement.

(4) The authorized minister is determined to resolve the problem as referred to in paragraph (2) and paragraph (3) in the longest term of 3 (three) months.

(5) The Ministerial Decree as referred to in paragraph (4) be binding.

Article 19

Terms for being a member of MWA as follows:

a. Citizens of Indonesia;

b. has an insight into higher education and Unhas;

c. has a good track record in correctional and academic life;

d. have a commitment to maintain and build Unhas, as well as improve synergistic relations between Unhas with the central government and local governments and communities;

e. is not affiliated to a political party, except for members of the central government and local government elements; and

f. has no conflict of interest with MWA ' s duties.

Section 20

(1) Members of MWA number 19 (nineteen) people consisting of:

a. Minister;

b. Governor of South Sulawesi Province;

c. Rector;

d. SA chairman;

e. representative of the public as much as 3 (three) persons;

f. deputy of the Dosen as much as 8 (eight) people;

g. deputy of the Education Power of as much as 2 (two) persons;

h. The chairman of the Unhas Alumni Association as an alumni representative; and

i. Chairman of the Senate Student Unhas or another designation as a Vice Student.

(2) The Minister may appoint officials in the Ministry ' s environment to attend the MWA rally.

(3) The governor of South Sulawesi Province may appoint officials in the local government environment of South Sulawesi Province to attend the MWA rally.

(4) The MWA members are set by the Minister.

(5) MWA members are appointed for a 4 (four) year term and may only be re-elected for 1 (one) times term.

(6) The MWA member of the Student element is appointed for a 1 (one) year term and cannot be reselected.

(7) MWA Membership ends if:

a. dead of the world;

b. end of his term;

c. Obstacles remain continuously more than 6 (six) months;

d. was appointed in another country office;

e. Convicted of committing a felony to a prison criminal based on a court ruling that has a fixed legal force;

f. violates the Unhas code of conduct; or

g. resignation.

(8) Further provisions on the manner of appointment of MWA members are governed by the MWA Regulation.

Article 21

(1) MWA members have the same voting rights, except in the selection and dismissal of the Rector.

(2) In the election and dismissal of the Rector, the Minister has a voting right of 35% (thirty-five percent) of the number of rights vote votes.

(3) The SA Chairman and Rector have no voting rights in the election and the Rector stops.

(4) Further provisions on the manner of the proceedings and voting are set up with the MWA Regulation.

Article 22

(1) The MWA Urus consists of:

a. 1 (one) of the chairperson;

b. 2 (two) the vice chairperson; and

c. 1 (one) executive secretaries.

(2) MWA control as referred to in paragraph (1) is chosen from and by MWA members

(3) The MWA Urus is prohibited from being used as:

a. leadership or officials on the structural posts in Unhas and/or at other colleges;

b. the leadership or the official to the structural office of the institution or the local government agencies and the local government; and/or

c. officials in other posts that may lead to conflicts of interest in carrying out MWA duties.

(4) The tenure of the MWA caretaker is 4 (four) years and can be reelected for only 1 (one) times the term, except for the MWA members who are from the Vice Student.

(5) Further provisions on the electoral manner The MWA is governed by the MWA Rules.

Article 23

(1) MWA may appoint an honorary member in charge of providing input for the development of Unhas.

(2) The honorary member of MWA as referred to in paragraph (1) does not have the voting rights in decision making MWA.

(3) Most MWA honorary members consist of 10 (ten) persons.

(4) The honorary member of MWA as referred to in verse (3) is derived from public figures, business figures, as well as other members of the public who have high concern for Unhas.

(5) Honorary Members are appointed and dismissed by the MWA by considering input from SA and Rector.

(6) Further provisions on membership of the honorary member MWA are set up with MWA rules.

Article 24

(1) In carrying out its duties MWA forms a KA.

(2) KA has a task:

a. conduct a supervision of the internal and external auditing process for holding Unhas in the nonacademic field;

b. carry out risk management functions; and

c. deliver the annual report to MWA.

(3) the KA is led by a MWA member and is responsible to the MWA.

(4) The members of the KA include the most number 5 (five) persons:

a. record and financial reporting;

b. Collegiate governance;

c. laws in the field of higher education; and/or

d. State owned goods management.

(6) The board members and leaders are appointed and dismissed by the MWA.

(7) Further provisions on duty, governance, and membership of the KA are governed by the MWA Regulation.

Third Section

Rector

Section 25

(1) Rector execues the management function of Unhas.

(2) In the run of the management function as referred to in paragraph (1), the Rector is assisted by the element:

a. The Vice Rector is at most 5 (five) people;

b. university secretary;

c. internal surveillance unit;

d. internal quality disservice unit;

e. academic executor;

f. academic support;

g. Administration:

h. enterprise management unit; and

i. Other elements are required.

(3) The Rector's term is 4 (four) years and can be reelected for only one (one) time term.

(4) The Vice Rector's term follows the Rector's term and can be reappointed for 1. (one) times the term.

(5) The further provisions of the organization and the working order of the elements that are under the Rector as referred to in paragraph (2) are governed by the Rector Ordinance.

Section 26

Requirements for become the following Rector:

a. And believe and fear Allah, the All-Knowing.

. Citizens of Indonesia;

c. Lecturers of doctoral educated civil servants (S3) obtained from universities in foreign or foreign affairs are recognized by the Ministry;

d. Lecturer of civil servants who had the post of low-head lector positions at the time of applying to be a rector;

e. the highest of 60 (sixty) years at the end of the incumbent Rector's term;

f. Physical and spiritual health as evidenced by the doctor's letter and the psychologist from the central government's hospital or local government;

g. never been convicted of a prison criminal based on a court ruling that has had a fixed legal force;

h. never violate the lecturer ' s code of conduct;

i. have integrity;

j. have a vision, insight, and interest in the development of Unhas;

k. understand the Unhas and national education system;

l. have a managerial competency;

m. have an academic track record and a good leadership;

n. not to undergo a study assignment of more than 6 (six) months or study permission in the course of advanced studies that leave the college tridharma task stated in writing; and

o. willing to be nominated to the Rector stated in writing.

Article 27

(1) Rector is selected, appointed, sworn in, and dismissed by MWA.

(2) The Rector selection process is conducted through deliberation by acclamation or by vote.

(3) Rector and appointment of Rector by MWA is most slowly 3 (three) months after the election process is completed.

(4) Rector Prohibited multiple posts on:

a. Other organs in the Unhas environment;

b. other educational legal bodies and other Colleges;

c. central government agencies or local government;

d. Enterprise entity within and outside of Unhas; and/or

e. Other institutions that can lead to conflict of interest with the interests of Unhas.

(5) Further provisions on the system of denetworking, selection, appointment, and termination of the Rector are governed by the MWA Regulation.

(6) The Rector Title ends if:

a. dead of the world;

b. end of his term;

c. Obstacles remain continuously more than 6 (six) months;

d. was appointed in another country office;

e. Convicted of committing a felony to a prison criminal based on a court ruling that has a fixed legal force;

f. violates the Unhas code of conduct; or

g. resignation.

Article 28

(1) In the event of a non-fixed impeded Rector, the task and authority of the Rector is temporarily executed by one of the Vice Rectors.

(2) In the case of the impediest Rector remains and the remainder of his term 1 (1) year, one of the Vice Rectors was appointed Rector by MWA until the end of the fixed Rector's term.

(3) In terms of the fixed impediation of the Rector and the remainder of his term more than 1 (one) year, then conducted a new Rector election.

Article 29

(1) The authorized Rector acts out to and in the name of Unhas.

(2) The Rector is not authorized to act outside representing Unhas if:

a. a case in front of the court between Unhas and the Rector;

b. have interests that are in conflict with Unhas;

c. committing acts that violate the rules of the statute of negotiations; and/or

d. doing the wrong thing Unhas.

(3) In the event of circumstances referred to in paragraph (2), MWA appoints a person to represent the interests of Unhas.

Article 30

Rector has the duty and authority:

a. assemble and establish a college tridharma hosting policy;

b. propose academic policy, academic freedom, and scholarship autonomy to SA;

c. carry out academic policy, academic freedom, academic mimbar, and scientific autonomy set by SA;

d. Drafting of the Unhas code of ethics for Lecturer, Education, and Students;

e. Drafting of the Unhas strategic plan to be proposed and set by MWA;

f. compose and change the annual work and budget plan based on Unhas ' s strategic plan to be proposed and set by MWA;

g. manage the community of college tridharma in accordance with the annual work plan and budget;

h. Lift and dismiss the Vice Rector, head of the unit under the Rector, and the Unhas employees based on the Statute of Unhas as well as in accordance with the provisions of the laws of the law;

i. dropping sanctions to the Sivitas Academics and the Educational Workforce that commits violations to the norms, ethics, and/or academic regulations, in accordance with the Statute of Unhas, the MWA Regulation, the Rector Ordinance, as well as the provisions of the laws of law;

j. act out for and on behalf of Unhas in accordance with the provisions in the Statute of Unhas;

k. manage the entire wealth of Unhas and optimally use it for the benefit of Unhas;

l. raised, fostered, moved, developed, and dismissed Unhas employees;

m. receive, lift, foster, develop and dismiss Students;

n. host transparent and accountable financial accounting and reporting in accordance with applicable accounting standards;

o. organizes a reliable management information system to support the hosting of college tridharma, scholarship, alumnities, accounting and finance, staffing, as well as means and amenities;

p. convey and account for the Unhas annual report to MWA;

q. proposed the appointment of a professor to the Minister in accordance with the provisions of the laws of the law;

r. foster and develop good relationships with alumni, central governments, local governments, the business world, and the public as well as developing national and international networks;

s. submit the drafting of the MWA Regulation or its changes to the MWA;

t. manage Unhas ' s perpetual unit of effort and funds; and

u. exercised other authority established by the MWA.

Fourth Quarter

Academic Senate

Article 31

SA is an organ that performs policy assignment, consideration, and oversight functions in the academic field.

Article 32

SA has a duty and power:

a. assemble and establish an academic policy regarding:

1. curriculum Program curriculum;

2. academic requirements for the opening, change, and closing of the Study Program;

3. academic requirements for awarding academic degrees and academic requirements for awarding academic awards.

b. establish the Code of Conduct of the Dosen, Education, and Students;

c. oversees the execution of academic policy as referred to in the letter a;

d. oversee the implementation of quality assurance policies;

e. oversee and evaluate the achievements of educational, research, and engagement processes to the public by referring to the benchmarks specified in the strategic plan, and suggest a proposed fix to the Rector;

f. oversee the implementation of academic freedom policies, academic freedom mimbar, and scholarly autonomy;

g. recommend to the Rector of awarding and/or the revocation of an honorary title after receiving a DP consideration;

h. oversee the execution of the academic order;

i. oversee the implementation of the lecturer performance assessment policy;

j. provide consideration to the Rector in the appointment of the professor ' s office;

k. recommend sanctions against violations of norms, ethics, and regulations in the academic field by Dosen and Students to the Rector;

l. Drafting a Unhas development master plan with the Rector, for further proposed to MWA;

m. provide consideration to MWA of strategic plans, as well as the proposed annual Rector ' s proposed work and budget plans;

n. provide consideration to MWA about the academic performance of the Rector;

o. provide consideration to MWA on the proposed MWA Regulation or its changes proposed by the Rector;

p. propose a Rector candidate to MWA;

q. proactively juggle and pay attention to the views of academia and the general public for the development of Unhas;

r. Drafting and proposing MWA regulations in the field of academic policy; and

s. Deliver an annual report to MWA.

Article 33

(1) SA Membership consists of:

a. Lecturer who is from the Faculty;

b. Rector; and

c. Deputy Rector, Dean, and other elements.

(2) SA may form a special commission or committee for the purposes of policy, regulation, and academic oversight.

(3) Further provisions of membership, SA completeness, rights vote, and the layout of decision making is set with the SA Regulation.

Article 34

(1) SA may form a DP member of the professor with the task and authority:

a. developing academic thinking for the settlement of the nation ' s problems;

b. develop concepts and thoughts about future scholarship; and

c. keep and develop a tradition of sublime Unhas values.

(2) Further provisions on DP membership are set up with the SA Regulation.

Article 35

(1) The SA Member must meet the following requirements:

a. have a vision, insight, and an interest in academic development;

b. understand the Unhas education system and national higher education;

c. have a good track record and academic reputation; and

d. have experience in the development of Unhas.

(2) SA Membership expires if:

Article 72
