Article 3

The scope of the Regulation of the Minister includes:

a. Criteria;

b. The budgeting mechanism for the budget;

c. Community Direct Assistance mechanism;

d. Coaching and Supervision; and

e. Monitoring, Evaluation, and Reporting.

Article 4

Community Direct Help can be provided with the criteria:

a. optimizing potential natural resources;

b. improving community empowerment;

c. selective; and/or

d. Not constantly.

Section 5

optimizing the potential natural resources as referred to in Article 4 of the letter a done by utilizing natural wealth thoroughly by maximizing profits and minimizing risk of loss, in order to meet the needs of the community by staying on the sustainability of such natural resources are expected to come.

Article 6

increases the people's empowerment as referred to in Section 4 of the letter b done through growing efforts the capacity and capability of the public to improve the bargaining position (s) power) so that it has access and the ability to take reciprocity advantage in the social and economic sphere.

Article 7

Article 9

Community Direct Assistance is provided for activities:

a. Micro-scale fishing/small fish capture;

b. Micro/small-scale fish homelessness;

c. Processing and marketing of marine and micro-scale fisheries/small fisheries;

d. Services and industrial marine scale micro/haril;

e. Education, training, and/or other marine and marine fisheries counseling;

f. Supervision of marine resource utilization and fisheries by the public;

g. Development of small-scale salt businesses;

h. Application of the scientific and technological results of the research and development of marine and fishery fields; or

i. The provision of facilities and infrastructure on the coast and the outer islands/outer islets;

j. The management of the partissipate irrigation;

k. standalone fish feed development;

l. the social strengthening of the conservation community group ' s economy;

m. development and improvement of coastal region toughness; and

n. Coastal rehabilitation and coastal vegetation.

Article 10

(1) The location and budget plan for Public Direct Assistance is compiled with regard to the Budget and Shopping Budget capabilities of the Ministry of State and the needs of the community prospective recipients.

(2) Budget allocation for Public Direct Assistance on the provincial Satker and/or district/city through the mechanism of the Buyer Duty or on the central Satker by considering the character of the activity and its purpose.

(3) Community Direct Assistance allocated on the central Satker, as referred to in paragraph (2), including goods for the community/government of the area whose inclusion is done through the Satker Service.

(4) Human Direct Assistance budget allocation mechanism via Satker Assignment Assignment and the central Satker, as per the provisions of the laws regarding the drafting and suppressor of the Work Plan and The budget of the Ministry of State.

Article 11

(1) Community Direct Assistance is exercised on the proposal of a community group and/or Institution to the Minister via an Eselon I unit related to the Ministry of Ministry and/or the Service.

Article 12

4. The Power of the Budget User is the Head of the Office/Workforce/Technical Unit in the Environment of the Ministry of Marine and Fisheries designated by the Budget User.

5. The Working Unit, which is next called Satker is an eselon II work unit in the Ministry of Marine and Fisheries (Satker Central Office) environment, the Service (Satker Deconcentration/Task Force), or the Technical Managing Unit (Section Office Satker) in the an inseparable part of the Regulation of this Minister.

(4) The form and news format of the handover event as referred to in paragraph (2) of the letter e as set forth in Annex III which is an inseparable part of the Regulation of this Minister.

Article 13

(1) Community Direct Assistance Surrender is exercised by Officer Eselon I who has the program and the activities of the Community Direct Assistance filter.

(2) Further provisions regarding the Immediate Community Help Mix as referred to in paragraph (1) is set in the Technical Guidelines specified by the Official Eselon I in the Environment Ministry.

Article 14

The Technical Guidelines as referred to in Article 13 of the paragraph (2) contain at least:

a. the amount and the technical specifications of the aid items to be routed;

b. section selection criteria and/or the location of the recipient of assistance;

c. the candidate requirements of the Community Direct Assistance recipient;

d. set the Community Direct Help layout;

e. set up post-help layout; and

f. Monitoring, evaluation, and reporting.

Section 15

(1) The Minister and Leader of the Satker Task Force and/or the center performs coaching on the regular implementation of the Community Direct Assistance.

(2) The coaching as contemplated In paragraph (1) includes guidelines, facilitation, training, technical guidance, monitoring, and evaluation.

(3) Coaching as referred to in paragraph (2) may be implemented in order to improve performance, transparency, and performance. Accountability for the execution of Community Direct Relief activities.

Article 16

(1) The Minister and Leader of the Satker Task Force and/or center are supervising the reporting of the Community Direct Assistance.

(2) Surveillance as referred to in paragraph (1) is performed in order to increase the efficiency and effectiveness of the Community Direct Assistance management.

Section 17

(1) Monitoring and evaluation of execution The Human and Evaluation Program's Direct Assistance Program is performed by the Monitoring and Evaluation Team in each of Eselon's work units.

(2) The Monitoring and Evaluation Team as referred to in paragraph (1) has an assignment Perform coordination with related agencies in the Direct Help channing The public and delivering reports of monitoring results and evaluation to Eselon's officials each.

Article 18

(1) Eselon officials are required to submit a report to the Minister with a gust to the most slow Secretary-General the first week of each month.

Article 19
