ABOUT THE POPULATION OF THE PUBLIC

THE CHIEF OF THE INDONESIAN STATE POLICE,

DECIDED: Establishing: REGULATION OF THE REPUBLIC 'S STATE POLICE CHIEF

INDONESIA ON THE PEOPLE' S POPULATION OF REFUGEES.

CHAPTER I OF THE GENERAL PROVISION

Article 1 In this Chief Regulation is referred to as: 1. The next Indonesian State Police is abbreviated to Polri

8. Pillar Polmas is a stakeholder who supports the success of the application of Polmas in the local community.

Article 2 The purpose of Polmas ' s arrangement includes: a. as a guideline for Polri members in carrying out activities

c. partnership, i.e. constructive cooperation between Polmas development with community/community in order to solve social problems, prevention/countermeasures of security and order disorders;

d. transparency, i.e. openness between Polmas ' s development with the community/community as well as other parties related to the effort to ensure safe, orderly, and tenterized efforts to be together-equally understand the problem, do not suspect each other, and can enhance mutual trust of one another;

e. aqua liability, which is to be responsible for the execution of Polmas in accordance with the procedures and laws that apply with clear, balanced and objective benchmarks;

f. participation, namely Polri awareness and citizens to actively participate in various community/community activities in an effort to maintain safe and orderly sense, information, advice and input, and be active in the decision making process. i. The orientation of the problem solving, which is the Polri officer together with the community/community performing identification and analyzing the problem, setting priorities and responses to the source/root cause.

Article 4 Falsafah Polmas: a. public is not a coaching object, but rather as

subject and active partner in maintaining Kamtibmas in its environment in accordance with law and human rights;

b. Security is not going to work, if it is only done by Polri, but it must be together with the community in the case of the Kamtibmas problem;

c. emphasized efforts to build people's trust against Polri. through a partnership that is based on the principles of democracy and human rights;

d. Behave and behave as a community partner who prefers service, appreciates equality between the police and the community and encourages the public to participate in securing its environment;

e. building community confidence is done through an intensive two-way communication between Polri with the public in the partnership equivalent to the maintenance of Kamtibmas;

f. attempted the development of the existing Polmas system tailored to the development of local peoples and cultural values; and

g. Garner partnership that is based on local social and cultural norms, to maintain Kamtibmas.

Article 5 of the Function of Polmas: a. invited the community through a partnership in the maintenance framework

in order to prevent the occurrence of the disruption of Kamtibmas; c. detect, identify, analyze, assign priorities

issues, and formulate the breakdown of the Kamtibmas problem; and d. with the public applying problem solving results

CHAPTER II OF STRATEGY AND OBJECTIVES

Polmas strategy is implemented through: a. partnership and cooperation with community or community; b. problem solving; c. security coaching swakarsa; d. CHAPTER III OF THE CONDUCT OF POLMAS

Article 8 Polmas is carried out by: a. The development of Polmas; and b. Bhabinkamtibmas.

Article 9 Polmas is carried out with three models, namely: a. A model, which is a traditional (traditional and

) social prankages; b. Model B, which is the intensification of the Polri function in the coaching field

c. Model C, which is the development of the concept of Polmas from the Japanese state (Koban and Chuzaiso), Australia, New Zealand, and the United Kingdom (Neighbourhood Watch) in Indonesia.

Article 10 Polmas Model A as referred to in Article 9 of the letter a applied through: a. Swakarsa security coaching, covering:

1. environmental security system: a) a village ronda or other name in accordance with the designation

in the area, among other middle-aged people (jaw, pecalang (Bali); and b) ronda in the residential area;

2. Security units; 3. Traffic control volunteers; 4. School security patrol; 5. Bhayangkara's unit scout;

b. The daycare of the existence of FKPM or other designations into indigenous links among others: 1. Tuha Peuet (Aceh); 2. Dtakeover Na Tolu (Batak); 3. Furnace of Tigo Sajarangan (West Sumatra); 4. 2. fast reaction service (quick response); 3. Kamtibmas Itineren Service Hall (BLKK); 4. Samsat service round; 5. (driver's license): 6. Sentra Services (SPM); 7. Security Services (BUJP) and Security Council (KTA) services are available for the following: Community complaint service (Dumas); 9. Female and Child Protection Service (PPA); 10. Information services and police documentation; and 11. improving relations and coordination with the Institution

The Village of Kelurahan/Village (LMK/LMD); b. guidance and counseling, among other things:

1. provide Kamtibmas guidance to citizens with a way among other socialization, consultation, audience, mediation, negotiation;

2. To give Kamtibmas counseling; 3. delivery of Kamtibmas messages;

c. dialogic patrol, among others: 1. patrol from home to house (door to door); 2. Patrol the village; 3. Kamandanu patrol; 4. Patrol block; 5. patrol beat; and 6. patrol sambang nusa;

d. the intensification of Polri relations with the community, among others: 1. the intellectual community; 2. the profession community; 3. Hobby community; 4. sports community; 5. cultural arts community; 6. community of public figures, religious figures, and indigenous figures; 7. community of the Sadar Kamtibmas Group (Pokdarkamtibmas);

e. coordination, supervision, and coaching (Korwasbin) of the technical police, including: 1. Special Police (Polsus); 2. Investigators of civil servants (PPNS); 3. Swakarsa Security Forms;

f. The intensification of the activities of the technical functions of the police, including: 1. Binmaspol which consists of:

a) The minimum placement of one Bhabinkamtibmas at each desa/kelurah;

b) Coaching Large Family Of Daughter Polri (KBPPP); c) Extremes of extreme groups;

2. Sabhara among others: a) Police Back Bone Quick Response; b) Safety of opinion-delivery activities in advance

5. Security Intelligence among others: a) service of the Police Record Letter (SKCK),

Crowd clearance, Firearms Use Letter, and Explosives License Letter;

b) The development of the intelligence network; 6. The Waters Police are composed of:

a) conducting partnerships and cooperation with existing marine transportation communities or communities in coastal waters or coastal areas;

b) empowers a potential community or water community that can support the creation of a kamtibmas. which are conducive in the waters;

c) dialogic patrol in the waters; 7. Air Police Includes:

a) doing partnership and cooperation with an air transpotated community or community;

8. Other Animal Police consist of: a) conducting partnerships and cooperation with the community

9. The other Vital Object Police consist of: a) conducting partnerships and cooperation with the public

or the national or regional object communities, ministries, agencies, bodies, private companies and or foreign, to support its creation. Kamtibmas is conducive;

b) in cooperation with communities or communities located in the locations around national vital objects and regions to prevent and endure public order disorder;

Indonesia (BNP2TKI); 5. Indonesian Employment Surrender Company and Private

(PPTKIS); 6. National Agency for Disaster Response (BNPB); 7. Narcotics National Agency (BNN); 8. National Governing Body Terrorism (BNPT); 9. Natural Resource Conservation Hall (BKSDA); 10. Agency Search and Rescue National (Basarnas); 11. Ministry/Agency owns/oversees the police

Article 12 Polmas Model C as referred to in Article 9 of the letter c can be applied Polri according to the characteristics of the people in each area.

(3) Pillars of Polmas at the county/city level as referred to in paragraph (1) letter b i.e. Kapolres by involving: a. FKPD leadership; b. public figures; c. religious figures; d. custom figure; e. mass media leadership; f. Academics/civitas academics; g. LSM/Ormas; h. the leadership of the youth organization; and i. The leadership of women's organization.

(4) Pillars of Polmas at the subdistrict level as referred to in paragraph (1) of the letter C-Kapolsek by including: a. The leadership of Muspika; b. public figures; c. religious figures; d. custom figure; e. mass media leadership; f. Academics/civitas academics; g. LSM/Ormas; h. the leadership of the youth organization; and i. Female organization leaders.

(5) Pillar of Polmas at the village level/kelurahan as referred to in paragraph (1) the d of Bhabinkamtibmas by including: a. Village Head/Lurah; b. LMK/LMD; c. public figure; d. religious figures; e. custom figure; f. mass media leadership; g. Academics/civitas academics; h. LSM/Ormas; i. the leader of the youth organization; and j. female organization leader.

CHAPTER IV ODYSBMAS, BHABINKAMTIBMAS, AND FKPM

Part of the Governing Traveler

Article 15 (1) The Polmas traveler on the Polda level is based on the Letter

The Chief of Police Command Area (Kapolda); (2) Polmas ' s travelers at the Polres level are lifted based on the Letter

(3) Polmas ' s travelers in carrying out their principal duties and functions are required to apply the principles of Polmas and provide prime service to the community.

Article 16 of the Governing Polmas is on duty: a. carrying out community coaching, early detection,

negotiation/mediation, identification, and documentation of community data at its assignment in relation to Kamtibmas conditions;

b. Perform mentoring and counseling to people or communities in its assigned location about Kamtibmas;

c. perform communication and coordination with the community or community at its assignment on the maintenance of Kamtibmas; and

d. carry out consultation and discussion with the community or community at its author on the dismissal of the Kamtibmas issue.

Article 17 (1) The authority of the Polmas odysings:

a. receive information on the "Kamtibmas" problem of the community or community to be forwarded to the leadership;

problems by the police and the public; and k. The decline of Kamtibmas disorder.

Article 20 Indicator of the success of Polmas, judging by the aspects of the Nomans of Polmas and Bhabinkamtibmas as follows: a. consciousness that the public as a stakeholder

should be served; b. increasing the sense of duty of duty to the community; c. increasing the spirit of serving and protecting the community as

and thinking. Article 22

Indicator of the success of Polmas, judging by the aspect of Polri relations and society as follows: a. the increasing intensity of the traveler ' s communication Polmas and

Bhabinkamtibmas with the community; b. the increasing intensity of FKPM activities at the Police Partnership Hall and

Society or elsewhere; c. the increasing intensity of the activities of the Travelers of Polmas and

Bhabinkamtibmas and the public; d. increasing openness in providing information; e. Increased concurrent in the resolution of the problem; and f. the increasing intensity of cooperation and participation of the stakeholders

The coaching of Polmas is embed by the Directorate of Public Safety Control Agency (ditbinmas Renew Kam) Polri.

Article 24 (1) of the Organizing Polmas:

a. at the Mabes level, under the responsibility of Karenewkam Polri, the implementation of the implementation is coordinated by Dirbinmas Baharkam Polri;

b. at the Polda level under Kapolda responsibility, the implementation is coordinated by Dirbinmas Polda;

c. at the Polres level under the responsibility of the Capolres, its implementation is ordinated by Kasatbinmas Polres; and

d. at the Polsek level under the responsibility of Kapolsek and its implementation is controlled by Kanitbinmas Polsek.

(2) Officials as referred to in paragraph (1), are responsible for composing the plan, executing, supervising and controlling operationalization of Polmas in its unit and the task region according to its authority.

Part Two Bhabinkamtibmas

Article 25 (1) Bhabinkamtibmas is based on the Decree of the Chief of Police

Resort (Kapolres). (2) Bhabinkamtibmas is required to apply the principles of Polmas.

Article 26 (1) Of Bhabinkamtibmas function:

a. carry out a visit/sambang to the public for: 1) listen to the citizen complaint about

the problem of Kamtibmas and provide an explanation as well

2) maintains the relationship of intersistic mi/persism;

b. guiding and redirecting in the fields of law and Kamtibmas to raise legal awareness and Kamtibmas by upholding Human Rights (HAM);

c. disseminate information on the policy of Polri leadership relating to Maintenance Security and Public Order (Harkamtibmas);

d. encourage the implementation of the siskamling in the security of the environment and community activities;

e. provide police services to the community in need;

f. Move the community activities that are positive; g. coordinate the Kamtibmas coaching efforts with

village devices/kelurahan and other related parties; and h. carrying out consultation, mediation, negotiation, facilitation, motivation

to the community in Harkamtibmas and the breakdown of crime and social problems.

(2) The guidance and format of the Implementation of the Visit Activities/Sambang to the community as referred to in paragraph (1) the letter a is listed in the attachment "B" which is an inseparable part of this regulation.

Article 27 (1) The Pokok Bhabinkamtibmas task does public coaching,

early detection, and mediasi/negotiation to create conditions that are conducive in desa/kelurahan.

(2) In carrying out the principal task, as referred to in paragraph (1) Bhabinkamtibmas performs activities: a. a visit from home to home (door to door) on the whole

of its assignment area; b. doing and assisting with the breakdown (Problem

Solving); c. performing the settings and safeguarding of community activities; d. receive information about the occurrence of a criminal offence; e. providing temporary protection to people who are lost,

victims of crime and misconduct; f. take part in providing assistance to disaster victims

nature and disease outbreaks;

g. provide guidance and directions to the community or community related to the problems of Kamtibmas and the ministry of Polri.

Article 28 (1) Bhabinkamtibmas in carrying out Polmas activities, authorities

for: a. solve community or community disputes; b. take the necessary steps as a follow

continue the FKPM deal in maintaining the environment security;

o. police line (police line); p. office stationery (atk); and q. Mobility device (motorbike/bike/other).

(2) The provisions of Bhabinkamtibmas equipment, further set up with the Regulation of the Director of Public Development of Polri Security Maintenance Agency.

Article 31 (1) Bhabinkamtibmas in carrying out the duties may be given Home

Service. (2) The Bhabinkamtibmas Service House is captured as an office, which

is equipped with a communication tool facility. (3) The absence of the Bhabinkamtibmas Service Home as intended

on paragraph (1) is adjusted to the availability of the Polri budget.

The Third Part of FKPM

Article 32 of FKPM tasks includes: a. Collect data, identify problems, and

learn the potential characteristics of a kamtibmas disorder that exists in its environment;

b. Participate and take steps that are proportionate to the implementation of the general police function and the guidance/bribery function;

c. discuss the social issues of the kamtibmas aspect derived from its territory by empowering a competent society or consultant and finds root cause as well as determining a way out for his dismissal;

d. discussing and establishing a work program with regard to priority scale including performing evaluations and revisions when required;

e. submitted a work program draft/proposal to the Local Government to get budget support;

f. carrying out a work program that has been created in accordance with the available budget support (which is sourced from Local Government or swadaya FKPM/private party);

g. constantly monitor citizen activities of the security and order aspects of its territory as well as the region adjacent to it; and

h. accommodate complaints/public complaints related to the issue of kamtibmas and other social issues as well as discuss it with Bhabinkamtibmas/pengan Polmas in order to get a solution.

Article 33 of the FKPM Authority includes: a. make a deal about things that need to be done or

Article 36 (1) In order to implement a partnership between Polri with

CHAPTER V OVERSIGHT AND CONTROL

Section Of The Supervision

Article 38 (1) The supervision of the conduct of Polmas includes:

a. functional supervision; and b.

(3) The supervision is attached or direct supervision as referred to the verse (1) letter b performed by the direct superior and indirect superior of each of the Polmas odysers and Bhabinkamtibmas.

Part Two Controlling

CHAPTER VI OF THE CLOSING PROVISIONS

Article 43 At the time the Chief Regulation is in effect: a. Decree of the Head of State Police of the Republic of Indonesia No.

d. The Decree of the Chief of the State Police of Indonesia No. Pol.: Skep/507/X/2009 dated October 30, 2009 on the Standardised Implementation Guidelines of Polmas implementation of Polmas for Acting Polmas;

revoked and declared not applicable. Section 44
