BAB II
FOREIGN SERVICE TRAVEL ACTIVITIES
Article 4
The overseas service trip is implemented with
paying attention to the principles as follows:

the very high and the priorities related to
the improvement of foreign cooperation relations;
b. must be strictly limited to the length of using
APBN/APBD;
c. officials are required to restrict execution
overseas service trips for things that
have high priority and are important with
reduces the frequency, number of people and its length
travel;
d. Overseas service travel with Partner fee
Outside/Interior does not create any kind of bond
against the Government;
e. limiting the entourage in very
limited numbers and only whose task fields are so related

f. limiting the travel time of foreign service not
more than 1 (one) week (7 (seven) days including the day
holiday) or according to supporting documents;
g. overseas service travel after
gets written permission from the Ministry of Secretariat

Article 5
(1) Foreign Service travel is exercised in order:
a. the Ministry of Health cooperation with the
overseas;
b. education and training;

c. study of appeal;
d. seminar/workshop/simposium/conferensi;
e. work visit;
f. international meeting;
g. the signing of an international agreement;
h. joint research/meeting of compartments/studies of compartments;
i. mission or cultural delegation, trade mission, mission
social; and/or
j. other tasks that are representative of the country.
(2) Foreign Service travel may be done if
the execution of its duties within the country does not exist
urgent.
BAB III
FOREIGN SERVICE TRAVEL DOCUMENTS
Section 6
(1) Officials or employees as referred to in
Section 3 in performing overseas service travel
must have documents Foreign service travel.
(2) Foreign Service travel documents as
referred to the paragraph (1) consists of:
a. government approval letter;
b. service passport (service passport);
c. exit permit;
d. visa recommendation; and
e. visa.
(3) Excluded from the provisions as intended
on the paragraph (2) of the letter e, for foreign service travel
with the purpose of the country having a free agreement
visa for a short visit for the passport holder
diplomatic and passport services.

Article 7
(1) The government approval letter as referred to
in Section 6 of the paragraph (2) the letter a may be proposed with
a request letter submitted by:
a. Secretary General, in terms of Eselon Officer I who
carries out a foreign service trip;
b. Head of the General Bureau, in the case of Eselon II Officials,
Eselon III, Eselon IV, and Employee who
carries out a foreign service trip.
(2) The letter of the request as referred to in paragraph (1)
is published after fulfilling Administration requirements.
(3) The letter of the request as referred to in paragraph (1),
and paragraph (2) is used as the basis
of the foreign service travel document.
BAB IV
ADMINISTRATIVE REQUIREMENTS
Section 8
(1) The administrative requirements as referred to in
Article 7 of the paragraph (2) includes:
a. general requirements; and
b. special requirements.
(2) The common requirements as referred to in paragraph (1)
items a include:
a. a letter of application to the General Bureau Chief, which
contains:
1. name, position and Master Number of the employees

2. program travel objectives or program details;
3. time and place of service travel destinations;
4. for the contingent or delegation present at
international meetings, specified tasks

the task, function and the meeting materials outside

e) proof of registration and letter of acceptance from
the invite party; and
f) event agenda.

contains the permission of the Minister of Heal>
granted to Indonesian Citizens
holders of the Republic of Indonesia passport to

BAB V
FINANCING
Article 14
(1) The financing of overseas service travel is sourced from:
a. State Revenue and Shopping Budget; and
b. Other sources are legitimate and non-binding.

BAB VI
EXTENSION, CHANGE AND CANCELLATION
FOREIGN SERVICE TRAVEL
Article 15
(1) In case there is an extension of the service travel time
overseas, must be accompanied by a letter approval
extension of the foreign service trip.
(2) The approval letter of change as intended
in paragraph (1) may be proposed by the letter of the request
filed by:
a. Secretary General, in terms of Eselon Officer I who
carries out a foreign service trip;
b. Head of the General Bureau, in the case of Eselon II Officials,
Eselon III, Eselon IV, and Employee who
carries out an overseas service trip.
(3) The letter of the request as referred to in paragraph (2)
is attached with the document additional support:
a. assignment report;
b. photocopy of previous approval letters;
c. financing statement letter from Partner (if
financed Partner);

d. photocopy of the ticket;
e. passport photocopy on the front page and cap
immigration;
f. photocopy of boarding passes; and
g. photocopy of the Service Travel Letter (SPD).
(4) The letter of the request as referred to in paragraph (1)
and paragraph (2) as the basis of the issuer of the consent letter
extension of the foreign service trip.
Article 16
(1) In case there is a change external service travel
country, must be accompanied by a change approval letter
foreign service trip.
(2) The agreement of travel changes outside services
the country as referred to in paragraph (1) can
proposed with a request letter submitted by:
a. Secretary General, in terms of Eselon Officer I who
carries out a foreign service trip;

(3) The letter of the request as referred to in paragraph (2)
contains the type and reason changes and must be
attached with a photocopy of the approval letter
