MINISTER REPUBLIC OF INDONESIA

DRAW: that to ensure safety and security for

the ships carrying the transport of the vehicle

and its payload, need to establish the Minister Regulation

The relationship on the Tata Cara Transport System in

over Vessel;

DECIDED:

SET : REGULATION OF MINISTER OF RELATIONS ON TATA

THE WAY VEHICLE TRANSPORT IS ON BOARD.

BAB I

provisions of UMUM

Article 1

In this Ministerial Ordinance referred to:

1. A counterweight is a set of tools for

weighing a motor vehicle that can be installed

either fixed or moved that

is used to know the weight of the vehicle and

its payload.

2. A vessel is a water vehicle with a specific form and type

, which is moved with wind power, power

mechanical, other energy, withdrawn and or postponed,

including a dynamic powered vehicle,

vehicle beneath the surface of the water, as well as the buoyers and

floating buildings that are not moving-moving.

3. Ship Safety Officer officials are officials

governments who have qualifications and expertise

in ship safety and are appointed by the Minister.

4. Public Transport Corporation is a legal entity that

provides the services of freight and/or goods

with a common motor vehicle.

5. The Passenger Ship is a ship built and

is confounded and has accommodation facilities

to transport passengers over 12 (twelve)

people.

6. A Ro-ro ship is a ship that has one or more

decks either open and closed to use

to transport any vehicle type as

the charge loaded through the rampa-door system

on the front and rear of the ship and loaded as well as

unloaded from and onto the ship using

the vehicle or the platform equipped with wheels.

7. The Ro-ro Passenger Ship is a Ro-ro vessel that

is equipped with accommodation for transporting passengers.

8. The Landing Craft (Landing Craft Tank) is a ship that

has one deck to transport the payload

vehicle or heavy equipment on its deck.

9. Passengers are all persons other than the nakhoda and

crew members or others who work or perform

activities on board in related capacities

with the ship's interests including child

less than 1 (one) year.

10. Safety and Safety Shipping is an

state of safety requirements and

11. Ship's oceans are the state of the ship that

12. Ship Safety is the state of the ship that

meets material requirements, construction, buildings,

machining and electricity, stability, arrangement

as well as equipment including the helper tool kit

and radio, the ship's electronics, as evidenced by the

certificate after inspection and testing.

13. A binding device (Lashing gear) a charge is all the tools

either permanently installed or the tools that can be

transferable, used to bind and

support the charge units.

14. The Transit Company is the legal entity

that provides the services of people and/or goods

with the sea transport.

15. The Geladak power (Deck load capacity) is the amount

maximum load that can be transported above the deck

in tons/m2.

16. The General Directorate is the General Directorate

Marine Relations.

17. The Director-General is the Director General of Transportation

Sea.

18. The Minister is Minister of Transportation.

BAB II

SCOPE

Article 2

(1) The Regulation of the Minister is the guideline for

performing the binding including the balancing

the vehicle and the The payload, binding and layout tools

(3) The guidelines as referred to in paragraph (1) do not

replace the principles of sailor proficiency that

is good and cannot also replace the

experience in load practice and charge binding.

BAB III

BALANCING

Article 3

(1) Each port used to transport

vehicles by ship must

prepare a vehicle-weighted device in the port area

to weigh in vehicle before being transported above

ship.

(2) The vehicle-weighted device referred to in

paragraph (1) may be a permanent and/or

portable weighted tool.

(3) A permanent and portable weighted device as

is referred to in paragraph (2), using Example 1 in

Attachment that is an inseparable part

(1) To prevent vehicle buildup that would

be weighed and up the ship, must be provided

some weighted tools as needed.

(2) The weighted device as referred to in paragraph (1)

is provided at the port area location and can be supervised

with ease without interfering with the current

item.

Article 5

(1) Any vehicle to be transported above the mandatory vessel

is equipped with information about the type and weight of the charge.

(2) The vehicle as intended on the paragraph (1) is mandatory

first weighed before loaded aboard the ship

to ensure the vehicle ' s gross weight as well as

its payload.

(3) Gross weight as referred to in paragraph (2)

is done verification with vehicle weight as well as weight

Article 6

(1) The vehicle is weighed and corresponds to the data on

information about the type and weight of the charge can be loaded

(2) The placement of the vehicle on the ship is performed accordingly

Article 7

(1) The vehicle is weighed and has a weight that is not

in accordance with the data on the reported weight, given

(2) If the available vessel does not have the power

the corresponding deck, then the vehicle must

as mentioned in paragraph (2), if

Section 8

(1) The transit company is intruded

Article 9

BINDING DEVICE (LASHING GEAR)

Article 10

(1) Some types of binding tools may be used

as follows:

a. vehicle binding rope (rope automobile tiedown);

b. sling binder with a toot key (ratchet strap

assembly);

c. The chain with amplifier/dilution (chain with

turnbuckle).

(2) The type of equipment as referred to in paragraph (1)

has the following requirements:

a. either a chain or other device made of steel

or any other material that has the power and

the same (elongation) character;

b. the power of the binding device without a deformation

permanent should not be less than 120 (one hundred two

- KN;

c. The binding tool should be able to be included in the securing

points using a hook or other device that

appropriate;

d. the angle between the binding tool with the field

Article 11

(1) Any ship carrying a ground vehicle must

have points of place binding to the provisions

Article 12

(1) Each ship must provide a sufficient charge binding device

above the ship.

(2) The binding device as referred to the paragraph (1) must

the payload of the vehicle to be transported.

Article 13

Fakes that must be considered in use

(1) Charge units including vehicles must meet

requirements to be transported and have a place to

be connected to the binder.

(2) The Muatan is in the vehicle as

referred to a paragraph (1) must be well-bound;

Article 15

(1) The loading room must be clean of oil ceceration and

fatter (grease).

(2) The vessel must have a suitable binding kit

for the payload to be transported and with the amount

sufficient.

(3) the charge unit and/or the vehicle must have

the document that provides information the overall weight

unit charge and/or vehicle including information

special care measures to be performed

during the sea trip.

Article 16

(1) Each ship is released to select the type equipment

binder to be used.

(2) The selection of binder equipment as intended

in paragraph (1) adjusted to ship conditions and

the desired engagement speed.

Article 17

(1) The vehicle must be placed lengthwise (grounded)

clockwise or stern ship and must not

transverse the ship.

(2) The vehicle placement space must be sterile of the presence

the passenger during the cruise.

(3) The distance of the vehicle with the ship wall must be such

BAB V

LAYOUT OF THE BINDING

Article 18

Vehicle Engagement must be satisfy the provisions as

following:

a. The overall weight of the vehicle is between 3.5 (three

comma five) tons up to 20 (twenty) tons, it must

use at least 2 (two) binding tools

(lashing gear) with a secure workload (safe

working load) which corresponds to each side

vehicle;

b. The overall weight of the vehicle is between 20 (two

tens) up to 30 (thirty) tons should

use at least 3 (three) binder devices

(lashing gear) with a safe workload (safe

working load) which corresponds to each side

vehicle;

c. A vehicle weighing overall between 30 (three

down) tons up to 40 (forty) tons should

use at least 4 (four) tools binding

(lashing gear) with a secure workload (safe

working load) which corresponds to each side

vehicle;

d. a (lashing gear) binding tool as referred to

paragraph (1), paragraph (2), and paragraph (3) is required to meet the Standard

National Indonesia.

(1) Each vehicle is required to be binding during the

voyage.

(2) Engagements as referred to in paragraph (1)

done on the vehicle located in the front row

(bow) center (midship) and rear (stern).

(3) An unbinding vehicle

as referred to in paragraph (2) is mandatory

the clamps on the wheel of the vehicle.

(4) Engagement as referred to in paragraph (2)

using Example 5 in Attachments which

Article 20

(1) The distance between one side of the vehicle is at least 60

(sixty) cm.

(2) The distance between the face and the back of each

vehicle 30 (thirty) cm.

(3) For the vehicle with its side next side

with the ship wall, 60 (sixty) cm

BAB VII

ADMINISTRATIVE SANCTION

Article 21

(1) The port organizers are entitled to reject the vehicle

which does not meet the provisions as set

in this Ministerial Regulation.

(2) Vehicles that do not meet provisions as

are referred to in verses (1) are excluded from the queue line

entry to the ship.

(3) The port organizers are required to remove the vehicle

from the line of the queue goes to the ship as

referred to in paragraph (2).

(1) Any public transit company that provides

unsuitable data and payload information in addition to

bears the loss of time and costs, is granted sanctions

administrative.

(2) administrative sanctions as referred to in paragraph

(1) are:

a. written warning;

b. freezing permission; or

c. revocation permit.

Article 23

(1) administrative sanction is a written warning

as referred to in Section 22 of the paragraph (2) letter a

subject to as many as 3 (three) times in a row.

(2) administrative sanction of a permit freeze

as referred to in Section 22 paragraph 2 of the letter b,

is provided if the public transit company is not

carrying out an obligation after being given a warning

written.

(3) The revocation of the permit as referred to in Section 22

paragraph (2) letter b is granted if the transit company

does not carry out the obligation after being granted

freezing clearance.

BAB VI

TRANSITIONAL provisions

Article 24

(1) The Regulation of the Minister applies to ships that

transport vehicles built by laying

lunas on or after July 1, 2017.

(2) For the already operating vessel (existing ship)

entered into effect after the implementation of the examination

the first renewal calculated 2 (two) years

since the designation of this Minister Regulation.
