., ESTABLISHING: THE PRESIDENT ' S DECISION ON THE ENACTMENT OF THE INSTRUMENTS AMENDING THE CONSTITUTION AND THE CONVENTION OF THE INTERNATIONAL TELECOMMUNICATION UNION, MINNEAPOLIS, 1998 (INSTRUMENT OF CONSTITUTIONAL CHANGES AND CONVENTION OF THE ASSOCIATION OF TELECOMMUNICATION SOCIETIES INTERNATIONAL, MINNEAPOLIS, 1998).
