BAB I
provisions of UMUM
Article 1
In this qanun referred to as:
1. Aceh is a province area that is a unit of legal society
that is special and given special authority to govern and
take care of its own affairs of government and the interests of the local community
in accordance with the

A S A S
Article 2
The participation of a local political party as an election participant is based on the principle
hosting elections that are direct, general, free, secret, honest and
fair.
BAB III
LOCAL POLITICAL PARTY REQUIREMENTS AND MECHANISMS
IN FOLLOWING THE ELECTIONS
Section Parts
The Local Political Party Requirements as an Election participant
Article 3
(1) The local political party has the right to be an Election participant of the Members of the DPRA and
(2) The local political party may be the Election Participant of the DPRA and DPRK
as referred to in paragraph (1) after being passed as a body
the law by the Office of the Office of the Department of Law and Human Rights
The Province Nanggroe Aceh Darussalam.
Article 4
The local political party can be an election participant as it means in
Article 3 of the paragraph (2) after meeting the requirements:
a. has been passed as a legal entity;
b. have complete management of at least 2/3 (two-thirds) of
the number of counties/cities in Aceh;
c. having complete business at least 2/3 (two-thirds) of
the number of subdistricts in each district/city as referred to
letter b;
d. local political party affairs with regard to representation
women at least 30% (thirty per hundred);
e. have members of at least 1/1000 (one per thousand) of the amount
residents at any local political party affairs as
referred to in the letter c as evidenced by the party member's signature card
local politics;

f. The management of the letter b and the letter c should
have a fixed office; and
g. submitted the name and image sign of the local political party to KIP Aceh.
Second Part
The Registry of Local Political Parties as an Election Participant
Article 5
(1) The Local Political Party can be a participant Elections by submitting
registration to be a Member of the DPRA Member Election and the DPRK to
KIP Aceh.
(2) Registration as referred to in paragraph (1) is filed with the letter
signed by the general chairman and the general secretary or any other name on
the affairs of local political party of Aceh.
(3) Registration as referred to in paragraph (2) comes with
document requirements.
Section 6
The terms document as referred to in Section 5 of the paragraph (3) includes:
a. State News of the Republic of Indonesia which contains the registered sign that the party
the local politics is the legal entity;
b. the local political party administrator's decision on the level administrator
district/city and district level caretaker;
c. Aceh level administrator, county/city level administrator and
district level manager;
d. A letter from the local political party administrator of Aceh on
inclusion of women's representation at least 30% (thirty per
one hundred) in accordance with the laws of the law; and
e. paper on registration names, symbols, and image signs
local political party from the Provincial Office of Law and Human Rights

Section 7
(1) The schedule of Local Political Party registration timing of the DPRA Member Elections
and the DPRK is set by KIP Aceh.

Third Section
The Local Political Party Verification to Follow the Election
Article 8
(1) KIP Aceh conducts research and verification of the completeness and

Fourth Quarter
The Election and Announcement of the Election Participant of the Local Political Party
Article 9
(1) Local political party candidates the election of the Member of the DPRA and the DPRK who graduated
verification as referred to in Article 8 of the paragraph (3) set as
Election Participant by KIP Aceh.
(2) The membership of the local political party as a Member Election Participant and
DPRK as referred to in paragraph (1) is carried out in the plenary session
KIP Aceh.
Article 10
(1) The number order of local political parties as election participants begin after the number
The last order of the political party.

(2) The number of local political party order numbers as an election participant is performed

local political party of the election participants.

Article 11
(1) The Local Political Party that does not pass the verification as intended in
Article 8 of the paragraph (1) is declared fall as an election participant with the decision
KIP Aceh.
(2) The KIP Decision Aceh as referred to in verse (1) is delivered
a notice to the administrator of the local political party concerned with
the reason.
Article 12
Further provisions regarding the layout of the designation and announcements
as referred to in Section 9, Section 10 and Section 11 are set up with
the Aceh KIP regulations.
BAB IV
THE REQUIREMENT AND THE NOMINATING MECHANISM
MEMBER DPRA AND DPRK
Part Kesatu
Requirements Bakal Candidate Member and DPRK
Article 13
(1) Bakal the prospective members of the DPRA and DPRK from local political parties must meet
requirements:
a. nationals of Indonesia who have been 21 (twenty-one) years or
more;
b. Put your trust in God Almighty and obey his teachings
his religion;
c. able to exercise the Islamic Sharia and be able to read
the Qur'an for the religious Islamic;
d. take place in the region of Aceh Province;

e. Speak, read and write in English;
f. The lowest-educated in high school (high school),

Aliyah Vocational (MAK) or other form is an equal;
g. loyal to Pancasila as the basis of the state, the Basic Law
The State of the Republic of Indonesia in 1945 and the ideals of Proclamation 17
August 1945;
h. never been sentenced to a criminal conviction based on a court ruling
who has had the power of the law to remain because of the conduct of an
prison criminal who was threatened with a criminal for 5 (five) years or
more;
i. healthy physical and spiritual;
j. listed as selector;
k. willing to work full time;
l. withdrew as a civil servant, member of the National Army
Indonesia, member of the Indonesian State Police, caretaker
State-owned Business Agency and/or the Regional-owned Enterprises Agency, as well
other bodies that Its budget is sourced from the country's finances, which
expressed by resignation letter and the unretractable
return;
m. willing not to practice as a Public Accountant,
advokat/solicitor, notary, Akta Land Maker (PPAT), doctor,
journalist and mass media maintainer and not doing the job
provider of goods and services relating to the country ' s finances
as well as other work that may incur conflicts of interest with
the duties, authority, and rights as members of the DPRA or DPRK pursuant to
with the laws of the laws;
n. are willing not to double as other state officials,
administrators on the State-owned Business Agency, and Regional Proprietary Materials,
as well as other bodies whose budget is sourced from the country's finances;
o. be a member of the Local Political Party of the Election Participant;
p. dicalonkan only in 1 (one) representative agencies; and
q. It is expected to be nominated only in 1 (1) of the constituency.

(2) The completion of the administrative candidate for the DPRA/DPRK as

Second Section
The filing of the Prospective Membership of the DPRA and DPRK
Article 14
(1) The Local Political Party of Aceh Elections performs a selection of candidates
members of the DPRA.
(2) The Local Political Party of the Regency/city-level elections performs a selection
will be the candidate for the DPRK.
(3) The prospective selection of the candidate as referred to in paragraph (1) is performed
democratic and open in accordance with the internal mechanism of the local political party.
Article 15

list of candidates by their respective local political parties.
(2) The list of prospective members of the DPRA is set by the Political Party Governing

Article 16
The list of candidates as referred to in Article 15 contains the least
30% (thirty-one hundred) female representation.
Article 17
The list of candidates as intended in Article 15 it contains the most
120% (one hundred and twenty-one hundred) of the number of seats in each area
election.

Article 18
(1) The names of candidates in the list of potential candidates as referred to in
Section 17 are compiled by number.
(2) On the list of candidates as referred to in paragraph (1), in
each 3 (three) people will be candidates for at least 1 (one) people
women will be candidates.
(3) The list of candidates as referred to in paragraph (1) is accompanied by a fitting
latest self-portrait.
Article 19
The list of potential members of the DPRA and DPRK as referred to in
Article 18 was submitted to:
A. KIP Aceh to list of DPRA candidates signed by the chairman
general and other general secretaries or desigcountries; and
b. The county/city kIP for a list of potential DPRK members signed
by the chairman and secretary or another designation.
Article 20
The order of the submission of the prospective member of the DPRA and DPRK as
referred to in Section 15, section 16, Section 17, Section 18, Section 18 and Section 19 are governed further
further with the Aceh KIP regulations in accordance with the provisions of the perinvite rule-
the invitation.
Third Quarter
Verification of the Candidate Bakal Administration
Member of the DPRA and DPRK
Article 21
(1) KIP Aceh performs verification of the completeness and correctness of the document

Section 22

Article 23
(1) KIP Aceh and KIP county/city asking for local political parties to
file for new candidate members of the DPRA and DPRK as a replacement

documents.
(2) The local political party submits the name of a new candidate as intended
in paragraph (1) the longest 7 (seven) days since the request letter from KIP Aceh
and the district/city KIP is accepted by the local political party.
(3) The local political party of the election participants as referred to in paragraph (2) is not
may submit a replacement candidate if the court ruling has
has the power of the law to prove the occurrence of forgery and
the use of such false documents was issued after listing
the candidate remains by KIP Aceh and KIP Regency/City.
(4) KIP Aceh and KIP Regency/City conduct verification of the completeness
and the correctness of the administrative requirements of the administration requirements of the members of the DPRA
and DPRK members as referred to in paragraph (2).
(5) Further terms on the verification process of prospective members of the DPRA
and DPRK as referred to in Section 22 and Section 23 are set
with the Aceh KIP rule in accordance with the provisions of the perinvite rule-
invitation.

Fourth Section
Drafting Candidate List While Member DPRA and DPRK
Article 24 (1) Bakal a candidate who passed the verification as referred to in Article 22 and
Article 23 is compiled in the list of candidates temporarily by:
a. KIP Aceh to the list of candidates while members of the DPRA; and
b. KIP district/city to list of candidates while members of the DPRK.
(2) The provisional list of provisional candidates as referred to in paragraph (1) is signed
by the chairman and member of the Aceh KIP for the candidate of the DPRA and Chairman and member
KIP district/city for prospective DPRK members.
(3) The list of temporary candidates as referred to in paragraph (1) is compiled
based on the order number and is equipped with the latest self-portrait.
(4) The list of temporary candidates as referred to in paragraph (1) for the member
DPRA announced by KIP Aceh and for DPRK members it was announced by
KIP county/city at least 1 (one) print mass media
daily and electronic mass media as well as other means of announcement during
5 (five) days for got input and response from the community.
(5) KIP Aceh and KIP district/city announces the percentage of representation
females in the list of candidates while the local political party respectively
on the daily print mass media and the electronic mass media.
(6) Input and response from the public as referred to
paragraph (4) is delivered to KIP Aceh and KIP county/city the longest 10
(ten) the day since the provisional list of candidates is announced.
Article 25
(1) KIP Aceh and KIP county/city request clarification to the political party
local for the input and response from the public as referred to
in Article 24 of the paragraph (6).
(2) The leadership of local political parties must provide an opportunity to the candidate
concerned to clarify the input and response of
the public.
(3) The leadership of the local political party convees the results of the clarification in writing
as it is referred to in paragraph (2) to KIP Aceh and KIP
county/city.

(4) In the case of clarification as referred to in paragraph (3) states
that the temporary candidate is not eligible, KIP Aceh and KIP
county/city notified and provided the opportunity to party
local politics to submit candidate replacements and list of temporary candidates
fix results.
(5) Substitutes for candidate list and list of candidates while improvement results
as referred to in paragraph (4) the longest 7 (seven) days after the mail
notice from KIP Aceh and KIP district/city accepted by the party
local politics.
(6) KIP Aceh and KIP county/city conduct verification of the completeness
and truth documents the administrative requirements of prospective members of the members
DPRA and DPRK.
(7) In terms of local political parties not to submit a replacement for candidates and list

Article 26
In case it is found to have been falsifying documents or use
false documents in the administration requirements of candidates and/or candidates

further proceedings in accordance with the provisions of the perinvite rules --
the invitation.
Article 27
In case of a court ruling that has a fixed legal force which
states it is not proven to be a falsification of documents or use
false documents as referred to in Article 26 are read out after KIP
Aceh and KIP district/city set a list of remaining members of the DPRA and
DPRK, the ruling does not affect the list of candidates fixed.

Fifth Section
Redemption and Announcement List of Permanent Candidates
Members of the DPRA and DPRK
Article 28
(1) Aceh KIP specifies the list of candidates to remain members of the DPRA in an
decision.
(2) the county/city IP specifies the list of remaining DPRK members in
a decision.
(3) The list of candidates remains as referred to in paragraph (1) and paragraph (2) composed
based on the order number and fitted with a fitting the latest self-photo.
Article 29
(1) The list of candidates remains members of the DPRA and DPRK as referred to in
Article 28 was announced by KIP Aceh and KIP county/city.
(2) Further provisions on the technical guidelines of the DPRA members ' candidacy
and the DPRK of the local political party are set with the Aceh KIP regulations
in accordance with the provisions of the laws.
BAB V
OVERSIGHT OF LOCAL POLITICAL PARTY VERIFICATION CANDIDATE
ELECTION PARTICIPANTS AND VERIFICATION OF THE ADMINISTRATION COMPLETENESS
CANDIDATE DPRA AND DPRK
Article 30

(2) In terms of supervision as referred to in paragraph (1) found

LAIN-OTHER provisions
Article 34
To be able to follow the next election, local political parties the election participants
