INDONESIA NATIONAL STANDARD ENFORCEMENT (SNI)
WHEAT FLOUR AS A FOOD INGREDIENT IS OBLIGATORY

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF INDUSTRIES OF THE REPUBLIC OF INDONESIA,

.,, weighed: a. that the wheat flour as a food ingredient is widely consumed by the community and is a good carrier for the nutritional fulfillment of the community;
., b. that in order to support community nutrition programs, provide ease in procurement of supply, create healthy business competition and provide consumer protection, need to enact Indonesian National Standards (SNI). Flour as a obligatory Meal;
., c. that based on consideration as indicated on the letter a and the letter b, need to be issued the Regulation of the Minister of Industry;

DECIDED:

.,, Setting: MINISTER PERINDUSTRIAN ABOUT THE IMPLEMENTATION OF INDONESIAN NATIONAL STANDARDS (SNI) WHEAT FLOUR AS A FOOD INGREDIENT IN COMPULSORY.

Section 1
In Regulation of the Minister this is referred to:
., 1. Wheat flour as wheat flour is a flour made from the endosperm of wheat seeds Triticum aestivum L (club wheat) and/or the Triticum compactum Host or a mixture of the two with a add Fe, Zn, Vitamin B1, Vitamin B2 and folic acid as fortifies.
., 2. The next Indonesian National Standard Sign Use Product certificate is called SPPT-SNI, a Certificate of Use of the Use of SNI Marks, which is given to a manufacturer capable of producing goods and services that match the requirements of SNI.
., 3. The next National Accreditation Committee is a Non-Structural Institution located below and directly responsible to the President who is authorized to accrue the institution/laboratory to conduct certification activities.
., 4. The Product Certification Institute that is next called LSPro is an agency that performs the SNI Use Product Certification activities that have gained accreditation from the KAN.
. .5. Director General Pembina Industry is Director General of Industrial Agro and Chemistry, Department of Industry.
., 6. The head of the BPPI is the Head of the Industrial Research and Development Agency, the Department of Industry.
., 7. The head of the Provincial Service is the Head of the Provincial Service which carries out the duties of government affairs in the field of industry.
., 8. The head of the Regency/City Service is the Head of the Regency/City Service which carries out the duties of government affairs in the field of industry.

Section 2
.,, (1) Memberdo Indonesian National Standards (SNI) 01-3751-2006 Tepung Terigu As Food Materials or its revisions are mandatory with the HS rate postal number 1101.00.10.00.
.,, (2) The mandatory SNI treatment as referred to in paragraph (1) applies to the Flour Flour in packaging and or bulk.

Section 3
Companies that produce or import the Igu Flour as referred to in Article 2 are mandatory:
., a., a. Applying SNI and having the SPPT-SNI Tepung Terigu in accordance with the provisions of SNI Tepung Terigu; and
., b. Sign the SNI Tepung Terigu sign on each packaging in accordance with the applicable provisions.
., c. For wheat flour in bulk form, the SNI sign relapse is replaced by attaching SPPT-SNI documents.

Section 4
Wheat flour as referred to in section 2 traded in the country derived from the results of domestic production or import is required to meet the provisions of the SNI as referred to in Article 3.

Section 5
., (1) The application of SPPT-SNI as referred to in Article 3 of the letter a, is exercised by LSPro which has been accredited by the KAN and or appointed by the Minister of Industry.
.,, (2) The SPPT-SNI publishing as referred to in paragraph (1) is executed through:
., a., a. PSN National Standardization Guidelines 302-2006:
.,, Assessment of Suitability-Fundamental Product Certification, System 5, i.e.:
., 1. Testing of product quality suitability according to SNI or its revision; and
., 2. Auditing of the SNI quality management system 19-9001-2001/ISO 9001:2000 or its revision or other quality management system recognized; or
B. PSN National Standardization Guidelines 302-2006:
.,, Assessment of Suitability-Fundamental Product Certification, System 1b, i.e.:
.,
., 1. For domestic products the product quality conformity testing matches the SNI or its revisions to each production lot per 3 (three) months.
., 2. For wheat flour imports must be attached to the CoA (Certificate of Analysis) document that at least lists the name and address of the company, the name of the tester laboratory, the date of testing, and the results of the tests that have been met. The SNI parameter by the tester lab that has been performing MoU with LSPro in Indonesia and is lamped the News Take Example News.
., 3. For wheat flour imported from the CoA (Certificate of Analysis) document as in item 2, there must be sampling and testing in accordance with the SNI parameters by the LSPro-designated tester laboratory.
.,, (3) Audit of the application of a quality management system as referred to in paragraph (2) of a number 2 letter based on the warranty issued by the Certification System that has been accredited by the KAN or the other country's Accreditation Board. signed the Treaty of Each Confession or Mutual Recognition Arrangement (MRA) with the KAN.
., (4) Testing as referred to in paragraph (2) the letter a number 1 and paragraph (2) of the letter b 1 may be subcontracted to the tester laboratory by LSPro with the provisions:

., a., a. The tester laboratory has obtained an accreditation or a test laboratory appointed by the Minister of Industry.
., b. For overseas labs have earned accreditation KAN or from the Accreditation Board of other countries that have signed Mutual Recognition Arrangement (MRA) with KAN and verified by LSPro.

Section 6
The LSPro as referred to in Article 5 of the paragraph (1) reports its certification results to the Director General of Industry Pembina with a gust to the BPPI Chief, Provincial Service Head and District/City Service Head of the plant location.

Section 7
.,, (1) Imported Flour flour that does not meet the provisions as referred to in Section 3 and Section 4 is prohibited from entering the Indonesian Customs region and must be re-exported or destroyed.
.,, (2) Flour Flour which is derived from domestic production that does not meet the provisions as referred to in Article 3 and Section 4 is prohibited from being circulated.
.,, (3) Flour Flour which has been circulating in markets derived from imported and domestic products if it does not meet the provisions as referred to in Article 3 and Section 4 should be withdrawn from circulation.
.,, (4) The order of extermination, shipping back to the country of origin and withdrawal of the product of the circulation is performed according to the applicable perinvitation regulations.

Section 8
.,, (1) the coaching and supervision of the implementation of the application of the SNI Tepung Terigu obligation as referred to in Article 2 and Section 3 at the plant is carried out by the Directorate General of Industrial Pembina.
.,, (2) In conducting Oversight as referred to in paragraph (1), Director General Pembina Industries assigned the Standard Supervising Officer at the Factory (PPSP).
.,, (3) In carrying out tasks, Standard Supervising Officers in the Factory (PPSP) as referred to in paragraph (2) are coordinating with the Head of the Provincial Service and or the Head of the District/City Service.

Section 9
.,, (1) LSPro which publishes SPPT-SNI Tepung Terigu is responsible for the implementation of supervision of the use of the SNI Tepung Terigu sign.
.,, (2) The BPPI chief carries out coaching on the Institution of Conformity Assessment in order of the application of the SNI Tepung Terigu as specified in Article 2.

Section 10
The Director General of Industry Pembina sets out the Technical Guidance of the implementation of this Minister Regulation.

Section 11
The perpetrators of the effort that committed the breach to the provisions in the Ministerial Regulation are subject to sanction in accordance with the provisions of the laws.

Section 12
The company that has acquired SPPT-SNI based on SNI 01-3751-2000 remains in effect until the SPPT-SNI period is terminated.

Section 13
The Minister ' s rules are starting to apply 1 (one) month since the date is set.
