Section 3
The Treatment of SNI Manure as referred to in Article 2 applies to the Pupuk being used for agriculture and plantation.

Section 4
.,, (1) The Company that produces or imports Pupuk as referred to in Article 2 is mandatory:
.,
., a., a. implement SNI and have SPPT-SNI Pupuk in accordance with the provisions of SNI Pupuk; and
., b. grow SNI Pupuk tags on each product packaging in accordance with the applicable provisions.
.,, (2) For the fertilizer in bulk form, the SNI sign recurrence as referred to in paragraph (1) the letter b is replaced by attaching the SPPT-SNI document.

Section 5
The fertilizer as referred to in Article 2 that is traded within the country that is derived from the results of domestic production or import is required to meet the provisions of the SNI as referred to in Article 4.

Section 6
The issuer of SPPT-SNI as referred to in Article 4 is exercised by LSPro which has been accredited by the KAN with the appropriate scope of accreditation or appointed by the Minister of Industry.

Section 7
., (1) The application of SPPT-SNI as referred to in Section 6 is done in accordance with:
.,
., a., a. National Standardization Guidelines PSN 302-2006: Fitness Assessment-Fundamental Product Certification, System 5, i.e.:
., 1. product quality fitness testing appropriate for SNI or its revision; and
.,, 2. audit the application of the SNI quality management system 19-9001-2001/ISO 9001:2000 or its revision or other quality management system recognized; or
., b. National Standardization Guidelines PSN 302-2006: Fitness Assessment-Fundamental Product Certification, System 1b, i.e.:
.,
.,, 1. for the product in the country the product quality conformity testing of the product according to the SNI or its revisions to each production lot per month;
2. for fertilizer of imported origin must be:
.,
., a) in the CoA (Certificate of Analysis) document that at least lists the name and address of the company, the name of the tester laboratory, the date of testing, and the test results that have met the SNI parameters by the laboratory Tester who has performed the MoU (Memorandum of Understanding) with LSPro in Indonesia and is attached to the News Show Event; or
.,, b) is taking example and testing in accordance with the SNI parameters by the LSPro-designated tester laboratory for the fertiliser of imported origin not attached to the CoA (Certificate of Analysis) document.
.,, (2) Testing as referred to in paragraph (1) the letter a number 1 and the letter b number 1 may be subcontracted to:
.,
., a., a. the tester lab that has obtained an accreditation or a tester lab appointed by the Minister of Industry; or
., b. the overseas tester lab that has gained accreditation, or from the Accreditation Board of other countries that has signed a Mutual Recognition Agreement (MRA) to be verified by LSPro.
.,, (3) Audit of the application of a quality management system as referred to in paragraph (1) letter a number 2 (two) under warranty issued by the Governing Law institution which has been accredited by the KAN or the other country's Accreditation Board. has signed the Mutual Recognition Agreement (Mutual Recognition Agreement), and is verified by LSPro.

Section 8
.,, (1) Pupuk that is derived from imports that do not comply with the provisions as referred to in Section 4 and Section 5 is prohibited from entering into the Indonesian Customs region and must be re-exported or destroyed.
.,, (2) Pupuk derived from domestic production that does not meet the provisions as referred to in Article 4 and Section 5 is prohibited from being circulated.
., (3) Pupuk that has circulated in markets derived from imported and domestic products, which does not meet the provisions as referred to in Article 4 and Section 5 is withdrawn from circulation.
.,, (4) The order of extermination, shipping back to the country of origin and withdrawal of the product from the circulation as referred to in paragraph (1) and paragraph (2) is performed according to the applicable rules of the program.

Section 9
.,, (1) the coaching and supervision of the implementation of the SNI Pupuk obligations as referred to in Section 2, Section 3 and Section 4 of the plant is carried out by the Directorate General of Industry Pembina exercised by the Standard Supervising Officer Goods and Services in the Factory (PPSP) at least 1 (one) times a year.
., (2) In conducting oversight as referred to in paragraph (1), Director General Pembina Industries can coordinate with the Head of the Provincial Service and or the Head of the District/City Service.

Section 10
.,, (1) The LSPro as referred to in Section 6 reports its certification results to the Director General of Industry Pembina by busan to the Head of the BPPI, the Head of the Provincial Service and the Head of the District/City Service premises where the plant is located.
.,, (2) The BPPI chief carries out coaching on the Institution Assessment in order of the SNI Pupuk mandatory as it is referred to in Article 2.

Section 11
The LSPro which publishes SPPT-SNI Pupuk is responsible for the implementation of the supervision and monitoring use of the SNI Pupuk sign of the published SPPT-SNI.

Section 12
The Director General of Industry Pembina sets out the Technical Guidance of the implementation of this Minister Regulation.

Section 13
The perpetrators of the effort that committed the breach to the provisions in the Ministerial Regulation are subject to sanction in accordance with the provisions of the laws.

Section 14
Companies that have owned SPPT-SNI Pupuk are required to replace SPPT-SNI Pupuk based on this Ministerial Regulation.

Section 15
By enacted this Minister Regulation:
., 1. The decision of the Minister of Industry Number 131/M/SK/3/1980 on the Use of SII Sign Against Ten Industrial Products along with respect to the Pupuk Urea product; and
., 2. The decision of the Minister of Industry and Trade Number 140/MPP/Kep/3/2002 on the Compulsory Application Of SNI Fertilizer;
revoked and declared not valid.

Section 16
The Minister ' s rules are starting to apply 6 (six) months since the date is set.

In order for everyone to know, the Regulation of the Minister is promulred by its placement in the News of the Republic of Indonesia.
