FORESTRY PLANNING SYSTEM

WITH THE GRACE OF THE GOD ALMIGHTY REPUBLIC OF INDONESIA,

DRAWS: A. that to implement the provisions in Section 43 paragraph 2 and Article 45 of the Government Regulation No. 44 of 2004 on Forestry Planning, have established the provisions of the Regulation of Forestry Minister Number P. 28/Menhut-II/2006 on the Planning System Forestry;

b. that the Ordinance of the Minister of Forestry as a grain of grain, in its implementation cannot be operationalized and needs to be adjusted to the current development;

CHAPTER I UNDERSTANDING

Article 1 In this Ministerial Regulation is referred to as: 1. Forestry is a system of affairs that intersecally with forests,

Article 7 (1) National Level Forest Plan contains macro directives

CHAPTER III THE SUBSTANCE OF THE FORESTRY PLAN

Article 16 (1) The macro plan for forestry as referred to in

Article 21 of the strategic plan KPH as referred to in Article 6 of the paragraph (1) letter d other than meets the general criteria of Article 10, also meets the criteria as follows: a. Refers to the Program and Forest policy in the plan

foresight development for a 5-year period of forest management unity;

Section 26 of the KPH Working Plan for a one-year term as referred to in Article 6 of the paragraph (1) letter h other than meeting the general criteria of Article 10, also meets the criteria as follows: a. Refers to the program and forestry policy in Renstra at the level

(3) The process of drafting the forestry plan includes the stage of preparation of the plan and its time.

Article 29 of the forestry plan relationship as referred to in Article 28 of the paragraph (2), provided with the following terms:

(1) The forest area plan as referred to in Article 5 paragraph 2 is hierarchically, and a higher order becomes a reference to the plan below.

(2) The Macro Plan For Forestry Hosting as referred to in Section 8 refers to the National Level Forest Plan.

(3) The Strategic Plan of the Ministry of Forestry as referred to in Article 6 of the paragraph (1) the letter a refers to the National Level Forest Plan.

(4) The Strategic Plan of the Ministry of Forestry as referred to in Article 6 of the paragraph (1) of the letter a be a reference and direction for the drafting of the Work Plan (Renja) of the Ministry of Forestry, Renstra-SKPD Province, Renstra-SKPD County/City, and Renstra KPH as referred to in Article 6 of the paragraph (1) letter b, c and d.

(5) The Work Plan of the Ministry of Forestry as referred to in Article 6 of paragraph (1) letter e refers to the Renstra-Ministry of Forestry as referred to in Article 6 of the paragraph (1) letter a.

(6) Work Plan (Renja) SKPD Province as referred to in Section 6 of paragraph (1) letter f refers to the Renstra-SKPD Provincial Forest, while the Work Plan (Renja) SKPD District/City as referred to in Article 6 of the paragraph (1) refers to the Renstra-SKPD of the District/City Forest, and Renja KPH as referred to in Article 6 of the verse (1) letter h refers to Renstra KPH.

(7) KPH-level Forest Management Plan existing in one county/city refers to the Regency/city Level Forest Plan, the county-level KPH-level forest management plan refers to the Provincial Forestry Plan, whereas the cross-province refers to the national-level forestry plan.

paragraph 1 General

section 30 Drafting The National Level Forestry Plan, Province, District/City And in the case of the City of the Wood, the (and) the (five) paragraph, is implemented through the process stage as follows:

a. Organizing the appointment of forest and water areas by the Minister, which is the outcome of the iterative cycle of the accumulation of partial forest area changes, technical consulting of regional regulations on review and setting up the spatial plan province region;

b. Prepare the initial data of spatial and non-spatial areas of forest and water regions as well as applicable laws such as letter a;

c. Integrating spatial and non-spatial information data data-plans for medium and short forestry and outer forestry activities related to forest areas as letter b;

d. Analyze the strategic conditions and issues as well as opportunities for economic, environmental and social benefits of forestry sectors at the national, provincial and county/city level as vision materials and forest affairs missions as letter c;

e. Drawing on the scenario of forest area preservation scenario, utilization, use, rehabilitation and reclamation, forest protection and conservation of nature, and the institutional management of forests, in the framework of vision and mission of national forest affairs, province and district/city as the letter d; and

f. Formulate a draft of the National Level of Forestry Plan, Province and or County/City as an assessment material and passage of the plan.

Article 31 (1) The forestry plan as referred to in Article 5 of the paragraph (2), Article 6

paragraph (1), and Section 8, prepared, discussed, compiled and passed 1 (one) years prior to the expiration date of the year plan expires.

(2) The Forest Development Plan as referred to in Section 6 of the paragraph (1) is compiled according to the laws.

Paragraph 2 Authority Drafting Forestry Plan

Article 32 Authority of the drafting of the forestry plan is set up as follows: a. National-level forestry plan was composed by the General Directorate

Forestry Planology; b. Provincial Forestry Plans are compiled by the agency that

has the jurisdiction of forestry planning in the province;

c. The District/City-level forestry plan is composed by an agency that has the planning authority of the field of forestry in the district/kota;

d. The Forest Management Plan was composed by Head KPH; e. The Macro Plan For Forestry was drawn up by the Directorate

General Planological General Planologists coordinate with Eselon I handling the intended foresight;

f. The National Forest Development Plan was composed by the National Forest Planning Instance, which has a principal task and the function of the development plan for forestry development, the Secretariat General of the Ministry of Forestry;

g. Based on the plan as the letter f, each of the Eselon units I scope of the Ministry of Forestry outlines the National Forest Plan into the five-yearly forestry strategic plan and the annual work plan in accordance with the field of duty unit Eselon I;

h. The Provincial/District/City Forest Development Plan is composed by an agency that handles provincial-level forestry affairs/city-kabupaten/ city;

ASSESSMENT AND PASSAGE OF FOREST PLAN Section 33

Authority of assessment and passage of forestry plans are set up as follows: (1) The assessment and passage of the Forest Area Plan is set as follows: a. National Level Forest Plan was assessed through coordination meeting

d. Forest Management Plan on KPH, assessed by the Governor or Regent/Mayor and authorized by the Minister or appointed officials.

(2) The Macro Plan Macro plan is assessed through the consultation of the parties concerned with the The national scope of the forest is coordinated by the Directorate General of Planes Forestry and the results are authorized by the Minister.

(3) The assessment and passage of the Forestry Development Plan is set as follows:

a. The Ministry of Forestry ' s Strategic Plan is assessed through consultation of the parties coordinated by the Secretariat General of the Ministry of Forestry cq. The Planning Bureau and the results were passed by the Minister;

b. The Provincial Forestry-SKPD plan is assessed through consultation of the provincial scope coordinated by the agency that has the authority of forestry planning in the province and is based on an annual assessment of 1 (one) by the team. The assessor formed by the Governor and the result was passed by the Governor;

c. The District/City Strategic Plan is assessed by the consultation of the district/city-based areas coordinated by the agency that has the authority of forestry planning in the district/city and based on an annual 1 (one) assessment. by the Bupati/Mayor team and the result is passed by the Regent/Walikota;

d. The Strategic Plan of KPH is assessed by an agency that has a forestry planning authority in the Centre for provincial-cross KPH and is authorized by the Minister or appointed officials, assessed in the Province for the district/city cross KPH and passed by the Governor or designated official, or assessed in county/city for KPH which is in one county/city and is authorized by the Regent/Mayor or appointed official;

e. The Ministry of Forestry Works is assessed through the Coordinating Meeting of the National Forest Development Plan coordinated and facilitated by the General Secretariat of the Ministry of Forestry for National Forestry Development with the Renja input Eselon I as well as UPT Eselon I the scope of the Ministry of Forestry and Renja-SKPD Provincial Forestry, and the results were passed by the Minister;

f. The provincial forestry-SKPD plan was assessed through the Coordinating Meeting of Provincial Forestry Development Plan and was facilitated by the Secretariat General of the Ministry of Forestry cq. Regional Forestry Development Control Center for Regional Forestry Development Contributions to the achievement of national forestry development goals with inputs from each province within each of the Centers for Control Regional development facilitated by the agency that had the authority of forestry planning in the province and the result was passed by the Governor;

g. The District/City Forest Service Plan is assessed through the Regency/City Forest Development Plan Coordinating Meeting by the agency in charge of the county/city forestry field and is facilitated by the instance of the existing one. be in charge of the district/City forestry area and the results are passed by the Regent/Walikota;

h. The KPH Working Plan is assessed by an agency that has a forestry planning authority in the Centre for the provincial-cross KPH and is authorized by the Minister or appointed officials, assessed in the Province for the district/city traffic KPH and passed by the Governor or appointed officials, or assessed in county/city for KPH which is in one county/city and authorized by the Regent/Mayor or appointed official.

(4) Renja Ministry of Forestry and Renja Eselon I and UPT Eselon I scope of the Ministry of Forestry, becoming a reference to RKA ' s assessment and pricing materials Ministry of Forestry by the Minister; Renja-SKPD Provincial Forestry, to reference the assessment and designation materials of RKA-SKPD Provincial Forestry by the Governor; and Renja-SKPD Forestry District/City to reference the assessment and designation of RKA-SKPD Forestry -District/City by Regent.-Mayor.

CHAPTER VI CONTROL AND EVALUATION OF EXECUTION

FORESTRY PLAN Sections

Control Implementation Of Forest Plan Section 34

(1) Control of the forestry plan implementation, is set as a Here's a. To ensure the orderly and uniformity of the forestry plan, the Minister

authorized the facilitation, guidance and control of the Governor's and the Regent's policy/Mayor related to forestry planning;

b. The Minister, Governor and Regent/Mayor perform guidance and control over the implementation of the forestry plan conducted by third parties;

c. Exercise control of forestry development is carried out from KPH level, county/city, provincial, regional and central.

(2) In conducting the facilitation, guidance and control of the forestry plan as referred to in the verse (1), Minister, Governor, and Regent/Mayor may delegate authority to the bottom of the officer who has a principal assignment for forestry planning.

(3) The control process is exercised through: a. Control materials are the reporting of physical attainment and

program capabilities of forest development and forest management activities, as well as the parties ' reports of the field;

b. Facilitation and implementation guidance is performed based on the monitoring results; or the request of the plan of the plan;

c. Implementation of the forestry plan is organized through analysis of the report and or cross-section of state in the field.

The Second Section Evaluation of the Forestry Plan Implementation

section 35 evaluation of the implementation of the Forestry Plan is set (1) The evaluation process of implementing forestry plans includes preparation,

execution, and reporting of the evaluation results.

(2) Evaluation of the implementation of the long-term forestry plan conducted at least 5 (five) years once, medium-and short-term forestry plans at least 1 (one) times.

(3) In performing evaluation of the implementation of the forestry plan as referred to in paragraph (1), the Minister, the Governor, and the Regent/Mayor may bestow the authority to the bottom of the officer who has a principal assignment for the evaluation of forestry planning.

(4) The evaluation of the implementation of the forestry plan is organized in accordance with the the authority and the underlying tasks of the Provincial, Provincial, and Municipal Field functions of the City, Province, and District as well as at the KPH level as follows. Forest Area Plan and Forest Development Plan

National Level as well as its implementation by the Minister; b. Forest Area Plan and Forest Development Plan

The Provincial Level as well as its implementation by the Governor; c. Forest Area Plan and Forest Development Plan

The County/City Level as well as its implementation by the Regent/Walikota; d. The Forestry macro plan was evaluated by the Minister; and e. The Forest Management Plan was evaluated by the Minister, or the Governor,

or the Regent/Mayor, or the Head of KPH according to its level. (5) The scope of the evaluation implementation of the forestry plan includes:

a. Assignment of indicators, vision, mission, goals, goals and results; b. Achievement of vision, mission in long and medium term

conducted by the Bureau of Planning of the Secretariat General of the Ministry of Forestry;

c. The achievement of priority policy objectives, the program according to the principal task and the respective functions of the Eselon I was performed by Eselon I handling the forestry plan;

d. The achievement of activities program activities in the scope of each task and function is performed by Eselon I technical;

g. The objectives of the District/City scope of forestry activities are carried out by the agencies that handle the Regency/Kota; and

h. Achievement of managing objectives, utilization, forest use, rehabilitation and reclamation, forest protection and forest conservation in forest management units by Head KPH.

BAB VII TRANSITION provisions

Article 36 (1) Forestry Plan that has been compiled prior to the publication of Regulation

The minister is declared to remain in effect, further evaluated and obliged to be adjusted to this regulation.

(2) In terms of the National Level Forest Plan has not been passed then the Provincial Level Forest Plan refers to the Long-Term Development Plan (RPJP).

(3) In terms of the Provincial Level Forestry Plan has not been passed then the Regency/City Level Forest Plan refers to the Long-Term Development Plan (RPJP).

(4) In terms of the Provincial Level Forest Plan or the Regency/City Level Forestry Plan has not been composed then the forest management plan refers to the National Level Forest Plan.

(5) Special to the managed forest area by Perum Perhutani, the Perum Perhutani forest management plan to be aligned with the Provincial National and Provincial Forest Plan.

BAB VIII provisions CLOSING

Article 37 With the Ordinance of this Minister's Regulation, then Minister Forestry Regulation Number P. 28/Menhut-II/2006 on Planning System The forest was revoked and declared no further effect.

Article 38 of the Ministry of Forestry Ordinance came into effect on the date of the promulctest.
