Back NEWS REPUBLIC of INDONESIA No. 517, 2011 REGULATIONS CHIEF of STATE POLICE of the REPUBLIC of INDONESIA number 13 in 2011 ABOUT the USE of MULTIMEDIA TRANSMISSION PROCEDURE in an ENVIRONMENT of INDONESIAN NATIONAL POLICE with the GRACE of GOD ALMIGHTY HEAD of STATE POLICE of the REPUBLIC of INDONESIA, Considering: a. that the development of science and technology in the field of information and communication technology in particular the transmission of multimedia has been a huge benefit in supporting the implementation of police tasks Security-keeping public order, as a community, law enforcement, pengayom, protective, and community service;
b. that the transmission of multimedia in Republic of Indonesia Police environment good views from the rigors of the hardware and software already built to support the needs of the Organization, but not yet regulated the procedure of its use;
c. that based on considerations as referred to in letter a and letter b, need to establish the Rule of the Republic of Indonesia National Police Chief about the procedure the use of Multimedia Transmission in the environment of the Republic of Indonesia national police;

Decide: define: REGULATION of the HEAD of the INDONESIAN NATIONAL POLICE ABOUT the USE of MULTIMEDIA TRANSMISSION PROCEDURE in an ENVIRONMENT of INDONESIAN NATIONAL POLICE.
CHAPTER I GENERAL PROVISIONS article 1 In this regulation, the definition of: 1. the State police of the Republic of Indonesia which further shortened the national police is a State that plays a role in maintaining security and order of society, enforce the law, as well as provide protection, shelter and service to the community in the framework of the rights of security in the country.
2. Telecommunication is any transmission, delivery and/or receipt of any information in the form of signs, signals, writing, images, sounds, and sounds through a system of wire, radio, optical, or other electromagnetic systems.
3. Transmission Media is media that connects between the sender and the information in the form of data, voice (voice) and video information over long distances, is converted into code/cue and manipulated to converted back into information.
4. Multimedia is an electronic system that has the ability to carry out the functions of the telecommunications, broadcasting (broadcast), and information technology.
5. Multimedia Transmission is an electronic system that has the ability to send information in the form of code/distance cues.
6. the crisis control Center further abbreviated Pusdalsis is a multimedia room which is used for command and control activities with the means of video conference.
7. Multimedia device is the hardware, the software are integrated so as to allow an electronic systems run functions of telecommunications, broadcast and communication technology.
8. Virtual Private Network hereinafter abbreviated to VPN access telecommunications services is a closed user group support services for voice, data and/or video.
9. The Integrated Service Digital Network hereinafter abbreviated ISDN is a system of telecommunications services are voice, data and/or video (multimedia) are integrated into a network, which provides end to end digital connectivity to support a broader service.
10. System is a network of broadband/high-speed data channels.
11. wireless system is the connection between an electronic device with other electronic devices without using cables.
12. Fiber optic transmission medium is made of fiber glass and plastic that use biased light in transmitting data.
13. A Dedicated Network Access Intellegent hereinafter abbreviated DINA is a means of communication data online to hook up one other point by point in point to point and has the ability to transmit voice, data and/or video (multimedia).
14. Content is the substance of the charge or electronic information and/or electronic document that covers all the sounds, writings, pictures, either stationary or moving, or other audio visual form, cereal-cereal in the form of a program, or a combination of in part or in its entirety.
Article 2 the purpose of this rule as a guide to the use of multimedia transmission in the environment of the national police in favor of a smooth implementation of the national police.

Article 3 principles in this Regulation include: a. the legality, i.e. use of multimedia transmission procedure carried out in accordance with the provisions of the legislation;
b. confidentiality, i.e., to safeguarding the security of electronic information charge and/or electronic documents either sent, received, or stored, from irresponsible parties;
c. preparedness, namely the readiness of infrastructure and human resources in the field of multimedia transmission;
d. responsive, i.e. quick response to the needs of police operations and the development of science and technology in telecommunications; and e.  accountability, i.e. all the efforts and actions in the use of multimedia transmission, should be held accountable.
CHAPTER II FUNCTIONS and MEANS of TRANSMISSION of MULTIMEDIA Part is considered a means of article 4 (1) means of multimedia in the neighborhood police, using the network: a. VPN-IP;

b. Fiber Optic;

c. Microwave links;

d. wireless broadband;

e. satellite communications;

f. ISDN; and g. DINA.
(2) the operational Patterns of multimedia means as referred to in paragraph (1), are: a. fixed (fixed);

b. move (mobile); and c. the combined (fixed and mobile).
(3) content in multimedia, including: a. the sound (voice);

b. data; and/or c. images (video).
Article 5 transmission of multimedia Device, comprising: a. flyaway;

b. Communication car (Kommob);

c. Mobile Command Control Center (MC3);

d. Mobile Tactical Communications (MTC);

e. video conference;

f. mobile broadband wireless mobile communications;

g. communication wireless broadband air to ground; and h. CCTV.

Article 6 (1) Flyaway as stipulated in article 5 and the letter a is a set of electronics that are fixed and serves as a means of multimedia communication satellite technology based internet protocol (IP).
(2) the Flyaway as referred to in paragraph (1) has a coverage area throughout Indonesia and the region can be moved using the means of transport by land, sea and air.
Article 7 (1) Kommob as referred to in article 5 and the letter b is a set of electronic multimedia means of communication serves as a fixed (stationer) and IP-based satellite technologies.
(2) Kommob as referred to in subsection (1) is attached to four-wheeled vehicles and have coverage (coverage area) all over Indonesia.
Article 8 (1) MC3 as stipulated in article 5 subparagraph c is a set of electronics at the center of command and control in operations of the police force as well as be able to move from one place to another (nomadic).
(2) the MC3 as mentioned on paragraph (1) be prime mover vehicle equipped devices: a. satellite-based multimedia communication network;

b. radio interconnect system;

c. video conference; and d. display and Tele Vision gateway Closed Circuit (CCTV).
(3) the device referred to in subsection (2) is integrated with Pusdalsis and video conference room that is in the Police and in other places.
Article 9 (1) MTC as stipulated in article 5 and the letter d is a set of electronic multimedia means of communication serves as a coercive move (mobile) and IP-based satellite technologies.
(2) the MTC as referred to in subsection (1) is attached to four-wheeled vehicles and have coverage (coverage area) all over Indonesia.
The second part of article 10 Functions of multimedia transmission Devices referred to in article 5 is functioning as: a. command, control, communications and information (K3I) in the implementation of the national police;

b. interactive audio visual directly from implementation of the national police;

c. delivery orders, instructions/directives, how to act in the execution of the tasks of the national police;

d. monitoring of the situation and conditions in the field in the implementation of the national police; e. reporting and implementation of the national police.

CHAPTER III PROCEDURE for the USE of article 11 (1) transmission equipment multimedia Police can be used by: a. personnel of the national police;

b. the Satker neighborhood Police; and c. Government agencies.
(2) the National Police Personnel referred to in paragraph (1) letter a, comprising: a. personnel on duty at the headquarters of the national police; and b. the personnel serving in the field.
(3) the Satker neighborhood Police as referred to in paragraph (1) letter b, comprising: a. Mabes Polri; and b. the cantonal Parliament (Polda and Polres).
(4) Government agencies as referred to in paragraph (2) Letter c, include the following: a. the Central Government (ministries/agencies/bodies); and b. local authorities (provinces, counties, or cities).
Article 12

(1) the transmission of multimedia in the neighborhood Police used to support police, tasks include: a. activities of the police force; and b. the police operation.
(2) the activities of the police force as referred to in paragraph (1) letter a is the holding of Police tasks in the field of operations and coaching, in order to keep and maintain the security and order of the community through the activities of the pre-emtif, preventive and law enforcement.
(3) police Operation as referred to in paragraph (1) letter b is organizing a national police task was carried out based on an assessment of the situation to cope with real disorders that are not effectively addressed through the activities of the police.
Article 13 use of multimedia transmission facility in the neighborhood police, giving priority to: a. the continuity and compatibility, i.e. the use of the equipment in accordance with the capacities and needs of the tasks of the national police;

b. interoperability, i.e. the ability of integration of two or more systems are used;

c. flexibility, i.e. software as well as hardware that is used must be able to follow the pattern of Policing operations;

d. priority scale (scalable), that the equipment to be used should be measurable, aligned and selectively based on the priority tasks of the national police according to needs; and e. the effectiveness, i.e., the use of equipment in a timely, appropriate, and berdayaguna, in support of Police tasks.

Article 14 use of multimedia transmission Procedure in the neighborhood police, include: a. the planning; and b. implementation.

Article 15 use of multimedia Transmission Planning in the environment Police as stipulated in article 2 letter a, include the following: a. the number and competence of personnel;

b. the equipment used;

c. support budget;

d. plan of information and communication technology functions; and e. the linkages with the work unit (Satker) Police and other agencies.

Article 16 (1) the implementation of the use of multimedia transmission referred to in Article 2 letter b, filed the petition through a letter signed by the head of the unit of work (Kasatker) the national police or the leadership of the Government agencies.
(2) a letter of petition from the National Police Headquarters in the neighborhood of Satker as referred to in paragraph (1) proposed to the Kapolri Asops with copy Kadiv TI Police.
(3) the statement of the Satker cantonal Parliament, submitted by: a. Kasatker in the level of Police and to the Polres Kapolda with Copy Operations Bureau Chief (Karoops) Police and the head of the field of information technology (Kabid TI) Police; and b. Kapolda to field operations Kapolri Assistant (Asops Kapolri) with copy information technology Division Head (Kadiv it) police, in terms of the necessary equipment is not available in Polda or available but not sufficient as required.
(4) the statement of the Government agencies, submitted by: a. leadership institutions of the Central Government to the Kapolri with copy Asops Kapolri and the IT Kadiv the national police; and b. the leadership of local government agencies to Kapolda with copy Kadiv TI Karoops Police and police, Kabid TI Polda.
CHAPTER IV SAFEGUARD and UTILIZATION of article 17 (1) Safeguards the use of multimedia transmission in the environment the national police includes the following: a. the physical; and b. the non physical.
(2) physical Security as referred to in paragraph (1) letter a, is carried out against facilities and infrastructure of multimedia transmission and human resources.
(3) Safeguarding the non physical as referred to in paragraph (1) letter b, made against: a. tapping and misuse of information;

b. interference transmission medium;

c. leak the password and cue the Telecommunications Police; and d. impaired software.
Article 18 Utilization against the use of multimedia transmissions implemented by: a. planning, organizing, implementing, evaluating, monitoring and control devices as referred to in article 5;

b. using the multimedia transmissions proportionally and integrated; and c. establish cooperation with government agencies/private in order use of multimedia transmission.

Chapter V RESPONSIBILITIES and AUTHORITIES of article 19 (1) the person in charge of the use of multimedia transmission at the level of the National Police Headquarters, by: a. the Assistant field operations Kapolri (Asops Assistant), as head of the Union Organizers in the Operational level Headquarters Police are responsible for the implementation of the operational activities of the entire police force; and b.  The head of the Division of information technology (Kadiv it) police, as the Builder of the IT Division of the functions of the national police which is responsible for organizing the support of multimedia transmission facilities in the neighborhood Police station.
(2) the person in charge of the use of multimedia transmission at the cantonal level, by: a. the head of regional police (Kapolda), as head of the operational executor at the level of the Police is responsible for the implementation of the entire Police operations at the level of the Police; and b.  Bureau Chief Operations regional police (Polda Karoops), as the Chief executor of the daily operations at the level of the Police is responsible for the implementation of the entire Police operations at the level of the Police; and c.  Head of information technology regional police (Polda Kabid TI), as the builders of the function at the level of the Police is responsible for organizing support facilities multimedia transmission at the level of Police.
Article 20 (1) Authorizes the use of multimedia transmission at the level of the National Police Headquarters, by: a. Asops Assistant, to mobilize and mendinamisir the whole strength of the personnel, budget support in operational Policing and multimedia transmission facilities in order to achieve the target of police operations by way of acting that has been established; and b.  Kadiv TI police, to operate the multimedia transmission devices referred to in article 5 in order to support operational Policing duties.
(2) Authorizes the use of multimedia transmission at the cantonal level, by: a. Kapolda, to carry out the deployment of equipment, supervise and control the implementation of the operations of the police force at the level of the Police, as well as a task force under the control of operations (BKO) from Police Headquarters in the framework of Police operations, which in practice can be assigned to the Karoops Police; and b.  Kabid TI Polda, to operate the multimedia transmission devices referred to in article 5 in the level of Police in order to support the operational task of the cantonal police.
CHAPTER VI the CONSTRUCTION of human resource is considered Part of article 21 (1) of the construction of human resources in the field of the use of multimedia transmission include the following: a. periodic training; and b. the pre training police operations.
(2) periodic Training as referred to in paragraph (1) letter a is implemented at least 2 (two) times a year, to enhance the ability of the personnel in the use of multimedia transmission.
(3) training of police operations pre as referred to in paragraph (1) letter b are implemented every police operation will be held to support the smooth execution of the operation.

The second part of the Organization section 22 (1) of the construction organization of the use of multimedia transmission, controlled by: a. Kadiv TI Police to Police Headquarters level; and b. Kabid TI Polda for Police.
(2) in the case of police operations, the construction of the Organization the use of multimedia transmission is controlled by the head of task force operations (Kasatgasops) at the central level and the cantonal Parliament.

The third part Material and financing Article 23 Coaching material multimedia transmissions implemented by: a. Kadiv TI Headquarters level for police, national police; and b. Kabid TI Cantonal level, for the Police.

Article 24 (1) the form of the construction of the transmission of multimedia material includes: a. operasionalisasi device; and b. the maintenance of the device.
(2) Operasionalisasi the device referred to in subsection (1) letter a include support: a. the rental service connection speed (bandwidth);

b. fuel for vehicles;

c. fuel to power supply device; and d. materially installations.
(3) the maintenance of the device as intended in paragraph (1) letter b include: a. the provision of spare parts;

b. equipment periodically calibrations; and c. preventive maintenance.
Article 25 financing of operasionalisasi and maintenance of multimedia transmission devices for the activities of the Police charged on the budget: a. TH TI Div Satker police, for routine financing at the level of the National Police Headquarters, include: 1. the rental service connection speed (bandwidth);

2. vehicle fuel;

3. fuel supply device power;

4. installation material;

5. the provision of spare parts;

6. calibration of the equipment on a periodic basis; and 7. preventive maintenance.
b. DIPA Satker Bid TI Polda, for routine financing at the level of the Police, include: 1. the rental service connection speed (bandwidth);

2. vehicle fuel;

3. fuel supply device power;

4. installation material;

5. the provision of spare parts;

6. calibration of the equipment on a periodic basis; and 7. preventive maintenance.
c. DIPA Satker Polres, routine level for financing the Polres, include: 1. fuel vehicles;

2. fuel supply device power; and 3. preventive maintenance.
Article 26 operasionalisasi Financing and maintenance of multimedia transmission devices for the operation of the police charged at Special Police operating budget in accordance with the type and level of operations is presented.

CHAPTER VII PROVISIONS of article 27 of the regulation COVER this Assistant comes into force on the date specified.
