BAB III
DEVOLVE GOVERNMENT AFFAIRS
Section 4
(1) Government affairs which became the authority of the Ministry of PPN/Bappenas in 2013, may be devolve to the Governor as the representative of the Government in the area through Deconcentration.
(2) The governance of the Government of the Ministry of PPN/Bappenas devolve to the Governor as the deputy government in the area through deconcentration is:
a. coordination, synchronization and integration of the planning of the Central Government and Local Government in order to achieve national development priority goals;
B. coordination, synchronization and integration of development priority planning between the Central Government and Local Government in order to improve the quality of the National Musrenbang.
(3) The devolve governance affairs as referred to in paragraph (2) are outlined in the form of the program, activities, and Deconcentration budget.
(4) The scope of the devolve affairs as referred to in verse (1) is as set forth in the RKP, Renja of the Ministry of PPN/Bappenas of 2013 and the RKA Ministry of PPN/Bappenas of 2013.
(5) The scope of the devolve affairs as referred to in paragraph (2) is contained in the Management Support Program and Other Implementation of the Technical Duty.


Section 5
(1) The program plan, activities and budget as referred to in Article 4 of the paragraph (3) is poured in the RKA Ministry of PPN/Bappenas of 2013 and DIPA Ministry of PPN/Bappenas of 2013.
(2) Order the drafting of the PPN/Bappenas Ministry and DIPA Ministry of PPN/Bappenas as well as the designation or arrangement of guidelines on the laws.

BAB IV
COORDINATE PROGRAM AND DECONCENTRATION ACTIVITIES
Section 7
(1) The Minister through the Secretary of the Ministry of PPN/Chief Secretary Bappenas coordinates the formulation of the policy and the establishment of the program and activities Deconcentration with Eselon I Pembina.
(2) The Program and Deconcentration activities as referred to in paragraph (1) are delegated to the Governor as a representative of the government.
(3) Eselon I Pembina directs and coordinates the program policy and activities Deconcentration with Eselon II Pembina.
(4) Eselon II Pembina coordinates the technical and entrepreneurial policies of the program and the activities of Deconcentration with Bappeda Province.


Section 8
(1) In hosting a program plan, activities and budget as referred to in Section 5, the Governor is mandatory:
a. synchronize with the hosting of local government affairs;
B. establish Bappeda Province to carry out programs and activities;
c. deliver the data and information required by the Ministry of PPN/Bappenas related to the preparation of the planning document and its accountability report; and
D. execute programs, activities, and budgets effectively and efficiently in accordance with the implementation guidelines compiled by the PPN/Bappenas Ministry.
7.
