WITH THE GRACE OF THE ALMIGHTY GOD

FINANCE MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a. that under the provisions of Article 70 of the Government Regulation No. 34 of the Year 2011 on Anti Dumping Action, the Act of Imbalan, and the Act of Trade Security, against imported goods, in addition to being subjected to Customs, may be subject to the Measures of Security. It's an imposition of the Customs Enforcement Act.
B. that based on the results of the Indonesian Trade Security Committee (KPPI) that proves there has been a surge in the import volume of boxes or mattresses or cylinders made of iron or steel wire, in diameter The smallest thickness of 2 mm is up to the most massive 5 mm, which is woven with a double lilitan thus forming a hexagonal circle of at least 50 mm up to the most large 120 mm, which is gilted or coated with zinc or plastic/PVC, that is causing serious harm to the domestic industry;
c. that based the KPPI investigation as referred to in the letter b, Minister of Commerce by letter Number: 1482/M-DAG/SD/9/2012 dated September 21, 2012 and Number: 1315/M-DAG/SD/8/2012 dated 9 August 2012, delivered the proposal of the Customs Imposition Enter the Secure Action against the import of box or mattresses or cylinders made of iron or steel wire, with a diameter of the smallest thickness 2 mm up to the most large 5 mm, which is woven with a double lilitan so that forming hexagonal circle of at least 50 mm up to the most large 120 mm, which is gilted or coated with zinc or plastik/PVC;

Indonesia's Trade Security Committee Report on the Results of Trafficking Measures (Safeguards) of Boxes Or Mattresses Or Cylinders Made Of Iron Or Steel Wire, With A Diameter Of Thickness The Smallest Of 2 Mm To The Most Massive 5 MM's Woven With A Double Candle Thus Forming A Hexagonal Circle Of At Least 50 Mm To The Most Large 120 Mm, Which Is Either Blistered Or Coated With Zinc Or Plastik/PVC, By Number Harmonized System (HS) 7326.20.90.00;

DECIDED:

Establish: FINANCIAL MINISTER REGULATION ON THE IMPOSITION OF CUSTOMS DUTIES ON THE IMPORT OF BOXES OR MATTRESSES OR CYLINDERS MADE OF IRON OR STEEL WIRE, WITH A DIAMETER OF THE SMALLEST THICKNESS OF 2 MM UNTIL AT MOST 5 MM, IT IS WOVEN WITH A DOUBLE CANDLE THAT FORMS A HEXAGONAL CIRCLE OF AT LEAST 50 MM TO THE MOST LARGE 120 MM, WHICH IS GILTED OR COATED WITH ZINC OR PLASTIK/PVC.

Section 1
Against the import of boxes or mattresses or cylinders made of iron or steel wire, with a diameter of the smallest thickness of 2 mm up to the most large 5 mm, which is woven with a double lilitan thus forming a circle hexagons of at least 50 mm up to the most large 120 mm, which is gilted or coated with zinc or plastic/PVC, which is included in the ex. 7326.20.90.00 tariff post. The Customs Act is subjected to Security Measures.

Section 2
The Duties of the Security Act as referred to in Section 1 are imposed for 4 (four) years with the following terms:

Article 3
Bea in the Security Act as referred to in Section 1 is subject to the importation of all countries, except against the goods as referred to in Section 1 produced from the countries as set forth in the Attachment which is an inseparable part of the Regulation of this Minister.

Section 4
(1) The introduction of the Security Measures as referred to in Article 1 is:
a. additional common import duties (Most Favored Nation); or
B. additional import duties based on the applicable international goods trade agreement schemes, in terms of import done from countries included in the international goods trade agreement scheme and meet the provisions in international goods trade agreement schemes.
(2) In terms of provisions in the scheme of international goods trade agreements are not met, the imposition of the Customs Enforcement of the importation of the countries included in the trade agreement scheme International goods, as referred to in verse (1) letter b are the most common customs additions (Most Favored Nation).

Section 5
Against the import of goods as referred to in Article 1 that is derived from countries excluded from the imposition of the Customs Act as referred to in Article 3 and the countries that have trade cooperation with Indonesia as referred to in Section 4 of the paragraph (1) the letter b, the importer shall submit the Letter of Origin Letter (Certificate of Origin).

Section 6
The provisions regarding the imposition of the Customs Act tariff act as referred to in Article 2 are fully applicable to the import of goods that import customs notice documents mean got the registration number from the Port Customs Office Revenue from the effective date of this Minister Regulation.

Section 7
1. This Minister 's Regulation is valid for 4 (four) years counts from the effective date of this Minister' s Regulation.
2. The rules of the Minister are starting to apply on the date of the promulgance.
