REGULATION OF THE HEAD OF THE NATIONAL TANAHAN BODY OF THE REPUBLIC OF INDONESIA
No. 13 YEAR 2013
ABOUT
APPOINTMENT, DISPLACEMENT AND COACHING
IN GENERAL FUNCTIONAL OFFICE
IN THE ENVIRONMENT OF THE NATIONAL TANAHAN REPUBLIC OF INDONESIA

WITH THE GRACE OF THE ALMIGHTY GOD

THE HEAD OF THE NATIONAL TANAHAN BODY OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that in accordance with the provisions of Article 17 of the paragraph (1) of the Law No. 43 of 1999 on the Changes to the Law No. 8 of 1974 on the subject of the Workforce, states that the civil servants are appointed in a particular rank and rank;
B.   that particular title and rank as referred to in the letter a, consisting of a Structural Position, a Specific Functional Position and a General Functional Position;
c. that the Civil Servants in the Environment of the National Pertanahan of the Republic of Indonesia to be appointed in the General Functional Office are not yet of its rules;
D.   that based on the terms of the letter a, the letter b and the letter c, need to be specified the Chief Regulation of the National Security Agency of the Republic of Indonesia on the Appointment, the Conversion, and the Coaching in the General Functional Office in the National Environment Agency Environment of the Republic of Indonesia;
Remembering: 1.   Law No. 8 of the Year 1974 on the Point of Staff (State of the Republic of Indonesia 1974 No. 55, Additional Gazette of the Republic of Indonesia Number 3041), as amended by Law No. 43 of 1999 on Changes to the Law No. 8 Year 1974 on Subjects Keworkforce (State Gazette Indonesia Year 1999 Number 169, Additional Gazette Republic of Indonesia Number 3890);
2. Government Regulation Number 7 of 1977 on the Civil Servant Payroll Ordinance as amended in recent times with Government Regulation No. 15 of 2012 on the Fourteenth Change of Government Regulation No. 7 1977 on the Civil Servants Salary Ordinance 2012 (the Republic of the Republic of Indonesia 2012 No. 32);
3. Government Regulation No. 16 of 1994 on Functional Office Civil Servants (State of the Republic of Indonesia 1994 No. 22, Additional Gazette of the Republic of Indonesia No. 3547), as amended by Regulation. Government Number 40 Year 2010 on Changes to Government Regulation No. 16 of 1994 on Functional Office Civil Servants (State Gazette 2010 Number 51, Additional Gazette Republic of Indonesia Number 5121);
4. Government Regulation Number 9 Year 2003 on Authority Appointment, Transference and dismissal of civil servants (sheet state of the Republic of Indonesia in 2003 No. 15, additional leaf of the Republic of Indonesia Number 4263) as has been amended with the Government Regulation No. 63 of 2009 on the Changes to Government Regulation No. 9 of 2003 on the Authority Of Appointment, Transference and Dismissal Of Civil Servants (State Sheet Of The Republic Of Indonesia In 2009 Number 164);
5. Government Regulation No. 46 of 2011 on the Assessment of Employment Achievement of Civil Servance (sheet of State of the Republic of Indonesia in 2011 Number 121, Additional Gazette of the Republic of Indonesia Number 5258);
6. Presidential Regulation No. 10 of 2006 on the National Security Agency as amended by the Presidential Regulation No. 85 of 2012 on the Changes to the Presidential Regulation No. 10 of 2006 on the National Land Agency (Sheet) Nation of the Republic of Indonesia 2012 No. 209);
7. Ordinance of the Head of the National Pertanahan Agency of Indonesia No. 3 Year 2006 on the Organization and the Working Agency of the National Pertanahan Agency of the Republic of Indonesia;
8. Regulation of the Head of the National Pertanahan Agency of the Republic of Indonesia No. 4 Year 2006 on the Organization and Work Tata Office of the National Lands and Lands Offices;
9. Regulation of the Head of National Pertanahan of the Republic of Indonesia No. 1 Year 2013 on the Pattern of Career Workforce Civil Servants in the Environment of the National Pertanahan Agency of the Republic of Indonesia;

DECIDED:
Establish: REGULATION OF THE NATIONAL TANTAPOSITION HEAD ON APPOINTMENT, DISPLACEMENT AND COACHING IN A GENERAL FUNCTIONAL OFFICE IN THE NATIONAL TANTAPOSITION ENVIRONMENT OF THE REPUBLIC OF INDONESIA.

BAB I
UMUM CONDITIONS
Section 1
In the Rule of the National Pertanahan Agency this is referred to by:
1. Prospective Civil Servants, who subsequently abbreviated CPNS, are Indonesian citizens who applied, passed the selection, and were appointed to be prepared for civil servants in accordance with the provisions of the laws.
2. Civil Servants, further abbreviated as civil servants, are civil servants as referred to in Law No. 8 of the Year 1974 on the subject matter of the Public Service, as amended by Law No. 43 of 1999.
3. The General Functional Office is a position that demonstrates the duty, responsibility, authority, and right of a civil servant in a unit of organization which in the conduct of its duties is based on a particular skill and for the rise of the rank. It's not required with the credit score.
4. Certain Functional Functional posts are a position that indicates the task, responsibility, authority, and right of a civil servant in a unit of organization that is in the execution of its duties based on certain skills and/or skills as well as the It is self-sufficient and for promotion, and the rank of credit.
5. Structural Office is the position that indicates the duty of responsibility, authority, and the right of a civil servant in order to lead a unit of state organization.
6. Competencies are the characteristics and capabilities of work that include aspects of knowledge, skills and attitudes on task and or function of office.
7. Education and Training, which later shortened to Diklat, is the process of teaching teaching in order to improve the competence of civil servants.
8. Unit of Organization is a unit of organization in the environment of the National Pertanahan Agency of the Republic of Indonesia, consisting of:
a.   National Pertanahan Agency of the Republic of Indonesia, which is next abbreviated as BPN RI;
B.   The Office of the National Board of Land Services, which is next called the BPN Region Office; and
C.   The Office of Land.

BAB II
PURPOSE
Section 2
The purpose of appointment in the General Functional Office is:
a.   to demonstrate the duties, responsibilities, authority, and rights of a civil servant in the environment of the National Pertanahan Agency of the Republic of Indonesia; and
B.   As a basis for performing the assessment of work achievement, the determination of Diklat as well as the implementation of the civil-career pattern of civil servants in the environment of the National Council of Indonesia.

BAB III
THE NAME AND TERMS OF THE COMMON FUNCTIONAL OFFICE
Section 3
The name and condition of the General Functional Office are compiled based on the results of the post analysis established by the Head of the National Security Agency of the Republic of Indonesia.

BAB IV
APPOINTMENT IN GENERAL FUNCTIONAL OFFICE
Section 4
Civil servants who do not occupy certain Structural and Functional Offices are appointed to the General Functional Office.

Section 5
(1) The force in the General Functional Office for PNS at:
a.   BPN RI, performed under the proposal of Eselon II to the Head of the National Security Agency of the Republic of Indonesia through the Principal Secretary;
B.   The Office of the BPN Region, conducted under the proposal of Eselon III to the Head of the BPN Region Office through the Chief of Tata Enterprises; and
C.   The Office of Pertanahan, conducted under the proposal of Eselon IV to the Head of the BPN Region Office through the Head of the Office of Lands.
(2) The proposal of the appointment as referred to in paragraph (1) based on education, the competence obtained from the experience of working or acquired through the Diklat, in accordance with the terms of the general functional office by considering the rank and A group
(3) The force in the General Functional Office for PNS at BPN RI is set by the Head of the National Pertanahan Agency of the Republic of Indonesia.
(4) The ranking of the General Functional Office for PNS in the BPN Region Office and the Office of the Lands is set by the Head of the BPN Region Office.

Section 6
The appointment in the General Functional Office for CPNS in the Indonesian National Board environment is performed based on the educational background in accordance with the terms of the proposed General Functional Office.

Section 7
(1) CPNS is appointed as a candidate for general functional officials since carrying out the duties stated in the form of the Affidavit Executing Task.
(2) Statement of Statement of Implementing Assignment for CPNS in BPN RI is set by the Head of the National Pertanahan Agency of the Republic of Indonesia.
(3) The Affidavit Executing of the Task for CPNS in the BPN Region Office is set by the Head of the BPN Region Office.
(4) Statement of Statement Conduting the Task of the CPNS in the Office of Land is set by the Head of the Office of the Land Office.

BAB V
DISPLACEMENT IN GENERAL FUNCTIONAL OFFICE
Section 8
(1) The transfer of civil servants in the environment of the National Pertanahan Agency of the Republic of Indonesia which occupies the General Functional Office can be executed:
a.   vertical;
B.   horizontal; or
C.   Diagonal.
(2) The vertical displacement of the General Functional Position as referred to in paragraph (1) letter a, exercised against civil servants in the Indonesian National Agency environment that will occupy the General Functional Office at a higher level. in one of the same types of General Functional Title, in accordance with the terms of the General Functional Office with regard to rank and group.
(3) The transfer of General Functional Position horizontally as referred to in paragraph (1) letter b, exercised against civil servants in the Indonesian National Security Agency environment that will occupy different Functional Office of the General Functional. a level with the previous General Functional Office, in accordance with the terms of the General Functional Office.
(4) The conversion of the General Functional Position diagonally as referred to in paragraph (1) letter c, exercised against PNS in the environment of the National Pertanahan Agency of the Republic of Indonesia from the general Functional Office to occupy the Functional Office Certain or Structural Office in accordance with the provisions of the laws.
(5) The conversion of a General Functional Position as referred to in paragraph (2) and paragraph (3), exercised with regard to education/Diklat which has been followed/certain skills that are owned, in accordance with the level or type of Functional Title The public will be occupied.
(6) The transfer of office as referred to in paragraph (2) and paragraph (3) for PNS in:
a.   BPN RI is set by the Head of the National Pertanahan Agency of the Republic of Indonesia;
B.   The office of the BPN Region is set by the Head of the BPN Region Office; and
C.   The farm office is set by the head of the Office of Land.

Section 9
(1) The transfer of the PNS work area in the National Governing Body Environment occupying the General Functional Office may be considered based on the workload analysis.
(2) The workload analysis as referred to in paragraph (1) compiled by the Organization Unit in the National Security Agency environment of the Republic of Indonesia which consists of:
a.   BPN RI;
B.   BPN Region Office; and
C.   The Office of Land.
(3) The transfer of the work area as referred to in verse (1) is guideline to the Regulation of the Head of the National Pertanahan of the Republic of Indonesia on the Pattern of Career of PNS in the Environment of the National Pertanahan Agency of the Republic of Indonesia.

BAB VI
COACHING IN GENERAL FUNCTIONAL OFFICE
Section 10
(1) Coaching in a common functional post is the process:
a.   the creation of a CPNS competence that will occupy a General Functional Title;
B.   an increase in the competency of the PNS that will or has occupied a General Functional Office.
(2) The creation and improvement of the competency as referred to in paragraph (1) is exercised through the Diklat.

BAB VII
CLOSING PROVISIONS
Section 11
The Rule of the Head of the National Board of Land is effective on the date of the promultation.
