ABOUT
THE ESTABLISHMENT AND WORK OF THE DISTRICT ELECTION COMMITTEE, THE VOTING COMMITTEE, AND THE VOTING ORGANIZING GROUP IN THE GENERAL ELECTION OF THE MEMBERS OF THE PEOPLE 'S REPRESENTATIVE COUNCIL, THE REGIONAL REPRESENTATIVE COUNCIL, AND THE PEOPLE' S REPRESENTATIVE COUNCIL. REGION YEAR 2014

WITH THE GRACE OF THE ALMIGHTY GOD

ELECTION COMMISSION,

Weigh:  that to implement the provisions of Article 8 paragraph (1) of the letter b Act 15 of 2011 on the Organizer of the General Election and Section 152, Section 153, Article 155, Article 177, Section 177, Section 179, Section 180, Section 181, Section 182, Section 184, Section 6 Act No. 08 of 2012 on Election of the Members of the House of Representatives, the Regional Representative Council, and the Regional People's Representative Council, need to establish a General Election Commission Regulation on the Establishment and the Election Committee The Subdistrict, The Voting Committee, And The Organizing Groups Vote In The General Elections Are Members Of The People's Representative Council, The Regional Representative Council, And The Regional People's Representative Council In 2014;

Given: 1.  Law No. 2 of the Year 2008 on Political Parties as amended by the Law No. 2 of 2011 on Changes to the Act No. 2 of 2008 on Political Parties (the State Sheet of the Republic of Indonesia in 2011 No. 8, Additional Gazette of the Republic of Indonesia No. 5189);
2. Act No. 12 of 2011 on the Establishment of the Legislation Invitation (State Of The Republic Of Indonesia In 2011 Number 82, Additional Gazette Of The Republic Of Indonesia Number 5234);
3. Act No. 15 Year 2011 on Organizing General Elections (Sheets Of State Republic Of Indonesia Year 2011 Number 101, Supplementary Sheet Republic Indonesia Number 5246);
4. Act No. 08 of 2012 on Elections of the Members of the People's Representative Council, Regional Representative Council, and the Regional People's Representative Council (Section 201 of Indonesia 201 number 117, Additional Gazette of the Republic of Indonesia) Number 5316);
5. General Election Commission, General Election Supervising Board, and Honorary Board of Elections Number 13 Year 2012, 11 Years 2012 and 01 Year 2012 on the General Election Governing Code Of Conduct;

General Election Commission Regulation Number 05 Year 2008 On the Working Governance of the General Election Commission, the Provincial Electoral Commission, and the District/City Elections Commission as amended by the Regulation of the General Election Commission No. 21 of 2008, Regulation of the Electoral Commission No. 37 of 2008, Regulation of the General Election Commission Number 01 of 2010;
7. Election Commission Regulation No. 06 of 2008 On the Organization and the Working Tata Secretariat General Election Commission, Secretariat of the Provincial Election Commission, and the Secretariat of the Election Commission of the District/City as amended with the Regulation of the General Election Commission No. 22 of 2008;
8. General Election Commission Regulation Number 07 of 2012 on Tahapan, Program and Schedule of the General Election of Members of the People's Representative Council, Regional Representative Council and Regional People's Representative Council of the Year 2014 as amended with the Election Commission Regulation No. 11 of 2012, the Regulation of the Electoral Commission Number 15 of 2012, and the Regulation of the Electoral Commission Number 18 of 2012 (State News of the Republic of Indonesia of 2012 Number 1205);

Notice: The Decision of the Plenary Meeting of the General Election Commission on 23 January 2013;

DECIDED

establish: REGULATION OF THE GENERAL ELECTION COMMISSION ON THE ESTABLISHMENT AND WORK OF THE DISTRICT ELECTION COMMITTEE, THE VOTING COMMITTEE, AND THE GROUP OF VOTING ORGANIZERS IN THE HOLDING OF THE BOARD MEMBERS ELECTIONS. REPRESENTATIVES OF THE PEOPLE, REPRESENTATIVES OF THE REGIONAL REPRESENTATIVES, AND REPRESENTATIVES OF THE REGIONAL PEOPLE ' S HOUSE IN 2014.

BAB I
UMUM CONDITIONS
Section 1
In this Regulation, which is referred to:
1. The General Election, subsequently called Election, is the means of the exercise of the sovereignty of the people exercised directly, general, free, secret, honest, and fair in the State of the Republic of Indonesia based on Pancasila and the Basic Law. Republic of Indonesia in 1945.
2. House of Representatives, subsequently abbreviated to the House, is the People's Representative Council as referred to in the Basic Law of the Republic of Indonesia in 1945.
3. The Regional Representative Council, subsequently abbreviated DPD, is the Regional Representative Council as referred to in the Basic Law of the Republic of Indonesia in 1945.
4. The Regional People's Representative Council (DPRD), later abbreviated to the DPRD, is the Regional People's Representative Council, as referred to in the Constitution of the Republic of Indonesia in 1945.
5. The Electoral Commission, further abbreviated to the KPU, is a national, permanent and independent electoral organization responsible for carrying out the elections.
6. The Provincial Electoral Commission, subsequently abbreviated as KPU Province, is an Election organizer in charge of conducting elections in the province.
7. District/City Elections Commission, further abbreviated as KPU Regency/Kota, is the Election organizer in charge of conducting elections in the district/city.
8. Committee Election Committee, further abbreviated PPK, is a committee formed by the District/City Council to conduct elections in other districts or names.
9. Panitian Voting, subsequently abbreviated PPS, is a committee formed by the District/City Commission to conduct elections in the village or other name/agility.
Ten. The Polling Group, subsequently abbreviated as KPPS, is a group formed by the PPS to carry out voting in polling places.
11.Residents are Indonesian Citizens who are domiciled in the territory of the Republic of Indonesia or abroad.
Twelve. Voters are Indonesian citizens who have been even 17 (seventeen) years or more or already/have married.

Article 2
In implementation of PPK tasks, PPS and KPPS, guideline on asas-asas:
a. standalone;
B. be honest;
C. fair;
D. legal certainty;
e. order;
f.   common interest;
G. openness;
h. proportionality;
i.   professionalism;
J.   accountability;
No, efficiency; and
I.   Effectiveness.

BAB II
REQUIREMENTS
PPK MEMBERS, PPS AND KPPS
Section 3
The condition for being a member of PPK, PPS and KPPS is as follows:
a.   the citizen of the Republic of Indonesia;
B.   at least 25 (twenty-five) years old;
c. faithful to Pancasila as the basis of the State, the Basic Law of the State of the Republic of Indonesia in 1945, and the ideals of Proclamation 17 August 1945;
D.   have integrity, strong personal, honest and fair;
e.   not to be a member of a political party declared by a valid waiver or at least 5 (five) years no longer a member of the political party as evidenced by the caption letter from the party administrator The politics are concerned;
f.    Domiciled in the worklands of PPK, PPS, and KPPS;
G.   able to be physically and spiritually;
h.   the lowest educated SLTA or an equal;
never been convicted of a prison sentence based on a court ruling that has obtained the force of a fixed law for committing a criminal offence threatened with a prison criminal 5 (five) years or more.

Section 4
The completeness of the requirements as referred to in Article (3) includes:
a.   photocopy of the resident tag card (KTP) which still applies;
B.   The last photocopy of the certificate is legalized by the authorized officer;
c. letter of loyal statement to Pancasila as the basis of the State, the Basic Law of the State of the Republic of Indonesia in 1945, and the ideals of Proclamation 17 August 1945;
D.   statement letter does not become a member of the political party at least in the term 5 (five) years;
e. Health Care Letter from the Puskesmas or local Hospital;
f. The letter of the affidavit is sufficient to have been criminalised in accordance with a court ruling that has obtained a legal force for committing a criminal offence under a prison criminal 5 (five) years or more;

BAB III
DISTRICT ELECTION COMMITTEE
The Kesatu section
The position, the Inclusion and the dispute
Section 5
PPK is based in other sub-district capitals or other desigcountries.

Section 6
(1) The members of the PPK number 5 (five) people who are from public figures.
(2) The member of the PPK as referred to in paragraph (1) is lifted and dismissed by KPU/KIP District/City.
(3) The membership of the membership of PPK is referred to as verse (1) paying attention to the representation of women at least 30% (thirty-one hundred).

Section 7
(1) The membership of the PPK membership consists of:
a. 1 (one) the member of the co-chair; and
B. 4 (4) member people.
(2) The Speaker of the PPK is chosen from and by PPK members.

Second Part
Task and Authority
Section 8
The task and authority of the PPK are:
a. assist KPU, Provincial KPU, and District/City KPU in performing voter data updates, provisional voter lists, and permanent voter lists;
B.   assist the district/city KPU in organizing the Election;
c. execute all stages of the Election at the level of the district that has been established by the KPU, KPU Province, and the District Election/Kota;
D.   receive and submit a voter list to the District/Kota;
voters. e.   rounding out the sound counting results of all PPS in its work region;
f.   Perform the results of the vote count as referred to in the letter e in a meeting that should be attended by witnesses of the Election participants;
G.   announces the result of the recapitulation as referred to in the letter f;
h.   submitted the result of the recapitulation of the vote as referred to the letter f to the entire Election participant;
i.   make news of the event count as well as make a sound counting certificate and is obliged to hand it over to the witnesses Election participants, Panwaslu Subdistrict, and KPU Regency/Kota;
J.    follow up with the immediate findings and reports delivered by Panwaslu Subdistrict;
No,   conduct an evaluation and make a report of each stage of the Election in its work area;
I.   exercise the socialization of the election and/or related to the task and authority of the PPK to the community;
M. carry out the duties, authority, and other obligations provided by the KPU, KPU Province, KPU District/City in accordance with the laws of the laws;
N.   perform duties, authority, and other obligations under the provisions of the laws.

Section 9
(1) PPK chairperson task is:
a.   leading PPK activities;
B.   invited members to hold a PPK meeting;
c. oversee PPS activities;
D.   conduct coordination with the parties that are viewed as necessary for the smooth execution of the task;
e. sign a report of the results of the temporary voice counting activity on a regular basis, with manual, and or electronic;
f.   signing event news and recapitulation certificates together with at least 2 (two) members of the PPK as well as signed by witnesses who have a credentials signed by the chairman and the secretary or the leadership In other words, the political party rates the level of the election participants or something with the level of action;
G. submitted 1 (one) copies of the event ' s news copy and certificate of recapitulation of the vote in PPK to 1 (one) the witness person who represents the election witnesses who are present;
h. carrying out other activities seen as necessary for the agility of the Election of Elections in accordance with the policies defined by the District/City KPU.
(2) PPK member tasks are:
a. assist the speaker of the PPK in performing the task;
B. carrying out a task determined by the chairman of the PPK;
c. Carry out tasks in accordance with applicable laws; and
D. provide advice and advice to the chairman of the PPK as a matter of consideration.
(3) In carrying out the task, the members of the PPK are responsible to the chairman of the PPK.

Third Part
Decision Making
Section 10
(1) A PPK meeting is held over a member's agreement.
(2) Each member of the PPK has the same rights and opportunities to provide opinions and suggestions.
(3) Each member of the PPK is obliged to carry out consequent and be responsible for all results of the PPK meeting as referred to in paragraph (1).

Section 11
(1) The meeting of the PPK as referred to in Article 10 of the paragraph (1) is valid when attended at least by 4 (four) members of the member as evidenced by the attendance list.
(2) The decision of the PPK meeting as referred to in paragraph (1) is valid if approved by at least 3 (three) members of the person who are present.
(3) In terms of not being achieved approval as referred to in paragraph (2), the PPK decision is taken on the basis of the most votes.

Fourth Quarter
PPK formation
Section 12
(1) PPK is formed and dissolved by KPU County/City.
(2) PPK is set up at least 6 (six) months prior to the day and date of the vote and is dissolved at the slowest 2 (two) months after day and election date of the DPR, DPD, and DPRD polls.

Section 13
To select PPK candidates, the District/City KPU performs stages of activities as follows:
a. Announcing the registration of the prospective PPK member;
b. Accepts of PPK candidate registration;
c. Conduct administrative research of prospective PPK members;
d. Perform a written selection of prospective PPK members;
e. Conduct a prospective PPK member interview;
f. Announces the selection of the prospective selection of PPK members.

Section 14
(1) District/City PU announces the opening of PPK candidate selection registration.
(2) Announcement is done in places that make it easier for public access.

Section 15
(1) District/City KPU receives registration of prospective PPK members.
(2) The registration of the prospective member of the PPK is carried out by sending a variety of registration terms as much as six (6) consisting of one (1) native and five (5) photocopies.

Article 16
(1) The District/City Commission conducts administrative research for the requirements of a prospective member of the PPK starting from one day of completion of the registration period.
(2) The District/City Commission announces the results of administrative research of the requirements of a prospective PPK member in places that are accessible to the public.

Article 17
(1) The names of PPK candidates who pass subsequent administrative selections follow the written selection.
(2) The written selection begins 3 (three) days since the announcement of the administrative research results.
(3) The written selection as referred to the paragraph (1) is implemented within the local district/city region.
(4) Written selection materials include:
a. Knowledge of the View;
B. Knowledge of the territory.
(5) The written selection material knowledge of the leadership is prepared by the KPU and the knowledge of the region is prepared by the District/City KPU.
(6) District/City PU sets the most 15 (fifteen) prospective members of the PPK who pass the written selection.
(7) The District/City PU announces the written selection results.

Section 18
(1) The District/City Commission conducts an interview after a written selection.
(2) The interview selection material includes:
a. Record the candidates ' track;
B. Clarify the public response.

Article 19
(1) District/City KPU establishes and announces the names of prospective PPK members based on the results of the interview selection.
(2) Announces the results of the interview selection conducted seven (7) days since the attempted interview selection.

BAB IV
VOTING COMMITTEE

The position, Susunan and Membership
Section 20
PPS is based in other agility/village or other designation.

Section 21
(1) Members of the PPS are appointed by the District/City KPU upon the joint head of the village/kelurahan or other designations and the rural body of the village/district or other designates.
(2) PPS members by as many as 3 (three) people come from public figures.
(3) The membership of the PPS as referred to in paragraph (2) consists of:
a. 1 (one) the member of the co-chair; and
B. 2 (two) members.

Section 22
PPS is formed by KPU Regency/City slowest 6 (six) months before day and polling date and dissolved at the slowest of 2 (two) months after day and election date of DPR Member, DPD, and DPRD voting.

Second Part
PPS formation
Section 23
(1) The Proposed Member of PPS as referred to as Article 18 paragraph (1) amounts to a minimum of 2 (two) times the number of PPS members.
(2) In the case of the proposed PPS member may not be submitted as a joint proposal by the head of the village/kelurahan or other appellate body and the rural governing body/council or other designable, then PPK or the Regency/City KPU may be Appoint PPS members.

Third Part
Task and Authority
Section 24
The PPS task and authority is:
a. assist KPU, Provincial KPU, District/City KPU, and PPK dakam performing voter data updates, provisional voter lists, list of remedial results voters, and a fixed voter list;
B.   forming KPPS;
c. lifting the voter data updates officer;
D.   announces the list of voters;
e.   receive input from the public about the temporary voter list;
f.    make improvements and announce the results of the temporary voter list improvement;
G. establish a temporary voter list improvement results as referred to in the letter f to be a permanent list of voters;
h. announces the list of fixed voters as referred to in the letter g and reported to the KPU District/City via PPK;
i.    relay a voter list to the PPK;
J.   implement all stages of the elections at the village level/kelurahan level which has been set by the KPU, KPU Province, KPU District/City, and PPK;
No,   rounding up the sound counting results from across the polling stations in its work region;
I.   Perform the results of the voice count as indicated on the letter k in a meeting that should be attended by witnesses to the Election and Election Supervisors;
m.announces the recapitulation of the sound counting results from across the polling stations in its work region;
N. Submit the results of the calculation, as specified in the letter m to all the participants of the Election;
O. Make a sound count of the vote counting and make the certificate of the counting vote and be obliged to hand it over to the witnesses of the Election, Field Election Supervisor, and PPK;
p.   keeping and securing sound box integrity after counting votes and after ballot boxes are sealed;
Q. forwarded the ballot box from each PPS to the PPK on the same day after the recapitulation of the counting votes of each polling station;
R.    follow up with the immediate findings and reports delivered by the Field Election Supervisor;
It's   conduct an evaluation and make a report of each stage of the Election in its work area;
No.   exercise the socialization of the General Election and/or relating to the duties and authority of the PPS to the community;
u.   assisting PPK in organizing the Election, except in terms of votes counting;
v. perform the duties, authority, and other obligations provided by the KPU, KPU Province, KPU Regency/City, and PPK in accordance with the provisions of the laws of the laws; and
W. exercise duties, authority, and other obligations in accordance with the provisions of the perudation regulations.

Section 25
(1) The PPS chairperson task is:
a.   lead PPS activities;
B.   invited members to hold a PPS meeting;
c. guide the pronunciation/appointment of the Chairman and member of the KPPS;
D.   oversee the activities of KPPS;
e.   conduct coordination with the parties that are viewed as necessary for the smooth execution of the task;
f.    signing List of Temporary Voters (DPS) and DPS repair results;
G. provide a copy of the DPS results that represent an Election participant in a level/village level or other designation;
h. announces the results of the voice counting of all polling stations in its work area by firing at the means of the announcement/village or other desigcountries; and
i.   carrying out other activities seen as necessary for the agility of the Election of Elections in accordance with the policies defined by the District/City KPU.
(2) If the PPS chairperson is hindrous, the task can be exercised by one of the members on the basis of an intermember agreement.

Section 26
(3) The PPS member task is:
a. assist the PPS chairperson in carrying out the task;
B. exercised duties prescribed by the PPS chairman;
c. Carry out tasks in accordance with my beri; and
laws D. provide an opinion and advice to the PPS chairman as a consideration material;
(4) In carrying out tasks, PPS members are responsible to the PPS chairman.

Fourth Part
Decision Making
Section 27
(1) The PPS meeting is held on a member agreement.
(2) Each PPS member has the same rights and opportunities to provide opinions and suggestions.
(3) Each PPS member is obliged to perform consequent and is responsible for all results of the PPK meeting as referred to in paragraph (1).

Section 28
(1) The PPS meeting as referred to in Article 23 of the paragraph (1) is valid when attended at least by 2 (two) members of the member as evidenced by the attendance list.
(2) The PPS meeting decision as referred to in paragraph (1) is valid if approved by at least 2 (two) members of the person present.

BAB V
THE ORGANIZING GROUP OF VOTING
The Kesatu section
The position, Susunan and Membership
Section 29
KPPS is based at the polling place.

Section 30
(1) KPPS is formed with the PPS decision on behalf of the Chairperson of the District/City KPU.
(2) The membership of KPPS as many as 7 (seven) people are from members of the public around the polling stations which are eligible under this Regulation, consisting of:
a. 1 (one) the member of the co-chair; and
B. 6 (6) member people.
(3) The KPPS chairman is selected from and by KPPS members.
(4) Members of the KPPS as referred to in paragraph (2) are appointed and dismissed by PPS.
(5) The termination of the KPPS member and the termination of the KPPS as referred to in paragraph (4) is required to be reported to the District/City KPU.

Section 31
The KPPS task and authority is:
a.   announces and pasting a fixed voter list at the polls;
B.   submitted a fixed list of voters to the witnesses of the Election participants present and the Court Election Supervisor;
c. carry out voting and vote counting at polling stations;
D.   announces the results of a vote tally at the polls;
e. followed up with the immediate findings and reports delivered by witnesses, Field Election Supervisors, Election participants, and the public on the day of the vote;
f.    keeping and securing sound box integrity after counting votes and after ballot boxes are sealed;
G. make news of the voting event and vote count as well as make the certificate of the counting vote and submit it to the witnesses of the Election participants, Field Election Supervisors, and PPK through the PPS;
h.   submitted the results of the counting votes to the PPS and Field Election Supervisers;
i.    submitted a sealed sound box containing the ballots and the certificate of results counting votes to the PPK through PPS on the same day;
J.   carry out the duties, authority, and other obligations provided by the KPU, KPU Province, KPU Regency/City, PPK, and PPS in accordance with the laws of the laws; and
No,   carry out the duties, authority, and other obligations provided by the Act.

Section 32
(1) The KPPS chairperson duties in the preparation of holding of the vote and the counting of the vote are:
a. provide an explanation of the tasks that should be implemented to KPPSs and TPS security officers;
B.   mannouncing the place and timing of the voting process;
c. signed a notice/call letter to give the vote to the permanent voters;
D. deliver a copy of the DPS to the one that represents the 2009 Election participant at the village level/other level or other designation;
e.   co-leads the TPS preparation activities; and
f.   receive a witness who has a credentials signed by the chairman and the secretary or other appellate party of the District Election participants.
(2) The KPPS chairperson duties in the polling meeting at the polling stations are:
a.   lead the activities of KPPS;
B. conduct vetting together TPS security officers and witnesses present to everything related to the preparation of the implementation of the polling and vote counting at polling stations;
c. lead the execution of the voting activities;
D.   opening a voting meeting right at 0800 local time;
e.   guide the pronunciation/appointment of KPPS members and witnesses present;
f.   signing event news and additional ballot papers by 2% (two percent), together at least 2 (two) members of the KPPS;
G.   signing each ballot sheet; and
h.   terminate the voting activity at 14:00 local time.
(3) The KPPS chairperson duties in the calculation meeting at the polling stations are:
a.   send voters to sit in an orderly manner that will follow the vote count;
B.   lead the execution of the vote count;
c. sign the event news and certificate results certificate results with at least 2 (two) members of the KPPS as well as may be signed by witnesses who have a credentials from the chairman and the secretary or leadership with the Any other political party in the district of the election or in accordance with the level of the polling station;
D. provide 1 (one) copies of the event news and certificate of sound counting to the witnesses of the attending Election, Field Election Supervisor, and PPK through PPS;
e.   submitted the results of the counting votes to the PPS and Field Election Supervisers; and
f.   submitted a sealed ballot box containing ballots and certificates of results counting votes as well as the completion tool for PPK through PPS on the same day as receiving an escort from the TPS security officer.
(4) In carrying out duties, the KPPS chairman is responsible to PPS through the PPS chairman.

Article 33
(1) The KPPS member task is:
a. assist the KPPS chairperson in carrying out the task; and
B. exercised the duties determined by the KPPS chairman.
(2) In carrying out the duties, KPPS members are responsible to the KPPS chairman.

Section 34
PPS sets out 2 (two) KPPS people at each polling station for safekeeping safety, order, and security TPS.

BAB VI
SECRETARYNESS
The Kesatu section
PPK Secretariat
Section 35
(1) In carrying out its duties, the PPK is assisted by a secretariat led by a Secretary of the Civil Servlet who meets the requirements.
(2) PPK through KPU Regency/City proposes 3 (three) the name of the candidate of the secretary of PPK to the regent/mayor for further elected and designated 1 (one) the name as the secretary of the PPK with the inpati/mayor's decepts.
(3) Before proposing 3 (three) the name of the candidate of the secretary as referred to in paragraph (2) collectively, through the Regency/City KPU, the PPK may consult the secretary of the county district/kota;
(4) The Secretary of PPK may be assisted 2 (two) the aid Secretariat staff/facilitation of the Regional Government, consisting of:
a. 1 (one) of the technical affairs secretariat staff person; and
B. 1 (one) of the staff of the secretariat affairs of the business, finance and logistics of the elections.
(5) The secretariat staff, as referred to in verse (3) are the aid and facilities of the local government.
(6) The tenure of the PPK secretariat as referred to in paragraph (1) is the same as the term of PPK.

Section 36
(1) the PPK secretary ' s task is:
a. help the execution of PPK tasks;
B. lead and supervise the activities of the PPK secretariat;
c. carry out the tasks defined by the PPK; and
D. provide an opinion and advice to the chairman of the PPK.
(2) In carrying out the duties of the secretary of PPK is responsible to the PPK through the chairman of PPK.

Section 37
(1) The duty of the secretariat of the secretariat of technical affairs has the task of preparing the technical elections of the DPR members, the DPD, the Provincial Council and the City of Representatives/City.
(2) The secretariat of the business of business, finance, and equipment has the task of setting up all business, financing and administration of PPK and financial accountability and keeping evidence of treasury financing for the election. PPK's activities, as well as preparing the Electoral Equipment and the completion of its administration.
(3) In carrying out its duties the secretariat staff is responsible to the secretary of PPK.

Second Part
PPS Secretariat
Section 38
(1) In carrying out its duties, the PPS is assisted by the PPS Secretariat which is derived from the Village/Kelurahan employees or other desigcountries.
(2) District/City KPU requesting to head of village/lurah or other desigcountries to assign its employees as the secretariat of the PPS.
(3) The number of PPS secretariat as referred to in paragraph (1) as much as 3 (three) of the person consisting of:
a.   1 (one) the Secretary's person;
B.   2 (2) the following charge (s):
(4) The tenure of the PPS secretariat as referred to in paragraph (1) is the same as the PPS task term.

Section 39
(1) The PPS secretary task is:
a. help the execution of PPS tasks;
B.   lead and supervise the activities of the PPS secretariat;
c. executing tasks defined by PPS; and
(2) In carrying out the duties of the PPS secretary is responsible to the PPS through the PPS chairman.

Section 40
(1) The PPS secretariat staff task is:
a. help the execution of PPS tasks;
B. perform tasks defined by the PPS; and
(2) In carrying out the duties of the PPS secretariat staff are responsible to the PPS through the PPS secretary.

Section 41
(1) The PPS secretariat staff task of hosting technical affairs has the task of preparing the technical staging of the general elections of the DPR, DPD, DPRD Provincial and DPRD districts/Cities.
(2) The secretariat of the business of business, finance, and equipment has the task of preparing all business planning, financing and administration of PPS and financial responsibility and keeping evidence of the treasury financing of the Election for PPS activities, as well as prepare for the election equipment and the completion of the administration.
(3) In carrying out its duties the secretariat staff is responsible to the PPS secretary.

BAB VII
Budget
Section 42
(1) Charges for execution of PPK duties, PPS, and KPPS are charged on the KPU budget of APBN;
(2) PPK, PPS, and KPPS in carrying out its duties may receive assistance and facilities from the local government;

BAB VIII
OTHER PROVISIONS
Section 43
(1) District/City KPU requests to the Local Government to facilitate the means and infrastructure of PPK and PPS.
(2) The District/City KPU provides technical guidance to PPK and PPS before carrying out the task.

Article 44
In terms of the implementation of the election phase in conjunction with the election stages of the members of the DPR, DPD and DPRD, then PPK and PPS are confirmed as PPK and PPS Election members of the DPR, DPD and DPRD are all still willing and eligible.

BAB IX
CLOSING
Section 45
The formation and layout forms of PPK, PPS, and KPPS in Representatives Elections, DPD, and DPRD of 2014 are as defined in the appendix which are an inseparable part of this regulation.

Article 46
These rules begin to apply on the date of the promulctest.
