ABOUT
GUIDELINES FOR THE IMPLEMENTATION OF THE DRUG
WITH THE PROCEDURE E-PURCHASING BASED E-CATALOGUE
WITH THE GRACE OF THE ALMIGHTY GOD
HEALTH MINISTER OF THE REPUBLIC OF INDONESIA,
Weigh: a. that in order to increase effectiveness, efesiency and transparency in the drug procurement process in the Ministry/Institute, Service, or Instance, it has become available the Catalogue of the Medicine that can be accessed in the National Procurement Portal via Website www.inaproc.lkpp.go.id;
B. that procurement of drugs available in the National Absence Portal Catalogue list should be done with the E-Purchasingprocedure;
c. that under consideration as intended in letter a and letter b, need to establish the Health Minister's Regulation on the Drug Procurement Implementation Guide with the E-Purchasing procedure based on E-Catalogue;
Given: 1. Law No. 11 Year 2008 on Information and Electronic Transactions (State Sheet 2008 No 58, Additional Gazette of the Republic of Indonesia Number 4843);
2. Law No. 14 Year 2008 on Openness Of Public Information (State Sheet Of The Republic Of Indonesia 2008 Number 61, Additional Sheet Of State Of The Republic Of indonesia Number 4846);
3. Law No. 36 Year 2009 on Health (State Sheet of the Republic of Indonesia Year 2009 Number 144, Additional Sheet of State of the Republic of indonesia Number 5063);
4. Presidential Regulation No. 54 of 2010 on the Procurement of Government Goods/Services as amended last with the Presidential Regulation Number 70 of 2012 (Sheet of State of the Republic of Indonesia 2012 No. 155, Additional Gazette of the Republic of the Republic of Indonesia Indonesia Number 5334);
5. 2013 Presidential Instruction Number 1 of 2013 on the Prevention and Eradication Action Of 2013;
6. Indonesian Minister of Health Regulation No. 1144 /Menkes/Per/VIII/2010 on the Organization and the Working Services of the Ministry of Health As amended by the Regulation of the Minister of Health Number 35 Year 2013 (State News of the Republic of Indonesia) 2013 No. 741);
7. Rules of the Chief Policy Institute of the Government of Government No. 17 of 2012 concerning E-Purchasing (State News of the Republic of Indonesia 2012 Number 1239);
8. Rule of the Chief Policy Institute of the Government of Government Number 18 of the Year 2012 on E-Tendering (State News of the Republic of Indonesia 2013 Number 16);
DECIDED:
establish: HEALTH MINISTER REGULATIONS ON THE GUIDANCE OF IMPLEMENTATION OF DRUG PROCUREMENT WITH THE E-PURCHASING PROCEDURE BASED ON E-CATALOGUE.
Article 1
Guidance for the Implementation of a drug with
E-Purchasing by Procedure
E-Catalogue is a reference to the Ministry/Agency, Service, and related agencies in the implementation of drug procurement with
E-Purchasing based on
E-Catalogue procedure.
Article 2
Clues of the Implementation of the drug with
E-Purchasing based on the
E-Catalogue procedure as set forth in the Attachment which is an inseparable part of this Minister's Regulation.
Article 3
The Regulation of the Minister comes into effect on the date of the promulctest.
For each person to know it, order the invitation of the Order of the Minister with its placement in the News of the Republic of Indonesia.
