REGULATION of the GOVERNMENT of the REPUBLIC of INDONESIA NUMBER 59 by 2013 ABOUT SAFEGUARDING the PRESIDENT and Vice President, FORMER PRESIDENTS and FORMER VICE PRESIDENT and THEIR FAMILIES AS WELL AS STATE-LEVEL GUEST HEAD of STATE/HEAD of GOVERNMENT with the GRACE of GOD ALMIGHTY the PRESIDENT of the Republic of INDONESIA, Considering: a. that the President and Vice President and their families and guests of State-level head of State/head of Government is a representation of the country should get treatment safeguards in particular;
b. that after the duties of the President and the Vice President ended, as one form of appreciation of his services to the unitary State of Republic of Indonesia needs to get security;
c. that the threats and distractions can compromise the safety and security of the President and Vice President, Former Presidents and former Vice President and their families as well as State-level Guest head of State/head of Government, and can drop the honor, dignity, and the authority of Government;
d. that based on considerations as referred to in letter a, letter b, letter c and a, as well as to implement the provisions of article 7 paragraph (1) letter b number 7 and number 11 was Act No. 34 of 2004 about the Indonesia national army, Government Regulations have to set about Securing the President and Vice President, Former Presidents and former Vice President and their families as well as State-level guests, heads of State/heads of Government;

Decide: define: GOVERNMENT REGULATIONS on SAFEGUARDS the PRESIDENT and Vice President, FORMER PRESIDENTS and FORMER VICE PRESIDENT and THEIR FAMILIES AS WELL AS STATE-LEVEL GUEST HEAD of STATE/head of Government.
CHAPTER I GENERAL PROVISIONS article 1 In this Regulation is the: 1. Security is any effort, work, and action that is done continuously or in a certain period of time, to maintain the security of all threats and interference that can disrupt or endanger the safety of the President and Vice President, former Presidents and former Vice President and their families as well as State-level Guest head of State/head of Government.
2. The threat is all business, jobs, events, and actions from within the country and abroad, which assessed and/or verified can jeopardize the safety of the President and Vice President, Former Presidents and former Vice President and their families as well as State-level Guest head of State/head of Government.
3. Interference is any activities conducted by certain parties that can inhibit, interfere with or disrupt the security of President and Vice President, former Presidents and former Vice President and their families as well as State-level Guest head of State/head of Government.
4. Escort is an activity/operation safeguards in order to protect the President and Vice President and their families and guests of State-level head of State/head of Government, emphasized on the precedence of the Union continuously or in a specific time period.
5. How is the process, Rescue, and action in safeguarding is done based on a planning and command boss who acted in order to save the soul of the President and Vice President, former Presidents and former Vice President and their families as well as State-level guests, heads of State/heads of Government from the threat of a factual/emergency happens.

Article 2 Scope this Regulation governs: a. Security regarding the President and Vice President and their families;
b. security of Former Presidents and former Vice President and their families; and c.  Guest-level State security head of State/head of Government.

CHAPTER II SECURITY PRESIDENT and VICE PRESIDENT and THEIR FAMILIES part of the Union's common article 3 (1) the President and Vice President and their families get the Safeguards.
(2) the Security referred to in subsection (1) is given for being in the country and abroad.
(3) the President and Vice President of the Family as referred to in subsection (1) include the following: a. the wife or husband of the President and Vice President;
b. the President or Deputy President; and c.  the son-in-law of the President or Vice President.
(4) security of President and Vice President and their wife or husband included: a. Personal Security;
b. security of the installation;
c. Safeguarding activities;
d. Safeguards rescue;
e. Food Security;
f. medical Safeguards;
g. Security News; and h.  The escort.
(5) the safeguarding of children and son-in-law of the President and the Vice President include: a. Personal Security;
b. Safeguards activities; and c.  The escort.

The second part of the Safeguards the President and Vice President together with the wife or husband of the paragraph 1 Safeguards in article 4 (1) Safeguards the President and Vice President and their wife or husband in the country, organized by TNI Commander is coordinated with State Secretary, Assistant, head of the State Intelligence Agency, and the leadership of the relevant agencies in accordance with those powers.
(2) a Thing is coordinated as mentioned on paragraph (1) includes the following: a. the Organization Security;
b. Security area;
c. Security targets;
d. power;
e. activities of the escort;
f. time implementation of Safeguards;
g. Administration and logistics; and h.  command and control.
Article 5 (1) private Security referred to in article 3 paragraph (4) was implemented by the letter a Paspampres are attached to and continuously wherever located.
(2) the Security installations referred to in article 3 paragraph (4) letter b be implemented by coordinated with Police, Paspampres and relevant agencies in accordance with those powers on: a. the Palace of President and Vice President;
b. Office of the country of residence of the President and Vice President;
c. the personal residence of the President and Vice President;
d. place of activities, events, and other installation which was attended by President and Vice President;
e. material used during the activities.
(3) Safeguarding the activities referred to in article 3 paragraph (4) of the letter c was carried out by Units and operations command Paspampres coordinated with police, State intelligence agencies in the regions, and relevant agencies in accordance with those powers on:

a. activities or events attended by the President and Vice President;
b. travel route traversed/bypassed the President and Vice President.
(4) rescue Security referred to in article 3 paragraph (4) the letter d was implemented by Paspampres and unit operations command coordinated with Police and relevant agencies in accordance with those powers.
(5) Food Security referred to in article 3 paragraph (4) of the letter e was implemented by Paspampres coordinated with relevant agencies in accordance with those powers.
(6) medical Safeguards as stipulated in article 3 paragraph (4) was implemented by the letter f Paspampres Presidential Doctor Team coordinated with relevant agencies and in accordance with those powers.
(7) Security news as stipulated in article 3 paragraph (4) of the letter g-related activities carried out by the Security guards all functions and relevant agencies in accordance with those powers.
(8) the control referred to in article 3 paragraph (4) was implemented by the letter h Paspampres and unit operations command coordinated with Police and relevant agencies in accordance with those powers.
Article 6 further Provisions regarding the safeguarding of the President and Vice President and their wife or husband in the country established by the Commander of the TNI.

Paragraph 2 Security abroad article 7 (1) Safeguards the President and Vice President and their wife or husband abroad, organized by the Commander of the INDONESIAN ARMED FORCES coordinated with the Foreign Minister, State Secretary, head of the State Intelligence Agency, and Assistant in accordance with those powers.
(2) a Thing is coordinated as mentioned on paragraph (1) includes the following: a. the situation of the country visited;
b. Security targets;
c. plan of activities;
d. the plan time;
e. power and infrastructure; and f.  the strength of the local State security forces.
(3) in terms of the Safeguards referred to in paragraph (1), the head of State of the Republic of Indonesia Representatives coordinate with State security forces and Paspampres area.
Article 8 (1) private Security referred to in article 3 paragraph (4) was implemented by the letter a Paspampres are attached to and continuously wherever located.
(2) the Security referred to in article 3 paragraph (4) letter b up to the letter h was carried out by troops coordinated with Paspampres, the local State security.
Article 9 the provisions on Safeguards the President and Vice President and their wife or husband in foreign countries established by the Commander of the TNI.

The third part of the son and son-in-law of the Safeguards of article 10 (1) Safeguards the son and daughter at home and abroad organised by the TNI Commander.
(2) the Safeguards in the country referred to in article 3 paragraph (5) was carried out by the cantonal Command and unit of Paspampres is coordinated with the national police.
(3) Security in foreign countries as mentioned in article 3 paragraph (5) was carried out by Republican Representative Paspampres coordinated with local Indonesia.
Article 11 further Provisions regarding the safeguarding of children and a son-in-law of the President and Vice President within the country and abroad are set by the TNI Commander.

The fourth part of article 12 Safeguards Period the President and the Vice President and their families got security, since the set as President and Vice President elected by the Electoral Commission, up to the expiry of the term of the President and Vice President.

CHAPTER III SECURITY of FORMER PRESIDENTS and FORMER VICE PRESIDENT and THEIR FAMILIES Part I General Article 13 (1) of the former President and the former Vice President and their families deserve the Security facilities are limited.
(2) the Safeguards referred to in paragraph (1) provided for within the country and abroad.
(3) the family as referred to in subsection (1) include your wife or husband.
(4) the Security referred to in subsection (1) and paragraph (2) includes the following: a. Personal Security;
b. security of the installation;
c. Safeguarding activities; and d.  Securing the rescue.
The second part is Securing former President and former Vice President together with the wife or husband of the paragraph 1 Safeguards in the country Article 14 (1) Safeguards the former President and the former Vice President with their wife or husband in the country, organized by the Commander of the INDONESIAN ARMED FORCES coordinated with Assistant.
(2) a Thing is coordinated as mentioned on paragraph (1) includes the following: a. Security targets;
b. activities of the escort;
c. the time of implementation of Safeguards;
d. Administration and logistics; and e.  command and control.
Article 15 (1) personal Safeguards as stipulated in article 13 paragraph (4) was implemented by the letter a Paspampres are attached to and continuously.
(2) the Security installations referred to in Article 13 paragraph (4) the letter b is exercised by Police coordinated with Paspampres on: a. the residence and the residence are used;
b. the place of activities, events, and other installation attended;
c. material used during the activities.
(3) Safeguarding the activities referred to in Article 13 paragraph (2) Letter c is carried out by a unit of command coordinated with Paspampres Cantonal and national police on: a. the activity or event that was attended by the former President and the former Vice President;
b. travel route traversed/bypassed the former President and the former Vice President.
(4) rescue Safeguards as stipulated in article 13 paragraph (4) the letter d is carried out by the national police coordinated with Paspampres.
Article 16 further Provisions regarding the safeguarding of the former President and the former Vice President with their wife or husband in the country established by the Commander of the TNI.

Paragraph 2 Security abroad article 17 (1) Safeguards the former President and the former Vice President with their wife or husband abroad, organized by TNI Commander is coordinated with the Foreign Secretary and Assistant.
(2) the coordination referred to in subsection (1) include the following: a. the situation of the country visited;
b. Security targets;
c. plan of activities;
d. the plan time;
e. Private Security personnel; and f.  infrastructure.
Article 18 (1) personal Safeguards as stipulated in article 13 paragraph (4) was implemented by the letter a Paspampres are attached to and continuously.
(2) the Security referred to in Article 13 paragraph (4) letter b, letter c, letter d and implemented by Republican Representative Paspampres coordinated with local Indonesia.
Article 19 further Provisions regarding the safeguarding of the former President and the former Vice President with their wife or husband in foreign countries established by the Commander of the TNI.

The third Period article 20 Safeguards the former President and the former Vice President and their families deserve the Safeguards during a lifetime, since ends tenure as President and Vice President.

The fourth part of article 21 Rejects Rights (1) the former President or former Vice Presidents and their families are entitled to refuse to have Safeguards.
(2) in the case of a former President or former Vice President refused as referred to in paragraph (1), the rejection was delivered to the President through the TNI Commander.
CHAPTER IV SAFEGUARDS STATE-LEVEL GUEST HEAD of STATE/HEAD of GOVERNMENT Part One General Article 22 (1) Guest Country-level head of State/head of Government has the right to obtain Security for being in the country.
(2) the Security referred to in subsection (1) include the following: a. Personal Security;
b. security of the installation;
c. Safeguarding activities;
d. Safeguards rescue;
e. Food Security;
f. medical Safeguards;
g. Security News; and h.  The escort.
The second part of the Security State Guest Article 23 (1) Safeguards the State-level guests, heads of State/heads of Government, held by the Commander of the INDONESIAN ARMED FORCES coordinated with foreign ministers, ambassadors and/or head of State representatives is concerned, the head of the State Intelligence Agency, Assistant, as well as the leadership of the relevant agencies in accordance with those powers.
(2) a Thing is coordinated as mentioned on paragraph (1) includes the following: a. the Organization Security;
b. Security area;
c. Security targets;
d. power;
e. activities of the escort;
f. time implementation of Safeguards;
g. Administration and logistics; and h.  command and control.
Article 24 (1) private Security as referred to in article 10 paragraph (2) letter a may be executed by Paspampres are attached to and continuously in the area of the law of Indonesia.
(2) the Security installations referred to in Article 10 paragraph (2) letter b be implemented by coordinated with Police and Paspampres relevant agencies in accordance with those powers on: a. the Inn were used;
b. the place of activities, events, and other installation attended; or c.  material used during the activities.
(3) Safeguarding the activities referred to in Article 10 paragraph (2) Letter c is implemented by Paspampres and unit operations command coordinated with police, State intelligence agencies in the regions, and relevant agencies in accordance with those powers on: a. the activity or event that was attended by guests of State-level heads of State/heads of Government; and b.  travel route traversed the State-level Guests bypassed/head of State/head of Government.
(4) rescue Safeguards as stipulated in article 22 paragraph (2) letter d was implemented by Paspampres and unit operations command coordinated with Police and relevant agencies in accordance with those powers.
(5) Food Security as referred to in article 10 paragraph (2) letter e was implemented by Paspampres with relevant agencies in accordance with those powers.

(6) medical Safeguards as stipulated in article 22 paragraph (2) letter f is implemented by Paspampres Presidential Doctor Team coordinated with relevant agencies and in accordance with those powers.
(7) Security news as stipulated in article 22 paragraph (2) Letter g-related activities undertaken by the entire function of the guards involved and relevant agencies in accordance with those powers.
(8) the control as stipulated in article 22 paragraph (2) letter h was carried out by Paspampres and unit operations command, coordinated with the police, and relevant agencies in accordance with those powers.

Chapter V duties, AUTHORITY, and RESPONSIBILITY of article 27 (1) the TNI Commander is in charge of and responsible for the security of the President and Vice President, Former Presidents and former Vice President and their families as well as State-level Guest head of State/head of Government.
(2) in carrying out duties and responsibilities referred to in paragraph (1) the Commander of the INDONESIAN authorities set a policy of technical Safeguards.
Article 28 (1) the Secretary of Defense authorized to formulate the policy of Safeguarding the President and Vice President, Former Presidents and former Vice President and their families as well as State-level Guest head of State/head of Government.
(2) the Minister, Assistant, and the head of the institution as well as the leadership of the relevant agencies in accordance with those powers, are responsible for providing support the smooth conduct of the Safeguards the President and Vice President, Former Presidents and former Vice President and their families as well as State-level Guest head of State/head of Government.
(3) (4) the provisions concerning the granting of further support the smooth conduct of the Safeguards the President and Vice President, Former Presidents and former Vice President and their families as well as State-level Guest head of State/head of Government as referred to in paragraph (2) is set by the Minister, Assistant and the head of the institution as well as the leadership of the relevant agencies in accordance with those powers.
CHAPTER VI FUNDING of article 29 (1) any funding Safeguards the President and Vice President, Former Presidents and former Vice President and their families as well as State-level Guest head of State/head of Government charged to income and Expenditure Budget of the State.
(2) the funding of the Safeguards referred to in paragraph (1) be allocated through the budget of the Ministries/Agencies responsible in accordance with the tasks and functions.
CHAPTER VII PROVISIONS COVER article 30 Against former Presidents and former Vice Presidents and their families before government regulation is applicable, the given lifetime Safeguards based on government regulations.

Article 32 this Regulation comes into force on the date of promulgation.
