No. 7 YEAR 2013
ABOUT
ENVIRONMENTAL RADIOACTIVITY LIMIT VALUE

WITH THE GRACE OF THE ALMIGHTY GOD

CHIEF SUPERINTENDENT OF NUCLEAR POWER,

Weigh: a.   that the current utilization of nuclear power is increasing so that it demands the safety of worker safety, the public, and the protection of the living environment;
B. that the decision of the Chief of the Nuclear Power Supervising Board Number 02/Ka-BAPETEN/V-99 on the Baku Level of Radioactivity in the Environment has been unsuited to the development of science and technology, so that it needs to be replaced by new regulations;
c. that under consideration as referred to in letter a and letter b as well as to carry out the provisions of Article 27 paragraph (3) of the Government Regulation No. 33 Year 2007 on the Radiation Safety of the Ions and Security of Radioactive Sources need establish the Head of the Nuclear Power Supervising Board on the Value of Environmental Radioactivity Limits;

Given: 1.  Law Number 10 Year 1997 on Liabilities of the Republic of Indonesia in 1997 No. 23, Additional Gazette of the Republic of Indonesia Number 3676);
2. Government Regulation No. 33 Year 2007 on the Safety of Ionizing Radiation and the Security of the Source of Radioactive Sources (State Sheet of the Republic of Indonesia of 2007 No. 74);
3. Government Regulation No. 29 of 2008 on the Licensing of the Ionizing And Nuclear Materials (of the State of the Republic of Indonesia of 2008 No. 54);
4. Government Regulation No. 54 of 2012 on Safety and Security of Nuclear Installation (State Sheet of the Republic of Indonesia Year 2012 Number 107);

DECIDED:

establish: A REGULATION OF THE HEAD OF NUCLEAR POWER SUPERVISORS ABOUT THE VALUE OF ENVIRONMENTAL RADIOACTIVITY LIMITS.

Article 1
In the Rule of the Head of this Nuclear Power Supervising Board, referred to:
1. Radioactivity is the number of radioactive nuclei that undergo the decay process per unit of time.
2. Lestripping is the continuous release of radioactive substances resulting from normal operation.
3. The extent of the Radioactivity Threshold Limit to the Environment (discharge limit) is the limit value of the release of radioactive substances into a planned and controlled environment set by the Nuclear Power Supervising Board.
4. The Baku Level of Radioactivity in the Environment is the highest boundary value expressed in the concentration of radionuclide activity in the environment set by the Nuclear Power Supervising Agency.
5. The value of the Dosis Limit is the largest dose permitted by BAPETEN which can be accepted by radiation workers and members of the public in a given period of time without incursing the genetic and somatic effect that means due to the utilization of nuclear power.
6. Dose Barriers are limits on the dose of radiation workers and members of the public who should not exceed the Value of Dosis Limit Value used on protection of protection and radiation safety for any utilization of nuclear power.
7. The next Life Environment Management Plan called RKL is the plan for the impact of the impact on the environment caused by the business plan and/or activities.
8. The next Environment Monitoring Plan called RPL is a plan for monitoring the environmental components of the living environment affected by the business plan and/or activities.
9. Licensee's next license is the person or body that has received the Nuclear Power utilization permit from the Nuclear Power Supervising Board.
Ten. The next Nuclear Power Supervising Board, called BAPETEN, is the supervising body as referred to in the 1997 Act No. 10 of the Peace of Ulivics.

Article 2
The BAPETEN Head Regulation aims to provide a provision of the Radioactivity boundary value of the environment to be met by the PI during the operation.

Article 3
(1) This BAPETEN Head Regulation applies to:
a. radioisotope production facilities;
B. radioactive waste management facility;
c. Nuclear fuel fabrication facility;
D. the facility used to store nuclear fuel;
e. the facility used to store secondhand nuclear fuel;
f.   nonpower reactor;
G. power reactor;
h. Nuclear medicine facilities; and
i.   Research and development facilities related to the utilization of nuclear power in addition to the letter a up to the letter g.
(2) This BAPETEN Head Regulation is set about the Radioactivity limit value of the environment including:
a. Limit Margin rate of Radioactivity to the Environment; and
B. Default Radioactivity Level in the Environment.
(3) Stripping as referred to in paragraph (2) of the letter a Lestripping in the form of gases, aerosols, and liquid.
(4) The level of Radioactivity as referred to in paragraph (2) of the letter b is the concentration of radionuclide activity contained in air and water bodies.

Section 4
PI must carry out the monitoring of the Radioactivity of the environment covering:
a. monitoring of Leghting into the environment; and/or
B. monitoring of Radioactivity level in the environment.

Section 5
(1) Monitoring to the environment as referred to in Section 4 of the letter a must be conducted continuously during the operation activities.
(2) Leach to the environment of the facility as referred to in Section 3 of the paragraph (1) letter h and letter i shall not exceed the Limit Value of Radioactivity to the Environment as set forth in Appendix I that is a part of inseparable from this BAPETEN Head Regulation.

Section 6
(1) PI of the facility as referred to in Article 3 of paragraph (1) of the letter a until the letter g must specify the Threshold Limit of Radioactivity to the Environment for the purposes of the facility's radiation protection design.
(2) The Extent Limitation of the Radioactivity Pass to the Environment as referred to in paragraph (1) must be delivered to the Chief of BAPETEN who is part of the radiation protection and safety program for the submission of construction permits, commissioning, And surgery.
(3) In the setting of the Radioactivity Stripping Limit value to the Environment as referred to in paragraph (1), PI must:
a. set path specific dosage constrainate;
B. establish the source tribe and the assumption of the path stripping away from installation to the community; and
c. calculate the Lestripping limit value.
(4) The extent of the Radioactivity Threshold Limit to the Environment as it is referred to in paragraph (1) is delivered in the annual Stripping Unit.
(5) The Extent Limitation of the Radioactivity Pass to the Environment as referred to in paragraph (6) must be lowered to the weekly Stripping Limit.
(6) The calculation of the Radioactivity Threshold Limit to the Environment as referred to in paragraph (1) may refer to the Instance of the Radioactivity Pass Calculation Calculation to the Path-specific Environment as set forth in Annex II which is an inseparable part of this BAPETEN Head Regulation.
(7) The value of the tread specific dosage as referred to in paragraph (3) of the letter a must not exceed the value of the people's dose limit.
(8) The provisions regarding the value of the community dosage as referred to in paragraph (9) are set in its own BAPETEN Head Regulation.

Section 7
(1) The monitoring of the Radioactivity level in the environment as referred to in Section 4 of the letter b must be performed for the most prolonged period of 1 (one) times in 1 (one) month.
(2) The level of Radioactivity in the environment referred to in paragraph (1) must not exceed the Default Value of Radioactivity Level in the Environment as set forth in Annex III which is an inseparable part of This is Chief BAPETEN's rule.

Section 8
(1) The implementation of the monitoring of the environment Radioactivity as referred to in Section 4 and the environmental monitoring period as referred to in section 7 of the paragraph (1) must be in accordance with RKL and RPL delivered to BAPETEN Chief.
(2) PI may designate another party as the executor responsible for carrying out the monitoring:
a. Release Radioactivity into the environment; and
B. Radioactivity levels in the neighborhood.
(3) The appointment of another party as executor in verse (2) does not free the PI of legal responsibility in the event of a situation that could endanger the safety of workers, members of the public, and the environment.
(4) The provisions of RKL and RPL as referred to in paragraph (1) are governed by its own Chief BAPETEN Regulation.

Section 9
(1) In carrying out the monitoring of the environmental Radioactivity as referred to in Section 4, PI must:
a.   provides environmental Radioactivity monitoring equipment; and
B.   analyze the Radioactivity of any radionuclide that has been assigned to a laboratory accredited or appointed by the Chief of BAPETEN.
(2) The environmental Radioactivity monitoring equipment as referred to in paragraph (1) the letter a must be calibrated.

Article 10
(1) In terms of Lestripping Radioactivity to the environment exceeds the Extent of the Radioactivity Pass value to the Environment as referred to in Article 5 of the paragraph (2) and Section 6 of the paragraph (2) the PI must:
a.   stop while operating activities;
B.   Reporting to the Chief of BAPETEN at least 2 x 24 (twice twenty-four) hours in writing since the discovery of the Radioactivity Pass to the environment exceeds the Extent of the Radioactivity Stripping Limit to the Environment; and
c. make the effort:
1. Reduction of the Radioactivity Rate off to the environment;
2. enquiry against:
a) the cause of occurrence;
b) the condition of the event; and
c) the consequences of such events; and
3. modification of the facility, repair of procedures, and/or the prevention of the same event.
(2) PI must report any actions as referred to paragraph (1) to the BAPETEN Chief.
(3) In the event of an attempt as referred to in paragraph (1) not done, BAPETEN Chief terminated the operation of the facility's operations.

Section 11
(1) In terms of the Radioactivity level in the environment exceeding the Default Level Radioactivity in the Environment as referred to in Article 7 of the paragraph (2), PI must:
a. relay the event information to the Chief of BAPETEN at least 3 x 24 (three times twenty-four) hours in writing since his knowledge of the value of the Radioactivity level in the environment exceeds the Radioactivity Level of the Environment in the Environment; and
B.   attempted attempt:
1. enquiry against:
a) the cause of occurrence;
b) the condition of the event; and
c) the consequences of such events; and
2. modification of the facility, repair of procedures, and the prevention of the same event.
(2) PI must report any actions as referred to paragraph (1) to the BAPETEN Chief.
(3) In the event of an attempt as referred to in paragraph (1) not done, BAPETEN Chief terminated the operation of the facility's operations.

Article 12
(1) PI must implement the management system in carrying out the monitoring of the Radioactivity of the environment.
(2) The terms of the management system as referred to in paragraph (1) are governed by its own Chief BAPETEN Regulation.

Section 13
At the time BAPETEN's Chief Regulation is in effect, the extent of the Radioactivity Stripping Limit to the Environment as referred to in Section 6 of the paragraph (1) for the facility already in operation, is in effect until an extension of the operation permit.

Section 14
At the time the BAPETEN Chief Regulation is in effect, the Decree of the Chief Nuclear Power Supervising Board Number: 02 /Ka-BAPETEN/V-99 on the Baku Level Radioactivity in the Environment is revoked and declared not applicable.

Section 15
This BAPETEN Head Regulation is starting to apply after 1 (one) year counting since the date of the promultable.
