EMPLOYEE PERFORMANCE ALLOWANCE IN THE ENVIRONMENT
METEOROLOGICAL AGENCY, CLIMATOLOGY, AND GEOPHYSICS
BY THE GRACE OF THE ALMIGHTY GOD
PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh: a.   that bureaucratic reform in the environment of Meteorology, Climatology, and Geophysics, in an effort to improve employee performance in the environment of Meteorology, Climatology, and Geophysics, need to be given a Performance improvement;
B.   that under consideration as intended in the letter a, it needs to establish the President's Regulation on Employee Performance Benefits in the Environment of Meteorology, Climatology, and Geophysics;

Remembering: 1.   Article 4 of the paragraph (1) of the Basic Law of the Republic of Indonesia in 1945;
2. Law No. 8 Year 1974 on PokePokok Keemployers (Sheet State Republic Indonesia Year 1974 Number 55, Additional Leaf Indonesia Republic Indonesia Number 3041), as amended by Act No. 43 of 1999 (sheet State of the Republic of Indonesia in 1999 Number 169, Additional Gazette of the Republic of Indonesia Number 3890);
3. Act Number 17 Year 2003 on State Finance (Sheet State Republic Of Indonesia In 2003 Number 47, Additional Sheet Of State Republic Of Indonesia Number 4286);
4. Act No. 1 of 2004 on the State Treasury (State Gazette 2004 Number 5, Additional Gazette Republic of Indonesia Number 4355);
5. Government Regulation No. 7 of 1977 on the Regulation of the Salary Of Civil Servants (State Of The Republic Of Indonesia In 1977 Number 11, Additional Gazette Republic of Indonesia Number 3098) as has been several times amended, last with Government Regulation No. 22 of 2013 (State Sheet of the Republic of Indonesia Year 2013 No. 57);

Government Regulation No. 23 Year 2005 on the Financial Management of the Public Service Agency (State Gazette 2005 Number 48, Additional Gazette Republic of Indonesia Number 4502) as amended by Regulation Government Number 74 Of 2012 (sheet Of State Of The Republic Of Indonesia In 2012 Number 171, Additional Gazette Of The Republic Of Indonesia Number 5340);
7. Presidential Regulation No. 61 of 2008 on the Board of Meteorology, Climatology, and Geophysics;

DECIDED:

SET: THE PRESIDENT ' S REGULATION ON EMPLOYEE PERFORMANCE ALLOWANCE IN THE ENVIRONMENT OF METEOROLOGY, CLIMATOLOGY, AND GEOPHYSICS.

Section 1
In this Presidential Regulation referred to:
1. Civil Servants are the Civil Servants and Members of the Indonesian National Armed Forces (Indonesian National Armed Forces) as referred to in Law No. 8 of the Year 1974 on the PoyPokok KeEmployees as amended with the Act Number 43 Year 1999.
2. Employees in the environment of Meteorology, Climatology, and Geophysics are the Civil Servants and other employees who are based on the Decision of Officials who are authorized to be appointed in a position and work in full on the organization units in the environment of the Meteorological, Climatological, and Geophysics Agency.

Section 2
To employees who have a specific office in the environment of Meteorology, Climatology, and Geophysics, in addition to being granted income under the provisions of the laws, are given the Performance allowance of each month.

Section 3
(1) Performance improvement as referred to in Section 2, not provided to:
a.   Employees in the environment of Meteorology, Climatology, and Geophysics that do not have a specific office;
B.   Employees in the environment of Meteorology, Climatology, and Geophysics are suspended for temporary or decommissioned;
C.   Employees in the environment of Meteorology, Climatology, and Geophysics were dismissed from his organics office with the given money waiting (not to be dismissed as the State Employee);
D.   Employees in the environment of Meteorology, Climatology, and Geophysics are secondhand/employed on other bodies/agencies outside of the Meteorological, Climatological and Geophysics Agency;
e.   Employees in the environment of Meteorology, Climatology, and Geophysics are granted leave outside of state dependents or in the free of duty to undergo a retirement preparation period; and
f.   Civil servants of the General Services Agency who have obtained remuneration as set out in Government Regulation No. 23 of 2005 on the Financial Management of the Public Service Agency as amended by Government Regulation No. 74, 2012.
(2) The further provisions of employee in the environment of Meteorology, Climatology, and Geophysics not granted Performance improvement as referred to in paragraph (1) are governed by the Regulation of the Head of the Meteorological Agency, Climatology, and Geophysics.

Section 4
The magnitude of the Performance Benefits as referred to in Section 2 is listed in the Attachment that is an inseparable part of this Presidential Regulation.

Section 5
(1) Performance improvement as referred to in Article 2, paid in terms of July 2013.

Income Tax upon Performance improvement as referred to in Article 2, charged in the State Revenue and Shopping Budget of the Year of the Budget is concerned.

Section 7

Section 8
(1) For employees in the environment of Meteorology, Climatology, and Geophysics who are appointed as functional officials and obtain professional benefits then the performance allowance is paid by the difference between the performance allowance on the class of his office. (2) If the benefit of the accepted profession as referred to in the paragraph (1) is greater than the performance allowance of the class of office, then payable is the benefit of the profession in its generals.

Section 9
(1) By the time this Presidential Regulation is in effect, all employees in the environment of the Meteorological, Climatological and Geophysics Agency are obliged to carry out the bureaucratic reform agenda under the provisions of the laws.
(2) The implementation of the bureaucratic reform agenda as referred to in paragraph (1), monitored and evaluated periodically by the Chief of the Meteorological, Climatology and Geophysics and Reform Team of the National bureaucracy, both individually and Together.

Section 10
The technical provisions of the implementation of the Presidential Regulation are further regulated by the Chief of Meteorology, Climatology, and Geophysics, the Minister of Personnel Office of Personnel and the Bureaucratic Reforms, and the Minister of Finance, both individually and in the United States, and in the United States.
