THE MARINE MINISTER ' S REGULATION AND FISHERIES
REPUBLIC OF INDONESIA
NUMBER 32 /PERMEN-KP/2013
ABOUT
THE BAN ON THE INCLUSION OF SHRIMP AND NATURAL FEED FROM THE COUNTRY
THE DAN/ OR TRANSIT COUNTRY AFFECTED BY THE EARLY OUTBREAK
MORTALITY SYNDROME OR ACUTE HEPATOPANCREATIC NECROSIS
DISEASE

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF MARINE AND FISHERIES REPUBLIC OF INDONESIA,

Weigh: a.  that Early Mortality Syndrome or Acute Hepatopancreatic Necrosis Disease is an outbreak of disease that attacks shrimp in some countries and has not yet found its control method;
B.  that Early Mortality Syndrome or Acute Hepatopancreatic Necrosis Disease endangers the cultivation of shrimp that impacts mass deaths that eventually lower the production of national shrimp;
c. that under consideration as intended in letter a and letter b, need to establish the Minister of the Marine and Fisheries Regulations on the Prohibition of Shrimp Income and the Natural Pakan of the State and/or the Transit State of the Early Plague of Early Mortality Syndrome or Acute Hepatopancreatic Necrosis Disease;

Remembering: 1.   Act Number 16 of 1992 on Quarantine Animals, Fish, and Plants (State Of The Republic Of Indonesia 1992 Number 56, Additional Sheet Of State Republic Indonesia Number 3482);
2. Law No. 31 Year 2004 on Fisheries (State Gazette Indonesia Year 2004 Number 118, Additional Gazette Republic of Indonesia Number 4433), as amended by Law Number 45 Year 2009 (State Sheet) Republic of Indonesia Year 2009 Number 154, Additional Gazette of the Republic of Indonesia Number 5073);
3. Government Regulation No. 15 Year 2002 on Quarantine Of Fishes (sheet Of State Of The Republic Of Indonesia In 2002 Number 36, Additional Gazette Of The Republic Of Indonesia Number 4197);
4. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State, as amended last with the Presidential Regulation Number 55 of 2013 (State Sheet of the Republic of Indonesia Year 2013 Number 126);
5. Presidential Regulation No. 24 Year 2010 on Occupation, Duty, and Functions of the Ministry of State as well as the Susunan of the Organization, Duty, and Functions of the Ministry of State, as well as the Organizational Functions, Duty, and Functions of the Ministry of State, as has been amended last with the Presidential Regulation No. 56 Year 2013 (State Sheet of the Republic of Indonesia Year 2013 Number 126);
6. Presidential Decree No. 84 /P Year 2009 as amended with Presidential Decree Number 60 /P Year 2013;
7. Regulation of the Minister of Oceans and Fisheries Number PER.15/MEN/2010 on the Organization and the Working Governance of the Ministry of Marine and Fisheries;
8. Regulation of the Minister of Oceans and Fisheries Number PER.16/MEN/2011 on the Risk of Importation of Fish and Fisheries Products (State News of the Republic of Indonesia of 2011 No. 444);

DECIDED:

SET: MINISTER OF MARINE AND FISHERY RULES ON THE PROHIBITION OF THE INCLUSION OF SHRIMP AND NATURAL FEED OF STATES AND/OR TRANSIT STATES THAT ARE AFFECTED BY THE EARLY MORTALITY SYNDROME OR ACUTE HEPATOPANCREATIC NECROSIS DISEASE.

Section 1
(1) Each person is prohibited from entering shrimp and natural feed derived from the state of plague and/or transit countries affected by the Early Mortality Syndrome or Acute Hepatopancreatic Necrosis Disease into the State of the Republic of Indonesia.
(2) Udang as referred to in verse (1) is the type of shrimp Litopenaeus vannamei, Penaeus of monodon, and Penaeus chinensis, including eggs, larvae, parent, and mother, either live shrimp, fresh shrimp, and frozen shrimp.
(3) The nature of the (1) verse (in the first verse) is an artemia and a worm, both alive, fresh, and frozen.
(4) The plague country and/or the transit country affected by the plague as referred to in paragraph (1) include:
a.   China;
B.   Vietnamese;
C.   Thailand;
D.   Malaysia; and
e.   Mexico.

Section 2
If found shrimp and natural feed derived from the state of plague and/or transit countries affected by the outbreak of Early Mortality Syndrome or Acute Hepatopancreatic Necrosis Disease in places of prefixed income, then Officer Karantina The fish is obliged to do a quarantine act of rejection.

Section 3
The Minister ' s rules are beginning to apply at the date of the invitation.
