REGULATION of the MINISTER of AGRICULTURE of the REPUBLIC of INDONESIA NUMBER 84/Permentan/PD. 410/8/2013 of INCOME CARCASS, meat, OFFAL, and/or PETROL into the TERRITORY of the REPUBLIC of INDONESIA with the GRACE of GOD ALMIGHTY MINISTER of AGRICULTURE of the REPUBLIC of INDONESIA, Considering: a. that the Commission as a follow-up to Article 59 paragraph (5) of Act No. 18 of 2009 about livestock and animal health, has been assigned Minister of agriculture Regulation Number 50/OT Permentan/140/9/2011 about the Recommendation Approval Submissions Carcass , Meat, Offal, and/or Petrol into the territory of the Republic of Indonesia, juncto Rule Minister of agriculture Number 63/OT Permentan/140/5/2013;
b. that to provide smoothness and certainty in the insertion of the carcass, meat, offal, and/or petrol, a regulation of the Minister of agriculture referred to in letter a, is no longer appropriate;
c. that to protect the public's health and inner peace, the infusion of carcass, meat, offal, and/or petrol into the territory of the Republic of Indonesia must meet the requirements of safe, healthy, whole, and kosher for required;
d. that based on considerations as referred to in letter a, letter b, letter c, and as well as for the optimization of service income carcass, meat, offal, and petrol into the territory of the Republic of Indonesia, the need to review the regulation of the Minister of agriculture the number 50/OT Permentan/140/9/2011 about the Recommendation Approval Submissions Carcass, meat, Offal, and/or Petrol into the territory of the Republic of Indonesia, juncto Rule Minister of agriculture Number 63/OT Permentan/140/5/2013;

Decide: define: REGULATION of the MINISTER of AGRICULTURE ABOUT the INSERTION of the CARCASS, meat, OFFAL and/or PETROL into the TERRITORY of the REPUBLIC of INDONESIA.
CHAPTER I GENERAL PROVISIONS article 1 In this regulation, the definition of: 1. Ruminant Livestock Carcass is a part of the body of healthy ruminants cattle have been slaughtered in the halal and true, skinned, issued innards, separated head, leg beginning from tarsus/karpus down, reproductive organs and udders, tail, as well as excess fat.
2. Poultry Carcass is a part of the body that has been slaughtered poultry are halal and true, dicabuti feathers, and the innards are removed, cut in the head and neck as well as both legs.
3. the Carcass of a pig is pork healthy part of the body that have been cut, scraped away her fur, separated head and legs, as well as issued jeroannya.
4. Meat is part of the muscle of the skeletal carcass consisting of meat pieces primer (prime cut), a secondary piece of meat (secondary cut), meat variations (variety/fancy meats), and the meat industry (manufacturing meat).
5. The primary pieces of Meat (prime cut) are pieces of meat that have keempukan, juiciness and the best quality, in the form of pieces of meat with bones and without bone derived from ruminant livestock in the form of fresh cold (chilled) and frozen (frozen).
6. Meat pieces of Secondary (secondary cut) are pieces of meat outside the primary pieces that have keempukan, juiciness and quality under the primary pieces of quality, in the form of pieces of meat with bones and without bone derived from ruminant livestock in the form of fresh cold (chilled) and frozen (frozen).

8. 13. the World animal health Body/World Organization for Animal Health/Office International des Epizooties hereinafter abbreviated WOAH/OIE is a body which has the authority to provide information occurrence, status, and the animal disease situation in the country, as well as provide technical recommendations in the sanitary action in the field of animal health.
14. Infectious animal disease is a disease that is transmitted between animals and animals; animals and humans; as well as animals and other animal disease carriers of media through direct or indirect contact with the mechanical medium.
15. Zoonoses are diseases that can be transmitted from animal to human or vice-versa.
16. Veterinary public health is any Affairs related to animals and animal products that directly or indirectly affect human health.
17. The system of Veterinary Services (veterinary services) is a tatalaksana organization of animal health and veterinary public health sector in the country that refers to standards, guidelines, and recommendations from international organizations, among others, WOAH/OIE, Codex Alimentarius Commission (CAC), and the World Health Organization (WHO).
18. Country of origin of the Income hereinafter referred to as the country of origin is a country which issued the carcass, meat, offal, and/or petrol into the territory of the Republic of Indonesia.
19. Business Unit Income hereinafter referred business unit is a business unit in the country of origin of the running production carcass, meat, offal, and/or the petrol regularly and continuously with commercial purposes.
20. Veterinary Control Number (Establishment Number) hereinafter abbreviated NKV is certified as a valid written evidence has been the fulfillment of the requirements of hygiene and sanitation as basic eligibility (pre requisite) food safety assurance system in food of animal origin business unit.

21. Veterinary Authority is the Government's institutional and/or institutional formed the Government for a decision which is of the highest technical keprofesionalan involving animal health veterinarians and by exerting all lines starting from the profession's ability to identify problems, define policies, coordinate the implementation of policies to control the technical operations in the field.
22. the working device is a unit of Service areas: functioning of the farm and/or animal health.
23. The Centre of the plant breeders ' rights and licensing of agriculture which further abbreviated as PPVTPP is the unit of work: licensing function administratively.
24. Trade is an individual person or corporate, legal or not well-bodied-body of law, which undertake activities in the field of animal husbandry and animal health.
25. the related Ministry is the Ministry involved in the process of insertion of the carcass, meat, offal, and/or petrol.
Article 2 this regulation is intended as a legal basis in the implementation of income, with a view to: a. protect health and inner peace society, animal health, and environmental health;
b. make sure the fulfilled requirements of safe, healthy, whole, and kosher for required;
c. ensure the carcass, meat, offal, and/or petrol entered free of infectious animal diseases and zoonoses, chemical hazards, and physical hazards; and d.  provide smoothness and certainty in the insertion of the carcass, meat, offal, and/or petrol.
Article 3 scope this Regulation include: a. the terms and procedures for Incorporation;
b. obligations of the holder of the Recommendation;
c. Supervision; and d.  The Provisions Of The Sanctions.
CHAPTER II REQUIREMENTS and PROCEDURES is considered part of the General REVENUE of article 4 (1) the Income can be made by Businessmen, Social Institutions, or Representatives of foreign countries/international institutions.
(2) in addition to Businessmen, Social Institutions, or Representatives of foreign countries/international institutions as referred to in paragraph (1), State-owned enterprises in the fields of food intake can do in order to maintain food security and price stability.
(3) State-owned enterprises referred to in paragraph (2) be able to do the infusion, once there is the appointment of the Minister of State-owned enterprises that are coordinated by the Coordinating Minister for the economy.
(4) Trade, Social Institutions, or Representatives of foreign countries/international institutions as referred to in paragraph (1) and State-owned enterprises referred to in paragraph (2) which do get permission, mandatory income income from trade ministers.
(5) the Secretary of Commerce in providing infusion permits as referred to in paragraph (4) after the Trade, Social Institutions, representatives of foreign countries/international institutions or State-owned enterprises gained recommendations.
(6) the recommendations referred to in paragraph (5) was published by the Director of veterinary public health and Pascapanen.
(7) the recommendations referred to in subsection (6) is an attachment that is inseparable with the permission of the Minister of trade of income referred to in subsection (4).
The second part of the requirements of article 5 Income income Requirements include: a. the terms of Trade, Social Institutions, representatives of foreign countries/international agencies, or State-owned enterprises;
b. requirements of the country of origin and business units; and c.  requirements for packaging, labels, and transport.
Paragraph 1 the terms Perp Income article 6 (1) the terms of Trade or social institution as referred to in article 5 and the letter a should be incorporated business or legal body established under the laws of Indonesia and domiciled in Indonesia.
(2) Representatives of foreign countries/international institutions as referred to in article 5 a must be domiciled in Indonesia.
(3) State-owned enterprises referred to in article 5 the letter a has to move in the field of food.
Paragraph 2 requirements of the country of origin article 7 business units and requirements of the country of origin as referred to in article 5, letter b must be free of: a. the Mouth and nails Diseases (FMD), Vesicular Stomatitis (VS), Rift Valley Fever (RVF), 's most Contagious Bovine Pleuropneumonia, and Bse/BSE (Negligible BSE risk) for insertion of the carcass, meat and/or offal great ruminants;
b. diseases of the mouth and nails, Vesicular Stomatitis (VS), Rift Valley Fever (RVF), Sheep and Goat Pox, Peste des petits ruminants (PPR), and Scrapie for insertion of the carcass and/or small ruminant meat;
c. diseases of the mouth and nails, Vesicular Stomatitis (VS), Rift Valley Fever (RVF), Swine Vesicular Disease (SVD), Classical Swine Fever (CSF/Hog Cholera) and African Swine fever (ASF) for insertion of the carcass and/or pork;
d. diseases Highly Pathogenic Avian Influenza (HPAI) and least in a period of 90 (ninety) days of the last in a radius of 50 kilometres before the implementation of the expenditure from the country of origin has been declared not in a State of disease outbreaks of Newcastle Disease (ND); Duck Viral Hepatitis (DVH) and Duck Viral Enteritis (DVE), for poultry carcass.
Article 8 (1) in the case of countries with a BSE risk status can be controlled (Controlled BSE risk), can be considered as the country of origin of the ruminant meat infusion large fillets (boneless/deboned meat) and processed meat derived from ruminants with requirements: a. coming from a large ruminant livestock born and raised in the country of origin of income and throughout his life was never given feed containing ruminant origin;
b. derived from ruminant livestock are not big dipingsankan (stunning) by injecting pressurised air or gas into the head cavity and ante mortem examination have graduated and post mortem;
c. contamination precautions have done specified risk materials (SRM); and d.  maximum age of 30 (thirty) months.
(2) the provisions referred to in subsection (1) does not apply to mechanically separated meat from bones or mechanically separated/deboned meat (MSM/MDM).
Article 9 (1) in the event that the country is not yet free of the mouth and Nails Diseases (FMD), Vesicular Stomatitis (VS), and Swine Vesicular Disease (SVD), can be considered as the country of origin with processed meat intake requirements: a. has been heated over 80oC for 2-3 minutes; and b.  derived from the meat of ruminants that have been dilayukan so that the pH of the meat under 5.9 and separated limfoglandula (deglanded) and bone (deboned).
(2) for processed pork in addition to requirements as referred to in paragraph (1) may be made through the process of penggaraman at least 12 (twelve) months.
Article 10 Status of animal diseases in the countries of origin of income referred to in article 7, article 8, and article 9 was based on the Declaration of WOAH/OIE.

Article 11 (1) the requirements of the business units referred to in article 5 letter b, shall be: a. under supervision and is registered as a business unit of expenditure by country of origin veterinary authority;
b. apply food safety assurance system in accordance with the international provisions as evidenced by certificates of food safety assurance systems issued by the competent authority of the internationally recognized;
c. do not accept animals and/or processing animal products that come from countries that are contracting the infectious animal disease as stipulated in article 7, article 8, and article 9;
d. have slain interpreter required for kosher, and Halal Certification by the disupervisi recognized and in cooperation with the Institute for the study of food, drug, and cosmetic (LP-GAS) MUI;
e. have the halal assurance system and implement the (fully dedicated for halal practices), as well as having an employee remains responsible for the implementation of the slaughtering, cutting, handling, and processing are lawful; and f.  implement program monitoring microbial impurities pathogens and animal drug residues, hormones, pesticides, toxins, and other materials that endanger human health consistently and documented, as evidenced by a certificate of the test results issued by the competent authority in the country of origin.
(2) for poultry products, halal assurance system referred to in subsection (1) the letter e is done on the entire animal poultry slaughterhouse in the country as evidenced by the halal certificate.
Article 12 (1) the country of origin and business units can be set up as a State and business unit revenue after meets the requirements referred to in article 7, article 8, article 9 and article 11.
(2) the determination of country of origin and the business units referred to in subsection (1) is done by the Minister.
(3) the Minister in determining the country of origin and the business units referred to in subsection (2) on the basis of the requirements referred to in subsection (1) by considering the results of the risk analysis.
(4) determination of country of origin and the business units referred to in subsection (2) in practice carried out by the Director General of animal husbandry and animal health on behalf of the Minister in the form of a decision.
Article 13 (1) the risk analysis referred to in article 12 paragraph (3) is done through the stages: a. the determination of an acceptable level of protection (acceptable level of protection) in accordance with the type of illness;
b. document examination (desk review) and verification (on site review) the system of organization of animal health and animal product security assurance in the country of origin; and c.  document examination (desk review) and audit compliance (on site review) system security assurance and halal animal products in business units.

(2) the determination of the addition of the business unit of a specified country of origin referred to in article 12 paragraph (4) is done through the stages of risk analysis as referred to in paragraph (2) Letter c.
(3) the risk analysis referred to in subsection (1) done by risk analysis Team whose membership consists of representatives from the Directorate General of livestock and animal health, the Commission of experts on animal health and veterinary public health, and scientific experts with backgrounds related.
(4) verification of the fulfillment of the system of organization of animal health and animal product security assurance in countries of origin as referred to in paragraph (1) letter b done by a team of Assessors of countries whose membership is composed of representatives from the Directorate General of livestock and animal health and the Commission's expert on animal health and veterinary public health.
(5) the Audit compliance security guarantee system and the halal animal products in the business units referred to in paragraph (2) Letter c is carried out by a team of Appraisers business units whose membership consists of representatives from the Directorate General of livestock and animal health and the Commission's expert on animal health and veterinary public health.
(6) the team of risk analysis as referred to in paragraph (3), a team of Assessors of the State referred to in paragraph (4), and a team of Appraisers Business Unit referred to in subsection (5) are defined by the Director General of animal husbandry and animal health on behalf of the Minister in the form of a decision.
Article 14 (1) if the results of the risk analysis of the State of origin, the risk of exceeding the acceptable level of protection as stipulated in article 13 paragraph (1) letter a, Director General of animal husbandry and animal health published a letter of rejection of the determination of country of origin.
(2) in the event that the results of the risk analysis of the State of origin, the risk is lower or equal to an acceptable level of protection as stipulated in article 13 paragraph (1) letter a, Director General of animal husbandry and animal health on behalf of the Minister of State of the countries of origin as a set income in the form of a decision.
Article 15 (1) the country of origin has been established as stipulated in article 14 paragraph (2), the business unit will be established by the Director General of animal husbandry and animal health on behalf of the Minister.
(2) the Director General of animal husbandry and animal health in setting business unit referred to in subsection (1) on the basis of the requirements referred to in article 11.
Paragraph 3 Packings, labels, Requirements and transport of article 16 (1) Carcass, meat, offal, and/or petrol to be included must be packaged so that the contamination does not occur during transportation.
(2) the packaging referred to in paragraph (1) shall be: a. native of the country of origin and have a label; and b.  made from special materials and safe for food (food grade), as well as non-toxic.
Article 17 the labels referred to in article 16 paragraph (2) letter a uses the language of Indonesia and United Kingdom with include: a. country of destination Indonesia;
b. Veterinary Control Number (Establishment Number);
c. the date of slaughtering, cutting, and/or date of production;
d. the amount, type, and specifications of the carcass, meat, offal, and/or petrol; and e.  Mark halal for required.
Article 18 (1) Carcass, meat, offal, and/or petrol to be included, before being loaded into a transport tool to do the actions of animal quarantine in the country of origin.
(2) transport of carcass, meat, offal, and/or petrol as referred to in subsection (1) is carried out directly from the country of origin to the place of incorporation in the territory of the Republic of Indonesia.
(3) the insertion of the carcass, meat, offal, and/or petrol transit way is done in accordance with the provisions of the legislation in the field of animal quarantine.
(4) upon arrival at the place of incorporation, carcass, meat, offal, and/or animal quarantine petrol punishable in accordance with the provisions of the legislation on animal quarantine areas.
Article 19 the transport of carcass, meat, offal, and/or petrol for certified kosher and halal certified which is not banned in one container.

Article 21 (1) a petition for the recommendation by the perpetrators of the attempt must be submitted on 1-December 31 of the previous year, the date 1-31 March, 1-30 June and 30 September-1st of the current year.
(2) the application for the recommendation by the Social Institutions, representatives of foreign countries/international institutions may be brought at any time as needed.
(3) the petition for recommendations by the businessmen can be filed at any time based on the results of the Coordination meeting of the ministerial level Limited coordinated by the Coordinating Minister for the economy.
(4) the petition's recommendations by State-owned enterprises may be brought at any time as the assignment of the Minister of State-owned enterprises based on the results of the Coordination meeting of the ministerial level Limited coordinated by the Coordinating Minister for the economy.
Section 22 (1) a petition for the recommendations submitted by the businessmen must come the terms: a. Population Sign Cards (KTP) and/or the identity of the leadership of the company;
b. Tax Payer Number (NPWP);
c. Trade Business License (SIUP);
d. Letter sign list or business license in the field of animal husbandry and animal health;
e. the company and certificate of change in the latter;
f. Veterinary Control Number (NKV);
g. determination of the importer is registered (IT) animal products;
h. certificate part ownership of storage of refrigerated (cold storage) and refrigerated transport accompanied by evidence/supporting documents, except for the intake of processed meat fast-food restaurant that does not require refrigerated facilities as the information on the product label;
i. recommendation service of the province;
j. have veterinarian competent in the field of veterinary public health, evidenced by a letter of appointment or contracts of employment from the direction of the company; and k.  affidavit part stating that the document submitted is correct and valid.
(2) the application for the recommendations submitted by the Social Institutions should be equipped requirements: a. Population Sign Cards (KTP) and/or the identity of the leadership of the social institutions;
b. Social Institutions and Establishments Act changes the latter;
c. the determination as a social institution of authorized institutions;
d. Description of the awarding of a grant from the country of origin;
e. proof of ownership/rental of refrigerated storage (cold storage) that has had the NKV and the veterinarian in charge of the technical;
f. waiver will not trade in carcass, meat, offal, and/or petrol;
g. Description of the prospective recipient; and h.  affidavit part stating that the document submitted is correct and valid.
(3) a petition for the recommendations submitted by the Representatives of foreign countries/international institutions must be equipped requirements: a. the identity of the Chairman and/or assigned representative/delegated;
b. proof of ownership/rental of refrigerated storage (cold storage);
c. waiver for internal needs and not released; and d.  affidavit part stating that the document submitted is correct and valid.
(4) the petition for the recommendations proposed by the State-owned enterprises must be completed requirements: a. letter of assignment by the Minister of State-owned enterprises;
b. Population Sign Cards (KTP) and/or the identity of the leadership of the company;
c. proof of ownership/rental of refrigerated storage (cold storage) that has had the NKV and the veterinarian in charge of the technical; and d.  affidavit part stating that the document submitted is correct and valid.
Article 23 the head of PPVTPP after receiving a petition online and/or directly in the longest period of 2 (two) business days provide the answer to reject or accept.

Article 24 (1) of the petition was rejected as stipulated in article 23 when the requirements referred to in section 22 is incomplete and/or incorrect.
(2) the petition was rejected as referred to in paragraph (1) notified in writing by the head of the PPVTPP to the applicant online and/or direct his reason, according to the accompanying format 2.
Article 25 (1) Application was received as stipulated in article 23 when it has fulfilled the requirements as referred to in article 22.
(2) the petition is received as intended in paragraph (1) by the head PPVTPP is submitted to the Director of veterinary public health and Pascapanen online and/or directly with copy to the Director General of animal husbandry and animal health, according to format 3.
(3) the Director of veterinary public health and Pascapanen upon receipt of the application referred to in subsection (2) do the longest technical studies for a period of 7 (seven) working days, providing answers to reject or approve.
Article 26

(2) the petition is approved as stipulated in article 25 paragraph (3), published the recommendations referred to in article 4 paragraph (6), as per the format 5.
(3) the recommendations referred to in paragraph (2) presented by the Director of veterinary public health and Pascapanen to the applicant through the head of the PPVTPP online and/or directly with copy to the Minister, the Secretary of Commerce, Director General of animal husbandry and animal health, Agricultural Quarantine Agency Head, Director General of customs and Excise Ministry of finance, head of Department of the province, and the head of the Technical Unit of the implementing Quarantine Farm income place.
Article 27 determination of amount in recommendation per trade, Social Institutions, representatives of foreign countries/international institutions and State-owned enterprises established by the Secretary of Commerce.

Article 28 (1) the publication of the Recommendations referred to in Article 26 paragraph (2) are conducted four (4) times i.e. December of the previous year, in March, June, September and the current year.
(2) the publication of the Recommendations referred to in Article 26 paragraph (2) for State-owned enterprises made after the determination of the results of the Coordination meeting of the ministerial level Limited coordinated by the Coordinating Minister for the economy as referred to in article 9 paragraph (3).
Article 29 Recommendations as stipulated in article 26 paragraph (2), at least contain: a. the number of recommendations;
b. the applicant's name, address, and address storage of refrigerated (cold storage);
c. number and date of letter petition;
d. country of origin;
e. the name and number of the establishment business units suppliers;
f. Description of types/categories of carcass, meat, offal and/or petrol with the HS code;
g. technical requirements of veterinary public health;
h. place of incorporation;
i. validity of recommendation; and j.  the purpose of use.
Article 30 (1) the validity of the recommendations referred to in Article 29 of the letter i from the date issued until 31 December the current year.
(2) in terms of country of origin listed in the recommendations of the infectious animal disease outbreaks occur as stipulated in article 7, article 8, and article 9 can reapply before the deadline for submissions expired as intended in paragraph (1).
Article 31 (1) purpose of use as stipulated in article 29 the letter j for the carcass, meat or offal, covering industry, hotel, restaurant, catering, and other special purposes.
(2) purpose of use as stipulated in article 29 the letter j for processed meat includes hotel, restaurant, catering, industry, other special needs, and the modern market.
(3) other Special Purposes as referred to in paragraph (1) and paragraph (2), include: a. delivery of gifts or grants for purposes of worship, social, or disaster relief;
b. the purposes of representative of foreign countries/international institutions with headquarters in charge in Indonesia;
c. the necessity of research and development of knowledge; or d.  examples that do not trade (exhibition purposes) up to 200 (two hundred) pounds.
(4) purpose of use as stipulated in article 29 j by State-owned enterprises to fulfill their needs and adequacy of market operations.
Article 32 types of carcass, meat, offal and/or petrol which can be included as listed in the Annex which is part an integral part of this regulation.

CHAPTER III OBLIGATIONS of the HOLDER'S RECOMMENDATION of article 33 (1) of the Social Institutions, Businessmen, representatives of foreign countries/international agencies, or State-owned enterprises are prohibited from filing a change of State of origin, place of incorporation, the type/category of carcass, meat, offal, and/or petrol against recommendations that have been published.
(2) Social Institutions, Businessmen, representatives of foreign countries/international agencies, or State-owned enterprises that incorporate carcass, meat, offal, and/or petrol should do the prevention of entry and widespread infectious animal diseases.

CHAPTER IV SUPERVISION of article 34 (1) Carcass, meat, offal, and/or petrol has done the Quarantine Act be liberation conducted surveillance against eligibility for veterinary public health.
(2) Supervision as referred to in subsection (1) done by the Veterinarian authorities which have competence as Supervisory veterinary public health at the Ministry, province, Kab/kota in accordance with those powers.
(3) the Carcass, meat, offal, and/or petrol has done acts of liberation by the form of quarantine Officers Quarantine Animals, besides being supervised by the supervisor as referred to in paragraph (2), may be made by the community.
(4) the supervision carried out by the communities as referred to in paragraph (3) in the form of reports of alleged irregularities against the carcass, meat, offal, and/or petrol in circulation.
(5) a report by the communities as referred to in paragraph (4) is submitted to the local supervisor of veterinary public health.
Article 35 in the case in the area of kabupaten/kota yet have no Supervisory veterinary public health as stipulated in article 34 paragraph (2), implementation of the supervision carried out by the Veterinary Public Health Supervisory district/city or province.

Article 36 the supervision referred to in Article 34 paragraph (1) do the examination of: a. the physical condition of the carcass, meat, offal, and/or petrol;
b. packaging and labels;
c. documents;
d. storage and transport tools; and e.  penjajaan place, especially for refined products.
Article 37 (1) examination of the physical condition of the carcass, meat, offal, and/or petrol as stipulated in article 36 a, made in organoleptik.
(2) when the inspection results are organoleptik as referred to in paragraph (1), found the presence of irregularities to do sampling to do further testing.
(3) examination of the packaging and the label referred to in Article 36 of the letter b, the suitability of the description of the product name, manufacturer, date of production and/or the expiration date, type/category of products, as well as kosher for signs required.
(4) the examination of the documents referred to in Article 36 of the letter c, is done by examination of the completeness of the form of the veterinary certificate and sertifat kosher for required.
(5) an examination of the place of storage and transport tools as stipulated in article 36 d, and where the processed products are specific to the penjajaan referred to in Article 36 of the letter e, including compliance requirements for sanitation, higine and the room temperature according to the type of carcass, meat, offal, and/or petrol, as well as the separation of kosher and non kosher products.
Article 38 Supervision as referred to in article 34 paragraph (1) is done at least 4 (four) months, or at any time when it is known the existence of the allegations of irregularities against the fulfillment of technical requirements of veterinary public health.

Article 39 (1) Veterinary Public Health Supervisors as referred to in article 34 paragraph (2) reported the results of pengawasannya on a regular basis or at any time as stipulated in article 36 to the Director of veterinary public health and Pascapanen, head of Department of the province or district/city in accordance with those powers.
(2) the Director of veterinary public health and Pascapanen, head of Department or head of Department province of kabupaten/kota referred to in subsection (1), submit a report of the results of supervision at regular intervals or at any time as stipulated in article 38 to the Minister through the Director General of animal husbandry and animal health, the Governor or Regent/Mayor in accordance with those powers.
Chapter V PROVISIONS SANCTIONS article 40 Businessmen, Social Institutions, representatives of foreign countries/international agencies, or State-owned enterprises in violation of: a. the provision of article 10 paragraph (1) the letter k, paragraph (2) letter h, paragraph (3) the letter d, and paragraph (4) d; or b.  the provisions of article 33 paragraph (2) imposed sanctions in the form of a recommendation for the removal, not given recommendations followed, and propose to the Secretary of Commerce to revoke the import approval letter (SPI) and the status of the company as Registered importers of animal products (IT).

CHAPTER VI TRANSITIONAL PROVISIONS Article 41 by the time this rule applies, the recommendations have been published remain valid until expired.

CHAPTER VII PROVISIONS COVER Article 42 with the promulgation of the regulations of the Minister: a. the regulation of the Minister of agriculture the number 50/OT Permentan/140/9/2011 about the Recommendation Approval Submissions Carcass, meat, Offal, and/or Petrol into the territory of the Republic of Indonesia; and b.  Regulation of the Minister of agriculture Number 63/OT Permentan/140/6/2013 about changes to the regulation of the Minister of agriculture the number 50/OT Permentan/140/9/2011 about the Recommendation Approval Submissions Carcass, meat, Offal, and/or Petrol into the territory of the Republic of Indonesia, was revoked and declared inapplicable.

Article 43 this Ministerial Regulation comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
