ABOUT
PERFORMANCE DATA COLLECTION GUIDELINES
IN THE MINISTRY ' S MINISTRY ENVIRONMENT

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF PERRELATIONS REPUBLIC OF INDONESIA,

Weigh: a.  that in order to exercise the evaluation of the Report Accountability Report of the Government Agency (LAKIP) in the Environment Ministry of Transportation, it has been designated the Regulation of the Minister of Transportation Number PM. 89 of 2010 on the Performance Data Collection Guidelines in Environment of the Ministry of Transportation;
B.  that Regulation Minister Perrelation Number PM.89 of 2010 on the Performance of Performance Data In the Environment Ministry of Transportation as referred to in the letter a, is no longer in compliance with the conditions and needs so that it needs to be refined returned;
c. that on the basis of consideration as referred to in the letter b above, it needs to establish the Regulation of the Minister of Transportation on the Guidelines of Performance Data In the Ministry of Transportation Environment;

11. The Presidential Decree No. 47 of 2009 on the Establishment and Organization of the Ministry of State, as amended by the Presidential Regulation No. 91 of 2011;
Twelve. Presidential Decree No. 5 of 2010 on the National Long-term Development Plan of 2010-2014;
Thirteen. 2010 Presidential Decree No. 24 of 2010 on Occupation, Duty, and Functions of the Ministry of State as well as the Organizational Functions, duties and functions of the Ministry of Eselon I as amended last with the Presidential Regulation No. 92 of 2011;

DECIDED:

Set: A MINISTERIAL REGULATION OF THE RELATIONSHIP OF PERFORMANCE DATA COLLECTION GUIDELINES IN THE MINISTRY ' S ENVIRONMENT OF RELATIONS.

BAB I
UMUM CONDITIONS
Section 1
In this Minister ' s Rule, which is referred to:
1. The subsequent Performance Accountability Report (LAKIP) is an annual Government Agency Performance Accountability Report that contains the responsibility of the performance of an instance in achieving the strategic objectives of the agency.
2. The next key performance indicator is a measure of the success of a goal and the organization's strategic objectives are set.
3. Activity Performance Indicator, which is further abbreviated to IKK, is the performance measure of performance of activities in generating goods and services as planned in order to achieve the objectives and objectives of the organization.
4. Performance measurement is a systematic and continuous process to assess the success and failure of execution of activities according to the programs, policies, objectives and objectives that have been established in realizing the vision, mission and strategy of Instancy The government.

BAB VI
PERFORMANCE DATA INPUT PROCEDURE AND TIME
Section 10
(1) In order of the Performance Data Collection at the end of the month, the Secretary General delivers the Circular Letter to the entire Eselon Working Unit Leadership to perform the Input Data Performance into the Performance Data Measurement System Ministry of Transportation.
(2) To follow up the implementation of the Circular Letter as referred to in paragraph (1), then to:
a. The leadership of the Cloud Service is a unit of measure by which the Cloud Service can be used for the Cloud Service, and is not available to the Cloud Service.
B. The leadership of the Cloud Service is a unit of measure by which the Cloud Service can be used, and is subject to the following: At least 5 (5) business days in the next month.

Section 11
The charging procedure (Input) Performance Data in the Ministry of Transportation Environment consists of:
a. Charge procedure (Input) of the Ministry of Transportation Performance Data into the Ministry of Transportation Performance Data Measurement Application System, as follows:
1) The leadership of the Eselon Workspace I prepare the Program's Performance Management Report each month as referred to in Article 10 of the paragraph (2), in accordance with the field of duty and function through the Performance Data Measurement Application System, to be delivered to Minister of Transportation is coordinated by the Secretary General;
2) Based on the results of the Program's Performance Management Program from the Chairman of the Eselon I work unit as referred to at number 1), in the event that the Internal Performance Data Collection is not sufficient, it can be performed through the survey field and/or interview that can be accounted for scientifically;
3) Following the Performance Data as referred to in the number 2), it has been sufficient and is subject to responsibility, then compiled Data Capaian Performance of the Ministry of Transportation by the Secretary General so that it becomes the Recording of Capaian Data Performance that can be used as Database Performance of the Ministry of Transportation.
b. The charging procedures (Input) of the Eselon I Work Unit Performance Data into the Eselon I Work Unit Performance Data Measurement Application System as follows:
1) The leadership of the Eselon II Working Unit and the Self-Working Unit (UPT), preparing the Program's Performance Management Report each month as referred to in Article 10 of the paragraph (2), through the Performance Data Measurement Application System to be delivered to Unit Leadership Eselon I work coordinated by the Secretary of the Inspectorate General, the Secretary of the Directorate General, the Secretary of the Agency and the Head of the Planning Bureau in accordance with the fields of duty and function;
2) Based on the results of the Program's Performance Management Program from the Chairman of the Eselon II Working Unit and the Mandiri Working Unit (UPT) as referred to at number 1), in the case of the Collection of Internal Performance Data is not sufficient, it can be done through survey field and/or interviews that can be accounted for scientifically.
3) After the Performance Data as referred to the number 2), it has been sufficient and can be accounted for by the Secretary of the Inspectorate General, the Secretary of the Directorate General, the Secretary of the Agency and the Head of the Planning Bureau in accordance with the field of duty and function, then performed the Performance Capaian Data Compilation so that the Performance Data Capture Data can be used as a Database Performance of Work Unit Eselon I.
C. The Eselon, and Mandiri Working Unit (UPT) to the Eselon II Working Unit Performance Data Measurement System, and the Mandiri Working Unit (UPT) are the following:
1) The Program for the Program is licensed to use the Program for the Program. Independent (UPT) concerned through the Performance Data Measurement Application System;

BAB VII
PERFORMANCE DATA USAGE
Section 12
(1) Abused Performance Data as referred to in Section 9 of the paragraph (3), collected and published through the Performance Data Information System managed by the Working Unit, executed by:
a.   General Secretary, for the Ministry ' s Performance Data;
B. Secretary of the Inspectorate General, Secretary of the Directorate General, Secretary of the Agency and Head of the Planning Bureau, for the Performance Data of Eselon I concerned;
C.   Leaders of the Eselon II Work Unit and the Mandiri Working Unit (UPT), for the Performance Data are concerned.
(2) Performance Data as referred to in paragraph (1), is Public Data which is accessible through the Website by the Interests in the Environment Ministry Environment in order to perform the measurement, Monitoring and performance evaluation.

BAB VIII
CLOSING PROVISIONS
Section 13
At the time the Minister ' s Ordinance came into effect, then Regulation Minister Perrelations Number PM. 89 of 2010 on the Performance Data Collection Guidelines in the Ministry of Transportation Environment, revoked and declared to be not applicable.

Section 14
The rules of the Minister are in effect on the date of promulgations.
